The Department: 

The Department of Public Works (DPW) constructs, maintains and improves various components of the City’s infrastructure and provides quality, cost-effective, timely services to the residents and businesses of Santa Clara. DPW is responsible for a wide variety of programs throughout the City which include implementation of solid waste and urban run-off pollution prevention programs, design, construction management, inspection and maintenance of City streets, bridges, storm drain systems, traffic signal systems, building facilities, fleet, street trees, landscaping and the closed landfill. The Mechanical Maintenance Position is in the Facilities Division of the Public Works Department.

The Position: 

The Mechanical Maintenance Worker is a journey level technical classification. This classification operates, lubricates, cleans, adjusts, and makes repairs to heating, ventilating, refrigeration, emergency generators, solar systems, and other stationary building equipment, and installs and troubleshoots electrical systems up to 480 volts. The Mechanical Maintenance Worker is distinguished from the Mechanical Maintenance Foreman/Forewoman in that the latter is a supervisory position responsible for supervising Mechanical Maintenance Workers and Utility Workers in the maintenance and repair of the mechanical equipment found in City buildings.

The annual salary range for this position is $104,936.40 - $133,560.72. This position may be filled at or near the minimum of the salary range. 

Minimum Qualifications:

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

Graduation from high school or possession of a GED

Minimum Experience Requirements: 

Two (2) years of experience in the maintenance, operation, installation and troubleshooting of diesel and gas engines, centralized heating, ventilation, emergency generators and air conditioning units, related mechanical equipment and electrical systems (up to 480 volts) found in heavy duty machinery or large buildings, such as manufacturing plants, office buildings, or public buildings.

Acceptable Substitution: 

None. 

License/Certifications: 

• Possession of a valid Class C California driver's license is required at time of appointment and for the duration of employment.
• California State issued Forklift Certification by the end of the probationary period.
• HVAC/Refrigerant certification required at time of appointment and for the duration of employment.

Desirable Qualifications: 

Experience with building management systems, such as Direct Digital Control (DDC), Variable Air Volume (VAV), and other related electrical control systems is desirable.

• May be required to work odd and unusual hours in the performance of duties and in emergency situations.
• Must be able to perform all of the essential functions of the job assignment.

The anticipated hiring range for the Wastewater Treatment Plant Maintenance Supervisor position is $95,985 - $119,982 annually, with a full salary range up to $143,978. The City typically makes offers within the hiring range based on the candidate’s experience and qualifications.

DESCRIPTION 

The City of Thousand Oaks is seeking a hands-on and technically proficient Wastewater Treatment Plant Maintenance Supervisor to support operations at the Hill Canyon Treatment Plant (HCTP), a 24-hour, Class V advanced tertiary wastewater treatment facility with a 14-million-gallon-per-day capacity that treats an average of eight million gallons of wastewater daily from domestic commercial, and industrial sources. HCTP employs a wide range of sophisticated technologies, including a SCADA system, complex mechanical process equipment, analytical instrumentation and meters, industrial electronic control systems, and power distribution infrastructure.  

The Maintenance Supervisor oversees the maintenance of this diverse and critical equipment, including on-site power generation systems such as biogas-fueled cogeneration and photovoltaic solar array that offsets the facility’s energy use. Treated effluent is produced to an advanced tertiary level and reused for agricultural and landscape irrigation, while biosolids are managed and hauled off-site for composting. This role requires strong leadership, sound technical judgment, and the ability to manage shifting priorities in a highly regulated, continuously operating environment, while ensuring safe, reliable, and compliant plant operations.  

PRIMARY RESPONSIBILITIES 

• Plans, organizes, supervises, and evaluates the work of assigned staff; develops, implements, and monitors work plans, processes, systems, and procedures to achieve established goals, objectives, and performance standards.  

• Plans, directs, and evaluates employee performance; establishes performance expectations and development goals; provides regular coaching and feedback; and recommends recognition or corrective action, consistent with the City’s Personnel Rules and Regulations. 

• Participates in the recruitment and selection of maintenance staff; coordinates and provides staff training; and works with employees to address performance or skill deficiencies.  

• Establishes schedules and methods for providing plant maintenance services; identifies staffing, equipment, and material needs; and allocates resources accordingly. 

• Provides leadership to ensure a high-performance, safety-focused, and team-oriented work environment aligned with departmental and City goals.  

• Participates in budget development; forecasts funding needs for staffing, equipment, materials, and supplies; monitors expenditure; and recommends budget adjustments as needed. 

• Performs and oversees complex mechanical, electrical, and equipment maintenance and repair activities.  

• Oversees and supports the maintenance, reliability, and performance of the Supervisory Control and Data Acquisition (SCADA) system, including coordination with control technologies, operators, and IT staff to ensure system availability, alarm functionality, and integration with plant equipment and processes.  

