DEFINITION

Under the direction of the Transit Manager, the Transit Analyst II is responsible for carrying out a variety of analytical and technical assignments; and working on administrative and operational activities, analysis and special projects in support of Union City’s transit programs and services.

CLASS CHARACTERISTICS

This is the experienced-level class in the Transit Division. Work given to an incumbent in this class involves various tasks including, but not limited to, scenario planning, performance-based planning, financial forecasting, regional policy research and analysis, transportation demand management, general analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City. Incumbents in this class perform advanced analytical work while following City and departmental policies while exercising the performance of more complex duties. The Transit Analyst II has general knowledge of the operating procedures and policies of transit and/or transportation planning. The Transit Analyst II is distinguished from the Transit Analyst I in that it is the full journey-level, professional class in the division and works more independently.

EXAMPLES OF DUTIES (illustrative only)

Duties may include, but are not limited to:

• Evaluates general planning, operations, and activities of the City’s public transit programs (fixed route, paratransit, and micro transit).
• Prepare and present comprehensive and, at times confidential, technical, administrative, statistical and financial analytical reports that present and interpret data, identify alternatives, present and justify conclusions, make forecasts, and offer recommendations based on data summaries and other findings.
• Provides recommendation to division leadership based on data and information from various sources in order to effectuate program and service delivery improvements and services for analysis and decision-making purposes.
• Coordinates a variety of studies for the preparation, analysis, or evaluation of reports and grant requests.
• Prepares the development of regularly occurring required plans or programs, such as the Short-Range Transit Plan (SRTP), Title VI and Language Assistance Plan (LAP), Transit Asset Management (TAM) Plan, and Public Transportation Agency Safety Plan (PTASP).
• Lead budget development and administration, and grant reporting for complex projects; analyzing proposed capital, operating, and maintenance of expenditures based on services to be rendered.
• Coordinates the preparation of the scope of work (RFP’s, IFB’s, etc.) and other contract management related tasks such as monitoring and closeout of service and maintenance contracts, professional services, vehicle procurements, etc.
• Work with other City departments, other transit agencies and other public agencies to provide adequate transit amenities, service levels, service coordination and transit or transportation mitigation measures.
• Use, review, and recommend web-based programs designed to provide information to the Computer Assisted Dispatch and Automatic Vehicle Location (CAD/AVL) systems used to track vehicles and provide information to the region’s 511 system, provide service planning, and can generate the required versions of the general transit feed services by the region and state.
• Researching and responding to public complaints and inquiries; participating in the design and implementation of administrative procedures.
• Provide general assistance with the Public Works Department.
• Perform related duties, responsibilities and assist in special projects as needed.

The Position: 

The Staff Analyst I is responsible for program analysis and administrative duties in support of assigned programs and activities. Assigned programs could include housing development, community development, community outreach, historic preservation, advanced planning, public/private housing rehabilitation, management analysis, building services, human services, criminal statistics, solid waste, recycling, waste prevention, sustainability, urban runoff pollution prevention, and federal/state grant programs and activities.  Performs related duties as assigned.

The City of Newark is hiring a Community Preservation Specialist I/II. This role is essential to protecting the health, safety, and quality of life in our community. Working under general supervision, the Specialist enforces City codes related to health and safety, nuisance abatement, housing, and zoning. The position combines investigative work with public education and involves frequent interaction with property owners, businesses, community organizations, and residents.

Community Preservation Specialist I is an entry-level role focused on enforcing City ordinances and abating nuisance conditions. Under close supervision, incumbents learn City systems, procedures, and practices, gradually taking on more varied duties with increased independence. While they may perform many tasks similar to a Community Preservation Specialist II, they work at a developing skill level and exercise less independent judgment and discretion.

Community Preservation Specialist II is a journey-level role responsible for performing the full range of duties independently, with judgment and initiative. Incumbents receive minimal supervision, are fully knowledgeable of unit procedures and policies, provide training and technical support to Community Preservation Specialist I staff, and may serve in a lead role over entry-level personnel.

In these positions, you will:

• Advise property owners, businesses, and residents on City code requirements and compliance.

• Educates the public and professional groups on code regulations to encourage voluntary compliance.

• Investigates complaints from City staff, the public, and officials regarding zoning or nuisance issues such as signs, fences, rental housing, home occupations, vehicle storage, trash accumulation, noise, and odors.

Community Preservation Specialist I - Possession of a high school diploma or equivalent, and one (1) year of experience serving the public in enforcement, inspection or investigation of local, state, or federal codes and/or regulations in areas such as housing, building, zoning, environmental, vehicle and penal codes, or a similar field.

Community Preservation Specialist II - Possession of a high school diploma or equivalent, and two (2) years of experience performing code enforcement for a public agency at the level equivalent to a Community Preservation Specialist I with the City of Newark.

Bilingual skills are desirable.

License and Certificate:
Possession of a valid driver license and a satisfactory driving record throughout employment.

The Department:

The Santa Clara City Library is a department of the City and has positioned itself as a dynamic community hub, providing access to information, literacy resources, educational programming, and promotes civic engagement in Santa Clara. This is the entry-level class within the literacy series responsible for helping raise community awareness of the library’s adult and family literacy services. THE POSITION:

Under the general supervision of the Community Services Manager, the Clinical Supervisor supports with the development and achievement of Youth and Family Services goals and objectives. The Clinical Supervisor provides both clinical and administrative leadership within the Youth and Family Services Division. This role requires considerable initiative and independent judgment in developing procedures and standards, as well as in managing the provision of both clinical and non-clinical programs and services.

The Maintenance Worker performs a variety of tasks related to the care and maintenance of City facilities and equipment. There is currently one (1) vacancy which will be filled at either the Maintenance Worker I or II level, depending on the incumbent’s training and experience.

The Maintenance Worker performs a variety of janitorial duties, including semi-skilled and unskilled carpentry, plumbing, electrical, painting, basic mechanical, and general building maintenance tasks; Operates various tools and facility equipment, including but not limited to carpentry tools, plumbing tools, HVAC and electrical testing equipment, and related equipment as required; Performs routine maintenance on facility equipment as needed, and other related duties.

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.

• Reviewing land-use entitlement applications (e.g. tentative map, conditional use permit, annexation, general plan amendment, architectural & site review permits) for conformance with adopted policies and regulations. 
• Administering the California Environmental Quality Act (CEQA) for environmental review related to planning and development proposals. 
• Implementing and updating the General Plan and Zoning Ordinance. 
• Providing staff support for the Planning Commission, as needed
• Resolving land-use related violations through Code Enforcement. 

FIRST YEAR PROJECTS/ASSIGNMENTS:

• Complete Comprehensive Zoning Ordinance Update 
• Complete Historic Resource Inventory Update and create Mills Act monitoring procedures 
• Manage a range of the more complex applications, including subdivisions, architectural and site review applications, and General Plan/Zoning amendments
• Build subject matter expertise in ADU development, housing policy, CEQA compliance and equity-based community development
