ABOUT THE POSITION

The City of Redwood City’s Parks, Recreation, and Community Services Department invites you to apply for the full-time position of HUMAN SERVICES SPECIALIST (BILINGUAL – SPANISH & ENGLISH) at the Fair Oaks Community Center (FOCC). The FOCC is a multi-service agency that offers a variety of programs and services provided by City staff and non-profit and public agency partners.

The Position:

The Assistant City Manager works directly for the City Manager in the Office of the City Manager. The Office is responsible for the general management and oversight of Daly City’s municipal operations, including the North County Fire Authority and North San Mateo County Sanitation District. This involves service and coordination to multiple agencies and municipalities.  Additionally, the general management of the operating and capital budgets;
financial planning for the municipal corporation; continued improvement, expansion, or redirection of programs and activities within the organization to meet community needs; recommendation of senior management personnel; participation in labor relations activities; generating public information, facilitating conversation and information exchange with citizens, encouraging community participation; and representing the organization in

The Department

Management (Budget) Analyst

This role is ideal for someone who wants to make an impact through thoughtful budgeting, financial analysis, and cross-department support.

As a Management (Budget) Analyst, you'll work under the direction of a Finance Manager to help develop the City’s annual budget, support financial planning efforts, and keep key systems running smoothly. You’ll be hands-on with both day-to-day operations and longer-term projects that support Belmont’s financial health.

This position is classified as Management Analyst I or II, with the working title of Budget Analyst.
Placement will be made at either level depending on experience and department needs.

• Assist in preparing the annual operating budget and 5-year capital improvement plan

• Maintain the City’s budget system and provide end-user support and training

• Analyze trends in revenues and expenditures, and prepare financial reports and presentations

The Department

The mission of the Maintenance Operations Department is to enhance the community by providing high quality maintenance services through the maintenance of safe and effective transportation systems and public infrastructure that support a desirable quality of life for residents, businesses, and visitors, and to support the City organization with efficient and effective services for City buildings and fleet vehicles.

The Positions
The Building Maintenance Division of the Maintenance Operations Department is seeking experienced Building Maintenance Workers to provide HVAC maintenance support for all public facilities, such as City Hall, Historic Buildings, Fire Stations, Police Department, Recreation facilities, and Rental Housing. Building Maintenance Workers (HVAC) design, fabricate, inspect, install, troubleshoot and evaluate problems with HVAC equipment.  They also repair heating, ventilation and air conditioning systems and related apparatus. Additionally, they install, repair and/or replace controls for energy management system as well as perform preventive maintenance and sheet metal work, including design and fabrication.

The Building Maintenance Division of the Maintenance Operations Department is also seeking experienced Building Maintenance Workers to provide general maintenance support for all public facilities, such as City Hall, Historic Buildings, Fire Stations, Police Department, Recreation facilities, and Rental Housing. Maintenance tasks for the general assignment typically include painting, electrical repairs, wall repair, roof repair, carpentry/metal work, and floor repair.

The Organization

The City of Pacifica is a general law city and operates under the Council/Manager Form of Government. Legislative authority is vested in a five member City Council elected at large, one of which is appointed Mayor by the Council. The Department

The Public Works Department is responsible for maintaining and repairing the City’s infrastructure and wastewater treatment operations in an efficient and cost-effective manner while providing a high level of customer service and a safe work environment for city employees. The Department maintains parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program. 

The Public Works Department is organized into three divisions including Wastewater Treatment Operations, Field Services and Engineering. The Wastewater Treatment Operations includes the operation of the wastewater treatment and water recycling treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Engineering Division manages public infrastructure projects, transportation planning and maintenance and repair of the City’s infrastructure. The Public Works Department is supported by 56 full-time staff with 29 in the Wastewater Division. The Wastewater Division has an annual operating budget of $14 million along with a FY2022-23 CIP appropriation of $ 10.1 million.

