DEFINITION
Under general direction of the Human Resources Director, the Human Resources Manager oversees and coordinates the day-to-day human resources operations and is expected to perform professional human resources and administrative work. The Human Resources Manager manages, reviews and evaluates the work of subordinate staff.

CLASS CHARACTERISTICS
The Human Resources Manager (HRM) is a single position classification in the Human Resources Department responsible for the supervision of staff in a number of program areas including recruitment and selection, classification and compensation, benefits administration, disability and leave management, employee and labor relations, investigations, risk management, human resource information systems and record keeping and retention.

EXAMPLES OF DUTIES (illustrative only)

• Plans, directs, and coordinates work activities of staff in the Human Resources Department.
• Assists the HR Director in the planning, development, and carrying out of high-quality operations for the Department; assists in the development and implementation of initiatives.
• Provides information and assists with the development and implementation of various policies and procedures.
• Coordinates human resources and staffing planning activities with the various City Departments. Monitors and reviews personnel activities for consistency and propriety with regard to the City’s goals, policies, and procedures.
• Represents the City in and participates in the City's labor relations and labor contract (MOU) negotiation activities.
• Manages and participates in the full recruitment cycle; determines and develops examination materials; oversees the certification and hiring process.
• Supervises and participates in leave management activities including but not limited to: FML/CFRA administration, temporary modified work, reasonable accommodation, worker’s compensation and return to work programs.
• Under direction, conducts classification and compensation studies including desk audits; recommends and executes the creation and revision of classification specifications and salaries.
• Responds to and directs necessary actions to resolve matters identified by the Human Resources Director, City department staff, and employee organizations.
• Assists in meet and confers and the planning and conducting of labor negotiations.
• Conduct investigations in response to allegations of harassment, discrimination, workplace violence, and retaliation.
• Responsible for overseeing risk management activities including the various insurance programs.
• Develop and facilitate trainings and development opportunities within the workforce, on relevant subject matter as directed
• Represents and acts in the absence of the Human Resources Director.
• Facilitates the City’s Safety committee and coordinates related training and development programs.
• Performs related duties as assigned.

QUALIFICATIONS:

Knowledge Of:

• Principles and practices of public sector human resources administration.
• Health and welfare benefits administration.
• Principles and practices of employer-employee relations (Meyers-Milias-Brown Act), classification and compensation relative to Merit System Principles, recruitment and examination, affirmative action and staff development.
• Workers Compensation law, regulations and procedures applicable to municipal agencies, for safety and non-safety employees.
• Principles of supervision and management.

Ability To:

• Analyze complex personnel and organizational problems, and develop effective resolutions, and implement effective courses of action.
• Plan, organize, direct and coordinate a complex and comprehensive human resources management programs.

MINIMUM QUALIFICATIONS:

Education: A bachelor's degree with a major in Business or Public Administration, Social or Behavioral Science, Human Resources Management, Organizational Development, or related.

And

Experience: five (5) years of full-time human resources experience including at least one (1) year in a supervisory capacity.

PREFERRED QUALIFICATIONS:

• Additional years of experience in supervising others.
• Possession of a professional credential in Human Resources, such as PHR/SHRM-CP, PHR/SPHR or program specific credentials such as L&D, ARM, CEBS, CPSP, or similar.
• Experience working in a public agency is highly desirable.

ABOUT THE POSITION

We're seeking a detail-oriented and adaptable professional to make an immediate impact. Your time will be split equally between the two departments, with a primary focus on payroll processing. REPRESENTATIVE DUTIES

• Perform  a varied range of administrative, operational and technical tasks supporting assigned programs and functions.
• Maintain accurate financial, human resources, and administrative records and data within various computer systems, including data entry, report generation, and resolving discrepancies.
• Participate in the implementation and testing of new technology systems and process improvements.
• Handle inquiries, provide information, offer technical information and guidance on procedures, rules and regulations to internal and external customers.
• Provide administrative support to department management and staff, including research, processing, and preparing reports, correspondence, and written materials.

Finance Duties:

• Participate in core finance processes, including accounts payable, accounts receivable, payroll, license and permit fee collection, and general financial transaction processing.
• Process and record financial transactions related to payroll and benefits, prepare related tax forms (e.g. 1099 and W2), and fee/levy data for tax rolls.
• Assist with budget preparation and monitoring, financial reporting, external auditor inquiries, and the review/approval of purchase requisitions.
• Participate in the implementation and adherence to Government Accounting Standards Board requirements and statements.
• Maintain financial and accounting records and data within systems, reconcile accounts, identify and resolve discrepancies, and prepare related reports.

