The City of East Palo Alto is actively seeking a detail-oriented, welcoming, problem solver for the Full-Time Planning Permit Technician position. The Planning Permit Technician performs a variety of routine to complex administrative and technical support duties related to City planning and in support of related services and activities of the Community and Economic Development Department. This role explains ordinances, requirements, City codes, and department procedures for building contractors, architects, engineers, builders, and the general public pertaining to land development, improvement permit requests and concerns. The selected candidate will receive and review plans and applications for completeness. In addition, they will gather, analyze, and summarize data and perform related duties, as assigned.

This position is expected to be in office Monday through Friday. Upon successful completion of probationary period, hybrid options may be available. This is an open competitive/ promotional recruitment, meaning that it is open to qualified permanent employees and any other applicants who meet the minimum qualifications. Two employment lists will be created for internal promotional and an open list of all other non-current EPA employees.

ABOUT THE POSITION

The Redwood City Fire Department is seeking individuals for the position of Cadet Firefighter. The Cadet Firefighter Program is designed to allow students an opportunity to gain firsthand knowledge of fire department operations. Fire Department Cadets spend a minimum of 48 hours and a maximum of 96 hours per month at the firehouse, participating in calls for service, station duties, and training. Cadets will also be expected to attend department-sponsored community functions outside of their 96-hour monthly commitment. Though the goal is to immerse the cadet into all aspects of fire department life, they are not allowed to participate in situations deemed Immediately Dangerous to Life and Health (IDLH).

This Fire Cadet position is a non-benefited volunteer position.

DEFINITION

Under supervision, performs electrical, preventive and corrective maintenance, modifications of existing equipment and the installation of new electrical equipment used within the wastewater treatment plant, the wastewater lift stations and the potable water pump stations and equipment; on 24-hour emergency call for electrical repairs; and performs other duties as assigned.

EXAMPLES OF DUTIES

Installs, repairs, maintains or replaces electrical equipment including but not limited to, motor control centers, generators, switchgear panels, variable frequency drives, pump controllers, large distribution breakers, motors of various sizes and voltages, ground fault systems, magnetic and solid state starters, building lighting and power, HVAC equipment, reduced voltage transformers, SCADA control systems, fused disconnects, and various size and types of lighting. Shall review plans and specifications, may inspect electrical components to be installed during new construction, equipment replacement or modification. Shall maintain equipment records on the computerized maintenance system and update drawings as required.

MINIMUM QUALIFICATIONS

Knowledge of: Electrical tools including but not limited to, basic hand and power tools, electric cable puller (mule), conduit benders (both hand and hydraulic), MEGGER, phase rotation meter, VOM meter, hydraulic knock-out tool, hand and power threading equipment, accepted safety practices and standards related to both personnel practices and proper handling and installation of equipment and systems. National Electrical Code; installation, operation and maintenance of motor control centers, power generation equipment, pumping control equipment with all types of motors.

Ability to: Read and interpret electrical diagrams, plans and electrical codes. Instruct others in preventive maintenance and corrective maintenance of electrical equipment and of safe work practices.  Work independently and with non-skilled electrical personnel.  Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Physical Requirements:  Moderate and sometimes strenuous exertion required including crawling, stair climbing, lifting, carrying and/or handling up to 50 pounds for 30 minutes.  Work in confined areas and wear protective garments.  May work in conditions which require exposure to noise, noxious odors, gases and contact with wastewater.

Experience: Four years of journey-level electrical trade experience involving work performed in conformance with standard codes and both single and three phase equipment.  Experience with water or wastewater utility systems desirable.

Education:  Graduation from high school, or equivalent.  Continuing education in related subjects is desirable.

License:  Possession of a valid Class C California Driver’s License.

