The Facility Attendant performs custodial duties related to the care and cleaning of assigned facilities, performs a wide variety of duties for events, classes and programs, including setting up and tearing down of tables, chairs, equipment and supplies and will perform minor maintenance and repairs as needed.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES

Provide friendly and professional customer service by greeting Community Center visitors, serving as a main point of contact during activities and events primarily in evenings, weekends and special events.

Performs custodial duties at assigned facilities which include, but are not limited to cleaning, sweeping, vacuuming, mopping, waxing, stripping and polishing floors; cleaning furniture, woodwork, fixtures, equipment, supplies, doors, windows, walls, walkways, driveways, and facility grounds; disposing of trash.

Set up all necessary equipment and furniture such as tables, chairs, podiums, and A/V equipment for indoor and/or outdoor events.

Inspects facilities and equipment, reports issues in a timely manner to appropriate higher-level staff; performs minor facility maintenance.

Explain and follow City and department policies and procedures.

Provide information and feedback to Facility and Parks Supervisor.

Opens, closes, secures and alarms facilities in compliance with standard procedures.

Supervise and interact with rental guests, responding by assisting with any facility needs.

Assists in monitoring and maintaining equipment and supplies.

May perform clean up duties as needed, including but not limited to:  move and arrange furniture and equipment, restroom cleaning, sweeping and mopping, and garbage pick-up and removal.

Perform related duties and responsibilities as assigned.

DEFINITION:

Under general administrative direction of the City Manager, plans, directs, manages, and  oversees the activities and operations of the Public Works Department including streets, utilities, water treatment and wastewater treatment, ensures all resources within each division are  properly allocated and managed; provides long range planning for department programs, projects, and needs; coordinates assigned activities with other departments and outside  agencies; and provides highly responsible and complex administrative support to the City  Manager.

CLASS CHARACTERISTICS:

The Director of Public Works is considered a Department Director with responsibility for directing the activities of a Department within the City. Positions at this level serve as a member of the City's senior management team and provide advice and counsel to the City Manager regarding strategic policy and problem-solving issues relating to the assigned Department and the City overall. The incumbent is responsible for accomplishing the City's goals and objectives related to assigned program areas.

• Assumes full management responsibility for all Public Works Department services and activities including streets, utilities, water treatment, and wastewater treatment.
• Manages the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommends and administers policies and procedures.

• staff training; works with employees to correct deficiencies; implements discipline and termination procedures.

• Oversees and participates in the development and administration of the Public Works Department budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
• Directs the activities and operations of the City's utilities, streets, and equipment maintenance programs; ensures maintenance activities are completed on time and within budget.
• Provides staff assistance to the City Manager; prepares and presents staff reports and other necessary correspondence.
• Represents the Public Works Department to other departments, elected officials, and outside agencies including community organizations; develops community resources; coordinates assigned activities with those of other departments and outside agencies and organizations.
• Explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive and controversial issues.
• Responds to and resolves difficult and sensitive citizen and business owner inquiries and complaints.
• Performs related duties as required.

For the Senior Engineer, the salary range listed above reflects the full compensation potential for this position. Initial placement in the salary range is typically within the first half of the range; however, in certain circumstances (i.e. an experienced lateral candidate) placement at or above the midpoint may be considered. For Engineer II, additional steps (Step F, Step G, and Step H) included in the salary range listed above are available to employees in this job classification after completion of five years of service (Step F), ten years of service (Step G), and 15 years of service (Step H),  one year at the prior step, and a good performance evaluation.  Initial salary placement is typically at the entry point of the range unless the candidate has prior lateral work experience which may warrant initial placement at a higher step.

ABOUT THE POSITION

The Senior Civil Engineer classification is an exempt, mid-management level position. 

The Engineer II will play a critical role in designing, managing and delivering Capital Improvement projects that improve essential city infrastructure. From planning and budgeting to implementation, your work will positively affect thousands of residents daily, supporting the city’s mission to create a safe, connected, and vibrant community. Although this position is dedicated to CIP, in order to appropriately respond to community needs, the Engineer II may also provide support to the Land Development and Transportation engineering sections, so adaptability and flexibility are keys to success in this position. This position may also represent the City in community meetings and hearings, meetings with project stakeholders, and serve on regional committees as applicable.

The Engineer II is a journey-level position that will work under the direct supervision of a Senior Engineer or City Engineer and will perform professional engineering work in the field and office. Assignments will involve investigating, developing, and constructing a wide variety of capital projects and preparing/reviewing engineering studies aimed at being transformative for the residents of Gilroy.  This position may also represent the City in community meetings and hearings, meetings with project stakeholders, and serve on regional committees as applicable.

The Public Works Department is responsible for providing high quality, safe and effective maintenance, operation and construction of streets, parks, storm drainage and related infrastructure. The Department is under new leadership with a renewed focus on master infrastructure planning, proactive capital maintenance and replacement, traffic engineering and customer service. Pipeline public projects include completion of the Civic Center Master Plan, design and bid of the new Santa Teresa Fire Station, a $7 million pavement rehabilitation project, a $3 million San Ysidro Park remodel project, and completion of Traffic Impact Fee Study. The City is processing multiple large private projects including an almost one million square foot Amazon data center as well as multiple residential subdivisions and multi-family projects.

