The City of Half Moon Bay is a Bay Area coastal community of approximately 12,500 residents and is located 25 miles south of San Francisco. The City is governed by a five-member elected City Council and utilizes the council-manager form of government. The City Council appoints a City Manager who is responsible for the oversight of daily operations and provides leadership for the City’s programs. The City currently employs 45 full-time employees in the following departments:  City Manager’s Office, Administrative Services, Community Development, and Public Works. The City contracts Public Safety with the San Mateo County Sheriff's Department.

The city and surrounding Coastside are a thriving agricultural, fishing, tourism, and recreational destination. ABOUT THE POSITION

The City Clerk plans, organizes, and directs all functions and responsibilities of the City Clerk's office as specified by the City Manager and as required by law. This is a Non-Represented Confidential Position. The incumbent reports directly to the City Manager.*

Important and Essential Duties

The City Clerk performs the following duties which may include, but are not limited to:

• Coordinates and prepares agenda for City Council and designated commission meetings. Reviews agenda items for compliance with legal requirements.
• Organizes completed staff reports. Reproduces and distributes agenda packages to appropriate individuals and organizations.
• Ensures the City Council meeting room is in proper order for all Council meetings.
• Attends City Council and designated commission meetings, acts as recording secretary and prepares minutes promptly following the meetings.
• Prepares "action" letters and appointments for follow-up activity resulting from City Council meetings.
• Establishes and maintains a reminder or follow-up system to ensure continued items are placed on the appropriate City Council agenda.
• Maintains a comprehensive general index of the official meeting minutes and files of all city records, including City Council actions for follow-up and/or filing, maintenance and storage.
• Administers oaths of office to elected and/or appointed officials.
• Takes and certifies affidavits and dispositions pertaining to city affairs.
• Prepares proper attestation for adopted ordinances and resolutions.
• Posts and distributes completed documents in accordance with established procedures.
• Maintains the Municipal Code and establishes supplemental procedures in order to update and republish the Code as required.
• Coordinates, plans, and conducts regular and special consolidated municipal elections in coordination with the County of San Mateo Elections division. Oversees campaign and Fair Political Practices Commission related filings according to established procedures and State law for elected officials and designated employees.
• Coordinates and/or performs all clerical functions for the City Council.
• Certifies action taken by the City Council regarding conveying or receiving property. Files documents, as required, with the County Recorder.
• Manages the citywide records management program, according to the Council-adopted Retention Schedules.
• Serves as custodian of the official City Seal and archives.
• Maintains custody of official records including ordinances, resolutions, contracts, agreements, deeds, minutes, and certifies copies as required.
• Attests, publishes, indexes and files ordinances and resolutions.
• Oversees the publication of legal notices, bid notices, postings, and other mailings.
• Coordinates the appointments to city boards, commissions, and committees.
• Prepares, administers, and monitors assigned budget.
• Updates City Council-related web pages on City website, as needed.
• Trains, evaluates, supervises and disciplines staff assigned to the City Clerk function.**

*The City is currently conducting an Organizational Study. The City Clerk’s office reports directly to the City Manager; however, this reporting structure may change based on the results of the study.

Drago Youth Art Internship Highlights:

• Duration: Summer 2026
• Hours per week: 20 hours per week, approximately 4 hours per day between the hours of 9:00 AM and 5:00 PM (Monday through Friday), with occasional evening and weekend hours as needed.
• Project: The intern will have the opportunity to lead and contribute to a meaningful arts initiative that engages the South San Francisco community.
• Mentorship & Experience: This position will be able to collaborate with staff, engage with community members, and gain real work insight into careers in the arts. 

TYPICAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):

• Assisting with general office duties related to arts programming, including organizing files, organizing artist databases, preparing materials, emails, and phone calls.
• Conducting fieldwork and research related to public art.
• Creating and managing social media content and scheduling to promote arts initiatives. 
• Supporting community outreach efforts through special event participation, flyer creation and distribution, and in-person engagement.
• Practicing professional communication such as communicating with local businesses and community members to help build connections and promote the City’s cultural art initiatives.
•  Developing and distribution of surveys to gather public input and feedback for arts programs.
•  Contributing creative ideas to enhance public engagement and support the City’s Cultural Arts Program initiatives. 
• Performs other related duties as required.