Building Inspector I/II

• Conduct combination field inspections of industrial, commercial, and residential buildings during various stages of construction and remodeling; ensure proper and safe installations of routine and complex building systems; ensure building progress conforms to all applicable California Building Standards (Title 24, California Code of Regulations), City adopted codes and ordinances, and pertinent provisions of Federal, State and County health and environmental ordinances.
• Respond to emergencies when called upon by supervisor, or emergency dispatchers, to assist as technical expert in evaluation of safety.
• Issue permits for work to be performed.
• Review plans and specifications.
• Assist in the plan checking of residential and commercial projects.
• Participate in Fire Department and County Health Department inspections as required in one or more inspection disciplines such as electrical, plumbing, or mechanical.
• Coordinate inspection activities with other City departments to ensure compliance with conditions attached to projects by the Development Review Board, the Planning Commission or the City Council.
• Conduct inspections with the Code Enforcement officers to verify complaints and/or conditions violating building and zoning codes; conduct follow up inspections to check and verify that conditions are completed.
• Conduct inspections, prepare reports and serve as needed to assist the City Attorney in legal actions initiated by the Building Division.
• Respond to and resolve citizen inquiries and complaints regarding the City's building inspection function.
• Advise property owners, contractors, and others on matters relevant to construction and repair methods and materials; interprets codes and regulations and explains inspection programs; investigates and resolves complaints and problems.
• Retrieve, investigate and analyze building, assessor's parcels, files and other computerized records from computer database as required.
• Confer with architects, contractors, builders and the general public in the field and office; explain and interpret requirements and restrictions; review reports from special inspection agencies, engineers, and architects relating to specific projects.
• Maintain accurate and detailed records and prepare reports.
• Monitor compliance, including after violations.
• Provide public assistance and information over the counter.
• Conduct review of complex technical documents for conformance with accuracy, industry standards, codes, ordinances, and regulations.
• Prepare reports, warning letters, citations, calculations, analysis, grants, diagrams, or technical materials for City, City Committees, public vendor, state and federal filings, and advisory reports.
• Participate in the development of policies and procedures and make recommendations on programs and projects.
• Proficient in using computer software and specialized equipment relevant to job duties.

The Department:                                       

The Engineering and Transportation Department is supported by 27 FTEs, 9 contract employees, and a FY 2025-26 Capital Budget of approximately $72.9 million covering infrastructure and transportation projects. The Five-Year CIP (FY 2025-26 to FY 2029-30) totals $372 million, including citywide projects. Major projects include an impressive list of transportation projects, such as the SR84/US101 Freeway Interchange, grade separations along the Caltrain rail line, parking, transportation demand management and Vision Zero implementation, and various traffic calming and roadway projects. The City of Menlo Park is seeking engineering professionals, with exceptional technical and project management skills, for Senior Civil Engineer positions in the Public Works Department (Department) Capital Improvement Program (CIP) Division. The Senior Engineer will lead capital improvement projects under the supervision of the City Engineer or Public Works Director. The CIP team delivers projects for City owned facilities including streets, buildings, storm and domestic water, and parks. DEFINITION

Under general supervision, plans, organizes, publicizes, coordinates, and administers community and recreation services for various age groups; organizes and conducts special events.

DISTINGUISHING CHARACTERISTICS

This classification provides support to the City’s diverse range of recreation and community service programs.  This classification is distinguished from the Recreation Supervisor in that the latter is a full supervisory classification that has broader responsibility for a wider range of programs.

SUPERVISION RECEIVED/EXERCISED

Receives general supervision from higher-level supervisory staff and oversees assigned staff, contractors, and volunteers.

Experience:

One year of experience in recreation and community services.

Experience coordinating and facilitating programs and special events is desirable.

Training:

Equivalent to a bachelor’s degree from an accredited college or university in recreation, human services or a closely related field.

Licenses and Certifications:

Must possess and maintain a valid California Class C driver’s license and have a satisfactory driving record.

Must possess American Red Cross First Aid certificate and CPR Adult, Child, and Infant CPR within six months of appointment.

