The Department of Public Works is responsible for delivering capital improvement projects for a wide variety of City facilities and infrastructure, maintaining City facilities and fleet assets, facilitating and regulating development activities, and providing animal care and services. Position Duties  

The total salary range(s) for this classification is/are:  

Animal Health Assistant (Full-Time & Part-Time): $31.76 - $38.58/hour  

Animal Health Technician (Full-Time & Part-Time): $34.94 - $42.44/hour 

This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience. 

The Department of Public Works is currently seeking to fill one (1) Animal Health Technician (Full-Time) and multiple Animal Health Assistants and Animal Health Technicians (Part-time Unbenefited) positions in the Animal Care and Services (ACS) Division. The Animal Health Assistants/Technicians will be responsible for providing paraprofessional medical care and treatment to shelter animals.  

Key responsibilities may include, but are not limited to:  

• Checking and monitoring the health of animals, as well as rendering first aid and emergency treatment. 

• Assisting shelter veterinarians in surgery, spay/neuter and other medical procedures. 

• Maintaining pharmaceutical and other medical supplies; cleaning of kennels/cages. 

• Feeding and caring for animals. 

• Humanely performing euthanasia, as required.  

These positions will be required to work weekends, holidays, nights and rotating shifts, respond to emergency animal services assignments during off-duty hours, and wear a uniform.

Qualifications: 

• Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

The City of Thousand Oaks is seeking a driven, detail-oriented Accounting/Customer Service Representative to join the Public Services Division within the Finance Department. This role will serve as a key liaison between the community and the City's revenue operations, managing a high volume of payments and customer inquiries, supporting diverse revenue programs, and adapting to evolving priorities. Primary Responsibilities

• Utility Billing & Collections: Prepare and adjust water and wastewater bills, resolve customer inquiries, and set up payment arrangements to maintain uninterrupted service. When accounts become delinquent, coordinate lien filings and work with customers and field crews to clear balances and restore service.
• Business Tax: Oversee the full life cycle of business license applications and renewals, from initial customer service to intake and fee collection, to compliance verification, and final issuance. Coordinate with Planning, Building, Code Enforcement, and Thousand Oaks Police Department to resolve discrepancies, update records, and provide guidance on licensing requirements.
• Payment Processing & Cashiering: Process payments for all revenue programs, both at the front counter and within a centralized unit, and reconcile daily cash receipts. Balance cash drawers, prepare bank deposits, and validate transactions against the general ledger.

• Interdepartmental Collaboration: Collaborate with field technicians, IT, Thousand Oaks Police Department, and other departments to resolve billing and payment issues, identify process improvements, and share best practices. Cross-train on multiple revenue streams to enhance team agility and service coverage.
• Administrative Support: Administer specialized billing programs, including parking citations for false alarm, from initiation through resolution, ensuring accuracy, analytics, and compliance.

• Breaks and removes concrete using a hydraulic breaker and handwork

• Perform skilled and semi-skilled work in the construction, maintenance, repair, and cleaning of streets, curbs, gutters, storm drains, and related structures
