This trainee level position will initially work under direct supervision and receive on-the-job training to develop skills and experience necessary for safe operation and maintenance of the water distribution system.

THE POSITION

The City of Livermore is currently accepting applications for Librarian I/II with
the Livermore Public Library in Teen Services. This position may be filled at
either level I or II, based on the level of experience of the candidate.
The Librarian I is the entry level position in the professional Librarian series.
Entry into this class requires experience or education related to library or
information science. With experience, the work becomes progressively more
diversified and difficult, requiring independent judgment under general
supervision.

The Librarian II is a journey level professional librarian position which performs
professional level work and specialized librarian duties. Incumbents may be
responsible for planning, organizing, and implementing specialized programs,
such as youth services, electronic services, or collection development.
Adequate performance at this level requires knowledge of library and
department policies, procedures, and activities and the solution of problems
using tact and good judgment. This classification is distinguished from Librarian
I which is the entry level classification in the Librarian series.

The duties for this position include, but are not limited to:

• Provide library services to teens and their families with enthusiasm and motivation.
• Visit middle schools and high schools to promote library resources.
• Select and maintain teen materials and graphic novel collections.
• Plan, develop, and facilitate teen programs to increase library attendance and teen circulation.
• Recruit, manage, coordinate, and lead Young Adult Volunteers (YAVs) to assist in library events and programs.

Bilingual in Spanish, Mandarin, Vietnamese, Farsi, or American Sign Language is
desirable but not required.

This is a seasonal, part-time position for the Parks & Grounds division.

Under the general supervision of a Public Works Streets Supervisor or Parks & Grounds Supervisor, and direction of a Maintenance II lead, incumbents in this classification assist with the cleanup and maintenance of City parks, streets, and satellite facilities including buildings, equipment, bus stops, parking lots, trails, flora and landscapes; and perform related work as required.

EXAMPLES OF DUTIES (illustrative only):

Duties may include, but are not limited to:

• Emptying garbage cans.
• Picking up litter and other illegal dumping.
• Raking and spreading material including, but not limited to, asphalt, mulch, gravel, and soil.

DESCRIPTION

The City of Newark is seeking an experienced, detail-oriented, and highly professional City Clerk to lead and manage the operations of the City Clerk’s Office. This key leadership position is responsible for maintaining the integrity of the City’s official records, ensuring transparency in local government, and safeguarding public information.

The City Clerk oversees the preparation and maintenance of City Council agendas and minutes, directs municipal elections, administers the City’s Records Management Program, and serves as the Filing Officer for the Fair Political Practices Commission. The role also includes managing ordinances and municipal codes, providing complex administrative support to the City Council, City Manager, and Assistant City Manager, and supervising administrative and clerical staff.

This position requires exceptional leadership, judgment, discretion, and organizational skills, as well as extensive knowledge of municipal governance, public policy, and the role of an elected City Council. The City Clerk must work with professionalism, tact, and diplomacy when interacting with elected officials, staff, agencies, and the public. Key responsibilities include:

• Managing official and confidential records in compliance with federal, state, and local laws.

• Overseeing staff, budgets, and office operations.

• Preparing and editing reports, ordinances, and resolutions.

• Ensuring compliance with the California Public Records Act, Government and Elections Codes, Ralph M. Brown Act, Political Reform Act, and related regulations.

EXPERIENCE AND TRAINING

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Possession of a Bachelor’s degree from an accredited college or university with major coursework in Public Administration, Business Administration, Public Policy, Industrial Relations, Psychology, or a closely related field, and five (5) years of municipal government experience with a minimum of two (2) years in a City Clerk’s office, and two (2) years of supervisory experience.

License and Certificate:

• Certification as a Certified Municipal Clerk (CMC) is desirable. 

A Dispatcher II is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher II acts as the Department’s primary dispatcher, receiving and relaying incoming calls for emergency and non-emergency assistance; dispatching police units; operating a variety of telecommunications equipment including radio, telephone, and computer-aided dispatch systems; status monitoring, records and file maintenance in a computer-aided environment; and entry level dispatch training. A Dispatcher II may be assigned to work various hours, shifts, holidays, weekends and overtime.

Additional duties may include, but are not limited to, the following: prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports.  Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations. 

QUALIFICATIONS

Have a combination of education and work experience, including a minimum of one year of dispatch work; two years general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm (net).  Have knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to dispatch police units quickly and effectively; work under pressure; exercise independent judgment; work with minimal supervision; make sound decisions in emergency situations; learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; operate computer-aided dispatch system, 911 emergency telephone, and other multi-line telephone systems, various law enforcement telecommunications systems, radio console with headsets and handsets, computer keyboards, cameras, intercoms, security. Willingness to work varying shifts and radio dispatching skills. 

SPECIAL EMPLOYMENT INFORMATION

This is a one-year, limited-term assignment, with the possibility of extension based on budget, departmental needs and approval. The position will require a minimum of 24.5 hours and up to a maximum of 39.5 hours per week. The work schedule may include nights, weekends, and holidays. Shift schedules are reviewed every four months and are subject to change.

SELECTION PROCESS

A thorough background check, as well as a physical, drug screen, psychological evaluation, and polygraph exam will be conducted on the top candidates prior to appointment consideration.  Failure to achieve a qualifying score on any portion of the examination process will eliminate a candidate from further consideration.

• Associates Degree or 60 college semester units in a related field from an accredited college, supplemented by one year of experience in code enforcement.  Experience may be substituted for education on a year for year basis up to a maximum of one year.
• Documented code enforcement related training from a recognized code enforcement association in the State of California, which includes training in the areas of property management and landlord tenant issues.
• Bilingual skills are highly desirable. 

Under general supervision of the Chief Building Official, the Building Permit Technician performs technical, paraprofessional support, customer service, and clerical work supporting the operations involved with the issuance and coordination of the building inspection and permits process.

CLASS CHARACTERISITICS:

The incumbent will usually serve the public at the front counter and provide information regarding permits and building code requirements.  The nature of the tasks requires good public relations skills and the ability to handle customers with tact and good judgment.  The position will perform routine and complex tasks associated with the receipt, review and tracking of building permit applications through the permit process to ensure the efficiency and compliance to department policies and procedures.  May receive functional or technical supervision from department staff.  May exercise functional or technical supervision over other clerical positions.
