The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Community Services, Parks, Facilities and Common Greens divisions.

The Parks Division is in charge of planning and maintaining the City’s parks, playgrounds, sports fields, and other landscaping and performs a wide range of tasks in order to care for City parks and open spaces. Staff work throughout the year to refresh the appearance of parks repairing or replacing items as needed to keep public spaces clean and safe. There are approximately 25 parks and play lots, including Sign Hill Park, which has 60 acres of open space, and Centennial Way Linear Park, a 3-mile pedestrian and bicycle trail. Amenities include Centennial Dog Park, bocce ball courts, an above-ground skate park, a variety of ball fields, tennis and basketball courts, picnic shelters and group picnic areas.

Summary
Under general supervision, performs a variety of complex skilled irrigation, grounds mainten­ance and landscape tasks in accordance with District policies and procedures; works indepen­dently and exercises judgment; ensures daily workload is carried out through individual and cooperative efforts; performs preventive maintenance of District-owned properties; and performs related duties as assigned.

Essential Duties and Responsibilities

• Performs a variety of technical duties to ensure accurate and timely data entry and processing of various financial records; documents financial transactions in general ledger accounts; reconciles bank, accounting and payroll data; analyzes journal
• Develops and implements plans for daily/regularly-scheduled park irrigation maintenance; installs, repairs and maintains irrigation equipment, as necessary.
• Establishes water budgets for each park facility; audits and calculates park/facility water usage, analyzes and interprets data and provides monthly reports.
• Investigates and develops new methods and/or improvements to existing methods that result in effective management and conservation strategies of limited water resources.
• Evaluates and makes recommendations, provides technical expertise to District staff, and provides reports to supervisor regarding water conservation objectives.
• Provides irrigation/water management training to staff.
• Assists in the design and makes water usage/conservation recommendations for new parks/ rehabilitation projects.
• Assists in seeking grants for water efficiency devices.

Other Duties and Responsibilities

• May be required to drive District or personal vehicle.
• May provide technical work guidance to Groundskeepers, contractors or temporary staff; participates in prioritizing irrigation/maintenance/water conservation workload and monitoring work of other employees for completeness, accuracy and conformance with departmental standards; provides information, instruction and training on work processes, proper uses of equipment, and safe work practices.
• Participates during disasters or when emergency response is needed
• Non-exempt employees may be required to work overtime.

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Any combination of experience and training that would likely provide the required knowledge, skill, and/or ability listed below is qualifying.

Education/Experience: A typical way to obtain the required knowledge and abilities would be: graduation from high school or GED equivalent and two years of pertinent experience in installing and maintaining landscape irrigation systems; or an equiva­lent combination of education and experience.

Language Ability: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to effectively present information in one-on-one and small-group situations to other employees and visitors.

Math Ability: Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rates, ratios and percent, and to draw and interpret bar graphs.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions provided in written, oral, diagram or schedule form.

Certificates and Licenses:  

• Valid California driver’s license with a good driving record and current automobile insurance.
• Certified Water Auditor.
• All full-time employees require satisfactory completion of a pre-employment functional capacity examination.
• Department of Justice fingerprint clearance.

Other Required Skills: Use of word processing and spreadsheet programs.

Supervisory Responsibilities: This job has no significant supervisory responsibilities but may direct contractors or temporary staff and provide technical direction to Groundskeeper classifications.

A Responsible individual is needed to maintain and enforce proper city procedures and policies in our parks, parking lots and ball fields.   Park monitors will perform park inspections and enforce park policies, supervise patrons, renters and daily facility management. The Mountains Recreation and Conservation Authority is recruiting for an Administrative
Assistant to provide general supportive and administrative assistance to the Chief of
Developed Resources and other Developed Resources Division personnel, who
manage a variety of projects. The Administrative Assistant will perform general clerical
work in an office setting, including communicating with public visitors and callers, for a
person at entry-level.

JOB SPECIFICATIONS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to remain in a stationary position, occasionally move about inside the office to access supplies and office machinery, frequently communicate and exchange information, review handwritten, electronic and facsimile documents, and operate a computer and other office productivity machinery. The employee must occasionally move items weighing up to 20 pounds inside the office. MRCA offices are spread among multiple buildings and floors and may require traveling up/down steps.

Monday through Friday, 8 hours per day, 40 hours per week with some scheduling flexibility. Occasional overtime work in evenings or weekends upon prior approval by supervisor. The position will work out of the Los Angeles River Center and Gardens but may occasionally be required to travel to various other locations. Offices at the River Center are spread among multiple buildings and floors. Remote working or a hybrid schedule may be allowed, subject to supervisor approval.

MINIMUM QUALIFICATIONS

Wages:

Recreation Coordinator, Performing Arts Unit, Community Recreation Center

Minimum Qualifications

EDUCATION AND EXPERIENCE

Minimum Requirements:

• A Bachelor's Degree from an accredited college or university with a degree in Recreation, Recreation & Leisure Studies, Tourism, Leisure & Event Planning, Social Science, Kinesiology, or closely related field; and
• Two (2) years of full-time paid experience coordinating a recreation program, including the supervision of recreation leadership personnel.  These two (2) years may be a combination of full-time, part-time, or internship experience (2,000 hours of part-time and/or internship experience are equivalent to one (1) year of full-time work experience).

For Aquatics Program:

• Minimum of two (2) years of experience in various aquatics programs and in aquatic environment emergency response.

Possible Substitution for Education:

• Graduation from high school or possession of a G.E.D. and five (5) years of additional paid full-time experience in the supervision of recreation personnel in a public recreation setting may be substituted for the college graduation requirement.

Desirable Qualifications:

• Experience with program budgeting and program marketing is highly desirable; and
• Experience using recreation registration software program is desirable.

