The City of Auburn is looking for an Administrative Services Technician, a unique role where you'll contribute equally to our Finance and Human Resources departments!

ABOUT THE POSITION

We're seeking a detail-oriented and adaptable professional to make an immediate impact. Your time will be split equally between the two departments, with a primary focus on payroll processing. Beyond that, this role offers a variety of technical and paraprofessional work, including accounts payable and receivable, accounting, cash handling, budget, benefits administration, recruitment, customer service and other essential technical-level functions.

DISTINGUISHING CHARACTERISTICS

A paraprofessional classification requiring specialized administrative and technical skills to perform semi-complex, administrative, support and confidential duties. The role is distinguished from lower classifications by its scope of work and requirements for specialized training and technical proficiency. This classification performs recurring tasks and solves problems independently under general supervision from the department director or assigned supervisor, and does not exercise supervision over staff.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Actual work may vary based on department needs or change due to evolving business practices.

• Perform  a varied range of administrative, operational and technical tasks supporting assigned programs and functions.
• Maintain accurate financial, human resources, and administrative records and data within various computer systems, including data entry, report generation, and resolving discrepancies.
• Participate in the implementation and testing of new technology systems and process improvements.
• Handle inquiries, provide information, offer technical information and guidance on procedures, rules and regulations to internal and external customers.
• Provide administrative support to department management and staff, including research, processing, and preparing reports, correspondence, and written materials.
• Maintain professional and courteous interactions with all contacts.
• Perform other related duties as assigned.

Finance Duties:

• Participate in core finance processes, including accounts payable, accounts receivable, payroll, license and permit fee collection, and general financial transaction processing.
• Process and record financial transactions related to payroll and benefits, prepare related tax forms (e.g. 1099 and W2), and fee/levy data for tax rolls.
• Assist with budget preparation and monitoring, financial reporting, external auditor inquiries, and the review/approval of purchase requisitions.
• Participate in the implementation and adherence to Government Accounting Standards Board requirements and statements.
• Maintain financial and accounting records and data within systems, reconcile accounts, identify and resolve discrepancies, and prepare related reports.

Human Resources Duties:

• Participate in various functions supporting payroll, recruitment, benefits administration, leaves and other human resources functions.
• Participate in processing payroll including changes to wages, positions, benefits, leaves of absence, and related.
• Assist with benefits administration including processing forms, enrollments and changes, assisting employees, and responding to vendor inquiries.
• Intake and assist with worker’s compensation and insurance claim documentation.
• Apply personnel rules, MOUs, and relevant regulations to HR and payroll tasks, and assist with ensuring compliance, and maintain confidentiality of sensitive personnel and management information.

DEFINITION

Under general direction, performs complex and highly responsible professional and technical human resources work in the areas of recruitment, examinations, classification and compensation, benefits administration, and provides support to the Human Resources Director.

DISTINGUISHING CHARACTERISTICS

The Senior Human Resources Analyst is a professional level class in which the incumbent is expected to perform a wide range of the most complex human resources activities.  As the advanced journey level classification within the Human Resources Analyst series, positions at this level are distinguished from other classes within the series by the greater level of responsibility assumed, complexity of duties assigned, independence of action taken and by the nature, scope and impact of the work performed.  Employees perform the most difficult, confidential and advanced level type of duties assigned to classes within the series, which may include providing direct supervision over assigned personnel and performing complex professional analytical work in support of internal and external customers with sound judgement and minimal supervision.

SUPERVISION RECEIVED/EXERCISED

Receives general supervision from the Human Resources Director.  Incumbents may supervise technical or support staff.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Administers the City’s selection process; plans and coordinates recruitments; conducts labor market analyses and determines length of recruitments; prepares job bulletins and recruitment information; determines and places advertising in appropriate media; coordinates participation in career and job fairs; and reviews and evaluates applications; determines appropriate written, oral and/or performance examination programs; develops, evaluates and validates selection instruments; supervises the administration and scoring of examinations and the establishment of eligible lists; receives, researches and responds to candidate appeals; manages the employee onboarding and separation processes and develops and implements recruitment processes and procedures.
• Prepares or oversees the preparation of all personnel action forms, including new hires and separations, and submission of payroll for processing.

