ABOUT THE POSITION

We have a fantastic opportunity for an experienced, forward-thinking professional to join our team as Facility Maintenance Manager and lead our dynamic citywide facility maintenance program. In this pivotal role, you’ll work collaboratively with City staff, contractors, community partners, and public facility users with tact, discretion, and professionalism in every interaction. As our Facilities Maintenance Manager, you’ll take the helm in planning, organizing, coordinating, and managing both staff and operations of the Facilities Maintenance Division. DEFINITION: Under general supervision, direct, supervise, and coordinate operations and maintenance activities for the Town’s Public Works and Parks departments. Public Works responsibilities include, but are not limited to, streets, right-of-ways, street medians, storm drain maintenance, stormwater pollution prevention, streetlight maintenance, major park facility repairs, and Town buildings.  Parks responsibilities include, but are not limited to, parks, landscaped public areas, recreational amenities, minor park facility maintenance, and open space amenities. Functions and responsibilities under each Department may shift or overlap due to operational, staffing, or other Town needs.

 

DISTINGUISHING CHARACTERISTICS:

The position is a supervisory class that performs and oversees work that is difficult and complex. The position exercises direct supervision to workers in the maintenance workerseries.  The incumbent is responsible for assisting with the development, recommendation, and implementation of the Town’s goals, objectives, policies, and procedures, and works extensively with Public Works and Parks and Recreation staff, other Town employees, various public/private organizations, and the general public. The person in this position performs maintenance work in addition to supervision. Cross departmental collaboration between the Public Works and Parks maintenance function is required, to ensure service continuity, emergency response, and project completion.

SUPERVISION RECEIVED/EXERCISED:

Under general direction of Department Directors or their designees, the Public Works/Parks Maintenance Supervisor assists in overseeing the Public Works and/or Parks maintenance activities of the Town.  The position is responsible for supervision of staff assigned to Public Works and Parks Maintenance programs, and organizes, supervises, and carries out year-round preventive and ongoing maintenance programs.   WORKING CONDITIONS:

Attends meetings at various sites within and away from the Town.

Work on evenings, weekends, and holidays may be required. Incumbents must be willing to work extended hours and be called back in emergencies.  

 

PHYSICAL DEMANDS:

Work is conducted in an office setting and in the field on a year-round basis. • Supervise assigned services and activities related to:

• Participate in the monitoring and evaluation of efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.
• Plan, direct, coordinate, and review the work plan for assigned areas; assign work activities and projects; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
• Select, train, and evaluate assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; investigate problems and recommend and implement discipline. 
• Order and maintain supplies, tools, and equipment.
• Provide recommendations on staffing, equipment, materials, and supplies needed for public works and parks maintenance activities.
• Serve as liaison for the operations and maintenance function with other Town departments and outside agencies; negotiate and resolve sensitive and controversial issues.
• Establish, ensure compliance, and enforce safety requirements; coordinate and participate in safety training for staff.
• Respond to and resolve difficult and sensitive inquiries and complaints.
• Serve in various emergency response roles as required.
• Assist in the implementation and reporting of contractual agreements in compliance with state and regional regulations, and local policies and procedures.
• Coordinate and oversee contracts for quality work and adherence to contract terms and conditions.
• Provide technical guidance to contractors concerning public works and parks projects.
• Assist and coordinate work of various community groups,such as volunteers, or scouts.
• Coordinate with and support Public Works or Parks operations when workload, staffing, or Town priorities require cross-assistance.

Overview:

The Plant/Pipeline Mechanical Technician II will perform maintenance and repair functions on industrial equipment used in water treatment, recycled water, water purification plants, pumping stations, and hydroelectric plants. This position will also work on related mechanical equipment components used for water treatment, storage, distribution, and flood control. They will be required to perform maintenance and repair duties on water conduits and equipment. As well as performing a variety of tasks relative to assigned areas of responsibility. This position will be assigned to work at one of Valley Water’s three water treatment plants in Santa Clara County and can be assigned to work rotating on-call weekends after approximately 1-2 years.

Ideal Experience:

• Operate a variety of mechanical maintenance equipment.
• Read, interpret, and work from plans, drawings, and specifications.
• Procedures to maintain records of work performed.
• Diagnose operational problems in mechanical equipment and recommend corrective action.
• Perform the most complex maintenance and repair functions on District water treatment and distribution systems.
• Perform mechanical maintenance on pipelines, equipment in pumping stations, hydroelectric plants, and water treatment plants.
• Estimate labor and materials required to correct mechanical problems.

• Use common desktop applications and software.

