THE POSITION

The City of San Mateo is seeking a Per Diem Human Resources Technician providing a wide variety of technical human resource work in a variety of program areas including benefit administration; recruitment and selection; compensation; human resources information systems database analysis and report writing, and to do related work as required. This position receives general supervision from the HR Director or Senior HR Analysts.

• Prepare and maintain personnel records.

The Human Resources Administrator (Classification & Compensation) reports to the Director, Human Resources and is responsible for administering the District’s classification and compensation categorization system including performing highly confidential and professional level analytical work and advanced data analysis. This position makes recommendations based on studies and market data for professional-level administrative positions within the San Mateo County Transit District (SamTrans), Peninsula Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA) agencies.

Minimum Qualifications:

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Associate Degree in Business Administration, Economics, Statistics, Human Resources, Labor Relations, or directly related field.

The Yuba County Sheriff’s Department is currently accepting applications to establish an eligibility list for the classification of Correctional Officer.  Under continuing supervision incumbents perform a wide variety of support in two areas: corrections, in which incumbents ensure the security, safety and care of individuals in custody; and bailiff, in which incumbents ensure the safety and security of the courts and their personnel during court proceedings; and perform related work as assigned. The Yuba County Sheriff's Department is responsible for the administration of the Yuba County Jail and Jail staff. The Mission of the Yuba County Jail is to provide safe, efficient, humane and secure custody of all persons incarcerated. The county prisoner population is made up of those who are sentenced to county jail, those serving state prison sentences in the county jail under AB109, and those who are pre-trial and who have not yet been sentenced. The jail provides a necessary link in the criminal justice system. There are numerous programs operating within the facility including medical, kitchen, exercise, commissary, visiting, law library, inmate education, work programs, work furlough program, and inmate classification.

Yuba County Probation is currently recruiting for the position of Probation Aide. Under general supervision, assist professional and technical staff in providing a variety of casework and program support associated with the monitoring of adult and juvenile probationer cases; provide routine and structured office, community and client support to department programs including completing necessary forms and documents, serving notices, conducting diligent searches, and providing support for deputized probation officers; and related work as assigned.

THE DEPARTMENT

The Parks and Recreation Department mission is to provide opportunities for physical, cultural and social well-being; protect and enhance the physical environment; and ensure the effective and efficient use of public facilities and open space. The Parks and Recreation Department is organized by program area, with each program administered by a supervisor, coordinator, or specialist. 

The Recreation Division sponsors recreation and enrichment programs that meet community needs, address childhood obesity, promote wellness, create a culture of curiosity and learning, enhance the quality of life for the participants, and stimulate economic and community development. The Recreation Division consists of eight program areas, including Aquatics, Classes, Cultural Arts, Preschool and Early Learning, Senior Services, Sports, Rentals, and Youth Enrichment Services, as well as Special Events. Recreation staff are also tasked with operating recreation centers, picnic sites and rental facilities, preschools and select South San Francisco Unified School District after school sites that serve residents of all age groups.

THE POSITION

Under direction of the Recreation and Community Services Supervisor, performs responsible administrative, coordinating, and technical duties in one of the Parks and Recreation programs; and does related work as required. This classification is responsible for the day-to-day operation of the program and for the coordinating, supervisory, and administrative duties for the assigned program area.

Youth Enrichment Services (YES) Program:

The YES Coordinator is responsible for the operation of one of the City’s Licensed Before and After School programs or the REAL After School Programs, seasonal and summer camps. 

San Mateo County Health is seeking a highly qualified candidate for the position of Edison Clinic Therapist (Psychiatric Social Worker I/II).

Under general supervision, the Clinic Therapist will work approximately 40 hours per week, providing a wide variety of therapeutic services and, if time permits, up to 10 hours of social work case management services. Responsibilities include screening, assessment, evaluation, and psychotherapy, with a focus when appropriate on harm reduction therapeutic interventions and support services for clients in need of, or currently receiving, substance abuse therapy and treatment.

Additional duties include developing and implementing activities related to substance abuse prevention, intervention, and rehabilitation, as well as performing other related work. The position also involves providing social work services to non-therapy clients in support of other on-staff social work case managers.

The Position
The position will be embedded at the Public Health, Policy and Planning Edison Clinic at the San Mateo Medical Center, and possibly one morning per week at the Fair Oaks Health Center, with clinic hours Monday through Friday. 

This position will engage individuals with a range of mental health and substance use disorders to provide a range of services and supports, including but not limited to, diagnosis of issues to be focus of clinical attention, including substance use and other behavioral health needs; screening/assessing clients' needs using assessment criteria to determine medical necessity and identification of key clinical interventions; determination of stage of change; and engaging clients by using Motivational Interviewing and Harm Reduction practices.