• Conducts position classification studies; performs job audits and analyses of individual positions, classes and series of classes; participates in organizational and staffing studies of City departments; prepares and revises class specifications and proposes appropriate salary ranges for newly established and revised classifications.
• Conducts salary and employee fringe benefit surveys, analyzes data and recommends adjustments and internal relationships.
• Develops, implements and manages the use of the City’s HRIS system; analyze and develop forms and procedures associated with human resources processes and HRIS applications; maintain the department internet and intranet pages.
• Provides professional and technical advice regarding memorandum of understanding (MOU), language, Personnel Rules and Regulations, policies, procedures, laws, rules and regulations to City departments, employees, employee organizations, job applicants and the general public and responds to complaints and requests for information from employees, management, outside agencies and the public.
• Designs and conducts employee training and orientation programs and assesses training effectiveness and modifies training programs as needed.
• Supports the Human Resources Director with employee and labor relations matters to include handling investigations, disciplinary matters and labor relations duties; assists in the collection and preparation of data used in negotiations.
• Supports the Human Resources Director with conducting formal and informal inquiries into discrimination, harassment and equal opportunity related complaints.
• Coordinates leave management programs; advises employees on their rights under the Family Medical Leave Act (FMLA), California Family Rights Act (CFRA), State Disability Insurance (SDI), Paid Family Care Leave (PFL), long-term disability and disability retirement; receives and processes requests for FMLA, CFRA and other leaves; determines eligibility and sends initial notices; requests additional information and prepares other leave-related correspondence; recommends approval or denial of leaves.
• Supports the Human Resources Director with monitoring compliance of the Department’s various programs with applicable laws, guidelines and regulations; tracks and analyzes proposed legislation to determine impact on human resources operations and programs; researches, develops and proposes updates to, and/or establishment of new, City policies, administrative regulations and personnel rules.
• Establishes highly effective working relationships with clients, employees and union representatives, representatives of community organizations, state/local agencies and associations, City management and staff and the public.
• Performs related duties as required.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, stooping, and squatting in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service. Additionally, the incumbent in this position may work in all weather conditions including wet, hot and cold. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required.

KNOWLEDGE, SKILLS AND ABILITIES

POSITION

To respond to fire alarms, medical emergency, and other emergency activities in the protection of life and property; and to participate in fire prevention, training and station and equipment maintenance activities.  The purpose of this recruitment is to fill a current vacancy in the Woodland Fire Department (WFD), as well as establish an eligibility list for future vacancies.

THE POSITION
To perform a variety of tasks in the maintenance of City-owned buildings, equipment and facilities.

The purpose of this recruitment is to hire a Temporary / Part-Time position. Applicants who do not meet the minimum qualifications for the Facility Maintenance Worker I position may be considered for employment as an Intern. Temporary / Part-Time employees work no more than 130 hours per month AND 960 hours per fiscal year. Typical work schedule will be three 8-hour shifts per week, excluding weekends and evenings.

IDEAL CANDIDATE
This position will perform semi-skilled tasks in a variety of light construction and maintenance activities. The Ideal Candidate will be customer-friendly and be a solutions-oriented professional who is flexible in dealing with shifting priorities, have good time management skills, and possess the ability to work effectively in the absence of supervision.

ESSENTIAL JOB FUNCTIONS
Maintain and repair City buildings, equipment and facilities by performing a variety of semiskilled carpentry, plumbing,  painting, heating/air conditioning, mechanical repair and electrical work as necessary. Inspect City buildings to locate conditions indicating the need for repairs and maintenance; assist in establishing and implementing preventative maintenance programs. Operate and maintain a variety of heavy tools and equipment, including small power and hand tools. Work cooperatively with others. Regular and consistent attendance.

OTHER JOB FUNCTIONS
Remodel and repair a variety of building components such as counters, tables, desks, bookshelves, cabinets, partitions, walls, windows and doors; boilers, water pumps, exhaust fans, compressors, and other water and sewage system plumbing as required. Perform electrical work such as wiring and rewiring; replace switches, ballast and receptacles as required. Prepare simple activity and related reports; maintain inventory and work records as required. Requisition supplies and materials. Perform general janitorial duties as needed. Perform other facility maintenance duties as assigned.

Citrus Heights Water District is seeking a Construction Inspector / Senior Construction Inspector to join our team. The selected candidate will be placed in either classification, depending upon the applicant’s qualifications.

This position is a key member of the District’s Engineering department, playing an essential role in inspecting the construction of water distribution system improvement by contractors and by private builders and developers. As one of a six-member team, this position is responsible for ensuring that materials and workmanship meet the District’s high standards, and that construction is carried out in accordance with local, State, and Federal requirements.