The City of San Rafael is seeking a motivated and civic-minded Communications Intern to support equitable engagement through the City’s external communications, digital content, and public engagement initiatives.  This temporary, part-time role is ideal for individuals interested in learning more about local government and public communications.  This is a part-time/temporary position, limited to 1,000 hours worked within a fiscal year (July 1 through June 30) that receives no City benefits.  This position will work for up to 29 hours per week (days/hours may vary).

KNOWLEDGE/SKILLS/ABILITIES:

• Basic principles and practices of public communications, social media management, and/or media relations.
• Writing and editing for clarity, style, and grammar.
• Social media platforms, email marketing tools, and content management systems (e.g., WordPress, Mailchimp).
• Basic graphic design tools (e.g., Canva, Adobe Creative Suite) and video editing platforms (preferred).
• Cultural competency and sensitivity in engaging diverse communities.
• Highly preferred:  fluent, professional-level Spanish and English (both written and spoken).

Performs related duties as assigned.

Accounting Technician II

This is the second level classification in the Accounting Technician series. May perform more complex processing and reconciliation work and related duties as assigned.

The Director also coordinates departmental activities with other City departments, outside agencies, community groups and individuals; and provides highly complex professional advice and support to the City Manager and City Council; assures department compliance with and enforcement of applicable federal, state, and local laws, ordinances, and codes; manages and supervises staff; serves as a member of the City’s Executive Team.

REQUIREMENTS

Education and Certification

Education: Graduation from an accredited four-year college or university with a degree in Engineering, Construction Management or similar major.

These are seasonal positions, limited to 1,000 hours worked within a fiscal year (July 1 through June 30) that receive no City benefits.  Job training is anticipated to begin the week of June 23, 2025 and this assignment will run through September 30, 2025 at the latest.  Shifts will average 7.5 hours per day, 5 days per week.  This is a great opportunity to gain hands-on experience working for one of the finest departments in the State.

This position is fully funded through the Marin Wildfire Prevention Authority (MPWA) and will directly support the mission of wildfire preparedness and mitigation, and community safety.

THE POSITION:

The City of San Rafael Fire Department is seeking customer service and public safety focused individuals to join the wildfire mitigation team. Under supervision, inspectors will perform a variety of wildfire prevention duties with a focus on one-on-one education via property wildfire risk evaluations.  The Inspector’s efforts will support resident compliance with City and State Fire codes.

The customer-service oriented positions will support the City’s and Marin Wildfire Fire Prevention Authorities (MWPA)’s goals. The ideal candidate will be able to connect and inspire individual action among our diverse community by explaining complex concepts in easy-to-understand ways.  Inspectors will utilize tablets and other technology to document findings and interactions in the field.

Our highly qualified candidate will be able to work effectively in small teams or independently and clearly communicate wildfire safety-related information to residents from various backgrounds.  We are looking for people who have sound judgment and can communicate effectively with others.  They will need to be able to follow both verbal and written instructions, engage effectively with the public and work harmoniously with our team. 

ESSENTIAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):    

• Perform defensible space inspections and wildfire risk evaluations in accordance with San Rafael Municipal Code 4.12.
• Investigates public and referred public agency complaints.
• Provide guidance to residents on suggested and required home hardening and defensible space strategies. 
• Provide residents with appropriate support resources and programs.
• Increase awareness, knowledge and actions implemented by individuals and communities to reduce human loss and property damage from wildfires.
• Collects, enters, maintains, and disseminates data pertaining to fire prevention; reconciles reports, files and records.
• Composes letters and reports based on field notes.
• Collect and input data and images into electronic devices.

KNOWLEDGE/SKILLS/ABILITIES:

• Communicate clearly and respectfully to residents and stakeholders.
• Learn and apply City and State Fire Codes and National Fire Protection Association (NFPA) standards.
• Provide clear and concise written reports free of grammar and spelling errors.
• Utilize personal computers, tablets, and related software including the Microsoft Office Suite, mapping, and database tools.
• Independently conduct fire (defensible space) inspections.
• Apply technical knowledge and follow proper inspection techniques.
• Be self-motivated, work independently to complete assigned duties and responsibilities in a timely manner.
• Interpret and explain fire prevention services, policies and procedures.
• Build and maintain positive working relationships with stake holders to ensure that assigned fire prevention coordination efforts are successful.

MINIMUM QUALIFICATIONS DESIRED:

• In accordance with State legal requirements, applicants must be at least 18 years old by the application filing deadline.
• Graduation from high school or equivalent and any combination of education and experience that would likely provide the required knowledge and abilities in qualifying.
• Must possess and maintain a valid California Driver’s License with a satisfactory driving record.
• A background in customer service or public service.
• Ability to speak, write, and read Spanish is desired but not necessary.

DISASTER SERVICE WORKERS:

All City of San Rafael employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109).  Employment in the City requires the affirmation of a loyalty oath to this effect.  Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

BENEFITS

All of these positions are temporary/part time. Temporary employees work no more than 130 hours per month AND 960 hours in a Fiscal Year.

The pay cycle is bi-weekly.  Except for worker's compensation coverage and sick leave accrual, no other benefits are provided. Employees must contribute 1.45% of salary to Medicare and 7.5% to a retirement plan in accordance with Federal Law.
