San Mateo County Libraries currently has two Program Coordinator II opportunities—one supporting Public Services and another within the Human Resources Division.

 

1) Public Services Program Coordinator – Community Libraries

Under the general direction of the Deputy Director, the Public Services Program Coordinator plans and implements projects to strengthen customer service, safety, staffing, and operational consistency across San Mateo County’s 13 community libraries. The Coordinator will help to develop standards and training, coordinate safety & security measures, and track operational metrics to improve service delivery.

 

2) Training & Development / Volunteer Program Coordinator – Human Resources Division

The Training / Volunteer Program Coordinator is a project-focused role within San Mateo County Libraries’ Human Resources Division that manages the full lifecycle of staff learning and volunteer engagement. Under the direction of the HR Manager, this position builds, coordinates, and maintains the annual training calendar, coordinates volunteer intake and placements, ensures compliance and accurate records in our training and development system and in our volunteer management system, and uses dashboards, surveys, and reports to drive continuous improvement and recognition across the system.

 

The Ideal Candidate will demonstrate the ability to:

• Design, implement, and manage impactful programs that strengthen public service delivery (Public Services Program Coordinator) or support volunteer engagement and staff training and development initiatives (Training & Development / Volunteer Program Coordinator).

Examples Of Duties

Public Services Program Coordinator

Duties may include, but are not limited to, the following:

• In collaboration with library leadership, develop, document, and implement customer service standards and procedures for community library locations.
• Serve as the coordinator for Customer Care operations; track data, establish response standards, and monitor compliance.
• Review, update, and oversee public services standards and associated staff training materials.
• Assist with the inventory, management, and coordination of emergency equipment and supplies.
• Coordinate safety and security protocols, including incident reporting guidelines, tracking systems, and follow-up procedures.
• Work closely with the Training & Development Coordinator to develop and deliver training programs to ensure excellent customer service delivery and response to patron incidents.
• Review, update, and maintain weekend rotation schedules and staffing plans to ensure coverage and consistency across locations.
• Assist with various short-term public services projects related to customer service, service delivery, safety & security, and strategic plan implementation.
• Monitor and report on project metrics and operational data; recommend improvements.
• Prepare project reports, recommendations, and training documentation for the Deputy Director and library leadership.

 

Training & Development / Volunteer Program Coordinator

Duties may include, but are not limited to, the following:

• Collaborate with leadership to develop and coordinate the annual training plan and calendar; Identify, coordinate, implement, schedule, and track staff training and summarize results in quarterly reports.
• Support professional development programs such as LEAD, mentorship, and conference participation; maintain related documentation and budgets.
• Recruit, screen, and place volunteers in coordination with Community Library Managers and Volunteer Coordinators.
• Maintain accurate records in a volunteer management system; monitor engagement and retention through regular check-ins and reports.
• Plan, coordinate, and deliver staff and volunteer recognition and development events, including Staff Development Day and Volunteer Recognition Day.
• Co-chair the Volunteer Workgroup; lead meetings, track initiatives, and support systemwide volunteer outreach and onboarding.
• Compile quarterly dashboards and summaries; identify trends and recommend improvements to strengthen engagement and program effectiveness.

THE POSITION 

The City of South San Francisco seeks customer service-oriented individuals to join the Community Resource Team at the new Library | Parks and Recreation Center. This position is shared between the Library Department and Parks and Recreation Department and works under the direction of the Community Resource Analyst. The Community Resource Clerk will typically be stationed at the lobby desks on the first and second floors of the new Library | Parks and Recreation Center at 901 Civic Campus Way in South San Francisco, however, may temporarily be assigned to other sites, or to represent the departments at special events. This position will provide a welcoming presence by greeting members of the public and responding to visitor inquiries to assist with wayfinding in the facility and sharing information about activities in the building as well as city and other local community resources.

IDEAL CANDIDATE

The ideal Community Resource Clerk possesses excellent communication and interpersonal skills and will be comfortable working in a diverse community setting, providing customer service to community members of various ages, ethnicities, and abilities.  Candidates with bilingual skills are strongly encouraged to apply. The ideal candidate can work independently as well as with a team, and can make quick, quality, and educated decisions, taking a proactive approach to deal with customer service issues. Skill in using a personal computer and associated applications is required. The ability to work flexible hours, including evenings and weekends, is highly desirable. 
 

TYPICAL DUTIES:

• Assists in implementing the day-to-day operations at the Library | Parks and Recreation Center.
• Helps oversee use of the facility, ensuring appropriate security is maintained, policies and procedures are followed; appropriate equipment and materials are available, and building is operating efficiently.
• Registers participants in programs and assists patrons with Library or Parks and Recreation account inquiries.
• Performs typical service desk duties including but not limited to patron registration and account management, checking in/out materials, utilization of self-check equipment, assisting patrons with fines and fees, payments and placing reserves, and answering patron questions and requests.
• Maintain the posting of current promotional materials, such as flyers, brochures, guides, and other printed materials.
• Assists in coordinating the scheduling of classes, activities, meetings, events, and rentals in the facility.
• Assists patrons in using and locating library materials and equipment; explains library services, rules, and procedures.
• Works cooperatively with staff, parents, children, and other public and private sector employees and volunteers; coordinates with appropriate agencies to ensure that necessary services are provided to clients.
• Provides customer service in person, by telephone, and electronically.
• Performs general housekeeping duties related to the organization of materials and equipment in the common areas of the facility.
• Prepares for programs, including set up and take down; organization of required supplies.
• May be responsible for opening and/or closing the facility according to established procedures.
• Performs related duties and responsibilities as assigned.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: Minimum of 18 years of age. One year of paid or unpaid work experience involving customer service.

