For the Senior Engineer, the salary range listed above reflects the full compensation potential for this position. Initial placement in the salary range is typically within the first half of the range; however, in certain circumstances (i.e. an experienced lateral candidate) placement at or above the midpoint may be considered. The last 3% of the salary range requires five years of City of Gilroy service and strong work performance – see MOU for specific requirements.

For Engineer II, additional steps (Step F, Step G, and Step H) included in the salary range listed above are available to employees in this job classification after completion of five years of service (Step F), ten years of service (Step G), and 15 years of service (Step H),  one year at the prior step, and a good performance evaluation.  Initial salary placement is typically at the entry point of the range unless the candidate has prior lateral work experience which may warrant initial placement at a higher step.

Opportunity to work a 9/80 work schedule with every other Friday off. This position is full-time, on-site, designed for direct collaboration with the team and active participation in daily operations.

ABOUT THE POSITION

The City of Gilroy is currently recruiting for a full-time Senior Civil Engineer or an Engineer II (dependent on qualifications) for the Engineering Division of the Public Works Department. The Senior Civil Engineer classification is an exempt, mid-management level position. 

The Engineer II will play a critical role in designing, managing and delivering Capital Improvement projects that improve essential city infrastructure. From planning and budgeting to implementation, your work will positively affect thousands of residents daily, supporting the city’s mission to create a safe, connected, and vibrant community. Although this position is dedicated to CIP, in order to appropriately respond to community needs, the Engineer II may also provide support to the Land Development and Transportation engineering sections, so adaptability and flexibility are keys to success in this position. This position may also represent the City in community meetings and hearings, meetings with project stakeholders, and serve on regional committees as applicable.

The Engineer II is a journey-level position that will work under the direct supervision of a Senior Engineer or City Engineer and will perform professional engineering work in the field and office. Assignments will involve investigating, developing, and constructing a wide variety of capital projects and preparing/reviewing engineering studies aimed at being transformative for the residents of Gilroy.  This position may also represent the City in community meetings and hearings, meetings with project stakeholders, and serve on regional committees as applicable.

THE TEAM AND DEPARTMENT
The Public Works Department is responsible for providing high quality, safe and effective maintenance, operation and construction of streets, parks, storm drainage and related infrastructure. The Department is under new leadership with a renewed focus on master infrastructure planning, proactive capital maintenance and replacement, traffic engineering and customer service. Pipeline public projects include completion of the Civic Center Master Plan, design and bid of the new Santa Teresa Fire Station, a $7 million pavement rehabilitation project, a $3 million San Ysidro Park remodel project, and completion of Traffic Impact Fee Study. The City is processing multiple large private projects including an almost one million square foot Amazon data center as well as multiple residential subdivisions and multi-family projects.

The City of East Palo Alto is seeking a skilled, passionate individual to fill one full-time Assistant/ Associate Engineer position. The Assistant/ Associate Engineer performs professional engineering field and office work related to the planning, design, construction, and maintenance of the City’s capital improvement projects, land development, traffic engineering, public works infrastructure, and daily departmental operations. The incumbent will prepare and review designs, specifications, and related engineering and construction documents. The individual will provide assistance related to consultant requests for proposals for professional and/or construction services. The Assistant/ Associate Engineer will confer with developers, contractors, other engineers, and the general public. The successful candidate will perform a variety of studies and prepare and present staff reports; and perform related duties, as assigned. The Position: 

The City of Santa Clara is seeking to fill multiple Senior Civil Engineer positions to perform high-level civil engineering tasks to manage and support capital improvement projects. Projects can range across water, sewer, storm systems, public-right-of-way infrastructure, transportation infrastructure planning and implementation, parks and recreation facilities, and other city-owned infrastructure. The City of Santa Clara's Water and Sewer Utilities Department seeks an experienced Senior Civil Engineer with excellent project management skills; strong oral and written communication skills; and a proven track record of designing and delivering utility projects and administering consultant and construction contracts. The qualified candidate will have experience working in a team environment on major construction projects, including working collaboratively with contractors, technicians, utility operations staff, outside agency staff, and the public. The Senior Civil Engineer delivers projects with widely varied scopes, from small, customer-focused, residential projects, to large, high-profile capital improvements with City and Region-wide implications for the delivery of services well into the future. Department of Public Works

