THE POSITION

The City is recruiting for up to two full-time Senior Management Analyst I/II or Management Analysts, who will join a team of talented Analysts across City Departments. In addition to establishing a list for future analyst vacancies, the City is also currently recruiting to fill an analyst vacancy within the Community Services Division and the City Manager's Office. These positions provide professional, advanced staff-level assistance to executive or other management level staff, performing a wide variety of responsible and complex administrative and analytic duties within their Department and cross-departmentally.

 

THE CITY MANAGER'S OFFICE

The City Manager’s Office consists of the City Manager, Assistant City Managers, Community Services division, Parking division, and Sustainability division. The City Manager, along with the Assistant City Managers, advises the City Council on policy matters and manages the operations of the City with economy, efficiency, equity, and effectiveness. The City Manager's office carries out the policy and directions of the Mayor and City Council. It supports the Council's efforts to engage in legislative advocacy on the local, state, and national level, advocating the City's interests and increasing the City's influence as a leader in good government.

 

THE COMMUNITY SERVICES DIVISION

IDEAL CANDIDATE

The ideal candidate for a Senior Management Analyst I/II or Management Analyst role in the City Manager's Office will have a mixture of the following skills:

• Experience in using data for performance improvement, evaluating outcomes, and conducting internal and external data analysis.
• Proven experience in contract development and monitoring.
• Excellent interpersonal, facilitation, analytical, public speaking, problem-solving, and project management skills.

In addition, a successful candidate for the Community Services Division will have:

• Knowledge of the national landscape of homelessness assistance programs, including federal and state regulations, evidence-based practices, and HMIS data and metrics.
• Experience in human services, homelessness or housing programs, behavioral health, public health, or a related field.
• Strong understanding of social, economic, and political issues affecting low-income children, families, and communities, particularly in the context of homelessness assistance programs.

EDUCATION/EXPERIENCE

Senior Management Analyst

Any combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities. A typical way to obtain these would be:

Equivalent to graduation from an accredited four-year college or university with major course work in public administration, business administration or a related field. A master’s degree in public administration, public policy, or business administration is highly desirable.

• Senior Management Analyst I
  • Three to four years of progressively responsible analytical experience.

 

• Senior Management Analyst II
  • Five years or more of experience performing increasingly complex, professional, analytical work with a high degree of autonomy.

 

Management Analyst

Bachelor’s degree in public/business administration or related field and four years of experience in program administration.

The Senior Management Analyst I/II is a regular position of the City’s San Rafael Mid-Management Employee Association (SRMMEA) and is eligible to receive benefits including but not limited to:

Marina Attendants work in the formal Suisun City classification of Recreation Specialist I. Starting hourly rate will depend on qualifications. This position works on average 19 hours per week.

 

The Department: The Recreation, Parks and Marina Department is responsible for the operations and programs of the Suisun City Marina, the Senior Center, and the Joseph A. Nelson Center, including preschool, after-school programs at various sites, recreation classes and sports leagues, community events and special event rentals.

 

The Position: Marina Attendants provide assistance and information to marina customers, in person and by telephone; perform marina related inspections and boat checks including seaworthiness boat checks and improvement verifications; perform boat measurement and appearance inspections; monitor dock conditions, check seawall and other dock infrastructure, and clear debris from Suisun City waters; perform impound and auction related activities; interpret, apply and explain policies, regulations, codes and procedures relating to slips, moorings and dock structures; assign space for visiting vessels, calculate and collect fees; maintain inventory and operate marina equipment. Role description

Under general supervision, the Electric Motor Repair Technician performs skilled electrical and mechanical work in the maintenance and repair of a variety of electric motors, generators, appliances, power tools, control auxiliaries and related electrical components.

Examples of Important and Essential Duties:
According to Civil Service Commission Rule 409, the duties specified below are representative of the range of duties assigned to this job code and are not intended to be an inclusive list:

1. Maintains, rebuilds, and/or repairs a variety of electric motors and other electrical devices, equipment, and machinery such as D.C. and A.C. single and three-phase motors, switches, controls, power tools, heaters, testing equipment, magnetic contactors, motor generators, batteries, and other related electrical equipment.
2. Inspects, diagnoses, and/or tests parts and equipment using megger, surge tester, hi-potential tester, bar to bar tester, and other test equipment in accordance with departmental safety standards.
3. Rewinds windings in stators, armatures and coils in AC and DC electric motors and equipment.
4. Cleans parts, tools, and equipment during the course of repair and performs routine tasks with appropriate cleaning materials/equipment.
5. Reads, understands and interprets maintenance manuals, schematic drawings and plans such as machine specifications, blueprints, layout work and drawings.
6. Drives other non-revenue vehicles as required.
7. Operates hand, pneumatic, portable power and machine tools such as, drill presses, grinders, wire crimpers, band saws, cutters and oxy-acetylene torches in accordance with departmental safety standards.
8. Maintains various written documents such as record of work performed and job reports.
9. Communicates and advises with supervisors, co-workers and others on assignments and other work-related matters.
10. Performs other related duties as needed.

