DESCRIPTION  

The City of Thousand Oaks Public Works Department currently has an opening for an Associate/Senior Engineer! We are seeking engineers with the competence and experience to execute design and construction projects with confidence and professionalism. Ideal candidates will have demonstrated skills in the areas of water and wastewater utilities, land development, roadway improvement, energy resilience, engineering design, and/or construction management across all civil engineering disciplines. 

 

PRIMIARY RESPONSIBILITIES 

Associate Engineer:  

• Prepares and oversees the preparation of complex and technical engineering studies, plans, and reports   

• Assists the Division Manager and Team Leader/Senior Engineer in managing varying responsibilities including permitting, design and construction of water, wastewater, storm drain, pavement, energy resiliency and roadway improvements 

• Assists with the preparation of construction documents, drawings, estimates, and specifications    

• Coordinates and performs professional planning and engineering work including reviewing proposed land development plans 

• Participates in the review, development, and/or revision of the various elements of plans, ordinances, and other policies and procedures   

• Provide oversight of engineering consultants and/or co-workers  

• Meets and works with professional and public groups   

• Respond to residents regarding public works concerns  

• Assists in preparing basic engineering plans for roadway improvements including pavement, drainage and striping plans  

• Prepares engineering maps and drawings; participates in the filing and retrieval of engineering maps, documents, and records   

• Conducts work to seek and pursue grant funding opportunities for programmed improvements; and assists in the planning and administration of various projects fueled by local, regional, and federal grant funds   

• Makes presentations to boards, committees/commissions, City Council, and the public; represents the City in matters at various local and regional meetings  

• Meets and works with professional and public groups, and coordinates public outreach for City infrastructure projects and programs   

• Leads, plans, and reviews the work of assigned staff on complex engineering projects (capital improvements, construction, development, and/or maintenance programs) for accuracy and compliance with applicable standards and specifications

• Manage important infrastructure design, engineering, and construction projects from start to finish 

• Assists in the development, implementation, and achievement of goals, objectives, policies, engineering standards and priorities

SENIOR ENGINEER

The Salary range is $ 108,142.00—$131,448.00

Class Characteristics

Engineering Assistant is a classification of employee that provides technical support and assistance in production, reviewing, and processing of various civil engineering plans, permits, specifications and technical reports; that generates design drawings using CAD and GIS programs; and that performs a variety of technical tasks relative to assigned areas of responsibility.

The City of Berkeley invites you to apply for the position of Supervising Civil Engineer in the Public Works Department! SAFE STREETS authorizes an annual parcel tax of $0.17 per square foot for residential properties and $0.25 per square foot for other properties over a 14-year period. This parcel tax is projected to generate approximately $15 million annually, dedicated to funding street and sidewalk repairs, safety improvements, and environmental infrastructure projects.

This vacancy, reporting directly to the Principal Program Manager, will be at the center of this high-impact initiative. The role will be fast-paced, challenging, and critical to the success of Measure FF. The position will:

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is equivalent to graduation from a four year college or university with major coursework in civil engineering and five years of increasingly responsible experience in design and construction management of civil engineering projects, at least two years of which were at a level equivalent to the City's Associate Civil Engineer.

Other requirements include possession of a valid California registration as a professional Civil Engineer and a valid California driver's license with a satisfactory driving record.

Overview:

Under general supervision, this role assists in the planning, design, and validation studies of the advanced water treatment facility (AWTF) and the distribution of product water. Key responsibilities encompass the development of water quality testing plans, validation of treatment processes, provision of technical support for design, piloting, operational planning, monitoring plans, ensuring regulatory compliance with DPR regulations, managing Reverse Osmosis Concentrate, and aiding in the integration of purified water into the current water supply and distribution system.

The Associate Engineer additionally acts as a technical liaison for the Water Supply Outreach team-evaluating outreach materials for precision and conducting tours of the Silicon Valley Advanced Water Purification Center for stakeholders and community organizations. The incumbent would also assist the R&PW Unit in its ongoing collaboration with the District Financial Planning & Management Services Division regarding State and Federal grant and loan applications. In addition, the incumbent would assist in the development of agreements for the PWSV. This position is essential for the implementation of the Pure Water project and ensuring that Valley Water achieves its long-term recycled water objectives while securing community backing and regulatory consent.

Recycled and Purified Water Unit (Position Code 443)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date. 

 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.

The Department:                                       

The Engineering and Transportation Department is supported by 27 FTEs, 9 contract employees, and a FY 2025-26 Capital Budget of approximately $72.9 million covering infrastructure and transportation projects. The Five-Year CIP (FY 2025-26 to FY 2029-30) totals $372 million, including citywide projects. Major projects include an impressive list of transportation projects, such as the SR84/US101 Freeway Interchange, grade separations along the Caltrain rail line, parking, transportation demand management and Vision Zero implementation, and various traffic calming and roadway projects. The City of Foster City is looking for an experienced Associate Engineer with a passion for public service. This position will provide exposure to large-scale projects and internal collaboration and performs engineering work on water and wastewater capital improvement projects. They will perform regulatory reporting for utilities as well as the Sanitary Sewer Master Plan. Utility experience is desirable. 

It is essential that the candidate should have project management experience from conception to completion and be able to manage a wide variety of projects simultaneously while developing and maintaining positive and effective working relations with others. The ideal candidate would be able to effectively communicate information to non-engineering staff or persons, both orally and in writing, which are necessary for interacting with contractors, vendors, manufacturers, and residents.

Education and Experience
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education: Equivalent to a bachelor’s degree in engineering or a directly related field.

Experience: Three (3) years of professional experience in civil engineering work including project design, plan checking, and project management.

Licenses and Certifications

• Possession of a valid Certificate of Registration as a Civil Engineer in the State of California, desirable.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications and supplemental questionnaires received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Public Works department will make the hiring decision.
