The Manager, Track & Structures reports to the Deputy Director of Infrastructure Engineering and is responsible for overseeing railroad track and structures engineering support for the Peninsula Corridor Joint Powers Board (Caltrain)

Essential Functions & Duties:

• Acts as agency lead on matters related to track and structures.
• Oversee the track and structures engineering tasks for design/construction of Caltrain Capital and SOGR projects and provide technical support for planning on grade separation projects.
• Ensure the capital and maintenance projects comply with the contract agreement and implement the approved design for compliance with JPB standards and specifications. 
• Lead the advanced technical reviews of projects to assess constructability, examine design details, perform quantity audit, and recommend construction sequencing.
• Establish effective relationships and liaise with Caltrain operation contractors, consultants, internal departments, and other agencies (CPUC, FRA, UPRR, etc.) on railroad track and structures related to influence design and project development.
• Supervise staff.  Hire, mentor and take appropriate corrective and/or disciplinary action.  Ensure EEO policies and procedures are followed. Participate in selection of staff. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

Examples of Essential Duties: 

• Plan, develop and implement the group’s work plan, budget, goals, and objectives to be consistent with the Engineering Department’s goals.
• Manage the design review of project documentation such as drawings, basis of design, specifications, technical reports, and calculations for compliance with Caltrain Standards and for cost effectiveness of the design. 
• Lead development of potential solutions to the design/construction team and presents for design optimization, risk management challenges, and constructability improvements.
• Assist with Maintenance Department to develop the annual and long-term railroad track engineering and maintenance plans, coordinate these plans with capital projects and support to implement the plans.
• Review and provide technical input for capital and maintenance projects for compliance and cost effectiveness of the design.
• Perform QA reviews of RFIs and submittals as well as participate in change order review and final inspections to construction. 
• Ensure track and structures comply with all return-to-service requirements following all construction activities.
• Review and evaluate project specific designs and provide technical recommendations to design variance approval process.
• Responsible for Caltrain Bridge Management Program.
• Responsible for updates to Caltrain Engineering Standards.
• Train, motivate and monitor staff activities, provide direction, and to identify and resolve the problems.
• Provide 24/7 on-call construction and maintenance support.
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees and the public from injury or harm.  Promote safety awareness and follow safety procedures to reduce or eliminate accidents.

• Bachelor’s degree in civil or related field. 
• Professional Engineer's license.
• Five years of relevant experience or demonstrated equivalency of experience of railroad design and engineering in a railroad, engineering firm, or public works agency with experience managing professional staff.
• Railroad structures projects design experience through all phases of design and construction.
• Experienced with AREMA, FRA and CPUC Standards.

Preferred Qualifications:

• Able to respond 24/7 to service and operational needs in a variety of weather and road conditions.
• Experienced with AREMA, FRA and CPUC Standards.
• Effective oral, written, and presentation communication skills.
• Possess a valid California driver license with safe driving record or able to obtain one within six months of hire.

Position Summary

Under the general direction of the Senior Information Systems Manager, this position provides system support during implementation and ongoing support after implementation including report writing, configuration, routine inquiries and user support for the District’s various enterprise technology systems including UKG Pro Workforce Management Time & Attendance and Central Square Technologies Finance Enterprise.   The Business Information Systems Engineer works with end-users, vendors, and members of the Information Systems Department to identify, analyze, and resolve systems issues and provide maximum capability and satisfaction to users.

Position Summary

This position demands a wide range of technical skills. Under the direction of the Communications Electronics Supervisor, this position provides technical support for the communications, access control, video and electronics control system in place throughout the District. The Communications Electronics Technician installs, maintains, test and repairs electronics communications system located at various District facilities from San Francisco to Santa Rosa. These include, but is not limited to, P25 trunked radio system, microwave equipment, video cameras and management system, access control system, programmable logic controllers, fiber optics and network communications equipment. The position is also involved in the installation and maintenance of communication and fiber optic cabling systems. 

Essential Responsibilities

• Installs and maintains the following: P25 trunked radio system, access control system, video management system, programmable logic controllers and associated controls, microwave equipment, public address systems, telephone lines and fiber optic cables
• Installs, tests, and maintains electronic and two-way radio equipment in Buses, Ferries, District vehicles and facilities, and radio sites

Minimum Qualifications

Education and/or Experience: 

• Associate’s degree in Electronics, Communications Technology or completion of electronics, communications technology certification program

• FCC General Radio Operator License (GROL) license preferred

Required License: 

Must possess and maintain a current and satisfactory driving record. No reckless driving and DUI within the last 7 years. No more than 2 moving violations within the last 3 years. Operates District vehicles on a regular basis.