DEFINITION

Under general supervision, plans, organizes, publicizes, coordinates, and administers community and recreation services for various age groups; organizes and conducts special events.

Recreation Coordinator positions will be assigned to one or more of the following areas: administration; aquatics; contract classes, community rentals and facilities; senior services; Meals On Wheels, city-wide special events; youth and teen services, and community outreach.

DISTINGUISHING CHARACTERISTICS

This classification provides support to the City’s diverse range of recreation and community service programs.  This classification is distinguished from the Recreation Supervisor in that the latter is a full supervisory classification that has broader responsibility for a wider range of programs.

SUPERVISION RECEIVED/EXERCISED

Receives general supervision from higher-level supervisory staff and oversees assigned staff, contractors, and volunteers.

ESSENTIAL FUNCTION REQUIREMENTS

• Plans, coordinates, evaluates, organizes, and implements diversified recreation services and special events of assigned area(s).
• Ensures compliance of standards and regulations for assigned programs, as required by Agency, Contracts, County, State, etc.
• Recommends alternatives for improving services as needed, considering factors such as cost/benefit and marketing analysis, availability of resources, safety of personnel and effects on operations and level of service; recommends or implements improvements as directed.
• Keeps accurate records, maintains program budgets, completes city paperwork and other administrative tasks.
• Communicates with a variety of agencies, vendors, community groups, clients, governmental and members of the public in a courteous and professional manner.
• Responds and resolves inquiries and concerns from the public and escalates inquiries as needed.

Experience:

One year of experience in recreation and community services.

Experience coordinating and facilitating programs and special events is desirable.

Training:

Equivalent to a bachelor’s degree from an accredited college or university in recreation, human services or a closely related field.

Licenses and Certifications:

Must possess and maintain a valid California Class C driver’s license and have a satisfactory driving record.

Must possess American Red Cross First Aid certificate and CPR Adult, Child, and Infant CPR within six months of appointment.

When assigned to Aquatics, must possess American Red Cross Lifeguard Certification including First Aid and CPR at time of appointment. Title 22 Certification required within one year of appointment.

Police Department
Get an inside look at law enforcement from the ground up! Based in the Investigations Bureau, interns will explore all facets of the Department including patrol, dispatch, records, and code enforcement while gaining hands-on experience through ride- alongs, data analysis, and direct engagement with Department personnel and the community.

Constituent Services/City Clerk
Gain hands-on experience converting physical government records into digital files and learning how local government keeps its official documentation accurate and accessible.

Community Development – Mondays, Wednesdays and Thursdays, 9am – noon.

ABOUT THE POSITION

The City of Redwood City’s Engineering and Transportation Department invites you to apply for the position of Part-Time Contract Senior Transportation Planner.  The current opening is a contract position for a two-year term with a focus on managing multi-use trail projects including planning, feasibility studies, environmental coordination, and engineering design. DEFINITION

Account Clerk I: Under supervision, perform clerical work of difficulty in connection with preparing, maintaining or checking financial or statistical records; receive and receipt money; operate office accounting machines; do related work as required.

Account Clerk II: Under general supervision, perform difficult and complex bookkeeping and financial clerical work requiring the application of sound financial record keeping practices; supervise the work of clerical assistants; do related work as required. Positions in this class require frequent use of a high degree of independent judgment and interpretative ability. Duties do not always follow standard routines; the employee recommends changes in methods and procedures when necessary. The class is required to have operating knowledge of financial systems and greater overall experience.

Positions in the Account Clerk II positions are flexibly staffed and normally filled from advancement from the Account Clerk I class, or when filled from the outside, require specific accounting experience. Appointment to this class requires the employee to be performing substantially the full range of account clerk duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s financial system. 

EXAMPLES OF DUTIES

Either manually or through the use of computers, as appropriate, does responsible clerical accounting work in the maintenance of financial records, recording and checking financial transactions, and preparing financial or statistical statements or reports; waits on counter; receives and receipts money; prepares records to open, change, maintains or closes utility accounts; performs routine arithmetical computations; issues business licenses and files various documents; reconciles invoices, requisitions and purchase orders; prepares payment authorizations; assists in preparing payroll, prepares purchase orders, meter books, cash receipts, journals vouchers and other routine data input for computer processing; operates adding machines; does routine typing of documents and precise computer data entry of financial data.

