ABOUT THE POSITION

The Redwood City Fire Department is seeking individuals for the position of Cadet Firefighter. The Cadet Firefighter Program is designed to allow students an opportunity to gain firsthand knowledge of fire department operations. Fire Department Cadets spend a minimum of 48 hours and a maximum of 96 hours per month at the firehouse, participating in calls for service, station duties, and training. Cadets will also be expected to attend department-sponsored community functions outside of their 96-hour monthly commitment. Though the goal is to immerse the cadet into all aspects of fire department life, they are not allowed to participate in situations deemed Immediately Dangerous to Life and Health (IDLH).

This Fire Cadet position is a non-benefited volunteer position.

DEFINITION

Under supervision, performs electrical, preventive and corrective maintenance, modifications of existing equipment and the installation of new electrical equipment used within the wastewater treatment plant, the wastewater lift stations and the potable water pump stations and equipment; on 24-hour emergency call for electrical repairs; and performs other duties as assigned.

EXAMPLES OF DUTIES

Installs, repairs, maintains or replaces electrical equipment including but not limited to, motor control centers, generators, switchgear panels, variable frequency drives, pump controllers, large distribution breakers, motors of various sizes and voltages, ground fault systems, magnetic and solid state starters, building lighting and power, HVAC equipment, reduced voltage transformers, SCADA control systems, fused disconnects, and various size and types of lighting. Shall review plans and specifications, may inspect electrical components to be installed during new construction, equipment replacement or modification. Shall maintain equipment records on the computerized maintenance system and update drawings as required.

MINIMUM QUALIFICATIONS

Knowledge of: Electrical tools including but not limited to, basic hand and power tools, electric cable puller (mule), conduit benders (both hand and hydraulic), MEGGER, phase rotation meter, VOM meter, hydraulic knock-out tool, hand and power threading equipment, accepted safety practices and standards related to both personnel practices and proper handling and installation of equipment and systems. National Electrical Code; installation, operation and maintenance of motor control centers, power generation equipment, pumping control equipment with all types of motors.

Ability to: Read and interpret electrical diagrams, plans and electrical codes. Instruct others in preventive maintenance and corrective maintenance of electrical equipment and of safe work practices.  Work independently and with non-skilled electrical personnel.  Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Physical Requirements:  Moderate and sometimes strenuous exertion required including crawling, stair climbing, lifting, carrying and/or handling up to 50 pounds for 30 minutes.  Work in confined areas and wear protective garments.  May work in conditions which require exposure to noise, noxious odors, gases and contact with wastewater.

Experience: Four years of journey-level electrical trade experience involving work performed in conformance with standard codes and both single and three phase equipment.  Experience with water or wastewater utility systems desirable.

Education:  Graduation from high school, or equivalent.  Continuing education in related subjects is desirable.

License:  Possession of a valid Class C California Driver’s License.

• Retrieve, investigate and analyze building, assessor's parcels, files and other computerized records from computer database as required.
• Confer with architects, contractors, builders and the general public in the field and office; explain and interpret requirements and restrictions; review reports from special inspection agencies, engineers, and architects relating to specific projects.
• Maintain accurate and detailed records and prepare reports.
• Monitor compliance, including after violations.
• Provide public assistance and information over the counter.

The Department:                                       

The Engineering and Transportation Department is supported by 27 FTEs, 9 contract employees, and a FY 2025-26 Capital Budget of approximately $72.9 million covering infrastructure and transportation projects. The Five-Year CIP (FY 2025-26 to FY 2029-30) totals $372 million, including citywide projects. The City of Menlo Park is seeking engineering professionals, with exceptional technical and project management skills, for Senior Civil Engineer positions in the Public Works Department (Department) Capital Improvement Program (CIP) Division. The Senior Engineer will lead capital improvement projects under the supervision of the City Engineer or Public Works Director. The CIP team delivers projects for City owned facilities including streets, buildings, storm and domestic water, and parks. • Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs.

In addition, the City has an approximate $100 million capital improvement program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. • Prepare Reports & Documentation: Develop staff reports with recommendations on funding, program implementation, and complete HUD/HCD documentation, including contracts, performance reports, applications, public notices, Consolidated Plan, and NEPA clearances.  

• Monitor Program Performance: Conduct compliance reviews, site visits, and performance evaluations. Maintain accurate records and develop tracking systems and monitoring procedures.  

• Evaluate Housing Affordability: Review controlled rents, household income, affordable housing costs, and affordable sale price calculations. Screen and interview applicants to determine the household’s eligibility for affordable units. 

• Deliver Customer Service: Respond to inquiries from the public, applicants, developers, consultants, and agency representatives. Explain program requirements and assist with applications.

• Keeps accurate records, maintains program budgets, completes city paperwork and other administrative tasks.
• Communicates with a variety of agencies, vendors, community groups, clients, governmental and members of the public in a courteous and professional manner.

• Coordinate the payroll process with any and all part time staff that are signed to them, including comparing schedules to timecards, entering timecard information into a citywide timecard and invoice system, monitoring staff hours, and auditing timecards for mistakes Senior Services Programs:
• Oversees the organization of all senior programs, encompassing drop-in activities, contracted classes, and social gatherings. Provides support in overseeing the Seniors In Action Council, including the organization of events, programs, and meetings.
• Perform related duties as needed.

QUALIFICATIONS:

Knowledge of:

• Basic concepts and techniques for organizing, developing, implementing and evaluating recreational programs, services, and events.
• Advanced English usage, spelling, grammar, and punctuation.
• Business correspondence writing and report preparation.
• Basic budget and fiscal control procedures and techniques and basic cost recovery principles.
• Functions and organization of municipal government.
• Principles and procedures of record keeping.
• General office practices
• Youth, Teen, Seniors, and/or Adult Contract Class programming.
• Special Events, including coordination, logistics, safety, event budgeting, event staffing, and advertising.
• Coordinating volunteers including vetting applicants, onboarding and training volunteers, and volunteer schedule coordination.

• Learn and operate recreation registration software, including the creation of classes, posting online, managing waiting lists, booking facilities, assigning staff, and teaching part time staff basic registration skills.
• Create and update program or special event budgets, including tracking costs, predicting revenues and expenditures, creating a post program/event final budget.
• Create and maintain part time staff and/ or volunteer schedules, including the use of applications or software.
• Work in both an office environment and outdoors, including working in inclement weather.
• Establish rapport with older adults.
• Speak at public functions and meetings to promote services.

EXPERIENCE AND TRAINING GUIDELINES:

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Experience:

One year of experience in recreation and community services.

Experience coordinating and facilitating programs and special events is desirable.

Training:

Equivalent to a bachelor’s degree from an accredited college or university in recreation, human services or a closely related field.

Licenses and Certifications:

Must possess and maintain a valid California Class C driver’s license and have a satisfactory driving record.

Must possess American Red Cross First Aid certificate and CPR Adult, Child, and Infant CPR within six months of appointment.

When assigned to Aquatics, must possess American Red Cross Lifeguard Certification including First Aid and CPR at time of appointment. Title 22 Certification required within one year of appointment.