LICENSE(S) AND/OR CERTIFICATION(S)

• Possession of a valid California Class C driver's license is required at the time of appointment and for the duration of employment; and
• CPR and First Aid is required within six (6) months of appointment and for the duration of employment.

For Aquatics Program:

• Title 22 First Aid and CPR certification are required at the time of appointment and for the duration of employment; and
• Lifeguard Training Certificate and Lifeguard Training Instructor Certificate are required at the time of appointment and for the duration of employment.

DESIRABLE QUALIFICATIONS

• Experience with program budgeting and program marketing is highly desirable;
• Experience using recreation registration software program is desirable; and
• When assigned to the Aquatics Program, Water Safety Instructor Certifications or other recognized Swim Lesson Instruction Certification is desirable. 

OTHER REQUIREMENTS

• May be required to work evening shifts, weekends, and unusual hours to meet program and event requirements; and
• Must be able to perform all of the essential functions of the job.

DISTINGUISHING CHARACTERISTICS

The Recreation Coordinator is an advanced journey level classification responsible for coordinating programs for a specified recreation program or recreation facility. Incumbents regularly work on complex tasks that require discretion and independent judgement. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver services. The Recreation Coordinator differs from the lateral classification of Recreation Coordinator - Therapeutics in that the lateral classification specializes in therapeutics programs, whereas, the Recreation Coordinator performs general recreation work. The Recreation Coordinator is distinguished from the higher-level classification of Recreation Supervisor in that the later primarily performs supervisory functions over recreation programs, facilities, events, and/or parks and supervises full-time personnel.

The Department

The Community Services Department plays a key role in enhancing the community and ensuring the citizens of Fremont receive excellent customer service through the management of recreation facilities, quality recreation and environmental programs, and park planning.

The Position

The Park Ranger/Naturalist will provide information and assistance to the public, as well as enforce laws, rules, regulations, and the Fremont Municipal Code. The primary focus of the position will be to assist with implementing the initiatives of the Homeless Task Force. Additionally, the incumbent may conduct natural resource protection and environmental education programs.

Examples of Job Duties

• Work in prescribed uniform and is responsible for general patrol and supervision of City of Fremont’s parks, plazas and trails.
• Interact and engage with unhoused populations on a daily basis, providing guidance and encouragement, enforcing laws and regulations and connecting community members with service providers.
• Perform homeless response strategies and mitigation efforts, such as posting notice to abate nuisance tags, collection on unattended property and removal of debris.
• Provide assistance and act as a liaison to the public, responding to questions concerning park and recreation facilities, programs, policies, and rules and regulations.
• Demonstrate knowledge of and enforce the Fremont Municipal Code or other rules, regulations and ordinances pertaining to park operations within the City, including the issuance of citations.

The Seasonal Ranger Assistant falls under the general direction of the Chief Ranger and will support Park Staff and Rangers in maintaining the natural beauty and safety of the Mountains Recreation & Conservation Authority’s various parks and open spaces. This role involves assisting with public safety, visitor services, educational programs, resource management, and park maintenance. Physical Demands

Required Hours and Location

This position is seasonal with an assigned 10-hour shift on Fridays and optional 10-hour shifts on Saturday, Sunday, or Monday as needed.  This position will terminate at or before 900 hours and is intended to run concurrently with the Background Investigation and Hiring process for Ranger Trainee, for Seasonal Ranger Assistants who communicate an interest in doing so within the introductory period of the season. Must be available to work at various locations.

Public Contact

As public parklands, the majority of MRCA properties are open to the general public during operating hours. This position will have contact with members of the public in public areas such as parking lots and shared public/office restrooms, and during public meetings.

• Must be at least 18 years of age.
• Have a High School diploma or GED equivalent.
• One (1) year of experience in customer service, law enforcement, parking enforcement, EMS, or other related field is recommended for appointment.

• Certificate in First Aid/CPR for the professional rescuer or equivalent, or ability to attain upon employment.

• Common Windows-based programs including Office 365, word processing, spreadsheets, and databases.
• Proficiency in basic mathematics; basic grammar and spelling as required in preparing reports and records.

• Prioritize varying tasks, projects, and manage multiple projects at once.

Other Requirements:

Candidates must have a valid California driver’s license in good standing with a satisfactory driving record (must provide DMV printout). Bilingual skills in English, and other locally common language, such as Spanish, Korean, Farsi, Chinese, Armenian, Yiddish, or Tagalog is desired.

THE POSITION: Under close supervision, perform unskilled manual and semi-skilled manual park maintenance work, and perform related work as required.

EXAMPLES OF WORK PERFORMED:

• Cleaning restrooms, emptying garbage cans
• Removing weeds and trash from parks
• Assist in mowing, edging, pruning, fertilizing, and seeding
• Perform a wide variety of general grounds and facility maintenance work including raking leaves, cleaning walkways, removing debris, cleaning restrooms, and related work.
• Water, weed, prune, renovate, and landscaped areas.
• Turf care including mowing, thatching, fertilizing, plugging, and installation of new turf areas.
• Prepare soil and plant flowerbeds, shrubs, and landscape areas, including staking, fertilizing and other necessary procedures.
• Utilize a wide variety of hand and power tools and landscape maintenance equipment.
• Move and install park and recreation equipment.
• Assist in loading, transporting, and unloading equipment, materials, debris, and other heavy objects related to maintenance.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS: The incumbent should have the ability to read, write, and carry out oral and written directions, maintain cooperative work relationships, and operate various park maintenance equipment. Individuals must possess a valid California Driver’s License and a good driving record (recent DMV printout required). This is seasonal work which will include weekends and holidays depending on the needs of the department.
