This is a non-sworn, civilian training classification to be used while incumbent is attending a certified P.O.S.T. Basic Police Academy.  Incumbent in this classification receives the same employee benefits as Police Officers, with the exception of being placed in the “Miscellaneous” retirement category until successful completion of a designated police academy, and as a civilian employee, will not be covered by government code sections 4850 and 3300 through 3311.  Upon successful completion of an academy, incumbent shall be sworn as a Police Officer, placed in the safety retirement category and begin an 18-month probationary period as a Police Officer on the date of swearing in. 

Education: 

• High school graduate or its equivalent. 
• Completion of 30 semester (or equivalent quarter) units from an accredited college or university preferred. 

Physical Capabilities/Vision:

• Must be capable of performing the full range of work assigned to a Police Officer free from physical, mental or emotional restrictions, which would adversely impact job performance. 
• All vision must be corrected to 20/20.
• Must be free from color blindness and have a normal field of vision.

Hearing:

• Normal hearing acuity.

Height/Weight: 

• Weight in proportion to height, age and frame.

Age: 

• Applicant must be 21 years of age minimum by completion of Police Academy.

Citizenship: 

• California Government Code Section 1031(a) requires that Police Officers be citizens of the United States.  California Government Code Section 1031.5 requires that permanent resident aliens who desire to be employed as Police Officers be eligible for and have applied for citizenship.

License:

• Possession of a valid California driver’s license issued by the Department of Motor Vehicles.

Position Duties  

The Department of Public Works is recruiting to fill two (2) Building Inspector-Electrical Specialty, Combination/Certified I/II/III/Senior positions within the Engineering Services Division, Code Inspection Section.   

The Building Inspector Combination/Certified I/II/III/Senior position will be located subject to business need. This position will provide inspection support at a variety of City of San José facilities, including the Airport, Regional Wastewater Facility and Central Service Yard.  

Key responsibilities and duties may include, but are not limited to the following:  

• Conduct inspections of industrial, commercial, manufacturing, and facilities to ensure compliance with codes, regulations, ordinances, standards, and contract agreements which includes setting up inspection schedules; gathering information and evidence; and, ensuring conformance to plans, specifications, and safety regulations.   

• Investigate building, construction, and land use changes in the field by gathering factual data to ascertain present use of land and location of structures; conducting background investigations and research; and preparing reports to use as evidence.   

• Provide technical assistance for development of codes and policies.   

• Generate written reports and enforcement orders which includes noting deficiencies in standards and submitting final documentation.   

• Review plans and specifications for compliance with codes which includes assisting in projects in complying with regulations, prioritizing deficiencies, and preparing timetables.   

• Provide technical support for agencies and the public which includes inputting data into system for general public access.   

• Meet with architects, engineers, City officials, and building contractors to discuss construction projects.   

• Perform other duties of a similar nature or level.

THE POSITION

The City of San Rafael is seeking a motivated, civic and safety-minded Communications and Engagement Intern to support equitable outreach and engagement through the Fire Department's external communications, digital content, and public engagement initiatives. This temporary, part-time role is ideal for individuals interested in learning more about local government and public communications.

Under the direction of the Deputy Director of Emergency Management, the intern will assist with day-to-day communications tasks such as social media content creation, newsletter writing, website updates, and public information campaigns.  This is an exciting opportunity to gain hands-on experience and contribute to real-time public service storytelling and information sharing.  This is a part-time/temporary position, limited to 1,000 hours worked within a fiscal year (July 1 through June 30) that receives no City benefits.  This position will work for up to 30 hours per week (days/hours may vary). 

ESSENTIAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):    

• Assist in designing, writing, and editing content for a variety of communications platforms including websites, social media, e-newsletters, flyers, presentations, and press materials.
• Help document Department programs and events through photography, videography, and brief interviews.
• Support the development and scheduling of social media content across platforms like Facebook, Instagram, and Nextdoor.
• Help maintain and update the Department's website and digital newsletters.
• Contribute to internal content calendars and project trackers.
• Participate in community outreach efforts, including tabling at events, supporting public meetings, and gathering community feedback.
• Track analytics and metrics from newsletters, social media platforms, and web traffic; monitor media coverage and social media engagement; compile analytics reports to inform communication strategies.
• Support translation coordination and multilingual content production, if bilingual (Spanish-English) skills are present.  

IDEAL CANDIDATE
The ideal candidate is detail-oriented, curious about public service, a strong communicator, and excited to learn in a hands-on environment.  They are a self-starter who can write clearly and adapt to a range of topics and formats.

