THE COMMUNITY

Located in San Mateo County, just twelve miles south of San Francisco, Pacifica feels worlds away from it yet is easily accessible from highway 1.  The most panoramic coastal town in the San Francisco Bay Area, Pacifica is famous for its six miles of scenic coastline, classic northern California beaches, breathtaking vistas, and charming ambiance. THE ORGANIZATION

The City of Pacifica is a General Law City incorporated in 1957 and operates under the Council/Manager form of government. Legislative authority is vested in a five member City Council elected by district for four-year overlapping terms. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of advisory commissions and committees.

Pacifica is a full-service city (approximately 200.75 FTE) with a proposed FY 2024/25 general fund budget of $48.1 million. The City delivers municipal services through seven departments: the City Manager’s office (including the City Clerk, Economic Development, and contract City Attorney); Administrative Services (Finance, Human Resources, and IT Divisions); Parks, Beaches, and Recreation; Community Development; Public Works (Field Services & Engineering and Wastewater); Police; and Fire (via North County Fire Authority). Employees are represented by eight bargaining units.

The City Administration and Community Development services are located in a newly renovated City Hall located just two blocks from the Pacific Ocean. During the Spring of 2023, the City Council undertook a comprehensive strategic planning process, which resulted in the Pacifica Strategic Plan 2023-2030 establishing strategies to achieve the following five overarching goals during the seven-year period:

THE DEPARTMENT

The Community Development Department provides timely, public-facing, and internal services related to the review of applications for development and building permits, as well as code enforcement of the City’s development regulations and other laws of the City. The Department has primary responsibility for the maintenance and implementation of the City’s General Plan, Local Coastal Program, Zoning Regulations, and Building Code, as well as environmental review of City and private development projects in accordance with CEQA regulations. The Department provides staff support to the City’s Planning Commission, Open Space and Parkland Advisory Committee, and Climate Action Adaptation Committee.

With the recent completion of Plan Pacifica – a comprehensive multi-year effort that updated the General Plan and Housing Element, Sharp Park Specific Plan, Local Coastal Land Use Plan, and Climate Action and Resilience Plan – the department is focusing on implementation and modernization.

The Community Development Department is staffed by 14 full-time staff, along with the support of outside consulting agencies as required. The Department is organized into three divisions: Planning, Building, and Code Enforcement, and prides itself on providing a high level of services with a lean but talented team.

THE POSITION

The Deputy Director of Community Development is a full-time, high-level management position that requires significant administrative, analytical, and technical skills. This position assists in the strategic planning, organization, and management of the department. This position will plan, organize, and manage the activities and operations of the Department; coordinate assigned activities with other departments, divisions, and outside agency; and provide highly responsible and complex administrative support to the Director. This position serves as the City Planner and may function as the Director in their absence or as assigned.

ABOUT THE POSITION

The Community Development Department (CD) is seeking a value-driven team player to fill the position of Planning Intern. This internship provides an excellent opportunity for an enthusiastic college level student seeking broad experience within a dynamic City Planning Division. The Planning Division of the Community Development Department administers City Council policies contained in the General Plan, Zoning Ordinance, and other plans and ordinances. In addition, the Division establishes new and amended rules governing land use and urban design for adoption by City Council from the platform of the General Plan. The Division provides staff, professional service, and administrative support relating to the development, improvement, and preservation of affordable housing opportunities.

The Planning Intern will assist with a number of projects and efforts throughout the Division, which may include:

• Review of minor planning applications and building permits for compliance with required standards
• Prepare approval letters, staff reports, and presentations to the Zoning Administrator
• Shadowing and assisting Planning staff during public counter hours
• Conducting research for various strategic planning studies that could include Redwood City Greater Downtown Area Plan, Historic Preservation Ordinance updates.
• Preparing updates to forms, handouts, and other materials.
• Other appropriate tasks as needed.

Special Requirements:

Must be willing to work at City Hall for a minimum of three business days from Monday- Thursday per week. Of the three workdays, one day must be Tuesday.

THE POSITION

This Administrative Assistant II is an executive secretarial classification, normally coordinating the office administrative work of a department in addition to personally performing multiple secretarial duties to ensure the efficient service provision of the assigned department. This class is distinguished from other office administrative classes in that the nature, scope, and diversity of responsibilities originating at a departmental level require a broader understanding of City functions and the capability of relieving a department head and/or related management, supervisory, and professional staff of day-to-day office administrative and coordinative duties.

The Administrative Assistant II in the City Manager’s Office provides crucial administrative support to department operations, communications, volunteer coordination, public relations, and sustainability. This position is responsible for coordinating office operations, handling confidential documents, and assisting with event preparation. The Administrative Assistant II plays a key role in maintaining effective communication between staff, City officials, and the public, while also supporting day-to-day operations to ensure the smooth functioning of the Office. This position requires a high degree of organization, independent judgment, and attention to detail.

Under general supervision, Maintenance Assistants perform unskilled/semi-skilled labor and maintenance work. This recruitment is to fill a vacancy in our Wastewater Treatment Plant Division. If selected for our Wastewater Division, you will be working with our Collections division where they focus on conveying wastewater to the treatment plant by cleaning, inspecting, repairing, and other pipeline maintenance tasks.

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Perform a variety of unskilled/semi-skilled maintenance or custodial duties involving manual labor of facilities.
• Clean and inspect sewer facilities for vandalism or potential hazards.
• Sanitize surfaces, repair minor plumbing problems, diagnose basic sewer issues, replace components on fixtures.
• Maintain area(s) as assigned including pump stations of treatment plant, performing basic repairs, inspections and landscaping.
• Load and unload supplies and materials.
• Safely assist with various heavy pipe lines, cleaning equipment, and maintenance operations.
• Perform related duties as assigned.

The City of Menlo Park is seeking a Water Quality Specialist for the Public Works department. Under general direction, the Water Quality Specialist is responsible for performing the full range of duties required to ensure that the quality of water supplied by the City provides the highest level of safety for public use and complies with all Federal, State, and local regulations through performance of water microbiological, chemical, and physical testing and analysis and a cross-connection control. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Chief Water Operator in that the latter is the full supervisory-level class in the division, acts as the Chief Operator, and is responsible for organizing, assigning, supervising, and reviewing the work of assigned staff involved in water quality and maintenance operations and activities.
