TOWN MANAGER - TOWN OF LOOMIS

The Town Council of the Town of Loomis, California (population 6,800) is seeking an energetic and engaging individual with a commitment to public service to become its new Town Manager. The Town Manager directs, coordinates, and manages the overall administrative   activities and operations of the Town and advises and assists the Town Council while exercising significant independent judgment and initiative. In this smaller-sized entity, the Town Manager will need to be comfortable with a hands-on and collaborative approach to day-to-day  management. This will include providing strong leadership and frequent interaction with the small team (Finance, Community Development, Engineering and Public Works), fostering a    collaborative, open dialogue, and teamwork. The Town Council also seeks a Town Manager who enjoys working in the public sector and appreciates the variety and diversity of contributions from all sources within the organization, as well as from this active and engaged community.

This position requires a Bachelor's degree and progressively responsible experience in an administrative, managerial, or senior level staff capacity in a comparable organization with  similar issues. California municipal experience, particularly in a rural setting, is highly regarded by the Town Council, although all highly qualified candidates are strongly encouraged to apply. An advanced degree may be a plus based on overall career experience.

The Town Council is prepared to offer a competitive salary for the region as well as benefits, including CalPERS Retirement. A mutually agreeable employment agreement will be negotiated.

We are now accepting applications for seasonal, part-time Recreation Aide I positions to work in our Fall Sports Program.

DEFINITION

The Recreation Aide I is the entry level class and is responsible for performing less complex assignments within an established procedural framework where there are minimal consequences of error. This classification is distinguished from the next higher classification of Recreation Aide II by the performance of more routine, repetitive and less complex assignments.

SUPERVISION RECEIVED/EXERCISED

Receives supervision from administrative and/or management staff. Incumbents of this class do not routinely exercise supervision but those at the higher levels may be asked to supervise from time to time but not on a consistent basis.

ESSENTIAL FUNCTIONS: (Include but are not limited to the following)

• Assist with the following: set-up and tear down of program equipment, preparation of playing fields and routine facility maintenance.
• Keep statistics and accurate score for basketball, softball, flag football, soccer, and volleyball.
• Collect and record the team's lineups and assist officials during the game with specific rules and policies.
• Officiate adult and youth volleyball, youth basketball, and youth football games.
• Uphold the rules of play and code of conduct.

Basic principles of reading and mathematics, applicable federal, state and local laws, codes and regulations, including recreational manuals and specifications; standard office procedures, practices and equipment; modern office equipment including a computer and applicable software; methods and techniques for record keeping and report preparation and writing; proper English, spelling and grammar; and occupational hazards and standard safety procedures.

Ability to: Work with children, a strong knowledge of sports programs and the rules or running recreational programs. Ability to: Lift up to 50 lbs.; deal successfully with the public, in person and over the telephone; courteously respond to community issues, concerns and needs; interpret, explain and apply applicable laws, codes, rules and regulations; make suggestions to adjust standard operating procedures as is appropriate; read, interpret and record data accurately; organize, prioritize and follow-up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships.

THE POSITION Under general supervision, this non-sworn, non-peace officer position performs assignments involving responsible public contact work in crime prevention and delivers non-emergency police services; to include Public Safety (emergency/non-emergency) Radio Comm for Police & Fire responders; also performs related duties as required.

THE POSITION

To perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of streets, sidewalks, signs, water meters, sewers, storm drains, pump stations and tree maintenance. 

The purpose of this recruitment is to hire a Temporary / Part-Time position.  Applicants who do not meet the minimum qualifications for the Maintenance Worker I position may be considered for employment as an Intern.  Temporary / Part-Time employees work no more than 130 hours per month AND 960 hours per fiscal year. Typical work schedule will be three 8-hour shifts per week, excluding weekends and evenings.

IDEAL CANDIDATE

The Ideal Candidate for this position should have previous Road Maintenance experience; sidewalks, driveways, roads, curbs, and gutters, although not required. The Ideal Candidate will be able to follow directions, demonstrate good communication skills (orally and in writing), be flexible, arrive on time, have good attendance, a positive attitude, be able to work independently with limited supervision, and a willingness to take on and learn new skills. Possessing a Class B commercial Driver’s license is desired, though not required upon hire.  

ESSENTIAL JOB FUNCTIONS

Operate a variety of light and moderately heavy construction and maintenance equipment including such pieces as a loader, dump truck, water truck, rubber-tired and steel rollers, rubber-tired tractor with all attachments (except backhoe attachment), striping equipment, and trencher to perform a variety of routine construction and maintenance operations.  Spread asphalt in patching and repairing streets.  Use concrete cutting equipment; operate a jackhammer; pour and finish concrete; construct concrete forms and perform rough carpentry work.  Paint and install traffic markings on streets, crosswalks, parking lots, and curbs; operate a striping truck; manufacture and install traffic signs and remove signs no longer required.  Install and remove traffic control barricades and cones.  Assist in a variety of tree maintenance activities including low limb, stump routing, tree watering, and tree planting.  Utilize proper safety precautions and comply with policies and procedures in the Department Illness and Injury Prevention Program.  Operate equipment and vehicles with possession of all necessary licenses and certificates.  Regular and consistent attendance.

OTHER JOB FUNCTIONS

Respond to inquiries from the general public.  Clean storm grates and drains.  Perform work in emergency situations as required.  Perform minor and preventive maintenance on paint spraying equipment, compressors, sprayers, compactors, and other construction equipment.  Work cooperatively with others.  Perform related duties as assigned.

QUALIFICATIONS

Education: High School diploma or equivalent.  

Experience: One (1) year of work experience in construction or related field.  

License or Certificate: Possession of a valid California Driver's License required upon hire.

ESSENTIAL JOB FUNCTIONS:

The Reserve Firefighter will respond to and participate in fire suppression, hazardous materials, rescue and medical operations requiring full unassisted ambulatory activity including bending, stooping, lifting up to 100 pounds, walking on uneven surfaces, squatting, climbing, lying prone, and running. Work is performed indoors and outdoors, and exposure to water, heat, fire, smoke and other hazardous substances. Reserve Firefighters will wear self-contained breathing apparatus (SCBA), protective clothing and boots, operate heavy rescue equipment and administer medical treatment to ill and injured persons.
