The anticipated hiring range for the Wastewater Treatment Plant Maintenance Supervisor position is $95,985 - $119,982 annually, with a full salary range up to $143,978. The City typically makes offers within the hiring range based on the candidate’s experience and qualifications.

DESCRIPTION 

The City of Thousand Oaks is seeking a hands-on and technically proficient Wastewater Treatment Plant Maintenance Supervisor to support operations at the Hill Canyon Treatment Plant (HCTP), a 24-hour, Class V advanced tertiary wastewater treatment facility with a 14-million-gallon-per-day capacity that treats an average of eight million gallons of wastewater daily from domestic commercial, and industrial sources. HCTP employs a wide range of sophisticated technologies, including a SCADA system, complex mechanical process equipment, analytical instrumentation and meters, industrial electronic control systems, and power distribution infrastructure.  

The Maintenance Supervisor oversees the maintenance of this diverse and critical equipment, including on-site power generation systems such as biogas-fueled cogeneration and photovoltaic solar array that offsets the facility’s energy use. Treated effluent is produced to an advanced tertiary level and reused for agricultural and landscape irrigation, while biosolids are managed and hauled off-site for composting. This role requires strong leadership, sound technical judgment, and the ability to manage shifting priorities in a highly regulated, continuously operating environment, while ensuring safe, reliable, and compliant plant operations.  

PRIMARY RESPONSIBILITIES 

• Plans, organizes, supervises, and evaluates the work of assigned staff; develops, implements, and monitors work plans, processes, systems, and procedures to achieve established goals, objectives, and performance standards.  

• Plans, directs, and evaluates employee performance; establishes performance expectations and development goals; provides regular coaching and feedback; and recommends recognition or corrective action, consistent with the City’s Personnel Rules and Regulations. 

• Participates in the recruitment and selection of maintenance staff; coordinates and provides staff training; and works with employees to address performance or skill deficiencies.  

• Establishes schedules and methods for providing plant maintenance services; identifies staffing, equipment, and material needs; and allocates resources accordingly. 

• Provides leadership to ensure a high-performance, safety-focused, and team-oriented work environment aligned with departmental and City goals.  

• Participates in budget development; forecasts funding needs for staffing, equipment, materials, and supplies; monitors expenditure; and recommends budget adjustments as needed. 

• Performs and oversees complex mechanical, electrical, and equipment maintenance and repair activities.  

• Oversees and supports the maintenance, reliability, and performance of the Supervisory Control and Data Acquisition (SCADA) system, including coordination with control technologies, operators, and IT staff to ensure system availability, alarm functionality, and integration with plant equipment and processes.  

• Monitors SCADA system trends, alarms, and performance data to identify equipment issues, support preventive and corrective maintenance activities, and ensure timely response to system or equipment anomalies that may impact plant operations.   

• Monitors work sites to ensure adherence to safety policies and procedures; responds to and resolves complex operational or equipment-related issues. 

• Inspects work in progress and upon completion to ensure compliance with City standards, regulations, and operating procedures.  

• Serves as technical liaison with contractors, consultants, and engineers on mechanical and maintenance-related projects. 

• Maintains inventory of tools, equipment, parts, and supplies required for efficient plant maintenance operations.  

• Operates motorized equipment as required and performs physical and hand-on maintenance work in support of plant operations. 

• Prepares and maintains operational records, reports, and documentation related to maintenance activities.  

• Maintains current knowledge of industry trends, technologies, and best practices through training and professional development. 

• Performs related duties as assigned.

The Director of Public Works is a regular, full-time, administrative, at-will, exempt position. Under general administrative direction, plans, directs, manages, and oversees the activities and operations of the Public Works Services Department including street maintenance, facility maintenance, landscape maintenance, equipment maintenance, wastewater collection and treatment, and water production and distribution; coordinates assigned activity with to other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

The ideal candidate will have a Public Works background with excellent communication skills, ability to cultivate positive relationships, approachable, responsive, and innovative.  The City is seeking a leader with emotional intelligence and knowledge of performance/change management to implement the City Council’s and City Manager’s vision.  Experience working with streets, wastewater, water distribution, parks, fleet, facilities, engineering workforce are desirable.

Keep informed of the status and availability of necessary tools, equipment, and material to ensure availability in advance of need; ensure that material and equipment are properly stored, protected, and maintained; initiate purchases of equipment and supplies required for the Department; coordinate and approve purchasing, bidding, and project cost estimation. 9. Provide staff assistance to the City Manager; prepare and present staff reports and other necessary correspondence. 10. Research and prepare technical and administrative reports and studies; prepare written correspondence as necessary; provide periodic reports on department activities. 11. Represent the Public Works Department to other departments, elected officials, and outside agencies; coordinate assigned activities with those of other departments and outside agencies and organizations. 12. Explain, justify, and defend department programs, policies, and activities; negotiate and resolve sensitive and controversial issues. 13. Participate on a variety of boards, commissions, and committees including City Council meetings. 14. Attend and participate in professional group meetings; maintain awareness of new trends and developments in the fields related to the operation and maintenance of the City’s infrastructure; incorporate new developments as appropriate. 15. Summary

THE POSITION

                             SELECTION PROCESS:

During the assessment process, the rater(s) will not have access to your name, application or resume. You are solely evaluated on your supplemental responses, so please be detailed as possible. 
• The eligibility list for hire will be determined by the supplemental questions. 
• Additional testing such a written, oral panel interviews, and department level interviews may occur.
• Applicants seeking Veteran’s Preference must submit form DD214 with application.