Physical Requirements:

Must be available for emergency repair call backs. Must be able to work outside in inclement weather. Able to lift up to 50 lbs. Able to climb towers, bridge main cables, radio antenna towers and structural steel. Must be able to bend and crawl in small areas to install security equipment requiring bending and reaching. Put arms, hands, and fingers into narrow openings. Exposure to exhaust fumes, noise, and sharp edges. May encounter reptiles, spiders and venomous species at remote radio sites.

This position may have a potential for or actual exposure to lead. Pursuant to OSHA regulations, District employees are not exposed to lead at concentrations greater than 10 micrograms per cubic meter (µg/m3) of air averaged over an 8-hour period.

Hours of Operation:

Monday - Friday, subject to 24-hour call back and monthly rotational on-calls. Must go to all District locations, including Bridge Towers, Bus Depot, Ferry Piers, remote mountain tops, etc.

Facilities Maintenance & Operations

The Position
Under the direction of a Supervising Stationary Engineer, Stationary Engineers are responsible for a wide variety of repair and maintenance work in the areas of HVAC, electrical, plumbing, refrigeration, emergency power systems, water treatment systems, boiler equipment, and piping repair, building automation systems, and miscellaneous equipment repair. Stationary Engineer II is a journey-level classification, and incumbents are expected to have proficiency, perform independently, and solve complex problems in all of the areas listed above.

There are multiple vacancies to be filled throughout the Department. Work locations will include Redwood City Government Center, San Mateo Medical Center, Youth Services Center, and Maple Street Correctional Facility.
Candidates hired as Stationary Engineers must be willing to work evenings, weekends, and alternate shifts. They must also successfully obtain and maintain a Sheriff's Office security clearance as a condition of employment. 
 
The ideal candidates for these positions will have:

• At least three years of journey-level experience as a Stationary Engineer.
• A minimum of three years of journey-level experience in mechanical, electrical, and plumbing systems.
• Extensive knowledge and experience working with boiler and HVAC systems.
• Proficiency in a wide variety of installations and repairs on plumbing, gas system piping, chiller/boiler piping, and wastewater systems, including the ability to operate a large sewer snake.

Qualifications:

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  
 

• Completion of courses related to maintenance, installation, and repair of electrical, HVAC, plumbing, refrigeration, and power equipment.
• Two years of journey-level experience as a stationary engineer or equivalent, AND demonstrated experience in maintaining, installing, and repairing electrical, HVAC, plumbing, refrigeration, and power equipment in a large building, plant, or vessel.
• Two years of experience can be substituted with the completion of an apprenticeship program.

Licensure/Certification:

• Must obtain and maintain Sheriff's Office security clearance.
• Universal Certification in Freon recovery upon hire.
• Obtain Backflow Certification within six months of hire and maintain certification.
• If designated as the water treatment operator, possession of or ability to obtain a valid Grade II Water Treatment Operator Certification issued by the State of California within six months of employment is required.

The Medical Center operates outpatient clinics throughout San Mateo County and an acute-care hospital in San Mateo. The mission of San Mateo Medical Center is to "partner with patients to provide excellent care with compassion and respect." As part of an integrated Health System, the Medical Center serves the healthcare needs of all residents of San Mateo County, with an emphasis on education and prevention.

We are seeking two clinic managers who will operate under the general direction of the Deputy Director of Ambulatory Care. The clinic managers plan, coordinate, direct, manage, supervise and evaluate the full range of programs and services offered at the community-based health clinics; recommend, develop, implement and evaluate goals, objectives, policies and procedures related to clinics; provide leadership and coordination to community groups, public and private agencies, advisory boards and volunteers in planning and implementing clinic services; and provide highly complex staff support to senior-level management. The clinic managers also lead and participate in complex performance improvement activities; develop systems to track the progress of strategic initiatives, departmental operational goals, and communicate progress in key forums; develop productive relationships with labor partners while navigating operational needs and developing and sustaining effective employee engagement processes. The clinic managers exercise direct and indirect supervision over a diversified clinical and support staff team.

The ideal candidates will have working knowledge of clinic operations, particularly in outpatient clinics that offer primary care, adolescent care, and pediatrics, as well as in budgeting and scheduling. The ideal candidates will also be experienced in change management, improving patient satisfaction scores, and continuous process improvement (Lean). Experience in a public/safety net clinic is highly desirable. The ideal candidates will also have the ability to lead complex performance activities.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Plan, direct, monitor, coordinate and evaluate the operations and service delivery programs of a regional health clinic or clinics, including needs assessment, program design and planning, implementation, evaluation, and regulatory enforcement.

