The Police Officer Trainee position is the entry-level role for those who have not yet attended the Peace Officer Standards and Training (POST) certified academy.

The academy lasts six months and is the first step in your law enforcement career. Upon successful completion, officers perform a variety of law enforcement duties to protect life and property in accordance with applicable laws.

Starting salary for trainees is $30.68 per hour while attending the academy, plus excellent benefits.

After successfully completing the Police Academy, trainees are promoted to Police Officer with a salary increase to $35.06 per hour. SUPERVISION RECEIVED/EXERCISED

Receives direction from the Economic Development and Communications Specialist. May exercise technical and functional supervision over administrative support personnel.

ESSENTIAL FUNCTIONS (include but are not limited to the following)

• Prepares responses, proposals and presentations for Requests for Information and provides responsible, professional analytical assistance in the development, administration and implementation of economic development programs.
• Develops short- and long-range economic development plans; gathers, interprets and prepares data for studies, reports, and recommendations.
• Coordinates and participates in the review of City projects, project plans, and discussions.
• Helps maintain a comprehensive inventory of available buildings and sites in the community for economic development purposes and distributes to perspective economic development clientele as requested.
• Assists with marketing plans for attraction, retention and expansion of businesses.
• Recommends and investigates ways to obtain grants, loans and other procurement of funds for the development of business; works on financial statements.
• Serves as a liaison between the local government and the chamber of commerce, merchants’ associations, economic development districts, redevelopment agencies and other public, private or nonprofit groups and associations interested in economic development.
• Monitors local, state and Federal legislations and regulations relating to economic development; reports findings, trends and recommendations to supervisor.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. Additionally, the incumbent in this position may work in all weather conditions including wet, hot and cold. The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.

THE POSITION

The Police Captain reports to the Chief of Police and serves as the Department’s second-in-command. We are seeking an innovative and proactive Sustainability Manager who will be responsible for leading and managing important environmental programs and projects for the City of Thousand Oaks! As a key Division Head and member of the Public Works Senior leadership team, the Sustainability Division Manager will lead and guide professional staff and will be instrumental in integrating the City’s vision, goals, and people strategy. This is an essential senior management position reporting to the Deputy Public Works Director. 

Primary Responsibilities: 

Oversee, coordinate, and manage key programs and projects in solid waste, organic/food and hazardous waste, water conservation, drought contingency planning and implementation, energy conservation and efficiency, distributed energy resources including solar, battery energy storage and microgrids, clean energy procurement, and electric vehicle charging infrastructure citywide.

IDEAL CANDIDATE

The City of Woodland is looking to fill a Park Maintenance Worker I/II position in the Community Services Department. The Ideal Candidate for the current vacancy is someone who has a good understanding of many aspects of the maintenance of facilities, parks, janitorial, and horticulture. This position requires a “team player” with good interpersonal, time management, and communication skills. The Ideal Candidate must be highly self-motivated, able to work independently with minimal oversight, demonstrate good judgement, as well as be organized, flexible, approachable, resourceful, and a positive team contributor on a consistent basis. This position will also require the selected candidate to work weekends, standby and overtime as necessary.

Park Maintenance Worker I:

This is an entry-level classification in the park maintenance worker series. Positions in this class normally perform a variety of unskilled and semi-skilled duties. May be required to work any shift, including a regular work-shift that includes weekends and holidays, and routinely participate in a week-long stand-by shift. Park Maintenance Worker I will usually exercise less independence, discretion and judgment on matters related to work procedures and methods.

Park Maintenance Worker II:

This is the journey level in the park maintenance worker series. This class differs from Parks Maintenance Worker I in that incumbent performs more complex parks maintenance duties, including the requirement to work any shift, weekends, and holidays, to work independently, exercise judgment, and operate the full range of tools and mechanical equipment related to a specific assignment. The incumbent Park Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the Park Maintenance I level, or when filled from the outside requires prior work experience.

ESSENTIAL JOB FUNCTIONS 

Performing general grounds cleaning, including emptying trash receptacles, mopping, sweeping, and raking City parks, ball field maintenance/set up, and Cemetery as needed. Maintain irrigation, maintain synthetic turf, mow, cultivate, prune, weed, renovate, and fertilize grass, plants, trees, flowers, and shrubs. Operate power mowers, turf groomers, chain saws, rototillers, aerators, hedgers, spreaders, front-end loader, edgers, air compressors, and other equipment. Utilize proper safety precautions related to all performed work, while all safe work procedures i.e., necessary PPE. Drive vehicles and equipment as required. Prepare and maintain athletic fields and related facilities, swimming pools, and cemetery/interment operations.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that the failure of such attendance undermines the City’s ability to provide critical services to the employees, department and the public.

