Essential Duties

Duties may include but are not limited to the following:

• Patrols the assigned area on foot or in patrol vehicle, makes routine security checks, inspects places of possible disorder and keeps alert to discover suspect circumstances or persons.

Minimum Qualifications

EXPERIENCE AND EDUCATION 

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: One (1) year in a law enforcement agency within the last thirty-six (36) months and possession of a current Basic California P.O.S.T Certificate.

Education: High school diploma or equivalent (possession of an Associate's degree or Bachelor's degree from an accredited institution is desirable).

License
Possession and maintenance of a valid Class C California Driver's License.

Necessary Special Qualifications: 

- Free of any felony convictions.

- A citizen of the United States or a permanent resident alien who is eligible for and has applied for citizenship (Government Code Para. 1031).

- 21 years of age at time of appointment.

- Vision in each eye, correctable to at least 20/30.

- Must pass a background investigation.

- Must meet all Department medical, physical and psychological standards.

About the Department

The Community Development Department is responsible for planning the physical development of the community and ensuring that new development and modifications to existing development are completed in compliance with City and State laws. The Department provides technical information to residents, business owners, developers, and commissions regarding local codes, ordinances, and other related issues. The Planning Division reviews development plans, use permits, and other planning entitlements, and prepares land use plans focusing on the long-term growth and future development of the City.

• Reviews development proposals;
• Advises property owners, architects, builders, attorneys, contractors, engineers, and the general public regarding City development policies and standards; 
• Reviews business license applications for compliance with zoning, sign, and related regulations;

The Economic Development Manager will plan, organize, direct, coordinate and manage the activities of the economic development program utilizing specialized knowledge and skills to develop and implement strategies and projects to encourage business attraction, retention and expansion.  

The Economic Development Manager receives administrative direction from the Community Development Director. Responsibilities and essential functions of the position include, but are not limited to: 

• Assist the City Manager in developing and implementing the goals, objectives, policies and priorities for the economic development program. 
• Prepare and present staff reports and information on economic development projects to the City Council.
• Plan, prepare and implement marketing strategies, programs and special events that promote and expand the quality of life for both residents and businesses in the City and support economic vitality of the City.
• Participate in and manage collaborative programs of economic development with the Chamber of Commerce, business community and other public and private sector entities.
• Serve as the City’s representative and primary liaison to the Pleasant Hill Tourism Improvement District (TID), including staff support for formation/renewal of the TID. 
• Monitor, compile, analyze and report on various information data sources including employment, retail sales tax, business license, commercial real estate, population and demographics, hotel occupancy rates and assessed property values.
• Coordinate with other City divisions/departments on current and planned development projects.
• Exercise management and operational authority over assigned projects, services, and administration operations; maintain financial and administrative processes and records; develop recommendations for establishing and/or modifying policies and procedures.
• Monitor workflow of the Economic Development Division and review and evaluate work products, methods and procedures and make necessary recommendations to the City Manager.
• Prepare budget and forecasting for the Economic Development Division.
• Serve as primary staff support for the City Council’s Economic Development Committee providing policy research and project implementation of economic development activities in the City.
• Serve as the City’s primary contact with the commercial real estate brokerage community including participation at local and regional International Council of Shopping Center (ICSC) events.
• Represent the City and establish and maintain positive working relationships with representatives of community organizations, business organizations, state and local agencies and associations, city management, staff and the general public.
• Serve as the City’s liaison with the property owner and manager of Downtown Pleasant Hill to coordinate and facilitate projects in the Downtown.

The Position

• Picks-up, sorts, and delivers interdepartmental mail, USPS mail, packages, and materials to City departments, offices, and facilities.
• Picks-up and drops-off packages to other mail facilities like the post office, FedEx, and UPS.
• Processes incoming and outgoing mail, ensuring that mail is metered and labeled properly; operates mail equipment and records amounts of postage used by each department.
• Use of handcarts and lifting devices when necessary.
• Picks-up and delivers supplies and materials to City offices.
• Interacts courteously with department staff and the public and maintains good working relations.
• Assists in maintaining the City’s records in storage; searches for records; retrieves and delivers stored files to appropriate City Departments.

