Role description

Under general supervision, incumbents in this journey-level position function as plant operators and/or plant mechanics and are responsible for operating and maintaining a wide variety of complex machinery and equipment in a sewage treatment plant.

The essential functions of this classification include, but are not limited to, the following:

1. Makes regular visual, audio, olfactory and tactile inspections and/or manual tests of all plant machinery and equipment, including auxiliary equipment, in an assigned area or pumping station, maintaining logs and records of required maintenance, completed maintenance, equipment and work order history by taking periodic readings of gauges and meters to ensure that sewage plant is working safely, efficiently and properly; and to provide an accurate record of maintenance, preventive maintenance, equipment, and work order history.
2. Performs a variety of manual tasks requiring the handling of equipment exposed to raw sewage; collects and performs simple assessments of raw sewage and chemical samples on prescribed schedule at specific locations by making chemical and physical assessments to assess the efficiency of the treatment processes and to ensure compliance with the NPDES Permit (National Pollution Discharge Elimination System, Permit).
3. Operates, inspects, maintains, overhauls and makes major and minor repairs to wide variety of pumping, heating, ventilating, process machinery and equipment in a wastewater treatment plant or pumping station, including pumps, bar racks, grit collectors, conveyors and washers, chlorinators, evaporators and storage tanks, sludge collectors, drive units, deodorizing equipment and a wide variety of metering and recording devices to assure the safety and efficiency of equipment and facilities; includes lubricating and greasing machinery and equipment; cleaning and maintaining machinery, equipment and facility to ensure safety and equipment reliability.
4. Inspects sewage pipelines, tanks and gates to check for the condition of equipment, for infiltration and blockage of debris and build-up of mineral deposits, etc., by draining tanks, by monitoring pressure and flow indicators and by visual inspection to determine any problem areas to ensure proper operation.
5. Operates, inspects and maintains solids treatment and flocculating chemical systems by monitoring and adjusting flow indicators or controllers, by visual inspection and by analysis of samples to ensure optimum treatment.
6. Operates, inspects and maintains disinfection and dechlorination systems by performing tests and analyzing sample to determine proper chemical dosages to ensure that effluent or final discharge meets Regional and State pollution control requirement.
7. May assist in training and in supervising work of apprentices or other trainees by oral instruction and hands-on demonstration in the operation and maintenance of sewage treatment processes to ensure competent performance of required skills by apprentices and other trainees.

Job Description

Under the supervision of a pharmacist, the Pharmacy Technician supports the provision of pharmaceutical care to patients served by the San Francisco Department of Public Health. Assists registered pharmacists in performing nonprofessional duties in an institutional pharmacy; receives, inspects, stores, and fills orders for pharmaceutical supplies. • Accurately prepares unit dose medications, compounds a variety of pharmaceuticals under the supervision of a Pharmacist, including intravenous admixtures according to proper aseptic technique and in accordance with, professional standards and departmental policies and procedures, in order to maintain required levels of supply and to provide patients with needed medications;

THE POSITION

The City of Daly City is seeking a dynamic and experienced Economic Development Program Manager to join the Office of the City Manager. This new position is an opportunity to shape and lead innovative programs that enhance the local economy, reimagine and activate the environment and attract, retain and support businesses in the Daly City community.

The Economic Development Program Manager plays a vital role in fostering relationships with the business community, developing and implementing economic development strategies, all while providing direct support to meet business needs. The diverse range of work in partnership building, policy development, long-term visioning, program implementation, data analysis and research provides an exciting and fulfilling opportunity.

As a top priority for the City, the Economic Development Program Manager will ensure the City addresses the needs of local businesses and provides opportunities for their success, as well as identify new businesses to enhance the City’s overall economic health. This also includes regular outreach to local businesses to offer assistance through referrals to state and federal programs, and strategic planning for expansion approval. This position must create and maintain partnerships with multiple associations community organizations and State and Federal re-sources.

DEFINITION

Under the direction of the City Manager or their designee, the Economic Development Program Manager develops, coordinates, and implements the City’s economic development programs and related activities; works with commercial and retail businesses, developers and property owners and managers on potential opportunity sites, assists applicants and business in their dealings with the City, initiates key economic activities based on the City’s General Plan, provides economic data to inform key city policy decisions; manages Grant funding opportunities for economic development, develops and implements marketing, branding and outreach activities for attraction and retention of businesses in Daly City and performs related work as required.