• The Construction Inspector is an entry-level class in the Construction Inspector series. Positions in this class typically have little or no directly related work experience and work under immediate supervision while learning job tasks. The Construction Inspector class is distinguished from the Senior Construction Inspector level by the performance of less than the full range of duties assigned to the Senior Construction Inspector level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of the assigned area of responsibility are learned. 
• The Senior Construction Inspector is the journey-level class in the Construction Inspector series and is distinguished from the entry-level class by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual, or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the Construction Inspector level once the incumbent meets the qualification standards of the Senior Construction Inspector level, demonstrates an ability to perform the full scope of the work, and meets performance standards.

Primary responsibilities:

The City of Thousand Oaks is seeking a forward-thinking and results-driven Budget Officer to play a pivotal leadership role in the Finance Department. As the strategic leader of the City’s biennial budget process, the Budget Officer collaborates with all departments, provides key insights to executive leadership, and ensures transparent, data-informed decision-making. With the City currently implementing a new budget software, the successful candidate will take ownership of the system and be responsible for producing the final budget documents in both print and digital formats. As part of this effort, the Budget Officer will lead a refresh of the City’s performance measures, working with departments to integrate meaningful, outcome-focused metrics into the budget. 

The City is preparing to undertake a comprehensive ERP system replacement, and the Budget Officer will serve as a key member of the implementation team, helping to shape financial functionality and ensure a smooth transition to the new platform.

PRIMARY RESPONSIBILITIES

Budget Strategy, Development, and Reporting 

• Lead the development and administration of the City’s biennial Operating and Capital Improvement budgets  

• Lead the development and administration of the City’s biennial User Fees, Fines, and Penalties Schedule 

• Lead the development and administration of the City’s annual Cost Allocation Plan  

• Collaborate with departments to align financial resources with City goals and priorities 

• Develop multi-year financial forecasts and monitor trends to support long-term planning  

• Write clear, concise, and effective staff reports to communicate complex financial information to City leadership and the public 

• Prepare and present budget reports and other financial information for internal and external stakeholders 

System Implementation and Innovation 

• Take ownership of the City’s new budget software system and the development of the online and PDF versions of the Adopted Operating and CIP budgets  

• Streamline and improve the City’s Monthly Financial Report  

• Play a key role in the planning and implementation of the City’s future ERP system replacement 

• Identify opportunities for process improvement and implement innovative processes 

 Financial Reporting & Capital Management 

• Oversee capital asset budgeting and coordinate with departments on project funding and tracking  

• Analyze financial and operational data to provide insights and recommendations to executive leadership 

• Develop tools and reports to improve transparency and decision-making across the organization 

Leadership & Collaboration 

• Supervise and mentor direct report(s), fostering ownership, accountability, and professional growth  

• Serve as a trusted advisor to the Finance Director and senior management 

• Coordinate cross-departmental efforts and facilitate a collaborative, service-oriented budget process 

Communication & Training 

• Deliver clear and effective presentations to staff, senior management, and City Council on budgetary reports, issues, policies, and financial data  

• Lead cross-departmental training efforts on budget systems, financial procedures, and reporting tools 

• Translate complex financial concepts inaccessible information for non-financial audiences

We are seeking a customer service-oriented individual with the competence and experience to address challenges with confidence and professionalism. The Plan Check Assistant performs a range of duties in reviewing and checking building construction plans (residential, commercial, and industrial) for compliance with all applicable State and City codes. 

PRIMARY RESPONSIBILITIES 

• Read and interpret architectural and structural engineering plans to ensure conformance with the California codes, structural design codes, and local municipal codes.  

• Respond to inquiries from, and provide information to architects, engineers, contractors, building designers, homeowners, and the general public regarding project status, plan checking, and other code-related issues  

• Provide assistance at the public service counter (over-the-counter plan checking, code and permit fee questions)  

• Perform routine engineering analysis and calculations  

• Approve over-the-counter plan revisions to issued permits

This newly established role, has been created to further strengthen our commitment to infrastructure excellence and service. Unlike similar roles in the City, this position has not been previously filled and offers a unique opportunity to shape and lead a critical division focused on engineering and construction of the City’s critical infrastructure. Depending on the qualifications and experience of the selected candidate, this position will be responsible for overseeing complex engineering projects related to the City's water and wastewater infrastructure, ensuring the continued reliability and advancement of these vital systems. 

The Public Works Department is seeking an innovative and proactive Engineering Division Manager who will be responsible for leading and managing the design, engineering and construction management to advance and protect the capital investments in the City’s critical public infrastructure.