The Position

The San Bruno Police Department is recruiting for Per-Diem Public Safety Dispatchers. The San Bruno Police Department has a long-standing tradition of small-town service with big-city dedication to public safety. Public Safety Dispatchers are responsible for public safety dispatch and related records management activities. This is a per-diem position. Shifts are offered based on staffing needs, and per-diem employees may choose the open shifts that are available. Available shifts may include day, swing, or graveyard hours, including weekends, and holidays. Public Safety Dispatchers perform a wide range of duties involving radio, telephone, and computers, applying various procedures and codes. Dispatchers receive and transmit emergency and non-emergency telephone and radio traffic as well as process communication reports, records, and radio logs, while maintaining a high level of confidentiality. Dispatchers may also support the Police Department by performing clerical tasks, training, assisting with fingerprinting, and being accountable for financial transactions. This position is integral in supporting the goals and objectives of the City and Police Department.

Supplemental Information

Part-time temporary employees serve in an at-will capacity and understand that service with the City may be terminated at any time. This position does not provide any benefits, with the exception of paid sick leave. In accordance with the Healthy Workplaces, Healthy Families Act of 2014, all temporary, part-time, and seasonal employees, who on or after July 1, 2015, work in California for 30 or more days within a year from the commencement of employment are entitled to paid sick leave for prescribed purposes. Employees will accrue one hour of paid sick leave for every 30 hours worked and are entitled to use accrued sick days beginning on the 90th day of employment. A Dispatcher II is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher II acts as the Department’s primary dispatcher, receiving and relaying incoming calls for emergency and non-emergency assistance; dispatching police units; operating a variety of telecommunications equipment including radio, telephone, and computer-aided dispatch systems; status monitoring, records and file maintenance in a computer-aided environment; and entry level dispatch training. A Dispatcher II may be assigned to work various hours, shifts, holidays, weekends and overtime.

Additional duties may include, but are not limited to, the following: prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports. Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.

QUALIFICATIONS

Have a combination of education and work experience, including a minimum of 1 year of dispatch work; 2 years general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm (net). Have knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to dispatch police units quickly and effectively; work under pressure; exercise independent judgment; work with minimal supervision; make sound decisions in emergency situations; learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; operate computer-aided dispatch system, 911 emergency telephone, and other multi-line telephone systems, various law enforcement telecommunications systems, radio console with headsets and handsets, computer keyboards, cameras, intercoms, security. Willingness to work varying shifts and radio dispatching skills.

• Salary: $6,987 to $9,050 per month. Placement within the range depends on experience and qualifications.

THE OPPORTUNITY

The City of Pacifica is recruiting for a Public Works Superintendent within the Department of Public Works. Under the direction of the Field Services Manager, the incumbents will be responsible for the field services of the Public Works Department. They will plan, organize, and direct the work of field personnel and perform related work as required. The incumbents will be assigned to oversee various subdivisions such as Streets, Streams, Storm Drains, Street Lighting, and Motor Pool programs.

THE DEPARTMENT

The Public Works Department is responsible for maintaining and repairing the City’s infrastructure and wastewater treatment operations in an efficient and cost-effective manner while providing a high level of customer service and a safe work environment for city employees. The Department maintains parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program.

The Public Works Department is organized into three divisions including Wastewater Treatment Operations, Field Services and Engineering. The Wastewater Treatment Operations includes the operation of the Calera Creek water treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Engineering Division manages public infrastructure projects, transportation planning and maintenance and repair of the City’s infrastructure. The Public Works Department is supported by 56 full-time staff and an annual operating budget of $4.6 million, along with a FY2023-2028 CIP appropriation of $ 8.6 million.

DEFINITION

Under direction, manages the field services of the Public Works Department; to plan, organize, and direct the work of field personnel, including Parks, Trees, Streams Streets, Buildings, Rangers and/or Motor Pool Divisions.

DISTINGUISHING CHARACTERISITCS

This is a management class with major responsibilities for the City’s Parks, Trees, Streams Streets, Buildings, Rangers and/or Motor Pool maintenance programs, that requires significant independence, initiative, and discretion within established guidelines. This position assists in the strategic planning, organization, and management across multiple operational units.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Field Services Manager or designee. Exercises general supervision over supervisory, professional, technical and administrative support staff through subordinate levels of supervision.

ESSENTIAL FUNCTIONS - INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

• Plan, organize, direct, review and evaluate the work of staff involved in public works operations, including building maintenance, streams, streets, streets cleaning, storm drain maintenance, signs and signals, parking lots, and trails, janitorial service for City owned facilities, and vehicle maintenance and repair directly and through subordinate levels of supervision.
