The City of Dixon is excited to announce the recruitment for one (1) full-time, regular position of Water Operator I. This position performs a variety of maintenance, operations, and repair work on the City's water distribution system, including pumps, mains, chlorinators, meters, and other equipment. 

Working Conditions/Physical Demands

Work is performed in a variety of different environments with exposure to varying weather conditions including high temperatures, rain, and wind. Work is performed with exposure to hazardous materials, smoke, gasses, and fumes; with exposure to hazards such as, moving machine parts and live electrical current; and exposure to loud and/or high frequency noise. Occasional performance of heavy manual labor; occasional standing or driving for long periods of time; use of a computer; occasional climbing, work at heights above 10 feet; working on ladders, bending, stooping, crawling, squatting, kneeling, twisting, and repetitive hand movement. Occasional lifting up to 50 pounds. Constant use of overall color vision. Frequent grasping, holding, and reaching. Frequent contact with other staff, outside agencies and the general public; occasional working alone. Night, weekend, and holiday hours will be required on a rotating schedule for 24/7 standby and weekend/holiday rounds.

The Department: 

The Water and Sewer Utilities Department is a utility enterprise that provides planning, design, construction, maintenance, and operation of the City's water distribution system, sewer collection system, and recycled water system. The Position: 

This is the entry level maintenance position for the Water and Sewer Utility. Typically, you will be assigned to a crew, and will perform semi-skilled work on water or sewer infrastructure. This position will require odd hours and sometimes extended days if jobs run long. You will come in contact with raw sewage, working in knee deep mud, and working around trenches, often on busy city streets.
  
 Under direction, this position operates, maintains, inspects, repairs, and rehabilitates or replaces the water, sanitary sewer, and/or recycled water systems of the City of Santa Clara. This position performs heavy physical labor while performing planned maintenance and repair or emergency response for the City's utility systems and the associated appurtenances.
  
 This position requires one (1) year of related experience. Related experience may include job duties such as pipefitting, plumbing, commercial or residential construction, underground construction, landscaping, paving, steelworker, HVAC, paving, and heavy equipment operations.

THE POSITION

Under general direction of the Water Resources Division Manager, this position serves as the Chief Plant Operator of the City’s Water Reclamation Plant (wastewater treatment). The selected candidate will plan, organize, direct and manage the operation of the Water Reclamation Plant including wastewater treatment and recycled water production. They will coordinate activities with other sections/divisions/departments, external customers, regional wastewater agencies, and contractors. This position will ensure that all regulatory compliance targets are met and act as a liaison to regulatory agencies. This position requires a valid Grade IV Wastewater Treatment Plant Operator Certificate issued by the State Water Resources Control Board at the time of appointment.

• Serves as the Chief Plant Operator for the Water Reclamation Plant

 ABOUT THE POSITION

The City of Redwood City Public Works Services Department invites you to apply for the position of Utilities Field Supervisor in the Wastewater Division. The Wastewater Division operates and maintains the City’s sanitary sewer collection system and municipal stormwater system. Under general direction, the Utilities Field Supervisor plans, organizes, supervises, trains, and evaluates the work of assigned crews engaged in maintenance, repair, installation, construction, and regulatory compliance duties within the sanitary sewer collection system and municipal stormwater system.  Primary duties include supervising and evaluating performance of assigned staff, scheduling maintenance and repair work, responding to customer inquiries and requests, and traveling among various worksites to direct, supervise, and evaluate work performed in the field. DEFINITION Under general supervision or direction of the Director of Water and Wastewater Resources or the Director’s authorized personnel, develops, monitors, conducts, and administers the Department’s occupational health and safety and environmental programs and Water/Wastewater industrial training program in compliance with federal, state, and local safety, health, and environmental regulations, as well as industry standards; develops, implements and administers  safety and training policies, procedures and directives; evaluates effectiveness of safety and training programs, implements new programs and procedures as needed; assists in the administration of the risk management program; acts as the Department’s Safety Officer; and performs other duties as assigned.

Performs related report preparation and record maintenance for Environmental Protection, Fire Protection, Hazardous Waste Management, and Occupational Safety. Develops and maintains Department’s hazardous material business plans (HMBP) and petroleum storage tank permitting in compliance with Environmental and local Fire Department Regulations. Maintains and updates the Department’s Safety Data Sheet (SDS) database. Conducts thorough audits, investigations and analysis of accidents, incidents and injuries; develops findings, prepares reports, and makes recommendations to assigned supervisor of corrective actions and preventative measures; assesses incident statistics to determine requirements for new or modified training. Maintains a library of reference materials on training records and coordinates the acquisition of training materials, including manuals, technical resources, videos, recordings, and self-instruction workbooks. Coordinates necessary safety certification and license obtainment and renewal for Department employees. Develops and administers contractor safety program, including reviewing contractor health and safety work plans for Department projects, serving as the Department’s subject matter expert, and working with vendors and consultants for matters related to safety compliance, and providing contractors with appropriate hazardous materials communication in compliance with applicable regulations. Builds and maintains positive working relationships with co-workers, other City employees, and the public: performs other duties as assigned.

Education: Graduation from High School or equivalent. Bachelor’s or Master’s degree majoring in industrial engineering, safety engineering, occupational health, or closely related field desirable.

