The Department of Housing is a catalyst for increasing access to high-quality affordable housing for households earning a variety of incomes, and supporting related community development activities, so that housing and robust services exist for people of all income levels and ages in San Mateo County. The Department consists of two divisions: Housing and Community Development (HCD) and the Housing Authority of the County of San Mateo.

HCD is recruiting for a Housing and Community Development Specialist II/III position. Reporting to the HCD Deputy Director of Real Estate Development and Asset Management, the Housing and Community Development Specialist II/III positions will engage in a variety of functions aimed at increasing the supply of affordable housing throughout San Mateo County and forging partnerships to address critical housing needs. The open position is on the Asset Management Team.

The ideal candidate for this position has broad experience with real estate lending asset management, as well as specific experience managing affordable housing loans and assets in a public sector housing department, community development lending department at a financial institution, or asset management department for an affordable housing owner or developer. The ideal candidate will have experience responding to typical asset management requests from borrowers, other lenders, and government agencies. The ideal candidate will be able to develop and manage systems for documenting loan and sponsor health, including risk rating systems. The ideal candidate has experience reviewing typical affordable housing financial statements for the purpose of determining property performance and calculation of net cash flow and residual receipts.

Examples Of Duties

The Asset Management Team’s HCD Specialist's programmatic support duties may include, but are not limited to:

• Financial reviews of operating budget, capital improvement plans, and audited financial statements.
• Reviewing, calculating, and auditing cash flow analysis for portfolio assets.
• Preparing or providing oversight of loan interest calculations, loan balance audit confirmations, loan payoffs, and database maintenance.
• Assessing, invoicing, and collecting fees and payments owed to the County of San Mateo.
• Preparing annual risk rating assessments of the project loans.
• Ensuring invoices are issued to collect the net cash flow (residual receipt payments) due to the County.
• Collection of required project and operating documents from borrowers.
• Reviewing annual tenant income and rent information (rent rolls) submitted by project owners/managers to ensure compliance with applicable affordability and operating covenants.
• Verification of appropriate insurance coverage to ensure that the County’s assets are protected.
• Reviewing management plans, management agreements, fair housing documents, and other operating documents to ensure they meet appropriate requirements.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

HCD Specialist II: Two years of experience in construction administration, building inspection, real estate appraisal, community development project coordination, economic development, or loan application preparation and processing.

HCD Specialist III: Three years of experience in a housing and community development program which has included responsibility for coordination of construction, financing, community development, or economic development projects.

HOUSING OFFICER

The City of Sunnyvale is seeking a Housing Officer to oversee the Housing Division in the Community Development Department, responsible for the City's affordable housing programs, human services funding, federal grants and homeless services. The ideal candidate will be a passionate affordable housing professional known for being creative and solution-oriented and will be well-versed in state and federal housing legislation and familiar with the unique challenges presented by California's housing market. This position manages the City's varied federal, state and local housing programs and projects and is responsible for managing the technical, fiscal and policy aspects of complex projects and programs. This position serves as liaison to the Housing and Human Services Commission which advises the City Council on funding and policy related to affordable housing and human services. The Housing Officer needs to work collaboratively with the Director, the other two program managers, the Housing Division staff, and many directors and program managers in other City Departments. Excellent written and spoken communication is required along with an excellent rapport with stakeholders and colleagues.

Currently, major work efforts include implementation of the 2023-2031 Housing Element Programs and establishment of programs to assist unhoused members of the community. The City of Lincoln is hiring for the seasonal and part-time position of Assistant Pool Manager within the Recreation Department.  This position may require evening, weekend, or other shift work.  Under direction, this position will assist in the overall operations of a swimming pool facility, and its assigned temporary employees; to assist in the planning, organizing, coordination, development, implementation, promotion, and evaluation of aquatic activities and programs for all ages.

The Assistant Pool Manager is the working lead class responsible for assisting with the daily operations of the pool and aquatics program. This class is distinguished from the next higher classification of Pool Manager in that the latter has overall responsibility for the pool operations, programs, and staff.  The Assistant Pool Manager receives direction from the Pool Manager; exercises indirect supervision over temporary and seasonal aquatics personnel; and may exercise direct supervision in the Pool Manager’s absence.