• Direct, coordinate, and participate in the development and implementation of program goals, objectives, policies, procedures, and priorities that balance both mandated services and community health care needs.

• Assess the quality of patient care; develop and generate community support for changes or enhancements to service delivery methods; advocate for patients with medical staff to ensure appropriate care is provided.

• Monitor census/patient flow and project future patient care demands; develop staffing schedules and assignments to provide the necessary level and type of care.

• Develop, present, and advocate for clinic funding; administer and monitor the approved budget to ensure the accomplishment of clinic care objectives within budget restrictions.

• Act as liaison between senior-level management, advisory boards and commissions, regulatory bodies, and program staff to ensure that all appropriate policies and guidelines are followed, and that programs are funded with adequate resources to maintain mandated and expected levels of service.

• Maintain an effective working relationship with a variety of public and private organizations, including other Health Services Agency staff, County departments, and agencies.

• Consult with other program managers on relevant program issues; develop alternative strategies for dealing with community health needs and assist in the implementation of solutions as necessary.

• Act as advocate and spokesperson in the community in support of programs and services; interpret, explain, and direct the enforcement of community health-related standards, codes, and regulations.

• Provide highly complex staff assistance to senior-level management and related commissions and advisory boards on program issues.

• Prepare a wide variety of detailed written reports, policies, procedures, and contracts.

• Perform related duties as assigned.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Three years of administrative or managerial experience in a healthcare delivery, social, or community services organization, including significant responsibility for one or more of the following: program and budget development, program service delivery, funding, utilization, coordination of community resources, or program evaluation.

Position Summary

Under general direction of the Secretary of the District, performs complex and highly analytical work for the Secretary of the District, members of the Board of Directors and associated committees.   Departmental lead on government tort claims, legal documents and communications and participating in complex, sensitive, and detailed analytical work in the areas of budgets, historical preservation and economic, regulatory and administrative policy. Provides internal customer service by assisting managers and executive level staff in complex analysis.  This position requires a high degree of accuracy, discretion, confidentiality, excellent communication skills, and robust customer service skills. 
 

Essential Responsibilities

• Serves as the primary analytical support to the District Secretary;
• Interprets meeting proceedings and prepares draft meeting minutes, with minimal oversight and as assigned, may attend meetings in the absence of the District Secretary;
• Performs legal functions of the office and guidance to office staff in the absence of the District Secretary;
• Performs a wide variety of complex legal analysis, research and briefings about claims for the District, Bridge, Bus and Ferry Divisions, and works with legal counsel in the areas such as government tort claims, subpoenas, Brady requests, small claims and lawsuits;
• Provides a wide variety of complex, confidential analytical duties in support of the District Secretary, Board of Directors, and standing Board committees;
• Independently composes, researches, compiles, summarizes, and prepares a variety of complex correspondence, reports and documents; reviews finished materials for completeness and accuracy; ensures documents comply with District standards, policies and procedures;
• Perform special studies for the District, and coordinates assigned activities with other District departments, and divisions, and outside entities;
• Independently responds to and resolves difficult and sensitive citizen inquiries and complaints;
• Coordinates and assists in the development of the annual budgets of the Board and District Secretary’s Office and monitors, reviews and approves department expenditures, and performs financial analysis for budgetary purposes;
• Assists the District Secretary with providing direct support in varied, analytical administrative projects related to the Board and its committees;
• Independently prepares and presents a variety of oral and written reports, correspondence, and statistical analyses with extreme attention to detail and accuracy;
• Works with Procurement to select vendors and purchase department services as needed for projects, and participates on panels for various District procurements especially those related to the District’s third party administrators for public liability and workers compensation, insurance advisors and e-document conversion;
• Has an in-depth understanding of the department’s functions and especially its role with the Board of Directors such as the steps involved in planning and executing Board events and maintaining key Board documents such as Rules of the Board, Master Ordinance and record of the Board’s proceedings;
• Autonomously draft client correspondence and legal documents, using proper format and appropriate language and content;
• Oversees newspaper advertisements for public hearings/meetings;
• Monitors activities and ensures maintenance of files related to insurance and accident claim matters to fulfill department records retention schedule;
• Engages with a wide variety of District representatives including the Board of Directors, Executive Team, mid-managers and staff in a wide variety of roles including those engaged in specialized trades;
• Performs additional related duties as assigned; and
• Regular and reliable performance and attendance is required.
