The Engineering Manager will report to the Director, Bus Infrastructure and Capital Projects and will be responsible for the engineering functions of the infrastructure and capital project development department for the San Mateo County Transit District (SamTrans). 

 

The Bus Infrastructure and Capital Projects Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The department’s projects include design and construction of zero emission infrastructure (battery electric bus (BEB) charging infrastructure and hydrogen fuel cell electric bus (FCEB) infrastructure) for SamTrans's revenue and non­revenue fleet of nearly 400 vehicles, sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North Base and South Base Maintenance Facilities.

Essential Functions & Duties

 

Examples of Essential Functions:

• Oversee the development of standard plans and specifications that can be used for future SamTrans infrastructure projects.
• Oversees the development of a Design Quality Management Plan for SamTrans projects.
• Manage general engineering and architecture consultants that develop design documents, technical specifications, cost estimates, and schedules for construction projects.
• Oversee management of the scope, schedule, budget, and quality of infrastructure projects from initiation leading into construction phase.
• Responsible for the selection, management and ultimate successful delivery of vendors, contractors, and other professional services for infrastructure projects. 
• Manage consultants and professional level staff outside of the agency. Ensure District DBE, SBE and other labor compliance policies are followed. 
• Responsible for the capital project development and implementation for SamTrans.

 

Examples of Essential Duties:

•  Inspects ongoing construction projects to ensure compliance with design intent.
• Manage and participate in the development and implementation of Standard Plans and Specifications, Design Quality Management Plan and other relevant documents to help improve the workflow and development of the department.
• Plan, direct, coordinate, and review the work directives for assigned staff or contractors; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff and/or contract service providers to identify and resolve problems.
• Provide reviews and approve final project plans, specifications, and cost estimates as well as conduct quality assurance checks for project managers in the preparation of plans, specifications, cost estimates, requests for proposals, and bid documents for SamTrans’ infrastructure projects as necessary.
• Manage consultants with technical expertise across multiple disciplines in conducting independent technical reviews of SamTrans’ infrastructure projects.
• Coordinate and collaborate closely with SamTrans project stakeholders.
• Provide documents and briefs to Executive Management and the Board on the status, progress, and requirements of SamTrans infrastructure projects.
• Manage coordination, communications and expectations with project stakeholders, and internal cross-functional teams responsible for different aspects of planning, design, and engineering
• Provide direction and guidance to consultant staff responsible for managing infrastructure projects.
• Provide support for federal and state grant applications for funding of SamTrans infrastructure projects.
• Support development of contract solicitations.
• Investigate, evaluate, and resolve project issues.
• Identify root cause of issues. Determine and present appropriate solutions.
• Review cost estimates, monitor project schedules and budgets, and monitor work in progress.
• Coordinate the provision of capital project development and implementation services with other departments and divisions.  
• Act as subject matter expert of all technical and regulatory matters affecting bus facility and infrastructure projects.
• Coordinate with federal, state, and local agencies during project implementation, and ensure compliance with their administrative guidelines.
• Represent SamTrans before the Board of Directors, city councils, and other state, federal, local, and regional agencies, boards, and before local citizens in public meetings and hearings as needed.
• Develop, negotiate, and monitor contracts and cooperative agreements with other governmental agencies, private consultants, and private contractors.
• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm.  Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

 

Supervision: Works under the general supervision of the Director, Infrastructure who establishes goals and objectives and evaluates performance.   

 

Minimum Qualifications

 

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• Bachelor’s degree in engineering or a closely related field.
• Five (5) years full-time increasingly responsible management experience in the area of civil, electrical, mechanical, or other closely related engineering design, construction management, or public works project management.
• Three (3) years full-time direct management level supervision of engineering staff.
• Possess a registered Professional Engineer License in the state of California.

 

Preferred Qualifications:

• Experience in management and delivery of complex engineering design projects for public transit agencies.
• Leadership of engineering design teams and projects.
• Experience with federal, state, and local funded projects. 
• Experience with Quality Control/Quality Assurance throughout a project lifecycle.
• Experience with Storm Water System Design management.
• Development of Capital Improvement Plans and Budgets.
• Experience working in Transportation Operations and Maintenance.
• Knowledge of CEQA and NEPA requirements, especially those relevant to transit agencies. 
• Able to possess a valid California drivers’ license.