The City of Santa Clara's Department of Public Works seeks a results-oriented and innovative engineer to serve out the Department's mission to provide the highest quality public works services to the residents and businesses of Santa Clara, the development community, and other stakeholders in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of five divisions: Administration, Traffic, Design, Land and Property Development, and Field Services. DESIGN DIVISION

Under direct supervision of the Principal Engineer, the Senior Civil Engineer performs the following duties:

• Procurement of consultant support services such as engineers and architects 
• Management of technical programs such as Pavement Management, Sanitary Sewer Master Planning.

FIELD SERVICES DIVISION

The Field Services Division provides construction management, construction inspection, materials testing, and surveying for capital improvement projects such as pavement rehabilitation, traffic signals, storm and sanitary sewers, parks, building improvements and other public improvements.   The division also provides construction inspection and coordination for developer/utility/private construction of public improvements within the City’s right-of-way.

Under direct supervision of the Principal Engineer, the Senior Civil Engineer performs the following duties:

• Preparation of budgets and cost monitoring related to CIP projects
• Construction Management
• Labor Compliance Program Management
• Supervision and training of field construction activities and engineering staff

LAND & PROPERTY DEVELOPMENT DIVISION

The Land & Property Development Division is responsible for providing efficient and effective engineering services to support private development projects during the entitlement, design, and construction phases. The division works closely with customers, developers, utility companies and the community to ensure projects comply with local, state and federal standards. The division is also responsible for reviewing and approving encroachment permits, easements, street/easement abandonments, subdivision maps, processing encroachment agreements, collecting development-related fees, and collaborating with other Public Works divisions, as well as other City departments throughout all project phases. Additionally, the division provides customer counter services to the general public at the City’s permit center.

Under direct supervision of the Principal Engineer, the Senior Civil Engineer performs the following duties:

• Reviewing plans submitted by private engineers and other public agencies for compliance with City standards and the City’s Engineering Design Criteria
• Coordination of engineering activities with other City departments and other public agencies having interest in the proposed work
• Supervision and training of engineering staff
• Preparation of City Council agenda reports and engineering reports
• Review of subdivision maps, easement documents, and other title documents
• Calculation and collection of development fees
• Management of the City’s Encroachment Permit Program
• Preparation and coordination of engineering conditions of approval for proposed development
• Distribution and presentation of technical information to other City departments and to the general public

TRAFFIC DIVISION

The Traffic Engineering Division provides traffic engineering, traffic impact analysis reviews, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division also investigates resident/business inquiries related to street parking, traffic calming, intersection control, and bicycling and pedestrian travel on public streets. Finally, the division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans, and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities. 

Under direct supervision of the Transportation Manager, the Senior Civil Engineer performs the following duties:

• Preparation and management of preliminary, final design, and contract documents (plans, specifications, and cost estimates)
• Implementation of transportation plans and programs (i.e. Bicycle Master Plan, Pedestrian Master Plan, Complete Streets Policy, and Vision Zero)
• Completion of studies and analyses of traffic engineering projects or problems, and prepares technical reports
• Coordination of transportation related engineering activities with other City departments and other public agencies
• Preparation of budgets and cost monitoring related to projects
• Operation and management of the City’s traffic signals, intelligent transportation systems, and other traffic control devices.
• Development and implementation of traffic signal timing parameters and coordination timing plans
• Supervision and training of engineering staff
• Review of plans submitted by private engineers and other public agencies for compliance with City standards related to public transportation facilities and infrastructure
• Preparation and administration of grant funding applications and reports

The Assistant Civil Engineer is an entry-level class in the Civil Engineer series. This class is distinguished from the Associate Civil Engineer by the performance of the more routine tasks and duties assigned to positions within the Civil Engineer series. Incumbents perform less complex office and field engineering work and assignments are generally routine or closely related within a framework of established procedures. The Assistant Civil Engineer receives general supervision from higher level professional engineers and may exercise technical or functional supervision over technical engineering staff. The Assistant Civil Engineer position does not require registration as a civil engineer or professional engineer.  This position will have a focus in development review but will also participate in Capital Project delivery.