EXAMPLES OF DUTIES

Duties may include, but are not limited to, the following:
• Develop and update the City’s Economic Development and Business Strategy and develop an action plan to implement the strategy and economic development programs on a citywide basis.
• Manage grant and funding opportunities to support economic initiatives; oversee administration of economic development grants and contracts.
• Develop financing sources for various programs through communication and negotiation with agencies of the State and Federal government, the private sector and nonprofit foundations.
• Facilitate the attraction, retention, growth and success of Daly City businesses through active engagement, business assistance, provision of information, marketing, and outreach.
• Conduct feasibility assessments for establishing Business Improvement District (BID)
• Oversee and coordinate Economic Development events and festivals.
• Serve as Primary Liaison to the Small Business Commission
• Administer Regulatory Business Programs
• Participate in business conferences related to Economic Development
• Be active in the real estate environment to track real estate trends and work with developers and property owners or property managers to identify and evaluate opportunity sites that are vacant or likely to change hands
• Continuously valuate and review economic development program goals, objectives, and strategies and recommend changes to programs, policies or procedures that will facilitate ongoing success to attract and recruit new businesses to activate and fill vacant commercial spaces.
• Identify, develop and analyze data to assess trends, issues and opportunities affecting businesses and the City in order to effectively support local businesses.
• Serve as the primary liaison to the Daly City/Colma Chamber of Commerce and effectively maintain the relationship between the Daly City/Colma Chamber of Commerce, and other private and public organizations related to business and economic development.
• Create and foster effective business relationships with key stakeholders to facilitate business attraction and retention that will support the economic development and growth of the City.
• Identify and recommend revisions to ordinances and policies that may hinder business operations to improve economic conditions, functionality and aesthetics.
• Assist applicants, business representatives and developers in dealings with the City on the entitlement and building permit approval process and other needs.
• May assist in the recommendation of policies and programs pertaining to the fiscal and economic development of the City.
• Prepare reports and make presentations to business and community groups, City Commissions and Boards, City Council and the public.
• May prepare and administer the budget for Economic Development Program.
• Supervise and train one Economic Development Program Specialist
• Professionally and effectively represent the City of Daly City in developing relationships between the City and representatives of private sector development opportunities, business community and city staff.
• Perform related duties as assigned.

 

MINIMUM QUALIFICATIONS

Knowledge of: Principals, issues and practices of economic and commercial development, redevelopment, land use planning and permitting, business retention, public policy and business development including best practices, marketing/marketing research; statistical analysis and research methods and the sources of information and data pertaining to economic development, business retention; evaluation and analysis of pro formas; the State of California Redevelopment Law; private sector development techniques; Applicable federal, state, and local laws and regulations concerning economic development activity in urban areas, real estate, public land acquisition, redevelopment and land use; Federal and State Grants regulations, Grant writing and grant administration oversight and implementation experience; Effective methods of gaining consensus and building support for objectives; Principles and practices of organization, administration, budget and supervision.

Ability to: Communicate clearly and concisely, both orally and in writing. Effectively and professionally represent the City to the business community and the public, Research and communicate economic trends, including vacancy rates, lease rates, and land values, Interpret and explain laws and regulations related to zoning regulations, land acquisition, and economic development, research proposals, evaluate alternatives, and make sound recommendations within established policy guidelines, Exercise good judgment, flexibility, creativity and sensitivity in response to changing situations and needs, adapt, change and be receptive to new direction and shifting City priorities. Understand and apply interpersonal skills to work effectively with the local business community, internal partners and external partners. Plan, prioritize, communicate, delegate and monitor a variety of concurrent projects. Analyze and synthesize data and complex information; write comprehensive reports. Supervise, train, and evaluate one employee. Effectively prepare grants, written reports and recommendations; prepare and present reports at public meetings; deal effectively with the public; establish and maintain effective working relationships with staff, City officials, local commissions; provide strong administrative, fiscal management and policy analysis skills; be professional, respond to phone and electronic correspondence in a timely manner to the public and city employees, interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Graduation from college or university with a Bachelor's Degree in Business Administration, Economics, Marketing, Planning, Public Administration or a related field.

Experience: Four years of increasingly responsible experience and demonstrated proficiency in economic development, real estate financing, commercial real estate, redevelopment, or planning, including two years of supervisory experience. Working knowledge of California planning law and practice is desirable.

License: Possession of a valid California Class C California Drivers License.

The San Mateo Medical Center operates five dental clinics located in San Mateo, Redwood City, Daly City, and Half Moon Bay, along with a Mobile Dental Clinic. These clinics provide dental care for children and adults, including homeless and transitional populations. Pregnant women on Medi-Cal and patients with an HIV diagnosis also receive dental services at these clinics, with coverage available through the Ryan White grant. 

All Clinics are open Monday through Friday, 8 AM to 5 PM and some Saturdays and evenings. The Fair Oaks Health Center hosts UCSF dental students, while both the Fair Oaks Health Center and the Mobile Dental Clinic host UOP dental students to aid in patient care.

