Typical Duties

Under general supervision:
• Participates in field survey activities such as assisting with measuring and recording distances and elevation using Global Positioning System (GPS) equipment
• Prepares maps and drawings using geographic information system (GIS) tools to place symbols and apply color codes for the identification of facilities
• Receives, reviews, provides comments, files, and returns maps, documents, and plans using AUTOCAD
• Performs scaling and dimensioning to verify the accuracy of maps and plans
• Assists in conducting field inventory of existing primary and secondary conductors, transformers, switches, poles, pole attachments, manholes, and conduit locations
• Draws and updates electrical schematic diagrams, panel wiring diagrams, substation layout drawings using AUTOCAD, and organizes associated documentation
• Prepares scaled and dimensioned plans, using AUTOCAD based on sketches prepared by engineering/estimating personnel
• Operates a computer and standard office plotting/copying equipment
• Conducts records research including job files, property ownership, easement and right-of-way records
• Maintains records of equipment databases, log books, and map inventories
• Operates passenger vehicles requiring Class C driver's license
• Orders office drafting supplies, manages outside reproduction services, and coordinates vendor services for office drafting equipment maintenance
• Performs other related duties as assigned

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Qualifications:
• Graduation from an accredited junior college with an Associate of Arts degree or higher in engineering or its equivalent, including satisfactory completion of college level courses in writing, mathematics, engineering and related courses; and
• One (1) year working with geographic information system (GIS) tools and systems or one (1) year working with computer-aided drafting (AUTOCAD).
 
Desirable Qualifications:
• One year (1) experience working with computer-aided drafting (AUTOCAD) and one year (1) experience working with geographic information system (GIS).
• Completion of courses in GIS and AUTOCAD.
 
Possible Substitutions:
• Three (3) years of work experience performing mapping/drafting activities of electric utility facilities, involving the use of CAD and GIS systems and tools may substitute for the required education and experience.
 
LICENSE
Possession of a valid California Class C driver's license is required at the time of appointment and for the duration of employment.
 
OTHER REQUIREMENTS
• Employees are required to pass initial and periodic comprehensive background checks, which may include fingerprinting, to meet Federal, State and/or industry security requirements.
• Must be able to perform all the essential functions of the job assignment.

The Department

The Position

Under the supervision of a Human Services Department Homeless Care and Response Senior Program Coordinator, the Public Service Assistant II supports the provision of mobile dignity services, which include showers and laundry services, at one or more sites, to unhoused participants in the Fremont  and Newark area. The job includes driving a truck and hygiene unit trailer with a combined length of up to 51 feet, to one or more sites daily, and carrying out set-up, operating, and maintenance tasks. Other duties include working with site-based volunteers to coordinate shower usage, provide shower amenities, distribute clothing and other necessities, operate washing and drying machines, register unhoused participants who will be utilizing the service, maintain the daily usage count, and conduct special surveys.

This position will require up to 20 hours of work per week.

Examples of Duties

Coordination Functions

• Works with the Senior Program Coordinator to partner with volunteers at multiple service sites to provide mobile shower and laundry services for unhoused participants.
• Ensures accurate completion of Homeless Management Information System (InHOUSE/HMIS) intake form by clients utilizing shower and laundry services.
• Ensures all supplies needed for services and intake are available on the unit for service delivery at each site.
• Unhoused participants will place their clothes and other personal items needing to be laundered in mesh bags. Public Service Assistant II will place mesh bags in the washer/dryer and operate machines.
• Reinforces training provided by Senior Program Coordinator to volunteers on intake and record keeping processes.
• Communicates effectively and frequently with Human Services staff and other community organizations serving the homeless to identify and make referrals for homeless clients who need assistance accessing other services.
• Prepares a daily report with general client demographics, daily usage data, and incident reports. Prepares, in writing, a variety of operating reports such driving activity reports, accident reports and maintenance reports.

