We are currently recruiting for three positions: Recreation Coordinator - Special Events, Senior Services, and Meals on Wheels. These positions are full-time, fully benefitted positions with the Parks, Beaches, & Recreation Department. Details follow below!

DEFINITION

Under general supervision, plans, organizes, publicizes, coordinates, and administers community and recreation services for various age groups; organizes and conducts special events.

Recreation Coordinator positions will be assigned to one or more of the following areas: administration; aquatics; contract classes, community rentals and facilities; senior services; Meals On Wheels, city-wide special events; youth and teen services, and community outreach.

DISTINGUISHING CHARACTERISTICS

This classification provides support to the City’s diverse range of recreation and community service programs.  This classification is distinguished from the Recreation Supervisor in that the latter is a full supervisory classification that has broader responsibility for a wider range of programs.

SUPERVISION RECEIVED/EXERCISED

Receives general supervision from higher-level supervisory staff and oversees assigned staff, contractors, and volunteers.

ESSENTIAL FUNCTION REQUIREMENTS

• Plans, coordinates, evaluates, organizes, and implements diversified recreation services and special events of assigned area(s).
• Ensures compliance of standards and regulations for assigned programs, as required by Agency, Contracts, County, State, etc.
• Recommends alternatives for improving services as needed, considering factors such as cost/benefit and marketing analysis, availability of resources, safety of personnel and effects on operations and level of service; recommends or implements improvements as directed.
• Keeps accurate records, maintains program budgets, completes city paperwork and other administrative tasks.
• Communicates with a variety of agencies, vendors, community groups, clients, governmental and members of the public in a courteous and professional manner.
• Responds and resolves inquiries and concerns from the public and escalates inquiries as needed.
• Schedules and assigns work,
• Trains, and instructs assigned volunteers.
• Recruits, orients, evaluates, and recognizes contractors, and volunteers.
• Initiates and collaborates to develop a range of marketing materials for various purposes, including programs, events, informational content, and educational initiatives.
• Conducts program outreach.
• Coordinates and monitors social media.
• Serves as a Disaster Service Worker, as required.
• Coordinate the payroll process with any and all part time staff that are signed to them, including comparing schedules to timecards, entering timecard information into a citywide timecard and invoice system, monitoring staff hours, and auditing timecards for mistakes Senior Services Programs:
• Oversees the organization of all senior programs, encompassing drop-in activities, contracted classes, and social gatherings. Provides support in overseeing the Seniors In Action Council, including the organization of events, programs, and meetings.
• Perform related duties as needed.

QUALIFICATIONS:

Knowledge of:

• Basic concepts and techniques for organizing, developing, implementing and evaluating recreational programs, services, and events.
• Advanced English usage, spelling, grammar, and punctuation.
• Business correspondence writing and report preparation.
• Basic budget and fiscal control procedures and techniques and basic cost recovery principles.
• Functions and organization of municipal government.
• Principles and procedures of record keeping.
• General office practices
• Youth, Teen, Seniors, and/or Adult Contract Class programming.
• Special Events, including coordination, logistics, safety, event budgeting, event staffing, and advertising.

• Create and maintain part time staff and/ or volunteer schedules, including the use of applications or software.
• Work in both an office environment and outdoors, including working in inclement weather.
• Establish rapport with older adults.
• Speak at public functions and meetings to promote services.

EXPERIENCE AND TRAINING GUIDELINES:

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Experience:

One year of experience in recreation and community services.

Experience coordinating and facilitating programs and special events is desirable.

Training:

Equivalent to a bachelor’s degree from an accredited college or university in recreation, human services or a closely related field.

Licenses and Certifications:

Must possess and maintain a valid California Class C driver’s license and have a satisfactory driving record.

Must possess American Red Cross First Aid certificate and CPR Adult, Child, and Infant CPR within six months of appointment.

When assigned to Aquatics, must possess American Red Cross Lifeguard Certification including First Aid and CPR at time of appointment. Title 22 Certification required within one year of appointment.

ABOUT THE POSITION

DEFINITION

Account Clerk I: Under supervision, perform clerical work of difficulty in connection with preparing, maintaining or checking financial or statistical records; receive and receipt money; operate office accounting machines; do related work as required.

Account Clerk II: Under general supervision, perform difficult and complex bookkeeping and financial clerical work requiring the application of sound financial record keeping practices; supervise the work of clerical assistants; do related work as required. Positions in this class require frequent use of a high degree of independent judgment and interpretative ability. Duties do not always follow standard routines; the employee recommends changes in methods and procedures when necessary. The class is required to have operating knowledge of financial systems and greater overall experience.

