DESCRIPTION 

We are seeking a collaborative, proactive Revenue Operations Manager who will be responsible for the direction and management of the Public Services Division of the Finance Department! 

The primary focus of this position is to manage and provide oversight of Citywide Revenue Operations, including billing, delinquency processing, and collection duties; oversees tax collection, the issuance of licenses and regulatory permits; cashiering and the receipt of payments. The position leads and guides the Public Services Division’s staff of nine, and is an essential senior management position reporting to the Deputy Finance Director. 

  

PRIMARY RESPONSIBILITIES 

• Plans, organizes, and manages the operations and staff of the Public Services Division of the Finance Department.   

• Develops, implements, and monitors long-term plans, goals, and objectives focused on achieving the department’s mission and priorities.   

• Directs the development, implementation, and evaluation of policies, procedures, systems, and work processes to achieve annual objectives and service standards.  

• Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends appropriate services and staffing levels.  

• Provides leadership, supervision, and mentorship to staff to ensure a high-performance, customer service-oriented work environment.  

• Forecasts, monitors, and directs Citywide revenue collection; oversees delinquency reviews, collection activities, cashiering functions , and appeals of enforcement actions.  

• Administers the Utility Billing program, including initiation and termination of customer accounts, delinquency processing, collections, and lien recommendations.  

• Coordinates water and wastewater utility rate administration, including working with consultants on financial and cost of service studies, verifying research and recommendations, and presenting findings to the Finance and Public Works Directors, City Council workshops, and Proposition 218 hearings.  

• Administers and oversees tax programs, including Transient Occupancy Tax, Business Tax and Licensing; reviews renewals, remittances, and applications; conducts audits; and ensures compliance.  

• Administers and oversees the parking citation adjudication program, including administrative reviews, procurement of hearing officers, and scheduling and conduct of hearings for various local programs on contested citations.  

• Oversees billing and collection of False Alarm fines.  

• Monitors and evaluates the impact of proposed legislation and regulations; researches and recommends new policies, procedures, and programs to ensure compliance with changing requirements.  

• Researches, prepares, and presents management studies, staff reports, and related documents to departmental leadership and City Council. 

• Manages procurement and contract administration for division programs and services, including development of RFPs, vendor selection, contract compliance, insurance requirements, and timely processing of vendor payments. 

• Provides staff assistance to the Deputy Finance Director; completes special projects as assigned; and represents the City at various meetings, workshops, and events. 

• Establishes and maintains appropriate internal controls; directs staff responsible for cash control, accounts receivable, revenue collection, and customer service.

THE LINCOLN POLICE DEPARTMENT

The Lincoln Police Department proudly serves a thriving and rapidly growing community in Placer County. Committed to safeguarding both quality of life and public trust, the department operates with a dedicated team of 46 total staff members supported by a current fiscal year budget of $11.3 million. The Police Department enjoys a very low vacancy rate as compared to many other agencies, allowing the department to sustain service quality as the city expands.

Organized into core Operations and Support divisions, the department includes Patrol, Investigations, Communications, Records, Property & Evidence, and the Citizens on Patrol (COP) volunteer program. These units work collaboratively to provide 24/7 law enforcement response, investigative follow-up, and administrative services, while enhancing community partnerships through outreach and volunteer support. The Lincoln Police Department actively engages the community through programs such as Neighborhood Watch, Coffee with a Cop, School Resource Officers, and the Youth Engagement Programs, fostering transparency, trust, and collaboration between officers and residents.

 

THE POSITION

The Police Captain reports to the Chief of Police and serves as the Department’s second-in-command. Receiving general direction from the Chief, the Captain is responsible for exercising direct supervision over sworn and non-sworn management, supervisory, technical, and administrative support staff through subordinate levels of management and supervision. The Captain’s direct reports are a Lieutenant, a Detective Sergeant, and a Dispatch/Records Supervisor. Key job functions of the Police Captain role include planning, directing, managing, coordinating, and evaluating the work of all major divisions of the Police Department; developing, recommending, and administering policies and procedures; continuously monitoring and evaluating the efficiency and effectiveness of service delivery methods and procedures; assessing and monitoring workload, administrative and support systems, and internal reporting relationships; and managing and participating in the development and administration of the division’s budget.

In addition to being a highly ethical and well qualified servant leader, the ideal candidate will have a leadership style characterized by inclusion, approachability, empathy, humility, collaboration, and respect for people in the broadest possible sense; be able to skillfully collaborate with all internal and external stakeholders; can commit to serving in the organization for several years; be a skilled communicator and relationship builder; have experience working in a unionized environment and demonstrated experience in labor/management relations; and must bring familiarity and experience with the important administrative functions of leading an agency, such as budget, information technology, collective bargaining, internal investigations, and human resources functions.

• While the Lincoln Police Department enjoys a healthy relationship with its community members, an opportunity exists for the next Captain to bring ideas to the organization for additional community-centric programming and engagement opportunities. The Captain will be expected to lead the way and ensure the organizational culture supports community engagement to the highest extent possible.
• A recent evaluation of the Police Department recommended the need for formal mutual aid agreements with allied agencies, formal training and succession plans, and an internal leadership development plan. The successful candidate will be challenged to work closely with the Chief and others to work on these important organizational enhancements.
• An opportunity exists to creatively provide internal leadership opportunities and mentorship for sworn and professional staff to prepare people for larger roles and to deliver effective succession planning.