Experience: Three (3) years of experience in the areas of workplace safety and employee training, including at least one (1) year of which involved administration of a comprehensive safety and accident prevention program. Five (5) years of experience in the areas of workplace safety and employee training, including at least three (3) years of which have involved administration of a comprehensive safety and accident prevention program desirable.

License/Certification: Possession of a valid Class C California Driver's License; possession of a Cardiopulmonary Resuscitation and Emergency Cardiac Care Provider certificate and First Aid certificate or the ability to obtain one within 12 months of appointment.

Infrastructure Services Unit (Position Code 365) 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).

Water Distribution Operator II - This is the journey-level class in the Water Distribution Operator series and is distinguished from the I level by the assignment of the full range of duties. AC Transit is seeking a Project Manager I (Utility Location and Marking) in the Capital Projects department. Under general direction, serves as project manager for routine to moderately complex projects and assists higher-level project managers on more complex projects as needed. This is the experienced level within the Project Manager series. There are four (4) levels within the series, which are distinguished from one another by the technical complexity of the assigned duties and the level of discretion and independent judgment exercised. Positions at this level are responsible for performing project management activities for routine to moderately complex projects.

Positions in the Project Manager series are flexibly staffed to meet the needs of the District. Reviews and recommends the approval of project proposals; coordinates design and planning services for assigned projects; and reviews design concepts for compliance with development plans.
Coordinates with grants management, grants accounting, Accounts Payable, and Accounts Receivable to resolve issues.

Prepares project staff reports for Board presentations; presents oral and written presentations to a variety of stakeholders that may include external boards and commissions, advisory committees, and citizen groups.

Performs utility marking of the District's Fiber Optic Cable located in the public right-of-way using industry standard locating equipment and as-built drawings based on notifications from 811/USA Alert or City Building Departments.

Performs utility marking of all utilities located on District property using industry standard locating equipment and as-built drawings based on requests from District's Project Managers.
Maintain and upgrade as appropriate existing utility location documentation.
Performs related duties as required.

MINIMUM QUALIFICATIONS:
Education: Equivalent to a Bachelor’s degree from an accredited four-year college or university in a field directly related to the area to which assigned. For Engineering/Capital Projects: Equivalent to a Bachelor’s degree in architecture, engineering, planning, or a related field.

Experience: Four (4) years of experience in the professional field required by the assigned special projects or two (2) years that involved responsibilities at a level equivalent to the District's classification of Project Coordinator. Years of experience may be substituted for the educational requirement on a two for one basis; two (2) years of experience may be submitted for one (1) year of education).

Highly Desirable: 

• Ability to read and understand as-built plans, including construction plans
• Ability to observe construction work performed by others that impacts District's utilities to ensure any site restoration is done to code.
• Must understand the 811 / USA Alert system and program, how it works, how to monitor for projects that may impact our District assets.
• Must know the color codes used to mark utilities.
• Interpersonal skills to coordinate with contractor who are permitted to excavate in/around District assets and with City inspectors to enforce quality standards on subject contractors. Ability to use locator equipment, materials, and hand tools to perform marking tasks. Ability to write reports documenting marking tasks performed.
• Must be proactive and a self-starter. Utility marking requires the individual to stay ahead of the contractors.
• Must be willing to work in inclement weather.

Physical Requirements: Must maintain the physical condition necessary to perform tasks in an office setting operating a computer, keyboard, and other peripheral equipment; safely drive a District automobile; and walk, stand, and climb short distances in construction settings in order to inspect the progress of assigned projects.

The Department: 
Silicon Valley Power (SVP) is the City of Santa Clara’s municipal public power utility. Located in Northern California’s Santa Clara County, SVP is primarily a distribution utility contained within a roughly twenty square mile footprint and embedded within the much larger PG&E utility system. SVP operates under the jurisdiction of the California Independent System Operator (CAISO) and the Western Electricity Coordinating Council (WECC). SVP operates voltages of 230kV and 115kV (transmission), 60kv (sub-transmission), and 12kV (distribution). Its peak load in 2024 was 718MW and has the ability to generate up to 200MW internally. SVP has roughly 60,000 meters with 90% of the load industrial-commercial and 10% residential. SVP is a NERC registered utility and conforms to NERC 693 and CIP reliability standards. The Position:  
Electric and Water System Operators (EWSO) ensure that all Electric, Water and Storm sewer systems are operated reliably, efficiently and effectively in a safe manner and restoring service in a timely way to all customers.  The EWSO has responsibility for monitoring and operation of the City's municipal electric power, water, transmission and distribution systems and for coordinating planned and unplanned power outages. As a Transmission Operator, operating personnel in this position have the responsibility to comply with NERC reliability standards and the authority to implement real-time actions to ensure the stable and reliable operation of the Bulk Electric System. These efforts are coordinated with the appropriate Reliability Coordinator (RC), affected Transmission Operator(s) (TO) and affected Balancing Authorities (BA). This position is staffed 24/7 365 utilizing a rotation of 12 hour shifts with Operators alternating between days and nights.

• Graduation from high school or possession of a GED

• 1) Two (2) years of experience in an electric utility performing complex load dispatching and switching

• 2) Four (4) years of experience in an electric utility as a generating plant or substation operator with sub-dispatching responsibility

• 3) Four (4) years of experience with the City of Santa Clara Electric Department, including at least one (1) year as an journey-level or higher, electrician or lineman/linewoman