Driving Functions

• Drives and operates 19-foot truck (truck), pulling a 32-foot mobile hygiene trailer (trailer) to multiple services sites.
• Sets up trailer at multiple services sites (1-2 per day), including setting front-to-back and side-to-side trailer level using stabilizer jacks and trailer tongue jack, chocking trailer wheels, connecting generator to trailer, turning on generator and opening propane gas lines, lowering ADA ramp, and setting up portable steps to facilitate access to trailer.
• Loads and unloads heavy items (such as various types of cleaning and laundry supplies). Ensures that loads are properly and safely secured.
• Responsible for basic daily maintenance of the mobile hygiene unit, including: Checking oil and fluid level, and tire pressure,
• Filling and maintaining fuel levels for truck-mounted generator,
• Filling and maintaining water levels for 400-gallon water tanks which supplies water for showers and laundry washer,
• Filling and maintaining on-board propane tanks needed to operate hot-water heaters, Periodic washing of the exterior.
• Emptying black and grey water into City corporation yard dump station or other remote dump stations, on a daily basis.
• Cleaning of interior shower units after each use by a participant; conducts periodic deep cleaning of shower units and pressure washing of exterior of unit.
• Works with City Fleet supervisor to coordinate monthly/annual automotive and chassis repairs and maintenance.
• Utilizes cell phone and tablet for information and safety.

Program hours are Monday, Wednesday, and Friday from approximately 2:30 pm – 5:15 pm; additional evening and weekend hours as needed.

ABOUT THE POSITION
The City of Gilroy is recruiting for part-time Recreation Leaders II/III assigned to the Adaptive Program. The main goal of the City of Gilroy’s Recreation Division is to offer excellent recreation programs that provide community members with a wide range of opportunities to celebrate life and community through people, parks, programs, and special events which are delivered by a team of employees dedicated to offering quality recreational, social, and cultural services to all Gilroy residents. 
 
Under direct supervision of a Recreation Supervisor, the Recreation Leader II/III will assist, plan, organize, and lead the physical, recreational, and social activities of assigned recreation programs. Program area focus is Adaptive (Special Needs), but you might be asked to support another recreation area.

 When assigned to the Adaptive Program, the leader will have an opportunity to have hands-on experience working with a special needs population.  Disabilities of participants vary in range from non-communicative to diminished motor skills to severe autism.  The position will report to an experienced staff member.  As related experience is gained as noted in the job qualifications and requirements, and with the recommendation in the employee’s performance evaluation, Recreation Leaders can advance from Recreation Leader II to Recreation Leader III.  As the employee advances through the job series the employee will take on more responsibility and more challenging work assignments.

• This position is responsible for maintaining the health and safety of homeless individuals and families who are living on the streets or in their cars and need emergency shelter from cold weather and rain.

• Maintain accurate records including a daily sign‐in sheet.
• Daily use of email to submit detailed reports regarding participant attendance, supply needs, on-site incidents including any 911 utilization and/or emergency responder activity, and information about clients who may need additional medical or behavioral follow-up.
• Monitor and document room condition to ensure rooms are maintained in a clean and orderly fashion.
• Other duties as assigned.

The City of Lincoln is hiring a Civil Engineer!

We are accepting applications to fill an Engineer position in the Engineering Department.  The incumbent will be part of a team of seven working on the City's capital engineering projects.  The position will be filled at any level of the Civil Engineer classification series, dependent upon candidate qualifications.  The salary ranges for each class level are as follows:

• Assistant Engineer:  $73,576.00 to $98,598.87
• Associate Engineer:  $94,183.25 to $126,214.57
• Senior Engineer:  $106,795.51 to $143,116.19

DISTINGUISHING CHARACTERISTICS

The Assistant Engineer is the entry level class in the professional civil engineering series and is responsible for performing the professional engineering work not requiring registration as a Civil Engineer. This classification is distinguished from the next higher classification of Associate Civil Engineer in that the latter performs the more complex and difficult assignments within the division.

The Associate Engineer is the journey level class in the professional civil engineering series and is responsible for performing the more complex design and construction of capital improvement projects and for reviewing private development projects for design conformance and accuracy. Incumbents perform complex professional engineering assignments requiring considerable knowledge of various aspects of civil engineering including land development, planning, design standards and regulations, construction and maintenance. This classification is distinguished from the next higher classification of Senior Civil Engineer in that the latter performs the most complex and difficult assignments within the division and may exercise direct supervision over assigned project staff.

The Senior Civil Engineer is an advanced journey level registered professional engineer class and exercises full responsibility for planning and organizing a variety of assigned engineering projects and directing the work of assigned staff. Incumbents perform complex professional engineering and program management assignments demanding considerable knowledge of various aspects of engineering and related program requirements including land development, planning, design standards and regulations, construction and maintenance. This position receives direction from the Engineering Manager, and may receive direction from a Senior Engineer, and the City Engineer.  Associate and Senior Engineers may exercise direct supervision over professional and technical support staff and staff augmentation consultants.

