The Department: The Recreation, Parks and Marina Department is responsible for the operations and programs of the Suisun City Marina, the Senior Center and the Joseph A. Nelson Center, including preschool, after-school programs at various sites, recreation classes and sports leagues, community events and special event rentals.

The Position: Facility and Sports Field Attendants work behind the scenes making all Recreation and Community Services excel! This job entails setting up for events and rentals, opening and closing facilities, general janitorial services, sports field preparation, working in concessions and selling food during sports games. After School Program Technician I's work in the formal Suisun City classification of Recreation Specialist II. Starting hourly rate will depend on qualifications. This position works on average 19-29 hours per week.

The Position: Under general supervision, this position involves organizing, leading, and coordinating a variety of indoor and outdoor recreational and educational activities for an Afterschool Program. This role is classified as Temporary Part-Time to support both seasonal and year-round recreational programs.

Representative Duties:
• Assisting with planning, delivering, and leading program activities as needed.
• Interacting and leading participants in arts, crafts, games, and sports.
• Supporting the planning and implementation of specialized activities, instructor plans, programs, and events.
• Assisting with curriculum development and planning weekly schedules.
• Checking in participants.
• Scheduling, coordinating, and chaperoning field trips.
• Organizing, teaching, guiding, and directing activities for youth.

THE DEPARTMENT

The Human Resources Department provides a wide range of internal service support to the City's 12 departments and over 400 employees, strategically aligned with the City Manager's Office leadership of the City team.

The Human Resources Department is composed of a Human Resources Director, Risk Manager, Senior Human Resources Analyst, and three additional support staff positions.

The Human Resources Operations Manager oversees a variety of labor relations and benefits administration duties and serves on the bargaining team during union negotiations.  They will work closely with the HR Director to make important decisions for the HR Department, such as organizational structure changes and staff oversight responsibilities while also serving as a subject matter expert to fellow HR staff and department heads.  They will oversee HR staff and contribute to the development of the Department's annual budget.  This role focuses on supporting the HR team in union relations, meet and confer challenges, grievance responses, and contract negotiations, while supporting department managers through the employee coaching and progressive discipline process.  The Human Resources Operations Manager will use a high degree of accuracy, independent judgment, and discretionary decision-making with respect to interpretation and Memorandum of Understanding (MOU), City policies and procedures, the Employer-Employee Relations Resolution and Public Employment Relations Board rulings.  This position also provides oversight for employee benefits administration, and worker's compensation programs for the City.  

IDEAL CANDIDATE

The Human Resources Department has one (1) vacancy to be filled at either the Human Resources Operation Manager or Principal Human Resources Analyst classification.

The ideal candidate will bring extensive experience in labor relations, collective bargaining, contract negotiations, and employee relations, including grievance response, workplace investigations, performance management, and providing guidance and coaching to supervisors and managers.  Experience with benefits administration, day-to-day payroll functions, and local government operations is highly desirable.  The successful candidate will be results-driven, adaptable, and customer-service orientated, with the ability to excel in a highly autonomous environment and effectively support eight bargaining units.

  • Education: Possession of a bachelor's degree with major course work in business or public administration, industrial relations, human resources management or a closely related field, AND
  • Experience: Five (5) years of professional experience in public administration required, including two (2) years of direct supervision preferably in a public agency.
  • Master's degree in Human Resources Management, Public Administration or a related field is preferred.

Principal Human Resources Analyst

The ideal candidate for the Principal Planner is an experienced planning professional with deep knowledge of California land use and environmental laws, including extensive experience with the California Environmental Quality Act (CEQA) and Tribal Consultation.  This individual provides strong technical leadership over the review of development applications and is confident exercising independent authority.  The successful candidate is an effective manager who values consistency, customer service, and can clearly communicate technical requirements to staff, professionals, and the public.

The ideal candidate for the Senior Planner is a seasoned planning professional with strong technical expertise and proven project management experience.  This individual brings comprehensive knowledge of California planning and environmental laws and is skilled in overseeing the review of complex development applications including managing California Environmental Quality Act (CEQA) review and Tribal Consultation. The successful candidate is an effective project manager experienced with high conflict and litigious projects, writing and managing proposals, managing consultants, and working collaboratively with various departments. They are comfortable managing large project teams and serving as the primary point of contact for applicants, design professionals, and the public, resolving disputes and complaints with professionalism and sound judgment.  The ideal candidate communicates clearly, collaborates effectively with other City departments and outside agencies, and provides reliable advice and support to the Principal Planner and Planning Manager to ensure the efficient, compliant, and customer-focused operation of the Planning Division. 

