Under general direction of the Director of Budget and Financial Analysis and the Auditor-Controller, leads Agency budget process and participates in complex, sensitive, and detailed analytical work in the areas of budgets, finances, program operation and economic, regulatory and administrative policy. Performs other position-related duties as assigned.

The Budget unit has a Professional Development Program which allows consideration and appointment of eligible candidates at the appropriate position level. The unit has the following position levels: 1) Senior Budget Analyst, and 2) Principal Budget Analyst.

Essential Responsibilities

• Leads Budget Team in the annual budget process and takes a lead role in performing annual long-term financial projection
• Performs a wide variety of complex financial analysis, including financial forecasting, revenue projection, revenue analysis, modeling and cost/benefit analysis
• Performs and leads special studies for the District as well as coordinates assigned activities with other District departments, divisions, and outside agencies
• Analyzes financial impacts of District plans, facilities, services, operations, expenditures, funding programs, and strategies for Board, staff and public
• Leads the preparation of the District’s budget including baseline projections, goals, objectives and performance measures
• Work with other managers to assist in preparing the departmental budgetary requests, ensures accuracy and timely completion
• Maintains and tracks the Budget issues in the Financial Systems that includes Budget Transfers, Budget Adjustments, and Monthly Budget Reports
• Takes the lead on examining current program operations and makes recommendations to management on efficiency and effectiveness improvements
• Reviews and creates contracts as needed as well as provides technical assistance to staff on financially related policies, procedures, and requirements 
• Analyzes existing and proposed administrative financial policies and procedures
• Performs regular and year-end budgetary analysis for management and the Board of Directors
• Leads and works closely with analysts in other departments
• Assists in examining all fiscal analysis performed on decisions before the Board of Directors for clarity and accuracy

• Plans, coordinates, researches, and prepares reports for special studies such as impact on revenues, cost reduction, and operating and capital budget analysis

Under general supervision, performs a variety of complex technical accounting support duties in the preparation, maintenance, and processing of accounting and financial transactions, including payroll, general accounting, and financial reporting; and performs related duties as assigned.

Receives general supervision from the Assistant Finance Director.  Exercises no direct supervision over staff.

This is the advanced-level classification in the Accounting Technician series responsible for performing the most complex work assigned to the series.  Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment.  Positions in the classification rely on experience and judgment to perform assigned duties in accordance with federal, state, and local laws, rules, and regulations.  Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines and methods to complete assignments.  Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.  This class is distinguished from the Assistant Finance Director in that the latter has full management and supervisory authority in planning, organizing, and directing the full scope of accounting and finance operations within the department.

• Receives, reviews, verifies, and processes time recording documents to prepare payroll for all Town employees; audits documents for completeness, accuracy, and compliance with rules and regulations; prepares and balances payroll reports and records.
• Processes, calculates, and maintains records of a variety of personnel transactions and payroll actions; maintains employee records for voluntary and non-voluntary deductions; sets up, analyzes, and maintains pay, deduction, and tax codes; uploads direct deposit file; prepares journal entries of payroll transactions for posting to the general ledger.
• Prepares reports and payments for various payroll tax, financial, and benefits organizations; processes and files quarterly federal and state tax reports. 
• Interprets, applies, explains, and ensures compliance with provisions of collective bargaining contracts and personnel rules as they apply to payroll.
• Reviews, verifies, posts, balances, reconciles, and records a variety of accounting and financial transactions to the general ledger in accordance with established processes and procedures; calculates and makes adjustments; records and submits journal entries for any necessary adjustments; verifies account balances and available funds; coordinates management review and approval of accounting and financial transactions
• Researches and interprets payroll, accounting, and financial information and materials for various reports and year-end auditing, reconciliation, and closing processes; compiles, reconciles, and verifies information and prepares various payroll, accounting, financial, budget, and state and federal mandated reports, schedules, statements, and analyses; generates and distributes routine monthly revenue and expenditure reports.
• Reconciles receipts from cash register report; processes bank deposits; allocates funds to correct accounts; balances and reconciles accounts; and maintains petty cash.
• Prepares, processes, and issues various bills and invoices; sets up customer accounts; sets up and maintains billing codes; monitors past due accounts and sends to collections as appropriate.
• Generates and analyzes water usage reports; identifies usage patterns, inconsistencies, and discrepancies; recommends field investigations; and recommends account adjustments.
• Maintains accurate, complete, and detailed accounting and financial records and files according to established policies and procedures.
• Drafts procedures as they relate to assigned functional area of responsibility in coordination with assigned management staff.
• Researches and stays current on applicable federal, state, and local laws, rules and regulations and implements the necessary changes into the processes.
• Researches and responds to a variety of customer, vendor, and staff questions and complaints in person and over the telephone; researches and resolves problems; makes appropriate adjustments to accounts.
• Performs related duties as assigned.