Assistant Engineer

• Performs professional engineering work not requiring registration as a Civil Engineer.
• On a continuous basis, know and understand all aspects of the job.

• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

Associate Engineer

• Performs and oversees a broad range of design activities on a variety of public works projects including street, storm drains, sewers, buildings, airports and other public facilities; oversees the administration of construction contracts; performs field inspections; determines design procedures; prepares plans, specifications, project budget and cost estimates; interprets the application of design criteria; checks plans and specifications for accuracy of design and completeness; makes recommendations and monitors the approved project budgets.
• Coordinates capital improvement projects with contractors, utility companies and other departments and agencies; participates in the predevelopment project review process; develops and recommends conditions of approval for projects and conditions for development agreements; provides plan check services for developers and contractors to ensure compliance with city improvement standards; processes lot line adjustments, ROW abandonments, easement and grant deed dedications.

• Performs a broad range of design/project management activities on a variety of public works projects, including street, landscaping, storm drainage facilities, sanitary sewer facilities, parks, water production and distribution facilities and buildings; performs site inspections; develops design procedures; prepare plans, specifications, project budget and cost estimates; interprets the application of design criteria; checks plans and specifications for accuracy of design and completeness.
• Manages, develops and coordinates assigned program activities such as industrial waste ordinance management, grease trap enforcement, and other City Municipal Code-related activities, including policy development, community education, regional and state program coordination and required infrastructure modifications; recommend program activity budgets.
• Monitors work activities to ensure safe work practices, work quality and accuracy; ensures compliance to applicable rules, policies and procedures; participates in the development of policies and procedures; recommends programs, projects and work assignments to higher level engineering personnel.
• Assists in the coordination of capital improvement projects with contractors, utility companies and other agencies; administers construction contracts; plans, coordinates, prioritizes, monitors and participates in the work of staff responsible for reviewing design conformance and accuracy of public and private development projects.

• Manages the design and development of public works and utility structures and the preparation of project specifications; consults with contractors; reviews plans submitted by consultants and developers to ensure conformity with established standards and regulations; provides advice and instruction to subordinates on design standards and problems from design inception through the construction phase to completion of the project; provides supervision of field work; prepares, reviews and recommends change orders.
• Manages the engineering aspects of private development projects from pre-application through entitlement approval, through plan review and final map approval, and reviews proposed revisions through the construction phase; supervise, review and participate in preparation of environmental assessments and studies, specific plans, and general development plans, financing plans and Development Agreements; manage and review traffic impact analyses, hydrology studies, storm water quality plans, drainage, sewer, and water master plans, improvement plans, final maps and other technical documents; meet with developers to discuss the proposed project or resolve design issues; manage the annexation of territory into the special districts and assist in the formation of special districts (CFDs, Landscaping & Lighting Assessment Districts, Benefit Assessment Districts).
• Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for services, labor, materials and related resources for public works and utilities projects and/or programs; monitor and control expenditures.
• Monitors and keeps informed of current trends in the field of municipal engineering, including legislation, court ruling and professional practices and techniques; evaluates their impact and recommend policy and procedural modifications accordingly.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, crawling and making repetitive hand movement in the performance of daily duties.  The position also requires repetitive hand movement and fine coordination in preparing reports using a computer keyboard.  Additionally, the position requires both near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service.  Additionally, the incumbent in this position works outdoors in all weather conditions, including wet, hot and cold.  The position entails working in situations that may expose the employee to fumes or airborne particles, electrical shock or mechanical hazards.  The nature of the work also requires the incumbent to drive motorized vehicles. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required.

San Mateo County Health's Public Health Policy & Planning (PHPP) Division has an exciting opportunity for an experienced Veterinarian to work in Animal Control and Licensing as a member of the team.
 
The current vacancy is extra help part time 20-hours per week in the Public Health, Policy and Planning Division. The position is stationed in San Mateo, CA, but will travel/drive throughout the County to perform duties of the position.
 
Scheduling is flexible. Daily reporting hours and days of the week may vary according to the needs of the department. Evening and weekend work may be required based on the needs of the organization. This position is a hybrid of remote work as well as field-based at clinics.
 
The Veterinary Wellness Program provides veterinary services to the pets of the unhoused, those in transitional housing, and very low-income San Mateo County residents who are receiving services from San Mateo County. This position works with San Mateo County Health and cross collaborates with other programs within the County. Technical expertise, as well as knowledge of veterinary public health practices, are preferred.
 