When assigned to Aquatics, must possess American Red Cross Lifeguard Certification including First Aid and CPR at time of appointment. Title 22 Certification required within one year of appointment.

The City of Foster City is looking for a Public Works Maintenance Worker I who is able to demonstrate competency and increasing independence, knowledge and ability in performing routine and special assignments in a variety of maintenance program areas in the Public Works department. This position is expected to rotate through all the maintenance divisions of streets, lagoons, water, and wastewater. This is a full-time entry-level position. 

The ideal candidate will be an active listener with the ability to understand and follow verbal or written instruction. They will be able to safely operate equipment and tools and recognize the use of safe work practices. This individual will establish and maintain cooperative working relationships with others and learn and retain information concerning equipment, functions, and projects. This position requires standby and emergency response coverage before or after regular work hours, weekends, and holidays.

Education and Training Guidelines
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Completion of a job or technical training program in maintenance, or construction, completion of high school or the equivalent.

Experience: One year of full-time experience in general maintenance or construction.

Licenses, Certificates, Registration
Licenses:  Possession of a valid California Class "C" and Class "B" Driver's License. Must obtain valid California Class “B” Driver’s License within six months of appointment.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview (weighted 50%), Written Exercise (weighted 25%), and Practical Exercise (weighted 25%). An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner.

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Public Works department will make the hiring decision.

THE POSITION

Tri-City Mental Health Authority is currently hiring to fill two (2) full-time vacancy for the position of Psychiatric Technician I/II (Licensed) within the Mobile Crisis Care Program (MCCP) for the day shift. 

Tri-City’s MCCP operates 24/7 to provide crucial support in mobile crises. As such, the schedule will involve a 3/12 shift pattern, consisting of three twelve-hour days per workweek and one alternating eight-hour day every other week. Shifts may include weekends, daytime hours, and holidays.

This position will first work a 5/40 schedule for approximately 3-6 months of training before transitioning into the day shift schedule.

Examples of day shifts are included below:

• Day Shifts: 7:00 AM - 7:00 PM, 7:00 AM - 3:00 PM, 8:00 AM - 8:00 PM, or 8:00 AM - 4:00 PM

Weekend and night shifts will be entitled to Shift Differential Pay of $2.50 per hour on weekdays (Monday through Friday) and $3.50 per hour on weekends (Saturday and Sunday). Holiday shifts will be entitled to Holiday Pay.

Tri-City is looking for an individual to serve as a Psychiatric Technician I/II (Licensed) on a full-time basis for the MCCP. The MCCP Psychiatric Technician will be part of a team that provides crisis intervention and stabilization, linkage and referral, consultation, and education within the scope of practice. The MCCP Psychiatric Technician will report to the Mobile Crisis Care Clinical Supervisor and Clinical Program Manager.

This position is responsible for a variety of ongoing responsibilities including, but are not limited to, the following:

Positions at the Psychiatric Technician I level may perform some of these duties and responsibilities in a learning capacity.

• Under the direction of clinical staff, provides medication management services to a caseload of clients in the office and in the field; ensures the proper acquisition and administration of medication.
   
• Provides education and training to clients, their families, and/or staff on the proper care and use of medications, including symptoms of, reactions to, or side effects of, specific medications; informs clients of the impact of abuse and/or misuse of medications.
   
• Conducts home/field visits to evaluate client’s physical environment and behavior such as anxiety, withdrawals, and behavioral health progression/regression.
   
• Takes and records measures of clients’ vital signs, physical condition, and behaviors; assists and observes clients self-dispense medication as prescribed by a psychiatrist and administers scheduled injections.
   
• Conducts medication checks on clients to assess their overall medication management capabilities; takes appropriate action if client poses danger with respect to the use or abuse of medication; observes, evaluates, records, and reports to professional staff changes in client’s condition.
   
• Motivates clients to develop self-reliance in daily living; encourages clients to participate in group and/or individual therapy/program activities.