Training:  Equivalent to graduation from high school.

Licenses/Certificates: All licenses and certificates must be maintained as a condition of employment.

•  Possession of, or the ability to obtain, a current First-Aid and CPR certificate within the first 12 months from date of hire.

DISTINGUISHING CHARACTERISTICS
Contract Administrator I is the entry and first working level class in the Contract Administrator series. Initially, under close supervision, incumbents perform basic contract administration duties while learning County and programmatic policies, procedures, and guidelines. As experience is gained, there is greater independence of action within established guidelines. This class is flexibly staffed with the Contract Administrator II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency, which meets the qualifications of the higher-level class.

Contract Administrator II is the fully experienced, journey-level class in this series, capable of independently performing the full range of contract administration duties. Employees are normally given substantial latitude in determining approach, procedures, systems, and methods in accomplishing the work goals. They make basic programmatic decisions that require the exercise of independent judgment and are responsible for coordinating multiple functions or processes. Incumbents at this level are typically assigned the more complex contracts.

 

The ideal candidate will demonstrate the ability to:

• Support and/or lead complex procurement processes by applying knowledge of spending thresholds and competitive requirements, and County policies.
• Draft clear and comprehensive purchasing documents, including scopes of work, contracts, and amendments.
• Monitor and coordinate workflows for multiple contracts and competitive processes, ensuring timely progress and attention to detail.
• Analyze vendor data, synthesize reports, and identify areas requiring follow-up or escalation.

• Coordinate the full lifecycle of contract development and amendments in collaboration with division managers, including drafting scopes of work, facilitating formal competitive processes, securing approvals, and maintaining comprehensive contract files.

• Conduct quarterly vendor monitoring through OFAS report analysis and escalate findings to management.

• Review, authorize, and manage contract payments and invoices.
• Provide training, technical assistance, and consultation to staff and partners.
• Maintain current knowledge of contract and procurement regulations.
• Develop RFPs, competitive solicitations, and agreements in line with organizational goals.
• Represent the Libraries at meetings and committees as needed.
• Perform related duties as assigned.

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

Contract Administrator I:  Two years of professional-level administrative or programmatic experience, primarily in the area of contract administration in a community services or related setting.  

Contract Administrator II:  Four years of professional-level administrative or programmatic experience, primarily in the area of contract administration in a community services or related setting.
 

Knowledge of: 

• Principles and practices of public administration.
• Principles and practices of the program areas to which assigned.
• Principles and practices of contract development, negotiation, and monitoring, including budgeting and financial record keeping.
• Principles, practices, and techniques of administrative and programmatic research and analysis. 
• Applicable federal, state, and local laws, rules, and regulations, and County and program policies and guidelines. 
• Computer applications related to the work. 
• Office administrative practices and procedures, including records management and the operation of standard office equipment.

Skill/Ability to:

• Develop and evaluate proposals and negotiate contracts and agreements.
• Develop, monitor, and analyze budgets and program performance.
• Plan, coordinate, and implement administrative and programmatic research and analysis.

THE POSITION

Library Aides provide customer service to library visitors. Duties include checking items in and out at the Checkout Desk, opening new library accounts, collecting fines and fees, shelving materials, and assisting library visitors in finding materials and using the computers. Other tasks may include processing materials, providing storytimes for children, and assisting with other public programs for children, teens and adults. This is an ideal job for someone who is friendly, computer savvy, enjoys working with the public, putting things in order, and is detail-oriented. Bilingual skills are desirable.

 

DEFINITION

Under supervision, to do library clerical, technical and customer service work, and related assignments as required.

Check materials in and out, sort materials, open new library accounts, explain library policies and resolve disputes, collect fines and fees, assist library patrons with self-checkout and public-use computers, printers, photocopiers, and scanners, answer routine information questions, complete opening and closing procedures, and perform related duties as assigned.

MINIMUM QUALIFICATIONS

 

Knowledge of:  Modern office and record-keeping procedures; use of office equipment and technology; numerical and alphabetical filing; basic mathematical principles.

Ability to: 

Provide excellent customer service; apply and explain library policies; communicate clearly, both orally and in writing; perform basic troubleshooting and assist patrons with computer use; adapt to changing technology and working conditions; learn the Dewey Decimal Classification System and library procedures; interact positively and cooperate with co-workers; function under demanding time pressure; respond in a positive manner to supervision; and attend work and perform duties on a regular and consistent basis. 

Bilingual ability (Spanish, Mandarin, Cantonese, or Tagalog) is highly desirable.

Must be physically able to stand for extended periods, walk, bend, kneel, push wheeled carts, lift, reach overhead, go up and down stairs, and use a step stool.

Availability for evening and Saturday shifts is required.