Essential and other important responsibilities and duties may include, but are not limited to, the following:

• Perform a variety of engineering duties in support of capital improvement projects including road construction, storm drains, sewers, traffic systems and related construction projects.

General

The Engineering Manager will report to the Director, Bus Infrastructure and Capital Projects and will be responsible for the engineering functions of the infrastructure and capital project development department for the San Mateo County Transit District (SamTrans). 

The Bus Infrastructure and Capital Projects Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The department’s projects include design and construction of zero emission infrastructure (battery electric bus (BEB) charging infrastructure and hydrogen fuel cell electric bus (FCEB) infrastructure) for SamTrans's revenue and non­revenue fleet of nearly 400 vehicles, sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North Base and South Base Maintenance Facilities.

• Responsible for the selection, management and ultimate successful delivery of vendors, contractors, and other professional services for infrastructure projects.

Minimum Qualifications

Under direction, the Senior Civil Engineer, plans, manages, and coordinates the engineering program. Department of Public Works

Currently, the Field Services Division of the Department of Public Works (DPW) is looking for individuals for the position of Senior Engineering Technician.  This position will provide support to the Field Services division through updates to the Geographic Information System (GIS) system, AutoCAD, and miscellaneous databases.  This position will coordinate internally with various DPW staff to maintain system records and support their needs to successfully complete their projects on time.

The ideal candidate should have experience using and editing AutoCAD software. The Senior Engineering Technician will assist the City Surveyor with topographic, monument, and benchmark surveys conducted in the field. Additionally, the technician will help restore missing or damaged monuments and benchmarks and perform administrative tasks such as filing permits, updating block books, conducting research, and carrying out field inspections and investigations. Employees in this role are expected to be fully trained in all procedures related to their assigned responsibilities. Work is performed under the general supervision of the Chief of Party, a Professional Engineer, or a Principal Engineering Technician, who assigns tasks and reviews work to ensure compliance with instructions and established engineering standards.

The Design Division manages capital improvement planning and programming related to pavement management, storm drain facilities, and sanitary sewer systems. The division works closely with customers, developers, utility companies and the community to ensure projects comply with local, state and federal standards. The division is also responsible for reviewing and approving encroachment permits, easements, street/easement abandonments, subdivision maps, processing encroachment agreements, collecting development-related fees, and collaborating with other Public Works divisions, as well as other City departments throughout all project phases. Additionally, the division provides customer counter services to the general public as the City’s permit center.

The Traffic Engineering Division provides traffic engineering, traffic impact analysis reviews, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division also investigates resident/business inquiries related to street parking, traffic calming, intersection control, and bicycling and pedestrian travel on public streets. General

The Deputy Director, Traction Power and OCS, reports to the Director, Engineering, and is responsible for the development and management of Engineering systems and lead projects and programs related to 25kV AC Traction Power, Overhead Contact System, Grounding and Bonding and EMC for the Peninsula Corridor Joint Powers Board (Caltrain).

Essential Functions & Duties

• Serve as an agency subject matter expert for all 2X25kV AC railway Traction power and OCS related issues to provide expert recommendations and assistance to executive leadership on Traction Power, OCS, grounding and Bonding, EMC and safety standards for Caltrain railroad network.

• Responsible for establishing and implementing the engineering processes for all traction power-related systems, including developing and maintaining 2x25kV AC Electrification Standards.

• Provide management and oversight of Traction Power related activities related to Engineering.

• Lead the development of performance indicators for Caltrain and the actions needed to improve or correct performance and the capture and analysis of Traction Power and OCS data, to include Electrical Traction power concerns, accident/incident data, and trends.

• Drive innovations and improvements to increase the reliability, availability, effectiveness and efficiency of the Traction Power/OCS assets and maintenance programs.

Candidates must attain a passing score on each phase of the examination process to qualify for the Eligible List. A department interview may be required prior to appointment.