About the Commission: The San Francisco Ethics Commission was created by the City’s voters with the passage of Proposition K in November 1993. ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.
• Manage the department’s hiring initiatives including tracking vacancies, producing hiring-related documents, coordinating recruitment functions with staff and DHR, and supporting onboarding activities.
• Manage the department’s HR and personnel functions and lead initiatives to promote staff engagement and professional development.
• Direct the department’s annual budget development process by working with Commission staff and City stakeholders to get necessary funding approved through the City’s budgeting process.
• Track ongoing spending using the City’s financial systems and monitor adherence to the approved budget.
• Manage the department’s contracting needs and establish internal procedures and documentation for related business processes.
• Design and implement standardized workflows, procedures, documents, and tools for the Commission’s departmental business processes. Identify ways to improve business processes using automation.
• Establish effective metrics that inform the department’s operations and programmatic work in a data-driven manner. Develop processes to generate and track performance measures broadly across functions for leadership and staff, using automated tools in collaboration with the technology division.
• Manage services from other departments to support the Commission’s operations and serve as a liaison for departments and other stakeholders.
• Prepare management reports, annual reports, agency publications, and financial reports to provide regular progress updates regarding departmental goals and operations. Provide presentations at Commission meetings as needed.
• Maintain information on the Commission’s website, including budget, operational reports, and Commission information, in compliance with the City’s language access and digital inclusion standards.

• Support Commission-related operations including assisting with public meetings and onboarding new Commissioners.
• Act on behalf of the Executive Director when requested to provide business continuity for other programmatic and business functions.
• Maintain absolute confidentiality of sensitive information obtained through the course of completing assignments while working comfortably in an open government environment.
• Maintain and retrieve documents, records, and correspondence in accordance with established procedures for data retention and records requests.
• Establish and maintain effective professional relationships that foster an inclusive work environment and constructive problem-solving.

Minimum Qualifications

• Bachelor's degree from an accredited college or university, AND
• Two (2) years of managerial experience in governmental ethics, campaign financing, and/or lobbying laws and regulations, all of which must include supervisory experience.

Substitution: Additional experience as described above may substitute for the required degree on a year for year basis up to a maximum of two (2) years.

Desired Qualifications

• A Master's degree in public administration, business administration, public policy, or a closely related field of study, or a juris doctor degree.

• Two or more years of demonstrated experience with public sector management, budgeting, financial accounting, procurement, contracting, and/or recruitment functions.
• Experience in the fields of campaign finance and governmental ethics.
• Experience working objectively, efficiently, and effectively under strict deadlines and highly visible, sensitive, or politicized settings.
• Extensive knowledge and expertise in organizational policies, systems, and issues in a government setting.
• Proficiency with computers and software applications, including with Microsoft Office tools, electronic filings systems, collaboration and project management tools (SharePoint, MS Teams, Jira or similar), financial & accounting systems, digital signature tools (DocuSign or similar), and content management systems (WordPress or similar).
• Familiarity with data analysis skills including advanced Excel, PowerBI, Tableau, or other statistical/analytics tools. Comfortable working with complex datasets and databases.
• Strong leadership and management skills and experience working effectively with diverse stakeholders in fast-paced, sensitive, and politicized settings.
• Ability to operate as an effective tactical and strategic thinker.
• Exceptional written and verbal communication skills with excellent presentation and organizational skills.
• Adaptability and flexibility in handling changing circumstances in dynamic work environments.

The County Executive’s Office is seeking a well-qualified Assistant County Chief Financial Officer (Assistant County CFO) to join a high-performing team of public finance professionals supporting the County of San Mateo’s fiscal stewardship and service delivery.

The Assistant County CFO, a new position, is being added to the County Executive’s Office to help shape the trajectory of finance for the County for the future.  This visionary leader will be expected to look at the County’s finances in their entirety now and in the years ahead.

This executive management role helps lead the Finance Department of the County Executive’s Office, which includes these four divisions: Budget and Performance, Procurement, Assessment and Appeals, and CEO Administration. 

Under general direction of the County Chief Financial Officer, the Assistant County CFO provides day-to-day oversight, integration, and coordination of assigned budget operations and will supervise and mentor staff. The position requires a high level of judgment and discretion within the legal and policy frameworks established by the CFO, the Board of Supervisors, and applicable state and federal laws.

In addition to the responsibilities of complex budget development and oversight, this position plays a key role in helping develop practical, yet creative solutions to modern government funding and cost pressures, identifying options that are implementable, transparent, and aligned with Board and County priorities.

Fiscal Strategy, Sustainability & Decision Support

• Develop data-informed options to address funding gaps and cost pressures, including scenario planning and clear articulation of tradeoffs and impacts.

• Partner with departments to move from recommendations to implementation, building shared ownership, accountability, and measurable results.
• Lead and participate in high-priority department and county-wide projects and system implementations.

Executive Communications & Representation

• Explain and interpret budget and financial policies, rules, and procedures.
• Represent the County CFO with the County Executive, Board of Supervisors, special districts, media, community, regulatory agencies, and other stakeholders.
• Inform the County CFO regarding overall fiscal condition and emerging issues that could affect the County’s financial position.

County of San Mateo: Fiscal Stewardship & Innovation

Experience and Education:

• Four years of increasingly responsible experience performing a wide variety of fiscal, administrative, and managerial duties in a large, complex public agency, including one or more years in a senior-level administrative or management position.

The Department: 

The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. The department is comprised of five divisions: Administrative Services, Budget and Treasury, Accounting, Municipal Services, and Purchasing. The Position: 

The Finance Department seeks to recruit a Meter Reader with experience working independently, with a high level of motivation, integrity, and customer service. This position will read between 500 and 1,200 analog and digital residential, commercial, and industrial water and electric utility meters to ensure the accuracy of readings entered into a hand-held data entry terminal. This position plays a key role in ensuring accurate utility billing and revenue integrity by collecting and recording meter data while providing courteous, professional interactions with customers in the field.
