THE DEPARTMENT

The City Clerk’s Office in San Rafael is led by a full-time, elected City Clerk who also serves as Department Head, supported by two Deputy City Clerks. IDEAL CANDIDATE AND CORE COMPETENCIES

The City Clerk’s Office is seeking a full-time Deputy City Clerk to join a dedicated team committed to transparency, civic engagement, and exceptional public service. This position provides professional-level support to the City Clerk and other City departments, with responsibilities spanning public records management, legislative support, and compliance with open government laws. • Strong knowledge of the California Public Records Act (CPRA), including experience reviewing, redacting, and releasing public records in compliance with legal requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to - view the full job spec HERE)

• In the absence of the City Clerk, functions as the City Clerk, attends City Council meetings and perform all of the duties of holding a public meeting, including facilitating public comment, calling roll for Council votes, etc.
• Ensures adherence to established Council meeting procedures and rules; processes Council actions in the form of resolutions and ordinances; performs research, data gathering and analysis for written reports to the City Clerk.
• Prepares Council Chambers or other rooms for meetings.
• Generates Action Agendas and finalizes official minutes. • Processes and responds to Public Records Act (PRA) requests.
• Plans, organizes, develops, implements and administers the City-wide records management system.
• Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the department.
• Participates in the development and administration of the department's budget.
• Maintains current knowledge of new trends and innovations in the field of records management.
• Answers telephone calls, responds to email, researches records and retrieves information for general public, City Council and City staff.
• Prepares agenda packets, hard copy and electronically, for Council meetings.
• Files and indexes official City records as prescribed.
• Maintains other City and departmental records and files.
• In the absence of the City Clerk administers oaths of office, acts as Notary Public and certifies official City records. 
• May be required to work evenings and/or irregular work hours.
• Makes recommendations regarding office procedures and processes, including technology, to improve workflow and implements improvements subsequent to approval.

EDUCATION and/or EXPERIENCE

Deputy City Clerk I: Equivalent to AA degree and three years of progressively responsible experience using state of the art technology in a local government agency, preferably in a City Clerk’s Office.

Deputy City Clerk II: in addition to the requirements for the Deputy City Clerk I, this level requires at least 4 years of experience as a Deputy City Clerk I or demonstrated ability to successfully complete the essential duties and responsibilities at the full journey level with a high degree of autonomy. Bachelor’s Degree preferred. Certified Municipal Clerk designation preferred. 

Both levels: Commission as a Notary Public in the State of California within six months of appointment

HOUSING OFFICER

The City of Sunnyvale is seeking a Housing Officer to oversee the Housing Division in the Community Development Department, responsible for the City's affordable housing programs, human services funding, federal grants and homeless services. The ideal candidate will be a passionate affordable housing professional known for being creative and solution-oriented and will be well-versed in state and federal housing legislation and familiar with the unique challenges presented by California's housing market. This position manages the City's varied federal, state and local housing programs and projects and is responsible for managing the technical, fiscal and policy aspects of complex projects and programs. This position serves as liaison to the Housing and Human Services Commission which advises the City Council on funding and policy related to affordable housing and human services. The Housing Officer needs to work collaboratively with the Director, the other two program managers, the Housing Division staff, and many directors and program managers in other City Departments. Job Description

Under general direction, the Waterfront Property Manager implements programs for management and leasing of Port land and buildings for retail, commercial, office and industrial uses.  Responsibilities include an assignment that focuses   on a combination of property management, leasing and occasional special events coordination.

The essential functions of this position include:

• Ensures lease compliance, regularly inspecting leased areas to determine if property is maintained in accordance with the lease and inspects vacant spaces to determine maintenance and repair needs.
• Negotiates lease, lease renewals, license agreements, Memorandum of Understanding and permits with prospective and current tenants in accordance with established Port policies and practices, legal and regulatory restrictions and market conditions to maximize the potential revenue of the Port.
• Drafts leases, license agreements and other documents in accordance with established policies and practices for the review and approval of Port management and legal counsel.
• Responds to requests from tenants and members of the public for maintenance, repairs, improvements and modifications, establishing cooperative relationships with Port’s neighbors and tenants while protecting the Port’s interests.
• Initiates work requests for repairs and improvements for both leased and unleased property with the Port’s Maintenance Department. 
• Reviews the aging report and tenant ledgers with the Collections Officer to analyze and reconcile tenant accounts.  Position requires the negotiation of payment plans and settlement agreements, drafting default and 3-day notices, and preparation of forms to correct and initiate billing.
• On behalf of Port Real Estate, review and provide comments on plans submitted for building permits, acting as a liaison between tenants and Port building and fire inspectors.
• Conducts market and feasibility studies related to marketing operations of retail, commercial and industrial property to provide current information to be used in management’s evaluation and appraisal of proposed projects.
• Abstracts lease agreements to document key lease provisions.
• Documents tenant-related matters to include incidents, agreements, and understandings, to ensure accurate records and effective communication.
• Assists the Special Event Coordinator with assessing potential impacts of certain events on Port facilities and tenants.  Communicates with Port tenants and other external stakeholders on potential impacts such as street closures or restricted access to Port facilities.
• Responds to complaints regarding the facilities, noise, traffic, trash, etc. 
• Performs other related duties and responsibilities as assigned.

Assistant Transportation Engineer
Definition
Under general supervision, an Assistant Transportation Engineer performs professional engineering duties in connection with the location, design, construction, maintenance, and operation of transportation systems and related projects.

Distinguishing Characteristics
This is the second professional transportation engineering level. Incumbents perform moderately complex assignments and exercise some latitude for independent judgment. Incumbents at this level may be assigned specific projects with minimal supervision. Additionally, incumbents may direct the work of lower level engineers, technicians, and others who assist in specific project assignments. Incumbents may occasionally lead smaller, short-term projects or studies of limited scope.

This class is distinguished from the entry level class of Junior Transportation Engineer in that incumbents of the latter class perform entry level professional engineering duties under close supervision.

Associate Transportation Engineer
Definition
Under direction, the Associate Transportation Engineer supervises and performs responsible professional, field and office engineering work in connection with the planning, design, construction, maintenance and operation of transportation systems and projects; and to participate in a variety of services and special studies requiring the application of professional knowledge and skills.

Distinguishing Characteristics
This is the journey-level class in the professional transportation engineer series. Associate Transportation Engineers typically perform more difficult or complex engineering work, using independent judgment, and typically serve as the project lead, providing lead supervision to lower level professional and technical staff on a project basis.

The Associate Transportation Engineer is distinguished from the next higher level of Senior Transportation Engineer in that the latter class has full supervisory responsibility over staff and consultants of a major unit or program.

In addition to the duties below, the Assistant/Associate Engineer will have the opportunity to: 

• Manages contractors and/or solution providers to deploy transit signal priority (TSP) systems. This includes assigning and tracking work activities and schedules, as well as delegating tasks.
• Coordinates with local agency staff in charge of traffic signal systems in the deployment of TSP systems, including during the operations and maintenance phase to address identified operational issues and required maintenance.
• Participates in the development and selection process for requests for proposals (RFPs) for new or expansion of TSP systems, including request for bids (RFB) for constructing supporting elements such as the installation of new traffic signal controller cabinets.
• Participates in the development of system engineering management plan (SEMP) for TSP systems, including for work tasks in the deployment phase. During the deployment, participates in ensuring system requirements and procedures for the verification plan meet the highest quality standards.
• Provide guidance in the development of project deliverables, such as scopes of work, technical approach, schedule, civil design collaboration, and deployment of TSP systems.
• Assist in the inspection of construction elements (e.g. traffic signal controller cabinet installations), integration tests, field tests, and performance evaluation for an expansion of an existing or a new TSP system.
• Prepare Board memos and presentations, as well as regular monitoring reports.

This position may be filled at different levels depending on the candidate’s qualifications, experience, and business needs. Title and compensation will be commensurate with the selected candidate’s background.

This classification is eligible for a 4% professional incentive pay for maintaining a valid Professional Engineer (PE) license issued by the State of California. The incentive will end if the incumbent leaves the classification or fails to maintain the required license.