• Monitors SCADA system trends, alarms, and performance data to identify equipment issues, support preventive and corrective maintenance activities, and ensure timely response to system or equipment anomalies that may impact plant operations.   

• Monitors work sites to ensure adherence to safety policies and procedures; responds to and resolves complex operational or equipment-related issues. 

• Inspects work in progress and upon completion to ensure compliance with City standards, regulations, and operating procedures.  

• Serves as technical liaison with contractors, consultants, and engineers on mechanical and maintenance-related projects. 

• Maintains inventory of tools, equipment, parts, and supplies required for efficient plant maintenance operations.  

• Operates motorized equipment as required and performs physical and hand-on maintenance work in support of plant operations. 

• Prepares and maintains operational records, reports, and documentation related to maintenance activities.  

• Maintains current knowledge of industry trends, technologies, and best practices through training and professional development. 

• Performs related duties as assigned.

Part-time position: This position will be in the Grounds unit. Anticipated 3 days per week, up to 28 hours (may include weekend hours)

Summary:

Employees receive moderate supervision within a framework of standard policies and procedures and may be assigned to work in different areas throughout the District, including grounds, custodial and open space.

Must be available to work varied schedules, including weekends and holidays. Positions are part-time and schedules are made based on the needs of the assigned units of Grounds, Maintenance or Park Rangers.

Minimum Qualifications:

Education and Experience:

• Department of Justice fingerprint clearance

Language Ability:
Ability to read and comprehend basic instructions, short correspondence and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to park visitors and to other employees.

Math Ability:
Ability to add and subtract two-digit numbers and to multiply and divide with 10s and 100s. Ability to perform these operations using units of money and weight measurement, volume and distance.

Reasoning Ability:
Ability to use common-sense understanding to carry out instructions provided in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

Valley Water is seeking an experienced Information Systems Analyst III to lead the deployment, administration, and long-term governance of Valley Water's new Enterprise Electronic Document and Records Management System (EDRMS). This system represents the capstone of Valley Water’s Digital Transformation Strategy and will serve as the authoritative, enterprise-wide repository for all past, present, and future District documents and records.

This journey-level position plays a foundational role in establishing sustainable information governance practices across the organization. The selected candidate will lead complex system implementation efforts, oversee automated and AI-enabled data classification processes, coordinate secure access controls, administer retention schedules, and design defensible document destruction workflows in compliance with legal and regulatory standards.

Under direction, this position performs the most complex programming, systems analysis, integration, governance, and technical coordination duties. The incumbent will serve as a technical lead and project manager for this enterprise-wide initiative and will collaborate closely with Cybersecurity, Legal Counsel, the District Clerk of the Board, executive leadership, and operational units.

Key Responsibilities include, but are not limited to:

• Lead the deployment, configuration, integration, and ongoing administration of Valley Water’s EDRMS platform.
• Oversee enterprise-wide data and document classification using AI-enabled tools with appropriate human validation to ensure compliance with Valley Water policies and regulatory obligations.
• Administer and enforce Board-approved records retention schedules across all document types and business units.
• Design, implement, and manage automated document destruction workflows in coordination with Legal Counsel, the District Clerk of the Board, and executive leadership.
• Develop, document, and maintain formal procedures governing document destruction, including approval workflows, destruction lists, audit documentation, and verified removal of associated data.
• Coordinate with Cybersecurity to implement and maintain metadata-driven discretionary and mandatory access control frameworks.
• Ensure proper governance of data flowing into Valley Water's data lake, including oversight of integration processes, validation of data accuracy, completeness, and timeliness.
• Manage removal of data from enterprise systems and analytical/AI platforms once records are destroyed or no longer authorized for use.
• Provide technical leadership in application configuration, integration, database management, and system optimization.
• Develop system documentation, governance standards, and user training materials.
• Serve as project manager for complex system enhancements and cross-functional initiatives.
• Troubleshoot and resolve complex application, database, and integration issues.
• Provide technical guidance and lead-level support to staff as assigned.
• Ensure compliance with information security, privacy, and regulatory standards.
• Stay current on emerging technologies, digital governance standards, and best practices in records and information management

Ideal Experience:

• Five (5) or more years of progressively responsible experience in enterprise systems analysis, software development, database administration, or information systems governance.
• Experience implementing or administering an Electronic Document and Records Management System (EDRMS).
• Experience applying and operationalizing records retention schedules in a public agency or highly regulated environment.
• Experience designing automated workflows for document lifecycle management and defensible destruction.
• Experience integrating enterprise platforms with data lakes, analytics environments, or AI-enabled systems.
• Experience coordinating cross-functional stakeholders including Legal, IT Security, executive leadership, and operational departments.
• Experience leading complex enterprise technology projects with minimal supervision.

Ideal Training and Education:

Equivalent to a bachelor’s degree from an accredited college or university with major course work in computer science, information systems, information management, data governance, or a closely related field.

Substitution:
Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education.

 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).