Ideal Knowledge:

• Methods and techniques involved in the maintenance and repair of water treatment and distribution and systems including pumps, valves, gauges, and chemical feeds.

Ideal Training and Education:

Must have equivalent to the completion of the twelfth grade.

Required License or Certificate:

Additionally, they install, repair and/or replace controls for energy management system as well as perform preventive maintenance and sheet metal work, including design and fabrication.

The Building Maintenance Division of the Maintenance Operations Department is also seeking experienced Building Maintenance Workers to provide general maintenance support for all public facilities, such as City Hall, Historic Buildings, Fire Stations, Police Department, Recreation facilities, and Rental Housing. Maintenance tasks for the general assignment typically include painting, electrical repairs, wall repair, roof repair, carpentry/metal work, and floor repair.

About the Position:  The Farm Maintenance Worker performs general maintenance and construction tasks at Deer Hollow Farm in the Rancho San Antonio Open Space Preserve and reports to the Maintenance Supervisor. Deer Hollow Farm is an educational, working farm with cows, pigs, goats, sheep, chickens, and other livestock.  Duties include performing maintenance and construction tasks using hand and power tools, operating and maintaining Farm vehicles, and assisting with daily Farm operations. • Coordinates with other departments for other related work, communication systems, fiber network, speed radar signs, wireless communication systems and other related work to do with the city communication systems.

• Tracks budget and works with analysts to ensure accurate spending records are maintained as well as accurate tracking of contractor costs.

• Maintains the correct inventory of all needed equipment and supplies on hand to ensure all repairs throughout the city can be made in an efficient manner

• Maintains the required response time by staff for trouble calls that come in for signals not operating properly and all other associated trouble calls.

• The Position in this classification will rely on experience and judgment to ensure the efficient and effective functioning of the assigned electrical operation/program area.

• Plans, schedules, and evaluates work performed by assigned staff.

• Tracks maintenance budgets and works with analysts to ensure accurate financial records are kept.

• Coordinates and implements work orders, as well as works with IT to implement updates to programs and applications.

• Incumbents regularly work on tasks that are varied and complex, requiring considerable discretion and independent judgment.

• Positions in this classification rely on experience and judgment to ensure the efficient and effective functioning of the assigned electrical operation/program area.

• Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver services.

• Responsible for ensuring all the performance measures and other reporting categories are maintained accurately and consistently.

• The incumbent must also be comfortable interacting with the general public to provide updates on service requests and update to senior staff.

• This position requires high constructive energy and excellent communication, to ensure that the requests are understood and there are solutions to solve the problem.

• Must be able to direct contractors for needed work for on call, stolen wire installing traffic signal poles as well as streetlighting poles involved in accidents.

Acceptable Substitution: Documented proof of completion of 8,500 hours of both course work and experience in all of the areas covered in the State of California Electrician Apprenticeship Standards may be substituted for completion of a recognized Electrician Apprenticeship program. These areas include residential wiring, commercial and industrial wiring, intercom and signals, controls, underground work, trouble shooting, finishing and fixture hanging, solid state controls, and stock and inventory. Completion of the State of California Electrician Certification exam will be accepted as proof of completion of 8,500 hours of electrical work experience.

Certifications/Licenses: Possession of a valid State of California driver’s license.

The ideal candidate should possess a combination of technical skills, certifications, experience, and professional attributes suited to complete a full range of journey level mechanic work by performing preventative maintenance, repair and overhaul of gasoline, diesel, alternative fuel, hybrid and electric, heavy duty vehicles and equipment that includes but not limited to fire engines and pump systems, fire trucks including large trailer aerial ladder trucks, gang mowers, aerial work platforms, and construction equipment such as loaders, graders, dump trucks, back hoes, asphalt trucks, trailers, rollers, street sweepers, air compressors, and off road equipment.

Water Resources Mechanics perform a wide range of tasks involving mechanical maintenance and repairs of pumps, plumbing systems, electric motors, compressors, piping, boilers, underground infrastructure, facilities and buildings, carpentry, HVAC systems, mechanical drives, gear boxes, blowers, collectors, belt filter presses, and chemical feed systems. The work is done at the Water Reclamation Plant, located at 101 West Jack London Boulevard in Livermore.

A Water Resources Mechanic I performs a range of tasks requiring journey level mechanical ability and aptitude. Work assignments are performed according to established rules and procedures. Independent judgment is required and is supported at regular intervals by supervisory review and direction. A Water Resources Mechanic II is distinguished from the WR Mechanic I by the possession of advanced journey level mechanical ability and aptitude and is responsible for solving more difficult technical problems.