San Mateo County is unique in that most of our homeless shelters allow residents to bring their pets with them, not just an emotional support or service animal. One of the barriers for homeless people to get into a shelter with their pets is that their pet must be current on their vaccinations. Within 10 days of a new resident moving into a shelter with a pet, the County veterinarian will meet with the owner and their pet to provide a general exam, the necessary vaccinations and flea control. This position will visit various sites throughout the County on a regular basis, providing vaccines, flea control, antibiotics, anti-inflammatories, and general exams. In addition, the Veterinarian will travel to various homeless encampments to provide these services and to offer and encourage spaying and neutering of the pets.
 
When pets need additional care, this position will coordinate with local veterinary clinics we contract with for services. These contracts allow us to provide spay and neuter services, dental services, and many other procedures that the pet owner would not otherwise be able to afford. These vital veterinary services keep pets from being relinquished to animal shelters and provides peace of mind for the pet owner. In addition, our veterinary program partners with our Street Medicine Program to provide health care services to the pet owners, which advances San Mateo County’s One Health Concept.
 
This Veterinarian position will be providing technical/subject matter expertise on issues relating to the spread of zoonotic, epizootic, and exotic diseases, as well as consulting on cases of rabies in domestic and wild animals. The position will also act as a liaison between the veterinary community, Veterinary Public Health, California Department of Public Health, and residents of the County.
 
Duties will include, but are not limited to, the following:

• Provide lead direction to staff responsible for following prescribed treatment and maintaining treatment records for animals treated.
• Ensure that the highest level of service and care are provided and that changes in animals’ conditions are recorded and properly addressed.
• Examine and evaluate animals, and perform veterinary medical treatments, including vaccinations and preventative treatment as appropriate. 
• Coordinate with local veterinarians and clinic/shelter professionals to arrange spay and neuter surgeries and medical procedures.
• Arrange for care at a contracted veterinary hospital for severely injured, sick or diseased animals and provides full orders for care.
• Establishes and maintains medical records and drug use logs to standards of veterinary practices.
• Ensure that records are in order and complete and prepare written reports as needed; ensures that all State and Federal laws, regulations, accepted standards, are adhered to. 
• Maintain up-to-date knowledge of shelter animal health protocols, surgical procedures, and companion animal health issues.
• Build and maintain effective relationships with the staff, community, local veterinarians, State Veterinarian. 
• Assist in the monitoring of inventory and ordering of medical supplies and pharmaceuticals.
• Serve as technical/subject matter expert to answer questions from the County Health Officer, medical community and the general public regarding issues related to/involving animals—including but not limited to researching, recommending, implementing and/or maintaining measures to prevent the spread of zoonotic diseases, epizootic diseases, exotic diseases and disease outbreaks. 
• Serve as a consultant in suspect cases of rabies in domestic and wild animals as well as complex issues deriving from animal bites.
• Review pertinent legislation, regulations, and policies to provide recommendations, especially with regards to vaccination of domestic animals, rabies vaccine exemptions, quarantine/euthanasia of animals exposed to rabies.
• Disseminate relevant information to the local veterinary community as well as to residents of the county. 
• Assist with emergencies and disaster services.
• Perform related duties as assigned.

 
Ideal candidate will possess:
•       Experience working one – two years as a Veterinarian.

• Experience in diagnosing and treating disease, illness, and injuries of dogs, cats, rabbits, and other animals. 
• Ability to test animals for disease and administer vaccines.
• Ability to evaluate condition and coordinate maintenance of equipment and supplies.
• Ability to help ensure the safe storage, access, and use of medications.
• Ability to develop and provide guidance on sanitary protocols, feeding, preventative medicine, and general care to promote the health of all animals.
• Ability to research and prepare medical reports for guidance of management upon request.
• Ability to write grant proposals for funding.
• Ability to communicate effectively with all levels of staff and residents of the community.
• Attend meetings and other meetings as requested or required.
• Obtain continuing education as required and be committed to staying up-to-date technically with industry best practices and applying learned knowledge.
• Demonstrated ability to establish and maintain effective working relationships with partner and contract providers.
• Excellent communication skills, both written and verbal.

This is an extra-help, at-will assignment, paid on an hourly basis. Extra-help hours are dependent on the business needs of the department and therefore work hours may vary from week to week. Extra help employees shall not exceed 1,040 hours of work per fiscal year. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment.
