We have an outstanding career opportunity to join a high-quality municipal Public Works Department with the City of Thousand Oaks.

The City is currently accepting applications to fill two positions in the Landscape Division at the City’s Municipal Service Center in the Newbury Park area of Thousand Oaks.
 

Primary responsibilities:

• Perform skilled work in the pruning, care, and maintenance of trees and grounds maintenance, including chemical application duties
• Perform heavy manual labor in the care and maintenance of trees and in performing grounds maintenance
• Install, repair, and program irrigation systems and controllers
• Perform graffiti removal
• Perform routine and emergency work from an aerial lift bucket
• Assist in overseeing the work of contractors
• Assist with the cleanup of encampment and abandon property cleanup efforts 
• Support police personnel in non-enforcement and enforcement situations involving unhoused individuals, including posting, documentation, and storing private property 

Note: Work Schedule – 4/40 (Monday – Thursday, 6:30 a.m. to 5:00 p.m.). Position involves performing after-hours emergency work on an “as needed” basis and on-call duties on a rotating basis.

WATER DISTRIBUTION OPERATOR I/II

Water Distribution Operator I: $4,256 - $5,174 monthly (paid bi-weekly)

Water Distribution Operator II: $4,700 - $5,710 monthly (paid bi-weekly)

Summary Description

Under immediate supervision (Water Distribution Operator I) or general supervision (Water Distribution Operator II), performs skilled maintenance, repair, and construction work on the potable water treatment and distribution system of the water utilities services division; operates maintenance and construction tools and equipment; performs a variety of maintenance tasks relative to water distribution and treatment.

Water Distribution Operator I: This is the entry level class in the Water Distribution Operator series. This class is distinguished from the Water Distribution Operator II by the performance of the more routine tasks and duties assigned to workers in this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to City established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or indirectly related work experience. Employees work under immediate supervision while learning job tasks.

Water Distribution Operator II: This is the full journey level class within the Water Distribution Operator series. This class is distinguished from the Water Distribution Operator I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from level I.

The City of Thousand Oaks is seeking a Plant & Equipment Mechanic to become an integral part of our team at the Hill Canyon Treatment Plant (HCTP). In this role, you'll perform a variety of challenging and rewarding tasks, including installing, maintaining, and repairing mechanical and electrical equipment critical to the plant’s operations. Primary Responsibilities

• Identifies and performs a variety of maintenance, troubleshooting, repairs, installations, and modifications on wastewater treatment plant mechanical equipment and facilities, including but not limited to:
  • Mechanical grinders, pumps, valves, engines, blowers, motorized valves actuators, lab equipment, air compressors, etc.
  • Industrial grade machinery, boilers, digester equipment, bulk chemical storage and delivery systems, hydraulic and pneumatic systems and devices.
  • Fabricates and or modifies equipment mounts, brackets, supports, utilizing welding, drilling, milling, tapping, etc. 

• Coordinates activities with operations personnel and contractors to ensure efficient and streamlined operations
• Completes and maintains maintenance logs on the City's Computerized Maintenance Management System (CMMS)
• Responds to night and weekend emergency calls as needed

The Public Works Maintenance Superintendent (Streets) is a management-level role within the Maintenance Division of the Public Works Department. This position is responsible for overseeing the operation of construction and maintenance equipment, street and sidewalk repairs, street drainage system maintenance, and graffiti abatement.

Key duties for this role include:

• Overseeing the operation of construction and maintenance equipment.

• Managing street and sidewalk repairs.

• Maintaining street drainage systems.

• Leading graffiti abatement efforts.

This position also involves:

• Coordinating the functions needed to maintain streets and related infrastructure in a safe and reliable manner, ensuring accessibility for all users.

• Coordinating the equipment needs of the Streets Section.

• Managing activities including staff supervision, assisting with budget preparation and monitoring, and addressing the training and safety needs of the staff.

Minimum Qualifications for consideration - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: Equivalent to the completion of the twelfth grade supplemented by specialized training in tree and landscape care and maintenance.

Experience: Four years of increasingly responsible experience in maintaining, trimming, and caring for trees, landscape, and related equipment, including tree climbing experience are required. Supervisory/lead experience is desired.

License or Certificate:

Possession of, or ability to obtain within one year, certification as a Certified Arborist from the International Society of Arboriculture (ISA).

Possession of, or ability to obtain within six months, Electrical Hazard Awareness Procedures and CPR/First Aid/AED certifications.

Possession of, and ability to maintain, a valid Class A drivers license including trailer and tank endorsements.

Wastewater Treatment Plant Operator III

($25.51- $32.66 per hour)

PURPOSE: Under general supervision, assists in the operation and maintenance of a Wastewater Treatment Plant on an assigned shift.  Performs related responsibilities as required.

DISTINGUISHING CHARACTERISTICS:

In addition to being a full, advanced journey-level position, incumbents are expected to provide lead supervision over wastewater treatment plant maintenance staff.  Employees assigned to this class coordinate and perform the full range of skilled duties to operate, maintain, repair and modify the Wastewater Treatment Plant and the wastewater collection system.  

This position reports to the Utility Systems Supervisor and assists in determining equipment, personnel and material needs.  This position may act as the WWTP Supervisor (or as the Utility Systems Supervisor, if qualified) during periods when the appointed Utility Systems Supervisor is on vacation or absent from work for other reasons.

ESSENTIAL RESPONSIBILITIES:

1. Assists in the operation of valves and other related controls to distribute flow through unit process and application of chlorine and chemicals to the wastewater.

2. Monitors control equipment such as pumps, motors, valves, blowers, sludge collectors, heat exchangers, sludge thickeners and other related process equipment.

3. Reads meters, gauges and other instrumentation.

4. Maintains a daily record of facility operation, samples collected and corrections to unit processes.

5. Adjusts or alters chemical treatment of the plant as necessary.

6. Collects samples for observation and analysis from unit processes.

7. Performs daily and weekly laboratory analysis as needed for process adjustments and performance indicators.

8. Performs preventative maintenance to equipment, such as routine service, lubrication and cleaning of process equipment and machinery.

9. Operated a wide variety of tools and equipment used in minor mechanical repair and operation of process equipment.

10. Assists in minor repairs to all process equipment as needed.

11. Performs building and ground maintenance, which may involve weed control, gardening and janitorial services.

12. Performs related duties as required.

This position maintains, repairs, inspects, plans, modifies, designs, installs and calibrates instrumentation, electrical, and SCADA control systems for wastewater treatment facilities; maintains a spare parts inventory; and trains operations staff in the understanding of instrumentation and control systems related to the process operation.

Details:

• Full-time regular position, 9/80 schedule with every other Monday or Friday off.
• Salary range $35.80 to $45.70 hourly with Excellent Benefits.

Our Minimum Qualifications for consideration are:

Education: Equivalent to the completion of the twelfth grade supplemented by college level course work in electronics or a related field.

Experience: Two years of increasingly responsible experience in the maintenance, repair, fabrication and installation of instrumentation systems in a wastewater treatment system, water distribution, water processing, or other industrial process control environment.

Education/Training: Equivalent to a Bachelor's degree from an accredited college or university with major coursework in civil engineering, environmental engineering, environmental sciences or a related field. 

Experience: Five years of increasingly responsible wastewater treatment plant and collection system operations and maintenance experience including two years of administrative and supervisory responsibility. One year of Biological Nutrient Removal Treatment Processing is desirable.

License or Certificate:

Possession of a State of California Wastewater Treatment Plant Operator Grade V certificate is highly desirable.