ESSENTIAL FUNCTIONS
Include but are not limited to the following:

• Assist in monitoring and supervision of the day-to-day operations of the aquatics program, which includes direction to lifeguards/instructors; enforce and explain pool regulations and policies; administer first aid and perform emergency rescues.
• Maintain proper health specifications, in restroom and locker areas and take all safety precautions.
• Manage the daily opening and closing of the facility.
• Assist in the oversight of proper sanitation and maintenance of pool water; ensure cleanliness of restrooms, dressing rooms, and public areas; report maintenance conditions affecting facility operation and security.
• Assist in the oversight of the safe and proper operations of assigned pool; ensure pool rules and safety guidelines are followed; maintain order with disruptive patrons and exercise crowd control where warranted; and, refer escalated issues to assigned supervisor or proper authorities.
• Exercise lead/indirect supervision over all assigned staff including temporary and seasonal staff, independent contract instructors, and volunteers. Exercise direct supervision in the Pool Manager’s absence.
• Participate in the recruitment and hiring of temporary, part-time, or seasonal aquatics staff as required.
• Promote and enforce water safety procedures; effect swimming rescues; render first aid and CPR as required; ensure the safety of pool users and enforce all user rules and policies of the department.
• Complete, review, and file accident and incident reports; assist with follow-up related to reports; purchase, check, and maintain first aid equipment; perform daily safety checks and inspections of the facility and all equipment.
• Assist with employee schedules; complete reports on chemical tests; assist with the training of lifeguards and other aquatics staff; verify and check aquatics staff timecards; submit timecards to Pool Manager for approval; coordinate and facilitate staff meetings; assist with special events.
• Work with maintenance staff to ensure that pool facility maintenance procedures are followed.
• Keep the pool, pool deck, and auxiliary buildings/areas clean and free of litter and debris.
• Act as the Pool Manager in her/his absence.
• Perform related duties as assigned.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS
Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, stooping, squatting, grasping, and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when reading correspondence, statistical data and using a computer. The need to lift, drag and push files, paper and equipment weighing 25 pounds or more is also required. The incumbent may use cleaning chemicals, or pool chemicals, which may expose the employee to fumes, dust and air contaminants. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot and cold and is required to swim.

KNOWLEDGE/ABILITIES/SKILLS
The following are a representative sample of the KAS’s necessary to perform essential duties of the position.

Knowledge of: Modern principles and practices of aquatics programs; facilities, operations, and techniques used in aquatics programs; routine swimming pool maintenance, chlorinators, heaters, and other equipment used in a pool facility; current techniques in swim lesson instruction; basic pool chemistry, including chemicals used to disinfect water and maintain proper PH in a public pool; practices and principles of first aid and CPR lifesaving safety measures at a public pool; health and safety codes applicable to the operation of a public pool; principles and practices of customer service; modern office equipment, methods, and procedures; computer hardware and software; proper English, spelling, and grammar.

General

The Engineering Manager will report to the Director, Bus Infrastructure and Capital Projects and will be responsible for the engineering functions of the infrastructure and capital project development department for the San Mateo County Transit District (SamTrans). 

The Bus Infrastructure and Capital Projects Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The department’s projects include design and construction of zero emission infrastructure (battery electric bus (BEB) charging infrastructure and hydrogen fuel cell electric bus (FCEB) infrastructure) for SamTrans's revenue and non­revenue fleet of nearly 400 vehicles, sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North Base and South Base Maintenance Facilities. 

Essential Functions & Duties

Examples of Essential Functions:

• Oversee the development of standard plans and specifications that can be used for future SamTrans infrastructure projects.
• Oversees the development of a Design Quality Management Plan for SamTrans projects.
• Manage general engineering and architecture consultants that develop design documents, technical specifications, cost estimates, and schedules for construction projects.
• Oversee management of the scope, schedule, budget, and quality of infrastructure projects from initiation leading into construction phase.
• Responsible for the selection, management and ultimate successful delivery of vendors, contractors, and other professional services for infrastructure projects. 
• Manage consultants and professional level staff outside of the agency. Ensure District DBE, SBE and other labor compliance policies are followed. 
• Responsible for the capital project development and implementation for SamTrans.