OTHER JOB FUNCTIONS 

Install, maintain and replace playground equipment and fences; assemble tables, benches and bleachers. Applying fertilizers and spraying various herbicides and pesticides in City park and recreation areas. Respond to inquiries from the general public. Install, maintain and repair irrigation systems. Assist in setting up community services and special events. Maintain, repair and replace plumbing systems and fixtures such as light switches, motors, wall receptacles, faucets, drinking fountains, water heaters, water closet, urinals, water regulators and pressure valves, and building maintenance as required. Work cooperatively with others. Meet all Standby Program requirements; work any shift including weekends and holidays. Perform related duties as assigned.

QUALIFICATIONS

Park Maintenance Worker I:

Education: High School Diploma or equivalent. 

Experience: Six (6) months of experience in the care and maintenance of landscapes or facilities.

License and Certificate: Required upon hire, possession of a valid California Driver’s License.

Park Maintenance Worker II:

Education: High School Diploma or equivalent.

Experience: One (1) year of experience performing duties comparable to those of a Park Maintenance Worker I in the City of Woodland.

License and Certificate: Required upon hire, possession of a California Driver’s License. 
It is highly desirable to possess a State of California Qualified Applicator Certificate, Category B.

Retirement:                            
CalPERS Retirement System (2 % @ 60 formula for Classic CalPERS members and 2% @ 62 formula for new CalPERS members).  The City does not participate in social security

Deferred Compensation:                    
Choice of deferred compensation plans (Traditional and Roth) with 1% City-match.  After successful completion of probation, new hires are also eligible for a 2% City contribution.

Medical:                                 
CalPERS Medical Insurance Plans, including HMOs and PPOs.  City gives an allowance toward the cost of insurance.  Maximum Family Medical Allowance (2024): $2,463.99 per month

As an Associate Planner, you will play a key role in shaping the community’s future by managing a variety of current and long-range planning projects.  Working under general supervision, you will:   

• Conduct professional Planning work involving land use, zoning, and community development.

PRIMARY RESPONSIBILITIES 

• Manage and process applications for development projects, including residential, mixed-use, commercial, industrial, and institutional proposals.  

• Facilitate in-person and virtual permit submittals.  

• Respond to phone and email inquiries. 

• Consult and advise property owners, architects, engineers, contractors, and the public regarding applications, City policies, codes, and other plans.   

• Prepare clear and concise technical documents, reports, correspondence and other written materials.  

• Exercise sound independent judgement.  

• Establish and maintain effective working relationships with those encountered in the course of work.   

• Attend and present information to City Council, Planning Commission, Administrative Hearing Officer, and community meetings as assigned.  

• Plans, organizes and conducts research studies and prepares recommendations regarding land use, zoning, urban design, population trends, transportation, housing and environmental needs, updates and analyzes demographic and other data required for the planning function, participates in the review, development or revision of the various of the General Plan, environmental impact reports, plans, ordinance and other policies and procedures.  

• Independently performs responsible and varied professional planning duties.  

• Provide sound recommendations based on detailed analysis and project evaluation.

The City of Thousand Oaks is seeking a Senior Purchasing Specialist to join our team!

We are seeking an enthusiastic, service-oriented team player who thrives in a busy, fast-paced environment. As part of the Finance Department’s Purchasing Team, the Senior Purchasing Specialist will perform a variety of functions in supporting the City’s purchasing policies and processes.

• Receives, examines, analyzes, and processes purchase requisitions and purchase orders according to City and department policies and procedures; ensures that information is correct and documentation is complete; corrects errors as necessary
• Reviews formal solicitations such as bids and requests for proposals/qualifications (RFP/Q) and posts formal solicitations on City’s procurement portal
• Reviews and facilitates informal solicitations for departments
• Trains City staff on purchasing policies and processes
• Oversees the maintenance of solicitation records, commodity/sub-commodity lists, and other purchasing and inventory files
• Negotiates, manages, and monitors Citywide contracts
• Oversees the maintenance and validation of vendor account information
• Oversees the City’s purchasing card (Cal-Card) program
• Oversees the City’s centralized cellphone and smart device program
• Oversees the transfer of disposal of surplus property
• Resolves inquiries and concerns from employees, vendors, and the public
• Generates a variety of financial reports for Accounting and Budget staff