The Dental Assistant Series levels include:

Dental Assistant ($29.55 - $36.92 hourly) is the experienced level class in the Dental Assistant series, competent to independently perform the full range of journey-level dental assisting work under the supervision of a dentist. This class is flexibly staffed with the Registered Dental Assistant and incumbents may advance to the higher level after obtaining required certification and demonstrating the required proficiency for the higher level.

Registered Dental Assistant ($34.92 - $43.66 Hourly) is the advanced journey-level classification in the series.  Under the supervision of a dentist, incumbents at this level perform dental assisting duties which are limited to a person certified as a Registered Dental Assistant in addition to performing Dental Assistant duties of the lower level.

We are seeking Dental Assistants and Registered Dental Assistants who are motivated and demonstrate the willingness to learn and adapt to new situations. All Dental Assistants and Registered Dental Assistants rotate and should be available to work at any of our dental clinics. Transportation to each work site is the employee's responsibility. The current vacancy is a Part-Time, Extra-Help positions. Spanish speaking is preferred, but not required. 

The ideal candidate will be a skilled and compassionate professional with a strong commitment to providing high-quality dental care to underserved communities. This includes children, adults, individuals experiencing homelessness, and patients with complex medical needs. Ideal candidates will also have:

• Proficiency in chairside assisting, digital X-rays, mixing dental materials, and maintaining a sterile environment. Registered Dental Assistants should also have additional skills such as coronal polishing and sealant application.
• Experience using Electronic Medical Records (EMR) systems, with a strong preference for EPIC.
• Ability to work effectively in a fast-paced environment while remaining composed when handling patient emergencies or high patient volumes.
• A valid California Registered Dental Assistant (RDA) license.
• Capability to conduct oral inspections and provide preventive services, including coronal polishing and topical fluoride application.
• Ability to provide chairside assistance in all phases of clinical dentistry, including oral surgery, pediatric dentistry, and other specialized procedures.
• Experience in testing pulp health, fabricating temporary fillings and crowns, and re-cementing dislodged temporary restorations.
• Competency in assisting with the administration of Nitrous sedation.
• Fluency in Spanish (reading, writing, and speaking) is highly desirable.

NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Extra-help hours are dependent on the business needs of the department and therefore work hours may vary from week to week. Extra help employees are not guaranteed permanent status at the end of the assignment.

 

 

Examples Of Duties

Duties may include, but are not limited to, the following:

• Prepare patients for examination, treatment or surgery; arrange dental instruments, equipment and accessories on trays; set up medical and dental charts and X-rays.
• Take, develop and mount dental X-rays; maintain cleanliness of the X-ray room.
• Maintain dental/medical records of patient examinations and treatments, dental charts and medical histories; complete insurance forms; schedule return appointments for patients; schedule patients per provider request.
• Maintain office, operatories and equipment in sanitary and orderly condition; clean, oil, and prepare dental equipment for sterilization.
• Mix dental medicaments.
• Follow prescribed procedures in response to patient emergencies during treatment such as gagging, vomiting, convulsions, etc.; clean patients' air passages, remove obstacles from mouth and support head.
• Perform related duties as assigned.

Additional duties for Registered Dental Assistant, include, but not limited to:

• Conduct mouth inspections and provide preventative services, including, pit and fissure sealant application, coronal polishing, and topical fluoride application.
• Provide chairside assistance to dental providers in all procedures of clinical dentistry, including. oral surgery, pediatrics, and other procedures as permitted by the California Dental Board for Registered Dental Assistant.
• Under direct supervision, perform pulp vitality testing, and record findings. - Fabricate and cement temporary crowns and place temporary fillings-Under direct supervision, assist in the administration of nitrous oxide sedation (i.e. adjust the flow of gas as directed).

 

Qualifications

Knowledge of:

• Preparation of patients for examination.
• Methods of use, care and sterilization of instruments and equipment.
• Dental hygiene instruction, prophylaxis or coronal polish (for RDA level), and sealants (for RDA level)
• Dental X-ray techniques and safety procedures.
• Dental terminology.
• Office procedures and record keeping.

Skill/Ability to:

• Take, develop and evaluate dental X-rays.
• Work tactfully with patients and other personnel under stressful conditions.
• Respond appropriately to patient emergencies during treatment or surgery.

Education and Experience:

• Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  A typical way to qualify is completion of a course of instruction for dental assistants.

Licensure/Certification:

• Possession of a Certificate of examination for radiation safety from the California Board of Dental Examiners.
• Possession of a Certificate of completion for a course in Basic Life Support as approved by the American Red Cross or American Heart Association.

Additional licensure/certification for Registered Dental Assistant:

• Possession of a valid California License as Registered Dental Assistant issued by the California Board of Dental Examiners.