MINIMUM QUALIFICATIONS

Knowledge of: Account Clerk I level: Methods, principles, and terminology used in financial clerical work; and modern office practices. Account Clerk II level: Methods, principles, practices and terminology used in complex financial accounting work; municipal bookkeeping principles; modern office methods and procedures.

Ability to: Perform clerical work of average difficulty; prepare basic financial reports, maintain journals, ledgers and complex files; operate adding and calculating machines;

perform arithmetic computations rapidly and accurately; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Additionally, at the Account Clerk II level.; operate a personal computer, utilizing spreadsheet and word processing software; perform accounting tasks and operate office machines used in accounting or statistical record-keeping work; prepare and analyze financial statements, invoices and reports; make arithmetical calculations readily and accurately; train and supervise the work of a group of clerical assistants; work cooperatively with others; understand and carry out general instructions and work independently.

Experience:

Account Clerk I: One year of clerical experience involving financial record keeping and general office work; six (6) months of experience using computer spreadsheets is desirable.

Account Clerk II: Three years of experience in financial and general record keeping, including six (6) months of personal computer spreadsheet experience. Two years of college (60 semester units or 90 quarter units) can be substituted for one year of required work experience. Three (3) semester units or five (5) quarter units of college level computer course work can be substituted for the spreadsheet experience.

Education:

Account Clerk I: Graduation from high school or equivalent.

Account Clerk II: Graduation from high school or equivalent and six (6) semester units or nine (9) quarter units of college level financial accounting course work. One year of additional experience may be substituted for the required college units.

The City of Foster City is looking for a dedicated and motivated individual to join our team as a Senior Engineering Technician in the Public Works Department. The position plays a key role in the oversight and management of work in the Public Right of Way and requires experience in project inspection, construction, and field operations. The ideal candidate will have experience reviewing traffic control plans, and familiarity with underground utility work for water, wastewater, stormwater, communications, gas, and electric systems.  This role is responsible for reviewing and processing transportation and encroachment permit applications, and as such, proficiency with computers and the ability to learn and use various software applications, is highly desirable.  The Senior Engineering Technician works on a diverse range of projects that directly impact the community, making strong communication skills essential for successful interactions with the public, utility companies, and contractors.    

This position is suited for someone who can take ownership of wide ranging assignments with minimal supervision. The ideal candidate is able to work independently coordinate engineering support functions and collaborate effectively with internal staff and external stakeholders.  

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Graduation from high school or the equivalent; college courses in engineering or drafting desirable.

Experience: Four years of full-time, paid experience in municipal engineering, including drafting and surveying. Up to two years of college education in engineering or drafting may be substituted for the required full-time experience on a year for year basis.

The City of Brisbane, a close-knit community committed to exceptional public service, is seeking a proactive, experienced, and customer-focused Deputy Director of Public Works / City Engineer.

The Deputy Director of Public Works / City Engineer, plans, directs and manages assigned functional areas within the engineering or utility division in connection with engineering design, construction, inspection, transportation projects and the capital improvement program; staffs one or more citizen advisory committees; performs advanced professional engineering assignments on a wide range of municipal projects of a complex nature; serves as project manager on a variety of projects; supervises engineering and technical staff of the department directly or through subordinate levels of supervision on a day to day basis; functions as department head in their absence as assigned. Serves as the City Engineer responsible for engineering standards, development review, and oversight of public works engineering activities.

Class Characteristics
Deputy Director of Public Works – City Engineer is a Deputy Director level engineering classification responsible for overseeing the City’s engineering functions and performing a wide variety of engineering duties requiring independent judgement and initiative in prioritizing, scheduling, assigning and coordinating work. This class requires registration as a professional engineer. This class is distinguished from all other engineering classes by its supervisory and administrative responsibilities over a wide range of duties as well as the requirement to perform the more complex engineering and project management assignments. Assignments and projects may be long-term or may constitute a major portion of a continuous or comprehensive engineering or construction program. Typically assigned functional areas include private development review and plan checking, oversight of regulatory compliance (e.g., Municipal Regional Permit [NPDES], Cal-OSHA, SWRCB/RWQCB non-utility related orders), waste franchise, Sierra Point Lighting & Landscape District, and Capital Improvement Program.

