Under the general direction of the City Building Official, performs inspections of residential, commercial, public works, infrastructure, capital improvement, and private development construction projects to enforce relevant codes; provides enforcement and interpretations of all state and local building codes and the relation and implementation of policies and procedures; ensures the life, health and safety of the citizens of the City as it relates to construction, use and occupancy of all structures; serves as the principal enforcement officer of the building and housing codes including ordinances and provisions for dangerous buildings and derelict structures; works collaboratively with other departments, individuals and agencies to proactively reduce the number of dangerous buildings and derelict structures in the community.

EXAMPLES OF DUTIES - Duties may include, but are not limited to, the following:

• Conduct building plan reviews and proposed construction for code compliance.
• Conduct field building inspections and issue correction notices for building code compliance.
• Conduct inspection of public works, infrastructure, capital improvement, and private development construction projects for workmanship and conformance with approved plans, specifications, contract provisions, safe working practices, Storm Water Pollution Prevention Plans (SWPPP), Air Quality, and/or OSHA requirements.
• Assist the public in providing building code and municipal code information both In the field and at the counter.
• Assist in issuing permits and maintain inspection records.
• Issue correction notices to individuals in violation of established building, sanitation, and related codes.
• Establish and maintain tracking documentation for each violation.
• Receive, document, and investigate complaints concerning noncompliance with building ordinances.
• Identify and abate dangerous and derelict structures in the community by proactively enforcing state and city ordinances.
• Initiate investigations based on analysis of preliminary information.
• Contact individuals and discuss possible violations, alternatives for solving noncompliance problems and time periods for correcting them.
• Perform related duties as assigned.

Under direct general supervision, performs a variety of skilled mechanical repair, preventive maintenance work, and overhaul of heavy and light vehicles and equipment; and performs related duties as assigned.

The City of Colfax is currently accepting applications for Maintenance Worker I. This is an entry level position in the Public Works department requiring a minimum of 1 year of experience in a semi-skilled maintenance occupation. Typical duties include: landscape maintenance, electrical and plumbing repairs, minor construction and light carpentry projects, cleaning public restrooms, keeping public streets and parks clean and in good repair. The employee will check storm drains, culverts and ditches; operate tools and equipment to patch and repair pavement, construct and maintain gutters, sidewalks and other incidental improvements. The ability to operate power tools and work safely, wearing appropriate PPE. Occasional maintenance will be required for the wastewater treatment plant and collection systems. The City of Marysville is seeking qualified candidates for the position of a Public Works Director; this recruitment will fill 1 vacancy and create an eligible list.  

Reporting directly to the City Manager, this position is responsible for executive direction, strategic leadership, and management of the Public Works Department, including City maintenance workers and capital improvement projects. 

As the principal administrator of the Public Works Department, the Director; plans, organizes, directs, reviews and manages all department activities and functions including Engineering, Parks and Recreation, Streets, Public Facilities, Wastewater Treatment/Sewage, and Storm Water Management.

The Director also coordinates departmental activities with other City departments, outside agencies, community groups and individuals; and provides highly complex professional advice and support to the City Manager and City Council; assures department compliance with and enforcement of applicable federal, state, and local laws, ordinances, and codes; manages and supervises staff; serves as a member of the City’s Executive Team.

REQUIREMENTS

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Education and Certification

Education: Graduation from an accredited four-year college or university with a degree in Engineering, Construction Management or similar major.

Licenses: Possess valid California Class C Driver’s License.

Experience

Incumbents must have a minimum of three (3) years of managerial experience directly involving municipal services such as public works, public utilities, capital improvement project management, parks maintenance and management, and/or street and facilities maintenance.

The Public Works Solid Waste Facility is hiring an Office Technician I to support daily operations and provide service to the community. This position is responsible for collecting fees and directing traffic at the County’s solid waste site. Under the general supervision of supervisory and management staff, the Office Technician I also performs a variety of clerical and technical duties, and provides information and assistance to the public regarding departmental policies, procedures, and applicable laws. This position has an alternative schedule, rotating with every other weekend. This is a full-time position scheduled for forty (40) hours per week.

Upon successful completion of POST Academy, the position becomes a full-time probationary Police Officer position.

Under direct supervision, the Police Academy Recruit attends a basic Peace Officer Standards and Training (POST) certified training academy to obtain the basic skills and fitness level necessary for the performance of Police Officer duties.  This position requires a thorough background investigation, psychological assessment, and a medical exam prior to appointment. This is the non-sworn, entry-level classification in the Police Officer series. Incumbents in this classification receive training in a controlled classroom environment.  Advancement to the sworn Police Officer position is based on meeting minimum qualification standards and satisfactory performance in the academy.

The Environmental Program Manager position manages, supervises, plans, coordinates, directs, and reviews the activities of the Glenn County Air Pollution Control District.  This position receives direction from the Air Pollution Control Officer or CUPA Director and exercises supervision over technical, administrative, and inspection staff. This position is scheduled for forty (40) hours per week.

WHAT YOU’LL DO

• Oversees the activities of the Air Pollution control District. 
• Assists in the formulation and implementation of departmental policies and procedures.
• Participates in the interviewing, selection and evaluation of personnel assigned; plans and participates in staff training. Recommends personnel assignments to ensure adequate program staffing.
• Plans and supervises district-wide inspection programs; oversees the work of subordinate personnel engaged in inspection and coordinates their efforts to ensure timely inspections throughout the county.
• Enforces Air Pollution regulations and standards at industrial and agricultural sources in accordance with local, state and federal laws and regulations to protect public health and safety.
• Reviews relevant legislative bills and analyzes potential impact on the department.
• Assists in the preparation of the department’s annual budget.

COMMUNITY DEVELOPMENT DIRECTOR

Under the direction of the Town Manager, the Community Development
Director plans, organizes, directs, and manages all activities and operations of the Community Development Department, including planning, building, code enforcement, economic development, and related functions.
This executive-level management position is responsible for the overall administration and strategic direction
of the department and requires broad knowledge of community development principles, urban planning,
land use law, and local government operations, as well as strong leadership, communication, and
interpersonal skills. In a small town like Loomis, the Director is expected to be both a strategic leader and an active, hands-on manager who engages directly with community members, staff, and elected officials. 

This is a full-time, exempt position.  The Town of Loomis offers an attractive compensation and benefits program.  The Salary range $155,905—$189,504 annually; placement within this range is dependent on qualifications and experience.  

The position, under administrative direction, oversees the activities of the Health and Human Services Health and Wellness Division which includes Behavioral health, Substance Use Disorder and Public Health. Assures compliance of department activities with department goals and objectives, state and federal laws, and county policies and procedures; and performs related duties as assigned.

EXAMPLES OF DUTIES

• Monitors operations and procedures; evaluates division and program issues, and recommends and implements solutions; develops and approves recommendations for improving the division’s operations and processes.
• Conducts research and strategic planning functions; analyzes trends and makes recommendations for staffing adjustments and personnel assignments; directs division projects including grants and capitol projects.

• Develops and enhances cooperative professional relationships with local communities.
• Serves as information source and liaison between the divisions and various state and regional organizations and agencies, serves on committees, task forces and other groups
• Performs other related duties as assigned.

PUBLIC WORKS MAINTENANCE WORKER

Under general supervision, to perform a variety of assignments in the maintenance, repair, and construction of streets, landscaped areas, and drainage systems; and to do related work as required.   This is a full-time, non-exempt position.  The Town of Loomis offers an attractive compensation and benefits program. The current salary range for this position is $55,879.00– $67,921.00 annually; placement within this range is dependent on qualifications and  experience.