•  Inspects ongoing construction projects to ensure compliance with design intent.
• Manage and participate in the development and implementation of Standard Plans and Specifications, Design Quality Management Plan and other relevant documents to help improve the workflow and development of the department.
• Plan, direct, coordinate, and review the work directives for assigned staff or contractors; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff and/or contract service providers to identify and resolve problems.
• Provide reviews and approve final project plans, specifications, and cost estimates as well as conduct quality assurance checks for project managers in the preparation of plans, specifications, cost estimates, requests for proposals, and bid documents for SamTrans’ infrastructure projects as necessary.
• Manage consultants with technical expertise across multiple disciplines in conducting independent technical reviews of SamTrans’ infrastructure projects.
• Coordinate and collaborate closely with SamTrans project stakeholders.
• Provide documents and briefs to Executive Management and the Board on the status, progress, and requirements of SamTrans infrastructure projects.
• Manage coordination, communications and expectations with project stakeholders, and internal cross-functional teams responsible for different aspects of planning, design, and engineering
• Provide direction and guidance to consultant staff responsible for managing infrastructure projects.
• Provide support for federal and state grant applications for funding of SamTrans infrastructure projects.
• Support development of contract solicitations.
• Investigate, evaluate, and resolve project issues.
• Identify root cause of issues. Determine and present appropriate solutions.
• Review cost estimates, monitor project schedules and budgets, and monitor work in progress.
• Coordinate the provision of capital project development and implementation services with other departments and divisions.  
• Act as subject matter expert of all technical and regulatory matters affecting bus facility and infrastructure projects.
• Coordinate with federal, state, and local agencies during project implementation, and ensure compliance with their administrative guidelines.
• Represent SamTrans before the Board of Directors, city councils, and other state, federal, local, and regional agencies, boards, and before local citizens in public meetings and hearings as needed.
• Develop, negotiate, and monitor contracts and cooperative agreements with other governmental agencies, private consultants, and private contractors.
• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm.  Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

Supervision: Works under the general supervision of the Director, Infrastructure who establishes goals and objectives and evaluates performance.   

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• Bachelor’s degree in engineering or a closely related field.
• Five (5) years full-time increasingly responsible management experience in the area of civil, electrical, mechanical, or other closely related engineering design, construction management, or public works project management.
• Three (3) years full-time direct management level supervision of engineering staff.
• Possess a registered Professional Engineer License in the state of California.

Preferred Qualifications:

• Experience in management and delivery of complex engineering design projects for public transit agencies.
• Leadership of engineering design teams and projects.
• Experience with federal, state, and local funded projects. 
• Experience with Quality Control/Quality Assurance throughout a project lifecycle.
• Experience with Storm Water System Design management.
• Development of Capital Improvement Plans and Budgets.
• Experience working in Transportation Operations and Maintenance.
• Knowledge of CEQA and NEPA requirements, especially those relevant to transit agencies. 
• Able to possess a valid California drivers’ license.

Position Duties:

Salary Range

The Assistant Director salary range is currently $178, 713.34 - $288, 700.62. Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package. 

The Position

Minimum Qualifications:

The Utilities Department manages a combined budget of approximately $30.9 million for FY25, with $16.4 million allocated to sewer services and $14.5 million to water services. The Utilities Department supports regional wastewater treatment through technical and strategic engineering work at the South County Regional Wastewater Authority (SCRWA). Engineers in this department coordinate multi-jurisdictional projects and ensure regulatory compliance while managing impactful capital projects. The SCRWA serves both Gilroy and Morgan Hill, managing a wastewater treatment facility that processes approximately 2,000 acre-feet of recycled water annually. Working alongside the treatment plant contractor, the Utilities Engineering Team plays a crucial role in overseeing capital improvement projects and ensuring the infrastructure meets current and future demands.

The Utilities Business Manager is an exciting opportunity for a financially savvy, strategic thinker to make a meaningful impact in one of Gilroy’s most vital service areas. The Utilities Business Manager will be responsible for managing multiple enterprise funds, guiding long-range financial planning, and leading rate studies and forecasting that drive decision-making for water, wastewater collection, and wastewater treatment services. The Utilities Operations Manager role is ideal for a mission-driven leader who thrives in fast-paced, hands-on environments and is passionate about delivering top-tier utility services. The Utilities Operations Manager will oversee an Operations Division of 18 staff with two direct reports, and may supervise more staff as the department grows. They will oversee the City’s water distribution and wastewater collection systems, ensuring safe, efficient, and sustainable operations. In addition to supervising day-to-day functions, they will lead the implementation of new technologies, including a Computerized Maintenance Management System (CMMS), while also cultivating a culture of safety and accountability. The ability to navigate regulatory standards, build team capacity, and drive process improvements will be essential. The ideal candidate brings a proven track record in utilities maintenance and operations, along with strong project management skills and a proactive approach to problem-solving.