Supervision Received and Exercised:

Receives general direction from the Public Works Department Head.

Provides general supervision to engineering, maintenance, and administrative support staff.

Examples of Important and Essential Duties- the duties described below are provided as examples and are not to be considered as exclusive or all-inclusive:

• Recommends and assists in development and implementation of departmental policies, goals, and objectives.  
• Plans, directs, and coordinates engineering work programs and activities within the Public Works Department, directly and through subordinate levels of supervision.
• Manages the City’s Capital Improvement Program and Projects; supervises, coordinates, and reviews all public works engineering activities, including engineering design, inspection, and survey; contract administration, and construction management for projects planned and approved by City Council; Deputy Director of Public Works prepares plans, specifications, and estimates. Deputy Director of Public Works – City Engineer has overall responsibility for the city’s CIP.  
• Supervises staff assigned, including scheduling, assigning, prioritizing, and reviewing work; training and evaluating staff; approving time off; and developing effective recommendations on all employee actions.  
• Assigns work and exercises general supervision of office and field staff in order to effectively utilize their services and accomplish objectives.  
• Oversees consultants and professionals hired by the City for the purposes of designing and completing public works construction projects and studies.  
• Establishes criteria for design, construction, and inspection of public works projects.  
• Oversees the inspection of public works construction by contractors for established plans and specifications.  
• Supervises and participates in the development and administration of the department’s capital and operating budgets; directs the forecast of additional funds needed for construction, staffing, equipment, materials, and supplies; monitors and approves expenditures.  
• Prepares work programs and special engineering studies.  
• Reviews and prepares specifications and obtains bids for construction and maintenance projects; accepts or rejects such specifications and bids; verifies computations, plans, specifications, and estimates for public works facility’s projects; reviews and signs engineering drawings and land record maps.  
• Evaluates and applies for grants; provides for administration and oversight of reporting requirements.
• Conducts negotiations on engineering matters and accepts or rejects change order requests related to contracts; addresses contractor claims.
• Manages administrative matters; prepares and oversees budgets and monitors monthly expenditures; manages requests for additional funding.
• Prepares fee assessments and agenda reports.
• Develops record maintenance systems, procedures, and training necessary for maintaining effective liaison with other City departments.  
• Serves as department head in the absence of the director, including attending and participating in City Council, community and board and commission meetings.
• Responds to questions and requests from the general public, including conducting correspondence and attending meetings.

THE DEPARTMENT

The Parks and Recreation Department mission is to provide opportunities for physical, cultural and social well-being; protect and enhance the physical environment; and ensure the effective and efficient use of public facilities and open space. The Parks and Recreation Department is organized by program area, with each program administered by a supervisor, coordinator, or specialist.

The Recreation Division sponsors recreation and enrichment programs that meet community needs, address childhood obesity, promote wellness, create a culture of curiosity and learning, enhance the quality of life for the participants, and stimulate economic and community development. The Recreation Division consists of eight program areas, including Aquatics, Classes, Cultural Arts, Preschool and Early Learning, Senior Services, Sports, Rentals, and Youth Enrichment Services, as well as Special Events. Recreation staff are also tasked with operating recreation centers, picnic sites and rental facilities, preschools and select South San Francisco Unified School District after school sites that serve residents of all age groups.

THE POSITION

Under direction of the Recreation and Community Services Supervisor, performs responsible administrative, coordinating, and technical duties in one of the Parks and Recreation programs; and does related work as required. This classification is responsible for the day-to-day operation of the program and for the coordinating, supervisory, and administrative duties for the assigned program area.

The current recruitment is for the following program area:  Youth Enrichment Services (YES) Program.  This is a grant-funded position and is subject to grant funding.

The YES Coordinator is responsible for the operation of one of the City’s Licensed Before and After School programs or the REAL After School Programs, seasonal and summer camps.