Human Resources Duties:

• Participate in various functions supporting payroll, recruitment, benefits administration, leaves and other human resources functions.
• Participate in processing payroll including changes to wages, positions, benefits, leaves of absence, and related.
• Assist with benefits administration including processing forms, enrollments and changes, assisting employees, and responding to vendor inquiries.
• Intake and assist with worker’s compensation and insurance claim documentation.
• Apply personnel rules, MOUs, and relevant regulations to HR and payroll tasks, and assist with ensuring compliance, and maintain confidentiality of sensitive personnel and management information.

DEFINITION

DISTINGUISHING CHARACTERISTICS

The Senior Human Resources Analyst is a professional level class in which the incumbent is expected to perform a wide range of the most complex human resources activities.  As the advanced journey level classification within the Human Resources Analyst series, positions at this level are distinguished from other classes within the series by the greater level of responsibility assumed, complexity of duties assigned, independence of action taken and by the nature, scope and impact of the work performed.  Employees perform the most difficult, confidential and advanced level type of duties assigned to classes within the series, which may include providing direct supervision over assigned personnel and performing complex professional analytical work in support of internal and external customers with sound judgement and minimal supervision.

SUPERVISION RECEIVED/EXERCISED

Receives general supervision from the Human Resources Director.  Incumbents may supervise technical or support staff.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Administers the City’s selection process; plans and coordinates recruitments; conducts labor market analyses and determines length of recruitments; prepares job bulletins and recruitment information; determines and places advertising in appropriate media; coordinates participation in career and job fairs; and reviews and evaluates applications; determines appropriate written, oral and/or performance examination programs; develops, evaluates and validates selection instruments; supervises the administration and scoring of examinations and the establishment of eligible lists; receives, researches and responds to candidate appeals; manages the employee onboarding and separation processes and develops and implements recruitment processes and procedures.

• Conducts position classification studies; performs job audits and analyses of individual positions, classes and series of classes; participates in organizational and staffing studies of City departments; prepares and revises class specifications and proposes appropriate salary ranges for newly established and revised classifications.
• Conducts salary and employee fringe benefit surveys, analyzes data and recommends adjustments and internal relationships.
• Develops, implements and manages the use of the City’s HRIS system; analyze and develop forms and procedures associated with human resources processes and HRIS applications; maintain the department internet and intranet pages.
• Provides professional and technical advice regarding memorandum of understanding (MOU), language, Personnel Rules and Regulations, policies, procedures, laws, rules and regulations to City departments, employees, employee organizations, job applicants and the general public and responds to complaints and requests for information from employees, management, outside agencies and the public.
• Designs and conducts employee training and orientation programs and assesses training effectiveness and modifies training programs as needed.
• Supports the Human Resources Director with employee and labor relations matters to include handling investigations, disciplinary matters and labor relations duties; assists in the collection and preparation of data used in negotiations.
• Supports the Human Resources Director with conducting formal and informal inquiries into discrimination, harassment and equal opportunity related complaints.
• Coordinates leave management programs; advises employees on their rights under the Family Medical Leave Act (FMLA), California Family Rights Act (CFRA), State Disability Insurance (SDI), Paid Family Care Leave (PFL), long-term disability and disability retirement; receives and processes requests for FMLA, CFRA and other leaves; determines eligibility and sends initial notices; requests additional information and prepares other leave-related correspondence; recommends approval or denial of leaves.
• Supports the Human Resources Director with monitoring compliance of the Department’s various programs with applicable laws, guidelines and regulations; tracks and analyzes proposed legislation to determine impact on human resources operations and programs; researches, develops and proposes updates to, and/or establishment of new, City policies, administrative regulations and personnel rules.
• Establishes highly effective working relationships with clients, employees and union representatives, representatives of community organizations, state/local agencies and associations, City management and staff and the public.
• Performs related duties as required.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, stooping, and squatting in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service. Additionally, the incumbent in this position may work in all weather conditions including wet, hot and cold. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required.

KNOWLEDGE, SKILLS AND ABILITIES

SALARY

$19.25 - $20.25 per hour (based on years of experience)

BENEFITS

All of these positions are temporary/part time. Temporary employees work no more than 130 hours per month AND 960 hours in a Fiscal Year.

The pay cycle is bi-weekly.  Except for worker's compensation coverage and sick leave accrual, no other benefits are provided. Employees must contribute 1.45% of salary to Medicare and 7.5% to a retirement plan in accordance with Federal Law.

• Possession of at least three (3) years of full-time work experience with a municipal fire agency, including current employment in good standing.  Exceptions may be considered for those in lay-off status if deemed not for cause.

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem-solving; and leveraging financial and volunteer resources.

The Position

The Clinical Supervisor will provide clinical and administrative leadership to the Aging and Family Services Division. The mission of the Aging and Family Services Division is to foster a high quality of life for older adults through its Senior Support Services. The Senior Support Services employs a team of caring professionals from diverse backgrounds which include social workers, a public health nurse, counselors, and peers who will work closely with other department staff to provide cohesive wrap-around services for older adults and their families.