 

The Senior Environmental Engineer - Wastewater will lead high-profile wastewater treatment initiatives for the South County Regional Wastewater Authority (SCRWA). The Senior Environmental Engineer - Wastewater will oversee one direct report and, working alongside the third-party contractor for the treatment plan, will serve as the technical lead for complex CIP projects, regulatory reporting, consultant oversight, and cross-agency collaboration. The Engineer will play a pivotal role in ensuring long-term environmental sustainability while enhancing infrastructure critical to regional growth. The ideal candidate will have strong expertise in sanitary or environmental engineering and understanding of regional, state, and federal-level regulations. EMPLOYMENT STANDARDS

Utilities Business Manager:

• Education: Bachelor’s degree with major coursework in business, public administration, accounting, or other similar field of study. Master’s degree is desirable.
• Experience: 4+ years professional finance or budget experience, including 1 year supervisory.

Utilities Operations Manager:

• Education: Bachelor’s degree in civil engineering, construction management, environmental sciences, public administration, or a related field of study.
• Experience: 3-7+ years of relevant utilities operations and supervisory experience.
• Alternative Minimum Qualifying Education/Experience:  Possess at least 60 semester college units from an accredited college or university (related coursework preferred); and possess and maintain a CA Drinking Water Distribution Grade D5 certification issued by the State of CA Water Resources Control Board.

Senior Environmental Engineer - Wastewater:

• Education: Bachelor’s degree in Civil, Sanitary or Environmental Engineering.
• Experience: 5+ years of professional sanitary, civil, or environmental engineering experience. Significant experience in wastewater engineering and project management is needed.

CERTIFICATION & LICENSING REQUIREMENTS

• Senior Environmental Engineer - Wastewater: Must possess a valid Certificate of Registration as a Professional Engineer (PE) in the State of California. If an applicant possesses all of the minimum qualifications, except registration as a Professional Engineer in the State of California, the applicant may (at city’s sole discretion) be allowed up to one (1) year to obtain registration as a condition of employment.
• Utilities Operations Manager: Must possess a California Drinking Water Distribution Grade D2 certification (or obtain within 12 months of hire), and obtain CWEA Collection System Maintenance Grade I and Water Treatment Grade T1 certifications within the same timeframe.

Utilities Business Manager Annual Salary: $128,385 - $176,334 DOE/DOQ
Utilities Operations Manager Annual Salary: $134,803 - $185,164 DOE/DOQ
Senior Environmental Engineer Annual Salary: $134,803 – 185,164 DOE/DOQ

Initial placement in the salary range is typically within the first half of the range; however, in certain circumstances (i.e. an experienced lateral candidate) placement at or above the midpoint may be considered. The last 3% of the salary range requires five year of City of Gilroy service and strong work performance – see MOU for specific requirements.

THE DEPARTMENT

At the helm of the City’s legal leadership is a part-time elected City Attorney, Rob Epstein, who has served for seventeen years as San Rafael’s City Attorney with dedication and expertise. An elected City Attorney is fairly rare (a total of 10 statewide) and the part-time position is even more unique. For many years, this distinctive structure has delivered an effective combination of elected political leadership with professional legal support for the City. In this model, the elected City Attorney sits as a trusted counterpart to the elected City Council, providing both legal advice and political leadership.

In addition to the elected part-time City Attorney, the City’s legal office is comprised of two full-time attorneys and one legal assistant. The legal team has been known for its collegial, respectful, and inclusive environment. The City Attorney’s Office also oversees and collaborates with various outside legal counsel. 

Due to the part-time nature of the position, the elected City Attorney does not manage or oversee the daily operations of the City’s legal affairs. Instead, this responsibility falls to the Chief Assistant City Attorney, who provides operational leadership and management. This classification is part of the Mid-Management employee group, a team of highly qualified and dedicated individuals who work under general direction and supervision of their department Directors. Essential responsibilities include but are not limited to:

• Consults with and provides legal advice to staff in various departments of the City. It is anticipated that a key responsibility of the Deputy City Attorney will be to consult and support Human Resources with Labor Relations, Discipline, Investigations, ADA, and EEO issues, while also providing legal advice to other client departments.
• Reviews staff reports.
• Drafts and reviews ordinances, resolutions, contracts, deeds, leases and other legal documents and instruments
• Represents the City at various Brown Act meetings and community meetings.
• Performs legal research and prepares opinions on various legal issues for City departments.
• Represents the City in civil and some criminal matters in both state and federal court and in administrative or mediations proceedings.  Examples of routine matters include representing the Police Department in Pitchess motions and gun violence retraining orders. 
• Manages claims and litigation with support from the other attorneys in the office.

EDUCATION and/or EXPERIENCE:
