DESCRIPTION  

The City of Thousand Oaks is excited to announce the creation of a new Engineering Division Manager position within the Public Works Department. This newly established role, has been created to further strengthen our commitment to infrastructure excellence and service. Unlike similar roles in the City, this position has not been previously filled and offers a unique opportunity to shape and lead a critical division focused on engineering and construction of the City’s critical infrastructure. Depending on the qualifications and experience of the selected candidate, this position will be responsible for overseeing complex engineering projects related to the City's water and wastewater infrastructure, ensuring the continued reliability and advancement of these vital systems. 

The Public Works Department is seeking an innovative and proactive Engineering Division Manager who will be responsible for leading and managing the design, engineering and construction management to advance and protect the capital investments in the City’s critical public infrastructure.    

PRIMIARY RESPONSIBILITIES 

• Provide leadership to direct engineering and project management activities to advance challenging and comprehensive engineering capital projects.

The City of Thousand Oaks is seeking a forward-thinking and results-driven Budget Officer to play a pivotal leadership role in the Finance Department. As the strategic leader of the City’s biennial budget process, the Budget Officer collaborates with all departments, provides key insights to executive leadership, and ensures transparent, data-informed decision-making. PRIMARY RESPONSIBILITIES

Budget Strategy, Development, and Reporting 

• Lead the development and administration of the City’s biennial Operating and Capital Improvement budgets  

• Lead the development and administration of the City’s biennial User Fees, Fines, and Penalties Schedule 

• Lead the development and administration of the City’s annual Cost Allocation Plan  

• Collaborate with departments to align financial resources with City goals and priorities 

• Develop multi-year financial forecasts and monitor trends to support long-term planning  

• Write clear, concise, and effective staff reports to communicate complex financial information to City leadership and the public 

• Prepare and present budget reports and other financial information for internal and external stakeholders 

System Implementation and Innovation 

• Take ownership of the City’s new budget software system and the development of the online and PDF versions of the Adopted Operating and CIP budgets  

• Streamline and improve the City’s Monthly Financial Report  

• Play a key role in the planning and implementation of the City’s future ERP system replacement 

• Identify opportunities for process improvement and implement innovative processes 

 Financial Reporting & Capital Management 

• Oversee capital asset budgeting and coordinate with departments on project funding and tracking  

• Analyze financial and operational data to provide insights and recommendations to executive leadership 

• Develop tools and reports to improve transparency and decision-making across the organization 

Leadership & Collaboration 

• Supervise and mentor direct report(s), fostering ownership, accountability, and professional growth  

• Serve as a trusted advisor to the Finance Director and senior management 

• Coordinate cross-departmental efforts and facilitate a collaborative, service-oriented budget process 

Communication & Training 

• Deliver clear and effective presentations to staff, senior management, and City Council on budgetary reports, issues, policies, and financial data

Summary

• Performs a variety of technical duties to ensure accurate and timely data entry and processing of various financial records; documents financial transactions in general ledger accounts; reconciles bank, accounting and payroll data; analyzes journal
• Develops and implements plans for daily/regularly-scheduled park irrigation maintenance; installs, repairs and maintains irrigation equipment, as necessary.
• Establishes water budgets for each park facility; audits and calculates park/facility water usage, analyzes and interprets data and provides monthly reports.
• Investigates and develops new methods and/or improvements to existing methods that result in effective management and conservation strategies of limited water resources.
• Evaluates and makes recommendations, provides technical expertise to District staff, and provides reports to supervisor regarding water conservation objectives.
• Provides irrigation/water management training to staff.
• Assists in the design and makes water usage/conservation recommendations for new parks/ rehabilitation projects.
• Assists in seeking grants for water efficiency devices.

Other Duties and Responsibilities

Qualifications for consideration: 

• Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: 
  • Equivalent to the completion of the twelfth grade supplemented by college level course work in water science, chemistry, environmental science or a related field.
  • Four years of wastewater treatment plant operations experience including one year of administrative or lead supervisory responsibility.
  • Possession of an appropriate, valid State of California Grade IV Wastewater Treatment Operator certificate, and the ability to obtain a Grade V Wastewater Treatment Operator certificate within one year of hire.
  • Possession of, or ability to obtain, an appropriate, valid CPR Certificate.

• Regular full-time position, with the option of a 9/80 work schedule (every other Monday or Friday off)

Minimum Qualifications for consideration: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: 

Education/Training: Equivalent to the completion of the twelfth grade supplemented by college level course work in chemistry, biology, environmental science or a related field.

Experience: Two years of increasingly responsible environmental inspection, sampling, and enforcement experience including some experience with industrial wastewater pretreatment programs.

License or Certificate: Possession of, or ability to obtain, an appropriate, valid driver’s license. Possession of, or ability to obtain, a Grade I Environmental Compliance Inspector certificate. Possession of a Grade II Environmental Compliance Inspector certificate is desirable
