The Position:
The Accountant performs professional work involved in first line supervision of accounting functions, complex account development, maintenance, modification, and reporting. Under direction, the position is responsible for applying generally accepted accounting principles to analyze, maintain, reconcile and verify a variety of budgetary, accounting and other fiscal records. The position supervises daily operations in a variety of functional accounting areas and maintains adequate oversight and internal controls over such operations. Public contact is extensive and involves staff at various levels within the organization, local government agencies and other outside entities for the purpose of exchanging technical accounting procedural and policy information. A high degree of independent judgment and creativity are required to analyze data and develop resolutions to a variety of minor and major problems that occur. The consequences of errors in judgment can be costly in employee time, public relations and/or institutional funding; however, administrative controls limit the risk of serious consequences in loss of revenue. An Accountant can direct the work of accounting paraprofessional, clerical and other staff as assigned.

Duties and Responsibilities:

• Uses a variety of spreadsheet and other software to analyze complex financial, statistical data
• • Composes and prepares correspondence, recommendations and reports using a variety of computer software
• Posts revenue, abatement, expenses, accounts receivable and liabilities to the ledger
• Monitors and records various investments, certificates of deposit, and other fund instruments as assigned
• Monitors, reconciles and balances expenditure and revenue control accounts and general ledger accounts
• Provides regular financial reports
• Researches, compiles data for, and prepares complex fiscal reports to local, state, and federal agencies as required
• Provides input into the development and modification of database programs, screens, data formats and record keeping
• Prepares cash reconciliations
• Prepares monthly income analysis summaries, cash flow statements, and fund balance statements as needed
• Maintains chart of accounts
• Sets up and maintains database and other online resources of data
• Plans and reviews report data and conclusions with management staff
• Monitors and evaluates performance of internal and external computerized financial record systems and develops recommendations, in conjunction with information technology staff, to implement system improvements and upgrades and to maintain effective integration of systems
• Plans, coordinates and supervises daily operations in functional accounting areas, including the training, staff development, direction and evaluation of accounting and support staff
• Compiles financial data for internal and external audits as needed
• Coordinates required changes in district fiscal records, policies, and procedures, in conjunction with senior management and other staff
• Updates and drafts procedures as necessary
• Monitors and interprets federal and state regulations and guidelines and assures compliance with requirements
• Exchanges information with college and district staff at all levels regarding policies and procedures related to the assigned functional accounting area; provides technical information as a resource to various offices within the district
• Implements financial requirements of contractual agreements made by the district
• Assists staff in fiscal year-end closing of district records and preparation of year-end reports
• Assists internal and external auditors in preparation of final reports as needed
• Attends, meetings, workshops, and other gatherings to obtain most current information
• Drives a motor vehicle to visit off-site locations for meetings, conferences, workshops and other activities
• Performs other related duties as assigned

Minimum Qualifications:

• Bachelor’s degree in accounting, business administration, finance or a closely related field OR an equivalent combination of education and experience
• Successful work experience of increasing responsibility that has included government fund accounting, financial analysis and reporting; project budgeting, planning, and design
• Experience in the coordination of workloads with people at various levels within an organization
• Skill in complex data research, analysis and reporting
• Skill in the use of spreadsheets and a variety of computer software to compose and prepare data analysis, reports, summaries, correspondence and other materials
• Demonstrated cultural competence, sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff
• Demonstrated skills in written and oral communication, including public speaking and persuasive communication

Physical Requirements:
This classification requires multi-level tasking and strategic planning, attention to detail and organization of financial data, active listening; individual to large-group communication, persuasion, good memory, tact, patience, flexibility and the ability to drive a motor vehicle to off-site locations in order to perform the essential functions.

The County Executive’s Office of the County of San Mateo is seeking highly qualified candidates for the position of Clerk of the Assessment Appeals Board/ Administrative Assistant I.  
   
The mission of the Assessment Appeals Board (AAB) is to conduct fair and impartial property assessment appeal hearings in a timely and efficient manner for the property taxpayers of San Mateo County. The board’s objective is to ensure applicants’ properties are assessed at fair market value, in accordance with applicable law, based on properties similar in size and utility. The AAB consists of three part-time commissioners and the clerk. The mission-critical clerk’s position is fast-paced and demanding, characterized by extensive use of the computer and telephone to provide administrative support for the AAB and their associated proceedings.
   
The AAB acts on behalf of the Board of Supervisors and is independent from the County Assessor’s Office.

Examples of Duties

Duties of the Clerk of the Assessment Appeals Board include, but are not limited to, the following:

• Provide public notice of Appeals Board meetings.
• Respond to taxpayer inquiries regarding their application and Board hearing procedures.
• Ensure that the applications meet the legal requirements for completeness and timeliness and are submitted on the proper form.
• Maintain correspondence with the State Board of Equalization.
• Prepare meeting agendas and provide the information needed to the Board members for the hearings.
• Schedule and clerk the hearings.
• Record final decisions of the Appeals Board and notify all affected parties.
• Maintain copies of evidence presented at the hearings.
• Perform record keeping and maintain confidentiality of all records.
• Perform arithmetic calculations.
• Act as back-up for the receptionist and co-workers.
• Assist with various projects or activities as assigned.
• Maintain and purge files as required.

The ideal candidate will:

• Have proven organizational and time management skills and the ability to meet deadlines and handle time-sensitive matters.
• Possess strong analytical skills and have keen attention to detail.
• Maintain complete and accurate legal records.
• Produce quality work under fluctuating workloads with minimal supervision.
• Have proven proficiency in operating standard office software and equipment.
• Compose effective routine-to-complex correspondence.
• Effectively apply established procedures and codes, including property tax assessment guidelines.
• Establish and maintain effective working relationships with other personnel and the public.  

The ideal candidate will also have worked as the Clerk for an Assessment Appeals Board or a similar board or will have worked in a similar capacity in a high-level office. The exceptional candidate will have knowledge of the methods used in the valuation of property for tax assessment purposes, California property tax laws, and the State Board of Equalization guidelines. 

This is a limited-term position. Limited-term positions are full-time, fully benefited, temporary positions. This current position is funded for up to three years, depending on the department’s needs.  Limited Term employees receive medical and dental benefits, like regular employees, and a defined contribution retirement plan (401-A).

DEFINITION

Under general supervision, performs a full range of technical and public contact duties in support of the
Town’s code compliance program. This position emphasizes education and prevention by serving as a
resource, partner, and guide to residents, contractors, and businesses to promote voluntary compliance and
community pride. Responsibilities include proactive community education and outreach, monitoring
construction activity, investigating and resolving complaints, and ensuring compliance with the Town’s
municipal, fire, building, housing, zoning, and related codes and regulations. When enforcement is
necessary, the Coordinator supports individuals through the resolution process by clearly explaining
requirements and facilitating corrective action. Work involves extensive collaboration with Town
departments and the public, detailed documentation and use of case management systems, and the
consistent, fair application of codes and policies. Performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Building Official. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS

The Code Compliance Coordinator class series is flexibly staffed; positions are normally filled at
the I level, with advancement to the II level based on demonstrated proficiency, possession of
required qualifications, and management approval.

Code Compliance Coordinator I (Journey-Level):
This is the fully qualified, journey-level class in the Code Compliance series. Incumbents are
responsible for performing the full range of duties related to municipal code compliance,
including complaint investigation, construction site monitoring, inspections, case management,
and public education. Employees in this class are expected to work independently, apply codes
and regulations with discretion, and serve as educators and resources to the community.
Positions at this level may receive direction or instruction as new or unusual situations arise but
generally operate with a high degree of independence and responsibility.

Code Compliance Coordinator II (Advanced-Level)
This is the advanced-level class in the Code Compliance series. Positions at this level are
distinguished from Code Compliance Coordinator I by the performance of more complex or
sensitive compliance cases, the expectation to serve as a subject-matter resource, and potential
responsibility for mentoring less experienced staff. Incumbents are expected to exercise greater
judgment and may be assigned leadership in high-profile cases, advanced compliance activities,
or coordination of multi-departmental enforcement efforts. Progression to this level is typically
based on several years of successful performance as a Code Compliance Coordinator I, advanced
training and/or certification, and demonstration of proficiency in handling the most complex
cases.

Advancement to the Code Compliance Coordinator II level is typically achieved through
progression from the I level and is contingent upon (i) management’s determination that the
incumbent is regularly performing the full range of duties of the higher classification; (ii)
demonstrated satisfactory job performance; (iii) incumbent meeting the minimum qualifications

About the Adult Protective Services (APS) Program

APS is a state-mandated program responsible for investigating allegations of abuse, neglect, or exploitation involving older adults and dependent adults. Abuse may include physical, financial, emotional, sexual abuse, neglect, isolation, or abandonment.

APS Social Worker IIIs conduct face-to-face home visits, complete comprehensive psychosocial assessments, develop service plans, and coordinate interventions across multiple systems. Investigations may be conducted in collaboration with law enforcement, the District Attorney’s Office, health care providers, and community partners.

The Engineer will perform engineering design review, and options analysis in the areas of mechanical, electrical, and plumbing systems for judicial branch facilities. Position Summary

This position demands a wide range of technical skills. Under the direction of the Communications Electronics Supervisor, this position provides technical support for the communications, access control, video and electronics control system in place throughout the District. The Position:

Please note that the California Education Code requires, in part, that community college districts shall not employ or retain in employment persons in public school service who have been convicted of certain felonies, a misdemeanor drug charge (including alcohol offenses) or misdemeanor moral turpitude (sexual offense) crime. However, consideration may be given to those whose drug convictions occurred more than five years ago. A conviction for other crimes may not necessarily disqualify you from the job for which you may be applying.