Positions in the Account Clerk II positions are flexibly staffed and normally filled from advancement from the Account Clerk I class, or when filled from the outside, require specific accounting experience. Appointment to this class requires the employee to be performing substantially the full range of account clerk duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s financial system. 

EXAMPLES OF DUTIES

Either manually or through the use of computers, as appropriate, does responsible clerical accounting work in the maintenance of financial records, recording and checking financial transactions, and preparing financial or statistical statements or reports; waits on counter; receives and receipts money; prepares records to open, change, maintains or closes utility accounts; performs routine arithmetical computations; issues business licenses and files various documents; reconciles invoices, requisitions and purchase orders; prepares payment authorizations; assists in preparing payroll, prepares purchase orders, meter books, cash receipts, journals vouchers and other routine data input for computer processing; operates adding machines; does routine typing of documents and precise computer data entry of financial data.

MINIMUM QUALIFICATIONS

Knowledge of: Account Clerk I level: Methods, principles, and terminology used in financial clerical work; and modern office practices. Account Clerk II level: Methods, principles, practices and terminology used in complex financial accounting work; municipal bookkeeping principles; modern office methods and procedures.

Ability to: Perform clerical work of average difficulty; prepare basic financial reports, maintain journals, ledgers and complex files; operate adding and calculating machines;

perform arithmetic computations rapidly and accurately; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Additionally, at the Account Clerk II level.; operate a personal computer, utilizing spreadsheet and word processing software; perform accounting tasks and operate office machines used in accounting or statistical record-keeping work; prepare and analyze financial statements, invoices and reports; make arithmetical calculations readily and accurately; train and supervise the work of a group of clerical assistants; work cooperatively with others; understand and carry out general instructions and work independently.

Experience:

Account Clerk I: One year of clerical experience involving financial record keeping and general office work; six (6) months of experience using computer spreadsheets is desirable.

Account Clerk II: Three years of experience in financial and general record keeping, including six (6) months of personal computer spreadsheet experience. Two years of college (60 semester units or 90 quarter units) can be substituted for one year of required work experience. Three (3) semester units or five (5) quarter units of college level computer course work can be substituted for the spreadsheet experience.

Education:

Account Clerk I: Graduation from high school or equivalent.

Account Clerk II: Graduation from high school or equivalent and six (6) semester units or nine (9) quarter units of college level financial accounting course work. One year of additional experience may be substituted for the required college units.

The City of Foster City is looking for a dedicated and motivated individual to join our team as a Senior Engineering Technician in the Public Works Department. The position plays a key role in the oversight and management of work in the Public Right of Way and requires experience in project inspection, construction, and field operations. The ideal candidate will have experience reviewing traffic control plans, and familiarity with underground utility work for water, wastewater, stormwater, communications, gas, and electric systems.  This role is responsible for reviewing and processing transportation and encroachment permit applications, and as such, proficiency with computers and the ability to learn and use various software applications, is highly desirable.  The Senior Engineering Technician works on a diverse range of projects that directly impact the community, making strong communication skills essential for successful interactions with the public, utility companies, and contractors.    

This position is suited for someone who can take ownership of wide ranging assignments with minimal supervision. The ideal candidate is able to work independently coordinate engineering support functions and collaborate effectively with internal staff and external stakeholders.  

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Graduation from high school or the equivalent; college courses in engineering or drafting desirable.

Experience: Four years of full-time, paid experience in municipal engineering, including drafting and surveying. Up to two years of college education in engineering or drafting may be substituted for the required full-time experience on a year for year basis.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner.

Class Characteristics
Deputy Director of Public Works – City Engineer is a Deputy Director level engineering classification responsible for overseeing the City’s engineering functions and performing a wide variety of engineering duties requiring independent judgement and initiative in prioritizing, scheduling, assigning and coordinating work. This class requires registration as a professional engineer. This class is distinguished from all other engineering classes by its supervisory and administrative responsibilities over a wide range of duties as well as the requirement to perform the more complex engineering and project management assignments. Assignments and projects may be long-term or may constitute a major portion of a continuous or comprehensive engineering or construction program. Typically assigned functional areas include private development review and plan checking, oversight of regulatory compliance (e.g., Municipal Regional Permit [NPDES], Cal-OSHA, SWRCB/RWQCB non-utility related orders), waste franchise, Sierra Point Lighting & Landscape District, and Capital Improvement Program.

