The Customer Care Coordinator develops and implements strategies related to customer care, customer communications, and program support as it relates to Pioneer’s customers; provides support to customers regarding billing analysis and other customer-related issues; and supports communications and marketing efforts in ways that are consistent with Pioneer’s Strategic Plan.  Duties include:

• Receiving, researching, and responding to customer questions and concerns; reviewing, researching and responding to questions related to billing and programs available to customers.
• Preparing and providing detailed solar analysis and educating customers regarding Net Energy Metering, Solar Billing Plan, and other related billing rates/plans.
• Providing information to customers as it relates to energy efficiency.
• Processing and tracking customer opt outs, opt ups and re-enrollments.
• Ensuring customer contact center has updated and accurate talking points and information related to messaging and advertising campaigns.
• Attending and staffing booths at community events and interacting and educating customers regarding Pioneer’s services and programs.
• Providing billing related support including the maintenance and security of customer data, coordinating with PG&E on a variety of matters including customer service, data provisions, outages, infrastructure issues, and usage reports.
• Supporting call center by responding to escalated customer service matters and preparing/editing customer service scripts.
• Preparing and presenting a variety of reports and communications that include supporting statistical data; making presentations to member agencies, outside organizations and the public.
• Some of the primary responsibilities include answering phones, chats, and emails.

• Legislative Engagement, Monitoring & Research: Collaborates with legislative consultants and agency subject matter experts to monitor, track, and interpret legislation relevant to the District; conducts background research on topics and priority initiatives; and actively evaluates alternatives and helps determine strategies to represent the District’s interests in appropriate arenas.
• Intergovernmental Representation & Presentations: Presents at delegation, agency, and partner meetings, serving as a District representative as needed.
• Comprehensive Reporting, Documentation & Written Communications: Prepares and coordinates a variety of materials, including comprehensive staff reports, management updates, Board proclamations, correspondence (position and congratulatory letters), and other detailed memos.
• Event & Meeting Support: Coordinates legislative and agency tours, including advocacy and appreciation days; prepares presentation and meeting materials for delegation, agency, and partner meetings, and coordinates with departments for project updates.
• External Affairs Assistance: Assists with external regional agendas for issues impacting Midpen’s work, and tracks relevant local, state, and federal news for issues affecting the District.

The Government Affairs Specialist I under supervision, performs most of the duties required of the position but is not expected to function at the same skill level required of a level II.   Annual Pay Range: $106,412-$132,925

The Government Affairs Specialist II is expected to perform the full range of duties as assigned, working independently and exercising a higher level of judgment and initiative. Receives occasional instruction or assistance as new or unusual situations arise.  Annual Pay Range:  $117,353-$146,537

Working Environment and Schedule:  Midpen offers a hybrid office/telecommute work schedule which will be divided between onsite work, at home remote work, some outdoor work, some local travel, and occasional travel to Sacramento. When government affairs-related events are scheduled, the Government Affairs Specialist may be required to work evenings, weekends and holidays. Outdoor work could include driving off-road (training provided) and hiking on trails in temperatures ranging from cold and blustery to hot and dry. Ideal candidates will be comfortable working in these types of field conditions as well as driving around the Bay Area. This position is part of the Public Affairs department at Midpen’s administrative office located in Los Altos, California. 

Education and Experience:  Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be equivalent to graduation from an accredited four-year college or university with major coursework in public relations, communications, business administration, public policy or a closely related field, and:

Government Affairs Specialist I: one (1) year of increasingly responsible experience in  government affairs or strategic partnerships is highly desired. No experience is required.

Government Affairs Specialist II: two (2) years of increasingly responsible experience in government affairs or strategic partnerships.

Licenses & Certifications Required:  Possession of a valid California Driver’s License.

About the Position: The Midpeninsula Regional Open Space District (Midpen) is seeking a Public Affairs Intern. The intern’s responsibilities include representing Midpen at community events and workshops, creating social media posts and outreach campaigns, creating editorial content such as newsletter articles and videos, providing administrative support such as reviewing and uploading photos to database and other duties as assigned. Work duties will provide training in a broad range of public affairs strategies and activities. This position reports to the Public Affairs Specialist leading editorial content and media relations, with additional assignments from other communications project/program leads. The expected start date for this position is early November 2025.

Basic Requirements: Current enrollment in an associate’s, bachelor’s, or master’s degree program, or trade school in a relevant field or a recent graduate. Internships are open to applications from current students or recent graduates (within the last 12 months). Successful candidates will have a background in public affairs, communications, public relations, marketing, journalism, community relations or a similar field. Experience with social media platforms and tools, event management, website CMS and email marketing platforms and an interest in science communications and natural history are a plus. Working Conditions/Schedule: Midpen offers a hybrid on-site/telecommute work environment for this position, and will be divided between onsite work, at home remote work and some outdoor work. The intern will be required to work evenings, weekends, and holidays as needed for in-person special events.  This position will report to the Public Affairs department at Midpen offices in Los Altos, California. This is a temporary position working 20 – 40 hours per week, which will extend up to a total of 950 hours over a 6-9 month period. This is a non-benefited position.