Nature of Work: requires physical effort and dexterity in the use of fingers, limbs and body; and working with high voltage equipment.  May also involve possible exposure to dust and chemical fumes, which may require wearing of a respirator and other personal protective equipment; and working in inclement weather and conditions where minor injuries may occur.

How to qualify

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

Experience:
Six (6) years of full-time verifiable experience of which two (2) years must have been as a journey-level electric motor repair technician, where duties included the electrical and mechanical repair of all types of motors, motor-generators, coils, stator and armature windings, and troubleshooting control circuitry and related devices.

Substitution:
Training in a recognized four (4) year apprenticeship program in electric motor winding repair may substitute for up to four (4) years of the required non-journey-level experience on a year-for-year basis.

License:
Possession of a valid driver's license at the time of appointment.

Note: Appointees to the position will be required to successfully complete the National Safety Council Forklift Truck Operators training course conducted by the SFMTA.

What else should I know?

Eligibility List/Score Report: 
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The Department of Public Works is responsible for delivering capital improvement projects for a wide variety of City facilities and infrastructure, maintaining City facilities and fleet assets, facilitating and regulating development activities, and providing animal care and services. Position Duties  

The Department of Public Works is recruiting to fill an Information Systems Analyst (ISA) position within the Enterprise GIS (Geographic Information Systems) team.  

Salary range(s) for this classification is $137,089.68- $167,032.32 annually. This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.  

The Enterprise GIS team operates out of the Department of Public Works but works across the city to coordinate GIS efforts, lead multi-departmental GIS projects, geospatially-enable City business systems, and administer Enterprise GIS infrastructure for citywide use. The city has standardized on a modern technology stack consisting of Windows Server, Esri ArcGIS platform, VertiGIS Studio, Safe Software FME, and SQL Server enterprise geodatabases. The city has an enterprise license agreement with Esri, and the Enterprise GIS team maintains a large Enterprise GIS server environment with public and internal-facing ArcGIS Server instances, complementary ArcGIS Portal and ArcGIS Online organizations, an SDE environment featuring a data catalog with over 1,000 feature classes, and integrations with dozens of business systems.   

The ISA is a professional-level position in the IT professional management series and responsible for GIS system administration, database design, business system integration, application development, and implementation of large-scale enterprise projects. The position requires a GIS professional with broad technical experience as well as the ability to take initiative and direct others. The ideal candidate must be a strong individual contributor that is able to take full ownership of projects, designing solutions in alignment with City Enterprise GIS standards and industry best practices and working at a hands-on level to build, implement, and support such solutions. The position also demands proven ability to troubleshoot and resolve complex technical issues with limited resources. Advanced knowledge of the ArcGIS platform and experience with GIS server administration is required. Experience with VertiGIS Studio and GIS web application development in an Esri environment is highly desirable.   

The GIS ISA reports to the Enterprise GIS Manager. This position is responsible for programming that supports the development and maintenance of major applications used citywide.  

Key responsibilities and duties may include, but are not limited to the following:   

• Administer Enterprise GIS server environment (ArcGIS Enterprise, VertiGIS Studio, FME Server), including planning for and conducting system upgrades; applying and confirming patches; capacity planning and load testing; publishing and tuning services; managing backups; troubleshooting and resolving system issues; managing security policies, user accounts, roles, and permissions; and maintaining system documentation. 

• Meet with business owners and end users to gather and document requirements for GIS solutions. Design, build, and deploy mapping applications on the ArcGIS platform. Provide documentation, training, and support to end users.  

• Develop and maintain web mapping applications using VertiGIS Studio Web 5.x, including web map authoring, site configuration, and development of print templates, reports, and workflows.  

• Develop and maintain complex geoprocessing routines and ETL workbenches using FME and/or Python.  

• Conduct data modeling and design activities for new datasets by analyzing inputs and developing appropriate schemas in alignment with City standards. 

• Build and support GIS integrations with City business systems.  

• Lead large-scale, cross-department Enterprise GIS projects. Work collaboratively with departments to reduce program redundancies and support effective use of enterprise resources. Train end users on enterprise standards and best practices; provide development oversight and guidance. 

 

In addition, this position is part of a team responsible for providing GIS support in the Emergency Operations Center (EOC) when activated.

The City of Menlo Park is seeking engineering professionals, with exceptional technical and project management skills, for Senior Civil Engineer positions in the Public Works Department (Department) Capital Improvement Program (CIP) Division. The Senior Engineer will lead capital improvement projects under the supervision of the City Engineer or Public Works Director. The CIP team delivers projects for City owned facilities including streets, buildings, storm and domestic water, and parks. The Senior Civil Engineer is responsible for executing CIP projects from planning through completion and managing assigned staff.

About the Department

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has nearly a $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximate $100 million capital improvement program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources.