The ideal candidate for the Associate Planner is capable of independently processing development applications, including experience with Sign Permits, Design Review, Use Permit, Lot Line Adjustment/Merger, and Variance application types. THE POSITION

The San Rafael Parking Services Department is seeking a full-time Parking Enforcement Officer to join our Parking Services Team.  The Parking Enforcement Officer patrols assigned areas such as public parking lots or sections of the city to issue tickets to overtime parking violators, enforces parking laws and abandoned vehicle abatement program.

PARKING ENFORCEMENT OFFICER/COMMUNITY SERVICES OFFICER

The Parking Enforcement Officer (PEO) performs a variety of law enforcement support duties with the majority of responsibilities involving enforcement of parking rules and regulations in an assigned area while driving a parking enforcement scooter or car or walking on foot. Duties include  reporting defective street signs, pavement markings and parking meters; providing information to the public concerning city geography, location of buildings, public transit stations and stops, and city functions and offices, impounding and providing for the storage of vehicles as necessary, responding to low priority city ordinance violations, assisting with simple evidence collection as needed, assisting with report taking as necessary, and performing related work as required to assist the patrol staff.   

The PEO will use a computer to make entries, update and make corrections to information and keep a variety of detailed logs and files, while also using a variety of law enforcement communication equipment.  In addition to issuing warnings and citations, the PEO may testify in court regarding citations issued and other events.  These duties will be performed under general supervision and when assigned, working with other staff. The majority of the workday will be spent on the field (i.e., outside) in various weather conditions.

A typical schedule is four 10-hour days per week including weekends, nights, and holidays.  The PEO is a physically demanding position as stooping, lifting, kneeling and reaching overhead and forward is required daily.

THE DEPARTMENT

The San Rafael Police Department (SRPD) is deeply committed to building a better San Rafael community – providing essential services, quality of life programs, and working to enhance community safety for everyone in San Rafael. THE POSITION

The Open Space Ranger will primarily work in the open space areas of incorporated San Rafael.  The Ranger will be responsible for judiciously enforcing all laws, with particular emphasis on identifying unlawful campsites mitigating fire hazards, and coordinating with other private, city, county, and state agencies to clean up the campsites.  They will work with patrol officers, business owners, residents, and other members of the public to prevent crime, resolve problems, and solve crime.  The Ranger is responsible for keeping accurate records and must remain organized.  The Ranger will use a variety of methods to accomplish their goals, including foot patrol, bicycle patrol, 4-wheel drive truck, and the ATV.  

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to): 

• Patrol designated open space areas within the City using foot, bicycle, ATV, and four-wheel drive vehicle patrols.
• Enforce federal, state, and local laws and City ordinances, with particular emphasis on open space regulations.
• Identify, investigate, and address unlawful encampments in open space areas in coordination with City, County, and State partners.
• Mitigate public safety and environmental hazards, including fire risk, illegal dumping, and resource damage.
• Mitigate fire risk through ignition reduction, coordination with Marin Wildfire Prevention Officers, and vegetation abatement for fire road access.
• Removal of ignition sources (warming fires, propane tanks, etc.) in open space.
• Conduct proactive crime prevention, enforcement, and problem-solving activities in parks and open space areas.
• Respond to calls for service related to open space areas, including quality-of-life issues, suspicious activity, and criminal behavior.
• Coordinate cleanup operations with Public Works, Parks, Fire Code Enforcement, and outside agencies.
• Engage with community members, hikers, residents, business owners, and visitors to promote safety and voluntary compliance.
• Prepare clear, accurate, and timely reports, citations, and documentation related to enforcement actions and activitIes.
• Collect evidence, conduct investigations, and follow up on criminal cases occurring in open space areas.
• Provide court testimony as required.
• Assist with emergency response operations, including search and rescue and wildfire-related incidents.
• Maintain familiarity with open space geography, access routes, and environmental sensitivities.
• Perform related duties as assigned in support of Department and City objectives.

DEFINITION: Under general supervision from Preschool Instructor(s) and the Recreation Supervisor, the preschool aide assists in planning, organizing, and implementing preschool programming for children ages 2-5 years old in a range of classes from introductory drop-off preschool classes to Kindergarten preparedness preschool classes. Program hours are M-F PM 8:30am – 1:00pm. Approximately 20– 23 hours a week. Preschool aides must be willing and able to both take direction from the Preschool Instructor and work independently when fulfilling tasks. Substitute and on-call positions also available.