The provider will provide therapy for primary case load, and as a backup also provide case management services, including transportation, client advocacy, client-driven treatment planning, and care coordination with other care providers; navigation of medical and mental health services, including medication assisted treatments; assisting clients with enrolling into benefits, including health coverage for which they are eligible; participate in a multidisciplinary team; use clinical consultation care coordination meetings; and partner with key referral sources and other service providers including but not limited to, San Mateo Medical Center (SMMC) Emergency Department (ED), Psychiatric Emergency Services (PES), and Primary Care and Specialty Clinics, BHRS clinics and programs, Substance Use Disorder treatment providers, including Palm Avenue Detox, shelters, Probation, and Correctional Health.

The Ideal Candidate
The ideal candidate will have significant knowledge, skills, experience, and training in providing therapy as well as case management; assessing and evaluating adult clients with mental health and substance use issues; determining appropriate referrals and recommending treatment plans; documenting in electronic medical records; establishing appropriate clinical relationships; and demonstrating strong understanding of confidentiality and ethics.

Three years of experience in clinical social work, psychotherapy, or a related field, particularly with diverse populations affected by mental health and substance use issues is highly desirable.

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.   A typical way to qualify is: Master's degree in Social Work, Social Welfare or a closely related field.

Licensure/Certification:

• Psychiatric Social Worker I: Registration with the Board of Behavioral Examiners as an intern.   An individual hired in this classification must become licensed within six years from the date of employment as a Clinical Social Worker issued by the State of California.
• Psychiatric Social Worker II:  Current California license as a Clinical Social Worker.

Special Requirements:  

• Individuals in this classification assigned to an on-site school program are required to meet any specialized requirements (i.e., Pupil Personnel Services credential) as stipulated by federal and state laws and regulations.
• Individuals assigned to Canyon Oaks Youth Center, must have the ability to complete 40 hours of mandated training annually.

The County of Yuba is currently establishing an eligibility list for the position of Victim Witness Advocate in the Probation Department. Under general supervision, assist victims and witnesses of crime by providing information, support, referral and advocacy services; monitor cases through the judicial system; conduct educational presentations regarding victim services; assist in completing victim compensation claims; and perform related work as assigned. This is the journey level in the victim witness advocate class series and is expected to exercise considerable initiative and independent judgment. Incumbents work initially under close supervision as they learn procedures and complex regulations and acquire the ability to apply the regulations. As experience is gained, an incumbent will work with more independence and carry an increasingly larger and/or more difficult caseload. 

Examples of Duties:

• Perform the delivery of supportive services to victims and witnesses, including crisis intervention, referrals to community service agencies, and follow-up services.
• Provide information regarding the criminal justice system, case status, restitution process and related information to victims and witnesses.

Examples of Duties - Duties may include but are not limited to, the following:

• Prioritizes work of staff; develops and trains staff; conducts performance evaluations; approves actions regarding hiring, promoting, and disciplining; and approves recommendations on all employee actions.
• Reviews changes in laws, regulations, and guidelines for their effect upon Library activities; evaluates the effect of such changes, and recommends and implements changes to policies and procedures as required for compliance.
• Assumes management responsibility for all daily operations, departments, programs, and services of the Library.
• Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned services including human resources administration, library development, library service plan, outreach and marketing and is involved in the planning, implementing, and managing of new technologies.
• Monitors and evaluates the efficiency, effectiveness and quality of service delivery methods and procedures for the department.
• Reviews the work plan for the Supervising Librarians and Supervising Library Assistant; meets with each to identify and resolve problems.
• Negotiates and resolves significant and controversial issues.
• Conducts meetings and makes presentations; functions as the Library’s project manager for special projects as assigned;
• Assists in the coordination of library activities with other City departments and outside agencies.
• May participate in the delivery of library services.
• Be a community liaison and lead in fundraising relating to service outreach and marketing.
• Assists in the preparation of the annual budget for the library; estimates staffing, equipment, and supply needs based upon recent trends and planned activities; monitors monthly expenditures after budget adoption; oversees disposition of surplus materials; and approves purchase requisitions.
• Prepares a variety of reports and correspondence; reviews internal policies and procedures; develops content for press releases and other material for dissemination to the public.
• Represents the City and Library in the community, within the Peninsula Library System, and at professional meetings and committees, as necessary.
• Responds to citizen inquiries; investigates and resolves patron complaints and concerns; applies the principles of good customers service and instills it in staff members.