Supervision Received and Exercised:

Receives general direction from the Public Works Department Head.

Provides general supervision to engineering, maintenance, and administrative support staff.

• Recommends and assists in development and implementation of departmental policies, goals, and objectives.

THE DEPARTMENT

The Parks and Recreation Department mission is to provide opportunities for physical, cultural and social well-being; protect and enhance the physical environment; and ensure the effective and efficient use of public facilities and open space. THE POSITION

Under direction of the Recreation and Community Services Supervisor, performs responsible administrative, coordinating, and technical duties in one of the Parks and Recreation programs; and does related work as required. This classification is responsible for the day-to-day operation of the program and for the coordinating, supervisory, and administrative duties for the assigned program area.

The current recruitment is for the following program area:  Youth Enrichment Services (YES) Program.  This is a grant-funded position and is subject to grant funding.

The YES Coordinator is responsible for the operation of one of the City’s Licensed Before and After School programs or the REAL After School Programs, seasonal and summer camps.

DEFINITION

The Electrical Instrumentation Technician series is responsible for installation, testing, calibration, maintenance, and repair of process control and the telemetry data acquisition systems, and electrical distribution systems in the Wastewater Division.
 

DISTINGUISHING CHARACTERISTICS

Electrical Instrumentation Technician I is the entry level classification. Individuals are required to attend electrical and instrument classes and will learn on the job to perform basic electrical and instrument duties under close supervision.

Electrical Instrumentation Technician II is the semi-skilled subjourney classification. This classification is distinguished from the Electrical Instrumentation Technician I classification in that the Electrical Instrumentation Technician II is required to have previous experience and knowledge of fundamental electrical theory and techniques, usually attainable through the Electrical Instrumentation Technician I classification. Performs and assists in performing electrical work of a greater complexity than that of the Electrical Instrumentation Technician I.

Electrical Instrumentation Technician III is the full journey level class in this series. Performs the most complex duties.
 

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Perform basic electrical and instrument repairs and maintenance duties;
• Assist in the maintenance, repair alteration, and installation of a variety of electrical and instrumentation systems and equipment. 
• Use measuring, calibrating, and testing instruments and hand power tools common to the trade.  
• Maintain record on equipment maintenance and perform preventative maintenance on equipment.
• Coordinate emergency maintenance with system operation.
• On occasion serve as an operator in the operations of the Wastewater Treatment Plant.

The duties of the Maintenance Workers include, but are not limited to,

• Inspects and/or repairs equipment at frequent intervals to ensure that all aspects of the equipment are safe and functioning safely.

• Determines and marks the locations of system wirings and stormwater and water lines from the appropriate sources prior to excavation.

Functional areas for Public Works include street conditions, street signs, storm water system problems, traffic signals and street lighting.  Functional areas for Community Services include tree conditions, ball field conditions, irrigation system problems, park, building and ball field lighting.

• Safely operates vehicles of various sizes and weights in the loading, hauling and unloading of various equipment, and other job functions. For Public Works, this includes gravel, sand, concrete, asphalt and base rock.  For Community Services, this includes soil and sand and performing tree work.
• Performs routine inspection and preventive maintenance on assigned equipment and refers defects or needed repairs to supervisor; cleans equipment.
• Performs all duties in conformance to appropriate safety and security standards.
• Performs required labor involved in construction and maintenance projects as part of a crew.  For Public Works, this includes pavement cutting, ditch digging, manhole and line cleaning, main and pipe repair, laying pipe, trenching and backfilling.  For Community Services, this includes laying pipe, trenching and backfilling, maintaining ball fields including original layouts such as installation and leveling of surfaces; base positioning and installation; and layout of all field markings.

• Performs other duties as assigned.  

Minimum Qualifications

Maintenance Worker I:
Graduation from high school education or GED equivalent.

Maintenance Worker II:
Graduation from high school education or GED equivalent, and a minimum of two (2) years street, stormwater or parks maintenance work experience.

Valid California driver’s license. Possession of or ability to obtain and maintain a valid Class "B" Commercial Drivers license by completion of probationary period.

Compensation

The annual salary range for this position is currently $67,660 to $95,526. These are represented positions.

Note:

• Remote work is not available for these positions.
• Later this year the standard work week will transition to four (4) nine (9) hour days for a full-time schedule of 36 hours per week with no impact on annual salary.