Application/Examination

 

Open to All Candidates. This is an open recruitment welcoming external applicants. Current County of San Mateo and Superior Court employees with at least six months (1,040 hours) of continuous service will receive a five-point bonus on their final examination score. Selection Process: The examination process will consist of two parts: an application screening (weight: pass/fail) based on each candidate's application materials, and a panel interview (weight: 100%) for those applicants who pass the application screening. THE POSITION

Under general direction, performs a variety of professional level administrative, technical and analytical duties in support of the City’s human resource functions including recruitment, selection, classification, wage and salary administration, workers’ compensation and other risk management, employer-employee relations, labor negotiations, training, and related functions; provides information and assistance to City employees and the general public regarding human resources activities, policies, and procedures; may supervise or provide lead direction to clerical/administrative staff; and performs a variety of professional tasks in support of assigned area of responsibility.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Assist in the coordination and implementation of recruitment and selection activities including announcement development, application screening, and evaluation, examination selection and development, testing, and candidate certification.
• Conduct and implement classification, reclassification, and organizational studies; evaluate and determine appropriate classifications and structures; prepare written reports and recommendations; develop new and revise existing classification specifications.
• Participate in conducting wage, salary and benefit studies and surveys for the purpose of compensation administration and bargaining unit negotiations; compile data and prepare written reports including recommendations for action.
• Assist in the overall management of the workers’ compensation program; review initial workers’ compensation claims and determine type of claim to be established; serve as liaison with injured workers, City departments, attorneys, medical providers, and investigators in the management of injured worker claims; work closely with insured employees and department managers regarding return to work issues.
• Assist in the development and implementation of other risk management programs, such as occupational health and safety, and liability; serve as liaison on citywide Safety Committee, co-administering program with other departments and coordinating training; support Director, City Attorney and contract attorneys in litigation preparation.
• Provide assistance with employee relations issues; consult with managers and employees regarding the interpretation of personnel practices, policies, and procedures including related laws and regulations; provide information and assistance to departmental personnel regarding employee evaluations, disciplinary actions and other employee relations issues.
• Assist in employer-employee labor negotiations with various bargaining units; conduct a variety of surveys to gather and compile information for negotiation purposes; compile data and prepare various charts and graphs; work with finance to calculate negotiated costs.
• Assist in conducting intra/intradepartmental training programs and activities; coordinate implementation of training programs with department heads.
• Conduct research, analyze data, and prepare written and statistical reports and recommendations for a variety of human resource issues and topics; make oral presentations as required; update and revise written directives, rules, and regulations and various handbooks as appropriate.
• Conduct new employee orientation and exit interviews; ensure proper applicant notification.
• Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
• Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of human resources administration.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

A Bachelor’s degree from an accredited college or university with major course work in human resources, public administration, business administration, or a related field. Professional Human Resources certification is desirable.

Experience:

Five years of increasingly responsible professional human resources administration experience. A Master’s Degree in a related field may be substituted for one year of required experience that provides a generalist background.

THE POSITION

The current opening is for a full-time position and is under the direction of the Police Chief. 

The Administrative Assistant III will provide a wide variety of responsible and complex administrative, secretarial and clerical duties requiring specialized knowledge and involving interpretation of broadly-defined policies and procedures; coordinate and participate in office functions in support of the department's goals and objectives; provide information and assistance to employees and the public regarding department policies and procedures.

In addition to administrative duties, this customer-service-oriented position includes providing education and guidance to residents and contractors, performing hands-on plan checks and building inspections, and overseeing a support team of contracted permit technicians, plan checkers, and inspectors.

 

Definition: This division head classification is responsible for managing the City’s building inspection activities, enforcing the state building codes and regulations, plan check services and advising builders and homeowners on construction design and standards.

 

Essential Duties: Depending upon assignment, the duties of the Building Official include:

 

• Managing and directing the division staff. Through inspections, ensures that all structures comply with applicable state and local laws, codes and ordinances.  Ensuring prompt review of plans for proposed building construction or alterations, and the timely inspection of structures.
• Reviewing and recommending revisions of the City codes to comply with federal, state and local requirements.
• Developing policies and procedures designed to improve plan checking and the code enforcement program. Streamlining permit issuance procedures, when applicable, and developing updated forms as needed.
• Effectively monitoring division workloads to ensure adequate and timely plan checks and building inspections.
• Providing technical assistance and advice to architects, engineers, contractors and homeowners on matters pertaining to building plans, zoning regulations, construction methods, materials, procedures and building and related codes.
• Maintaining a competent and motivated work force by training, developing, disciplining and evaluating the performance of subordinates. Objectively and constructively evaluating the performance of subordinates, promptly apprizing subordinates of how well they are performing and/or in what specific areas they should seek improvement.
• Ensuring financial soundness of the division by developing, justifying and effectively managing the division budget.
• Generating monthly reports for the City Manager regarding building activity and workload, and other reports as necessary.  Maintaining work records related to the development of such reports.
• Responding to and resolving complaints from the public in a tactful and courteous manner.  Investigating problems to determine responsibility and methods for resolution as appropriate.
• Interpreting and making decisions on technical problems related to building, plumbing, electrical, mechanical codes and related federal, state and local laws and ordinances.
• Ensuring that checks and analysis of new construction and building alteration plans for residential, commercial, industrial buildings are done in a timely manner to ensure compliance with codes and policies. Ensuring plan checks accurately identify corrections, corrections notices are prepared and forwarded to applicant, maintaining plan check log for up to date information and current status of the plan check. Approving plans and issuing permits when appropriate.
• Maintaining and developing the electronic permitting and inspection system.
• Maintaining and developing the City street file system.