• College level course work in chemistry, engineering or related field. Bachelor’s Degree from an accredited four-year college or university with major course work in Civil Engineering, Chemistry, or related field is desirable.
• Five years of progressively responsible administrative and supervisory related experience in Wastewater Treatment at a public agency. Extensive experience in operations and maintenance of pump/lift stations highly desirable.

Licenses Required:

Must possess a valid California Class C driver’s license and have a satisfactory driving record. Possession of a current Grade IV Wastewater Collections System Maintenance Certificate as issued by the California Water Environment Association is required.

THE ORGANIZATION

The City of Pacifica is a General Law City incorporated in 1957 and operates under the Council/Manager form of government. Legislative authority is vested in a five-member City Council elected by district for four-year overlapping terms. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of advisory commissions and committees.

Pacifica is a full-service city (approximately 188 FTE) with a proposed FY 2023/24 general fund budget of $40.1M. The City delivers municipal services through seven departments: the City Manager’s office (including the City Clerk, Economic Development, and contract City Attorney); Administrative Services (Finance, Human Resources and IT Divisions); Parks, Beaches, and Recreation; Planning; Public Works (Field Services & Engineering and Wastewater); Police; and Fire (via North County Fire Authority). THE PUBLIC WORKS DEPARTMENT
The Public Works Department is organized into two Divisions: Field Services/Engineering and Wastewater.  The City has two Deputy Director positions, one that is responsible for Field Services/Engineering and the other that is responsible for Wastewater.  This position would be responsible for the Field Services/Engineering Division of Public Works, with a key emphasis on delivery of the Capital Improvement Program (CIP).  The Field Services section maintains parks, buildings, playing field and medians and keeps streets and trails clean and well-maintained.  Additionally, Field Services coordinates the tree program, cleans beaches and maintains the city’s storm drain system. The Engineering section implements the city’s CIP related to streets, roads, storm drains, facilities and coastal projects.  Additionally, the Engineering section pursues grants, manages consultants, reviews development projects and oversees the construction of the CIP and development within the City’s right of way. 

The Principal Civil Engineer will work under general direction, to direct, manage, supervise the Engineering Division; to perform highly complex professional engineering work; to plan, director, and supervise a variety of engineering projects and programs; and to conceptualize, develop, design, and implement all phases of difficult design and engineering research projects, to supervise and review the work professional and technical staff engaged in the preparation and/or review of plans, specifications, maps, designs, estimates, and inspections of capital improvement, construction, development and maintenance projects; coordinate the work of Engineering Division with the rest of Public Works.  

The Public Works Department is supported by 56 Full-Time staff and an operating budget of $21 million, along with FY2023-24 CIP appropriation of $26 million. The Engineering Division has an annual operating budget of $5 million, along with a FY2023-24 CIP appropriation of $18.5 million and is supported by 28 full-time staff. The Principal Civil Engineer reports to the Deputy Director of Public Works.

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Develop, plan, and implement goals and objectives of the Public Works Engineering Capital Improvement Projects; recommend and administer policies and procedures.
• Supervise, coordinate, and review all Public Works engineering activities including engineering design, construction inspection and surveying, as well as contract administration.
• Develop a cohesive team working atmosphere between city staff and contract staff. Establish design guideline parameters to meet regulatory requirements and the goals of the program for the benefit of the customers served.
• Participate in the development and administration of the Capital Improvement Program projects. • Determine scope of engineering projects, review plans of private developers and contractors, make technical engineering decisions and establish technical criteria and standards.
• Ensure that quality assurance and quality control plans are in place and being followed for engineering work. Verify computations, plans, specifications, and estimates for Public Works projects, review engineering drawings, and land record maps.
• Attend and participate in meetings and conferences, make project presentations to the City Council and other City commissions and committees, City administrators, public officials, professional organizations, contractors, County, Regional and State regulatory agencies regarding matters relating to areas of assigned responsibilities.
• Prepare a variety of budgets, reports, correspondence, and special studies.