KNOWLEDGE/SKILLS/ABILITIES

• Basic principles and practices of public communications, social media management, and/or media relations.
• Writing and editing for clarity, style, and grammar.
• Social media platforms, email marketing tools, and content management systems (e.g., WordPress, Mailchimp).
• Basic graphic design tools (e.g., Canva, Adobe Creative Suite) and video editing platforms (preferred).
• Cultural competency and sensitivity in engaging diverse communities.
• Highly preferred:  fluent, professional-level Spanish and English (both written and spoken).

MINIMUM QUALIFICATIONS DESIRED

• Fluency in English and Spanish (written and verbal) is highly desired.
• At least 1 year of experience in communications, public-engagement, media, or related work (internships included).
• OR currently enrolled in or recently completed a degree or certificate program in communications, journalism, graphic design, public relations, public administration, or a related field.
• Proficiency with Microsoft Office Suite, Canva, and social media platforms.

WORK SCHEDULE

The City of San Rafael Sanitation District is seeking a Sewer Maintenance Worker I/II (TWO positions available).  Under general supervision, the employee performs a variety of manual and semiskilled tasks involved in the maintenance, improvement and operation of the City's sewage pumping stations and gravity sewer lines.

• Operates light power driven, hand held and "walk behind" equipment and uses shovels, rakes, other hand tools, jackhammers, dump trucks in the performance of assigned duties.
• Performs manual and semiskilled work in flushing, clearing, maintaining sewer and storm drainage, pipelines, culverts, force mains, and pumping stations.
• Performs or assists in starts, stops, inspects, lubricates and adjusts pumps, valves, motors, drive shafts,  universal joints and flow rates at pumping stations.
• Performs or assists in taking chemical samples and adjusts rate of chemical flows.
• Performs or assists in removing and replacing pumps, motors, valves and related, and performs repairs.  May rebuild components on a limited basis.
• Performs or assists in excavation and repair or replacement of sewer gravity lines.
• Places traffic barriers and warning signs and directs traffic as necessary.
• Assists in the orientation and on-the-job-training of new employees.
• Assists in notifying residents of sewer system work which may affect their lines, and cooperates with other agencies on repairs.
• Assists in emergency Public Works repairs and maintenance including work in other sections of the Department.
• Performs related duties as required.

EDUCATION AND/OR EXPERIENCE:

A typical way of gaining the knowledge, skill, and ability outlined in the job description is:

Level I:

• Sufficient formal and/or informal education to provide the necessary reading and communication skills; AND
• Some prior experience in street maintenance work that would include mechanical and hydraulic repair of pumps, gates, valves, pipelines and related.

Level II:

• Equivalent to graduation from high school.
• Two years of increasingly responsible experience in the operations and maintenance of Public Works sewage pumping stations and gravity sewer lines, equivalent to the Sewer Maintenance Worker I classification at the City of San Rafael.

SPECIAL REQUIREMENTS:

• Within one year of hire as a Sewer Maintenance Worker I, must possess a valid California Driver's License with a tank endorsement to drive the vactor in a training capacity.
• Level II:  Must possess a valid California Class "B" license and have a satisfactory driving record
• Level I and Level II:  Must be willing to work underground, in confined places, in and near bacterially contaminated liquids, and in exposure to unpleasant and potentially hazardous conditions. 
• Level I and Level II:  Must be willing to work overtime and on call as needed for emergency repairs.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Provide customer service and respond to general inquiries regarding Human Resources operations from the community, employees, and job applicants.
• Process employment transactions, enter data into the human resources database, and prepare documents for the bi-monthly payroll.
• Establish, update, and maintain departmental records, files, and databases, while preserving confidentiality.
• Maintain personnel files, contract and vendor files, and assist with records management and retention.
• Assist with the coordination of recruitments.
• Maintain the Human Resources general voicemail, inboxes, and Outlook calendars. 
• Update Employee website and general HR webpage.
• Assist with the coordination of Human Resources events.

UPCOMING PROJECTS

• Will play a key role in the implementation and roll-out of a new Human Resources Information System (HRIS) to digitize and streamline full employment life cycle processes.
• City-wide website update.
• Opportunities for learning, growth, and networking throughout the year.

EDUCATION/EXPERIENCE

Any combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities. A typical way to obtain these would be: 

• Two Years of general office experience involving extensive customer service. 
• Equivalent to the completion of the twelfth grade.
• Completion of some college level coursework or certification is desired.

Desirable qualifications:

• Prior experience in a local government agency.
• Prior human resources experience in the areas of employment transaction processing, recruiting, or benefits administration.
• Bilingual, especially ability to communicate effectively in Spanish.​​​​​​