 

Special Requirements: Physical agility adequate to inspect construction sites.  Requires physical flexibility and dexterity, including the ability to continually stand, bend, stoop, reach and crouch.  Must be able to communicate effectively, both orally and in writing, hear voices and operate telephones.  Must have the ability to quickly and accurately see, review, and interpret plans and diagrams and make inspections.

 

Minimum Qualifications:

 

Knowledge of: Building, plumbing, electrical, and mechanical codes and ordinances enforced by the City; principals, practices and techniques of combination inspection, building materials, accepted safety standards; State laws regulating building construction and zoning; precautionary safety and fire prevention methods in occupancy of buildings; building construction and materials, particularly structural construction materials and specialized terminology used in connection therewith; general knowledge of accepted methods of training; and knowledge of the construction industry and of modern supervisory principals and practices.

 

Ability and skills: To direct the work of others; provide technical supervision and training to division staff; read and

quality control building plans, diagrams, specification and building codes; enforce laws, codes and regulations with tact;

maintain records and prepare clear and concise reports and correspondence; supervise plan checking; analyze facts and exercise good independent judgement; read, interpret and perform analysis of plans for various structures; formulate and apply uniform policies and standards for the building inspection program; deal tactfully and effectively with contractors and the public; learn, retain, interpret and use technical knowledge related to federal, state and local laws related to building codes. Communicate clearly and concisely, both orally and in writing. Establish, maintain and foster cooperative teamwork within the division, within various departments and other agencies that are associated with building construction.

 

Education and Training Guidelines: Sufficient education and experience to satisfactorily perform the duties of this classification. A typical qualifying background would be four (4) years of progressively responsible experience in combination inspections, including two (2) years at a supervisory level. An Associate of Arts or Science Degree in Building Inspection Technology or a bachelor’s degree in civil engineering or a related field is desirable.

 

Experience: Four (4) years of progressively responsible full-time experience as a Building Inspector with a Municipal Building Department with at least two (2) years in a supervisory position.

 

Supervision Exercised and Received: The Building Official supervises the Building Inspector/Plan Checker and the Permit Technician.  The Building Official reports to the Community Development Director. 

 

License: Must possess and maintain a valid California Operator’s License issued by the State Department of Motor Vehicles and a satisfactory driving record.

 

Certification: Must possess and maintain certifications by the International Conference of Building Officials (ICBO): Plans Examiner and Combination Inspector. Must possess, or obtain within one year of employment, certification by the International Code Council (ICC) as a Building Official. A Certified Access Specialist (CASp) certification is highly desirable. Registration as an architect, civil, or structural engineer is highly desirable.

DISTINGUISHING CHARACTERISTICS

This class is flexibly staffed with the Contract Administrator II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency, which meets the qualifications of the higher-level class.

Contract Administrator II is the fully experienced, journey-level class in this series, capable of independently performing the full range of contract administration duties. What You’ll Do

The Public Works Supervisor will organize and supervise work crews engaged in the maintenance and repair of streets, traffic markings, signs, signals, street lights, drains, storm pump, stormwater conveyance systems and sanitary pumps, lagoons, dams, creeks and ditches; to provide technical staff assistance, including safety compliance and implementation. Duties may include, but are not limited to, the following:

• Recommend and assist in the implementation of program goals and objectives; standard operating procedures; establish schedules and methods for street, traffic and stormwater conveyance systems maintenance and repair; safety compliance and implementation; implement policies and procedures.

• Investigate complaints and recommend corrective actions as necessary to resolve complaints.
• Fully utilize the computerized work systems in accordance with workflow processes.
• Participate in selecting, training, motivating, counseling and evaluating staff; participate in monitoring employee performance objectives; prepare employee performance reviews; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
• Coordinate safety training and support Department safety programs including preparation and updating of City safety practices, standard operating procedures and training materials. May be asked to conduct specific safety trainings depending on training and experience. These activities may be required in both the Engineering & General Services and Environmental Services Divisions as requested by the Director.
• Inspect the work of crews while in progress; provide advice and assistance to subordinate supervisors and lead workers.

• Assist in coordinating street, sewer, traffic and drainage system maintenance activities with other City departments, divisions, and sections and with outside agencies.