Examples of Job Duties

• Develop and maintain systems necessary to support effective and efficient Senior Support Programs. This includes the responsibilities of: supervising a multi-disciplinary team; monitoring contractual and billing procedures; electronic charting requirements; working with other providers and referral organizations; utilization review and methods for integrating the work of the Aging and Family Services Division and Human Services Department.
• Facilitate and support the work of a multi-disciplinary team in providing services to seniors with complex care needs and their caregivers.
• Oversee contract development, billing processes and service deliverables necessary to support the programs. Complete reports required by funding agencies and build strong working relationships with funding parties.

THE POSITION
To perform a variety of tasks in the maintenance of City-owned buildings, equipment and facilities.

The purpose of this recruitment is to hire a Temporary / Part-Time position. Applicants who do not meet the minimum qualifications for the Facility Maintenance Worker I position may be considered for employment as an Intern. Temporary / Part-Time employees work no more than 130 hours per month AND 960 hours per fiscal year. Typical work schedule will be three 8-hour shifts per week, excluding weekends and evenings.

IDEAL CANDIDATE
This position will perform semi-skilled tasks in a variety of light construction and maintenance activities. The Ideal Candidate will be customer-friendly and be a solutions-oriented professional who is flexible in dealing with shifting priorities, have good time management skills, and possess the ability to work effectively in the absence of supervision.

ESSENTIAL JOB FUNCTIONS
Maintain and repair City buildings, equipment and facilities by performing a variety of semiskilled carpentry, plumbing,  painting, heating/air conditioning, mechanical repair and electrical work as necessary. Inspect City buildings to locate conditions indicating the need for repairs and maintenance; assist in establishing and implementing preventative maintenance programs. Operate and maintain a variety of heavy tools and equipment, including small power and hand tools. Work cooperatively with others. Regular and consistent attendance.

OTHER JOB FUNCTIONS
Remodel and repair a variety of building components such as counters, tables, desks, bookshelves, cabinets, partitions, walls, windows and doors; boilers, water pumps, exhaust fans, compressors, and other water and sewage system plumbing as required. Perform electrical work such as wiring and rewiring; replace switches, ballast and receptacles as required. Prepare simple activity and related reports; maintain inventory and work records as required. Requisition supplies and materials. Perform general janitorial duties as needed. Perform other facility maintenance duties as assigned.

QUALIFICATIONS
Facility Maintenance Worker I
Education:
High School Diploma or equivalent.
Experience:
Six (6) months of work experience in carpentry, electrical and maintenance work is desirable.
License and Certificate:
Possession of a valid California Driver’s License required upon hire.

BENEFITS
The pay cycle is bi-weekly. With the exception of worker's compensation coverage and sick leave accrual, no other benefits compensations are provided. Employees must contribute 1.45% of salary to Medicare and 7.5% to a retirement plan in accordance with Federal Law.

The Position

The Multipurpose Senior Service Program (MSSP) Case Manager will perform professional and clinical social work tasks and duties for older adults living with complex medical conditions to assist them to obtain optimum health, financial, and/or social services. As a member of the Human Services Department, this position reports to a Clinical Supervisor in the Aging and Family Services Division.

This is a regular, part-time position (32 hours/week) and will receive pro-rated benefits.

Examples of Job Duties

• Manage a caseload of 28-32 clients comprised of older individuals with complex medical conditions.
• Conduct comprehensive client assessments and develop and monitor service plan.
• Collaborate with team members, Human Services programs, and community agencies.
• Conduct home visits and provide other community interventions.
• Conduct inter-agency and/or family conferences.
• Advocate for clients in accessing services.
• Monitor services provided for each client.
• Maintain timely electronic documentation of services, reporting, and billing.
• Participate in peer chart audits and outside audit preparation.
• Prepare and present training, outreach, and educational sessions and materials.

Citrus Heights Water District is seeking a Construction Inspector / Senior Construction Inspector to join our team. The selected candidate will be placed in either classification, depending upon the applicant’s qualifications.

This position is a key member of the District’s Engineering department, playing an essential role in inspecting the construction of water distribution system improvement by contractors and by private builders and developers. As one of a six-member team, this position is responsible for ensuring that materials and workmanship meet the District’s high standards, and that construction is carried out in accordance with local, State, and Federal requirements.

• The Construction Inspector is an entry-level class in the Construction Inspector series. Positions in this class typically have little or no directly related work experience and work under immediate supervision while learning job tasks. The Construction Inspector class is distinguished from the Senior Construction Inspector level by the performance of less than the full range of duties assigned to the Senior Construction Inspector level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of the assigned area of responsibility are learned. 
• The Senior Construction Inspector is the journey-level class in the Construction Inspector series and is distinguished from the entry-level class by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual, or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the Construction Inspector level once the incumbent meets the qualification standards of the Senior Construction Inspector level, demonstrates an ability to perform the full scope of the work, and meets performance standards.