Essential Job Functions:

Assistant Transportation Engineer
Typical Tasks:

• Performs drafting, engineering computations, research report writing, direction of field operations involved in the gathering and compiling of data for the planning, design, and construction of transportation systems and projects;
• Performs technical reviews of design plans and contracts specifications, engineering cost estimates, construction schedules and engineering studies of transportation systems and projects;

Associate Transportation Engineer

• Performs professional engineering activities related to planning, design, construction maintenance and operation of transportation facilities including fixed guideways, transit, highway, bicycle, airport and other facilities;
• Reviews technical reports on transportation systems design submittals, reviews design submittals from contractors for contract compliance and recommends changes to existing planning and design criteria;
• Reviews documents prepared by subordinates, consultants, and other parties;
• Determines route alignments;
• Makes analyses to determine best design;
• Develops routes and schedules for transit system facilities;
• Supervises the design and construction of transportation system facilities;
• Directs other engineering personnel in preparing final plans and maps;
• Supervises the preparation of detailed drawing and specifications;
• Writes reports and makes estimates of a specialized nature in connection with various transportation projects;
• Makes preliminary designs and estimates for determining budgetary needs for construction and maintenance activities;
• Performs related work as required.

When assigned as a project manager, subject to general review:

• Responsible for technical details of an entire project, such as planning, design, and contract documents, typically involving project coordination and administration;
• Resolves technical problems concerning the planning, design, construction, maintenance and operation of transportation facilities;

Position Duties:

Salary Range

The Assistant Director salary range is currently $178, 713.34 - $288, 700.62. Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package. 

The Position

Reporting to the Director, the Assistant Director serves as the Chief Operating Officer of the Environmental Services Department (ESD), overseeing a budget of approximately $550 million and seven direct reports. This executive leader provides strategic and operational direction across a broad and complex portfolio, including Integrated Waste Management, Watershed Protection, Water Resources, Wastewater Management,  Regulatory Affairs and Purified Water, Utility Financial and Business Operations, and Communications. In partnership with Deputy Directors, department leaders, and citywide stakeholders, the Assistant Director drives alignment with City priorities while ensuring regulatory compliance, operational excellence, and organizational effectiveness. Key responsibilities include leading utility rate setting, guiding long-range capital and infrastructure planning, and supporting major initiatives such as homelessness response and environmental restoration. Minimum Qualifications:

• Education: A bachelor’s degree from an accredited college or university in business administration, public administration, engineering, environmental sciences, or related field.

Position Duties  

The Department of Public Works (DPW) is currently seeking to fill one (1) Principal Engineer/Architect position in the City Facilities and Architectural Services (CFAS) Division. This is a limit-dated position that is anticipated to be funded through June 30, 2027, subject to further extension as appropriate. The Principal Engineer/Architect will support the Library Department (LD) in leading the coordination for the Library Facilities and Customer Experience Planning. This individual will play a key leadership role in driving critical infrastructure initiatives, including supporting the implementation of the California State Library Building Forward Infrastructure Grant projects and managing capital and facilities planning processes in collaboration with the LD and consultants. This individual will act as a leader, ensuring timely and effective project execution, and delivering results that meet organizational and state funding objectives.  

Reporting to the Deputy Director, the Principal Engineer/Architect will require the ability to extensively collaborate across the LD, the DPW, Planning, Building and Code Enforcement (PBCE) and other contractors/vendors, while maintaining adherence to budgets, timelines, and plans. Outstanding leadership, a high degree of accountability, and the ability to establish an excellent working relationship with all stakeholders are required to be successful in this position.  

Key Responsibilities 

• Lead the design and construction of major public works projects, in partnership with the Library Department.  

• Lead a multi-disciplinary team of engineers, architects, technicians, and inspectors to deliver high-quality, cost-effective, and consistent services. 

• Oversee engineering/architectural or other technical research; review, analyze, and prepare recommendations to Senior and Executive staff regarding project and/or program scope or objectives. 

• Direct and coordinate the preparation of cost estimates and project and/or program budgets; monitor budgets and schedules for performance. 

• Consult with Senior and Executive staff, contractors, other departments, and consultants to plan, design, and construct major engineering/architectural and/or other technical projects. 

• Direct and coordinate the creation, planning, and management of capital budgets and staffing plans to successfully deliver capital projects. 

• Oversee the planning and execution of the procurements of design consultants and construction contracts. 

• Partner with the department’s other executive staff to lead transformation, training, and other process improvement efforts in the City’s capital improvement program. 

• Prepare technical reports and correspondence as required.
