The City of Brisbane is currently recruiting for an Engineering Technician. Under direction of the Deputy Director Public Works, this position will focus on regulatory and utilities projects. The Engineering Technician learns and performs sub-professional field and office civil engineering work related to the City’s capital improvement projects, City infrastructure and daily departmental operations; confers with developers, contractors and representatives of other city departments and external agencies; and prepares a variety of reports and performs related work as required. Class Characteristics

Engineering Assistant is a classification of employee that provides technical support and assistance in production, reviewing, and processing of various civil engineering plans, permits, specifications and technical reports; that generates design drawings using CAD and GIS programs; and that performs a variety of technical tasks relative to assigned areas of responsibility.

Example of Duties: (Illustrative Only)

• Learns to and prepares basic designs, specifications, plans, estimates and reports for the development and modification of City infrastructure, including streets, curbs, gutters, underground lines, and various facilities and appurtenances.
• Reviews private development plans submitted by developers, land owners and engineers for adequacy of application and conformance to City standard plans and specifications.
• Participates in the advertising and bid processes for capital projects.
• Provides contract administration support for various public works projects; ensures contractor compliance with contract documents, time and budget estimates.
• Performs precise work and prepares accurate reports of moderate complexity.
• Assists developers, consultants, contractors and the public by providing engineering information and assisting, interpreting and complying with City policy and construction requirements; participates in conferences with engineers, developers and the general public on engineering problems, inquiries or complaints.
• May assist with State and Federal drinking water, sanitary and storm water permit compliance.
• Participates in meetings with other public, regulatory and private organizations
• Prepares a variety of written correspondence, reports, grant applications, procedures and other written materials.
• Maintains a variety of public works department and engineering division program and project files and records.

                          MINIMUM QUALIFICATIONS:

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

• Equivalent to the completion of the twelfth grade supplemented by specialized training in civil engineering, business administration, horticulture, arboriculture, mechanical engineering, or a related field.

Experience:

• Four years of responsible facilities, streets, landscape or fleet maintenance experience including one year of administrative and/or lead supervisory experience.

License or Certificate:

• Possession of, or ability to obtain, an appropriate, valid driver’s license.
• When assigned to vehicle and equipment maintenance:
  • Possession of, or ability to obtain, an appropriate, Class A Commercial Driver's License with P (Passenger) endorsement within probationary period.
  • Possession of an Employer Testing Program Training certificate is desirable.

Building Maintenance & Facility Oversight

• Proven experience managing building systems, including electrical, HVAC, plumbing, carpentry, painting, locksmithing, roofing, and door repair

THE OPPORTUNITY

The City of Pacifica is recruiting for a Public Works Superintendent within the Department of Public Works. Under the direction of the Field Services Manager, the incumbents will be responsible for the field services of the Public Works Department. They will plan, organize, and direct the work of field personnel and perform related work as required. The incumbents will be assigned to oversee various subdivisions such as Streets, Streams, Storm Drains, Street Lighting, and Motor Pool programs.

THE DEPARTMENT

The Public Works Department is responsible for maintaining and repairing the City’s infrastructure and wastewater treatment operations in an efficient and cost-effective manner while providing a high level of customer service and a safe work environment for city employees. The Department maintains parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program.

The Public Works Department is organized into three divisions including Wastewater Treatment Operations, Field Services and Engineering. The Wastewater Treatment Operations includes the operation of the Calera Creek water treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Engineering Division manages public infrastructure projects, transportation planning and maintenance and repair of the City’s infrastructure. The Public Works Department is supported by 56 full-time staff and an annual operating budget of $4.6 million, along with a FY2023-2028 CIP appropriation of $ 8.6 million.

PUBLIC WORKS SUPERINTENDENT

(Streets and Streams, Parks, Building Facilities and Motor Pool)

DEFINITION

Under direction, manages the field services of the Public Works Department; to plan, organize, and direct the work of field personnel, including Parks, Trees, Streams Streets, Buildings, Rangers and/or Motor Pool Divisions.

DISTINGUISHING CHARACTERISITCS

This is a management class with major responsibilities for the City’s Parks, Trees, Streams Streets, Buildings, Rangers and/or Motor Pool maintenance programs, that requires significant independence, initiative, and discretion within established guidelines. This position assists in the strategic planning, organization, and management across multiple operational units.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Field Services Manager or designee. Exercises general supervision over supervisory, professional, technical and administrative support staff through subordinate levels of supervision.

ESSENTIAL FUNCTIONS - INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

• Plan, organize, direct, review and evaluate the work of staff involved in public works operations, including building maintenance, streams, streets, streets cleaning, storm drain maintenance, signs and signals, parking lots, and trails, janitorial service for City owned facilities, and vehicle maintenance and repair directly and through subordinate levels of supervision.
• Establish and carry out division goals, objectives, work plans, reports, policies and procedures.
• Prepare division budget and staffing requirements;
• Plan, organize and direct the work of contractors;
• Responsible for the procurement of goods and services.
• Monitor operations to ensure that operating procedures are followed.
• Control the requisition of supplies, materials and equipment.
• Assist in the recruitment and placement of new employees.
• Attend public meetings and functions.
• Establish division goals and maintain exceptional working relationships.

The Department 

The Public Works department is comprised of the Maintenance, Engineering and WQCP (Water Quality Control Plant) divisions. The Maintenance Division is responsible for all of the asphalt and concrete streets within the City as well as all of the associated signalized intersections, streetlights, road signs and traffic markings.  The division also maintains the sanitary sewer/storm system which includes all of the sanitary sewer lines, all of the storm lines and catch basins, several storm water pump stations, as well as various large storm water trash capture devices throughout the City.

THE POSITION

Under close to general supervision, this hourly position is responsible for cleaning and maintaining the downtown corridor, including the removal of litter, debris, and illegal dumping. Duties are primarily driven by SeeClickFix service requests and may include other related maintenance and cleaning tasks as assigned.
 

IDEAL CANDIDATE 

The ideal candidate will have experience with outdoor maintenance work and be familiar with basic tools, equipment, and safety practices related to cleaning and debris removal in public spaces. They will take pride in keeping high-visibility areas clean and welcoming, respond promptly to service requests (such as those submitted through SeeClickFix), and interact professionally with the public and City staff. The ideal candidate will be reliable, self-motivated, and able to work independently or as part of a team, using sound judgment while following established safety procedures.

TYPICAL DUTIES (may include but are not limited to the following):

• Conduct daily cleaning and maintenance of the City’s downtown corridor, ensuring all public areas are free of litter and debris.
• Efficiently empty, clean and service all City owned trash receptacles, adhering to waste disposal and sanitation standards.
• Respond to requests for service in real time via smart device.
• Uses a variety of hand and power tools in connection with the above duties; operates light, motorized equipment, such as pick-ups, flatbeds, and dump trucks.
• Identify and report maintenance issues, safety hazards or vandalism during routine duties to appropriate City personnel.
• Performs related duties and responsibilities as assigned.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of experience in general construction or maintenance work.

Training: Equivalent to graduation from high school.
