DESCRIPTION  

The City of Thousand Oaks is excited to announce the creation of a new Engineering Division Manager position within the Public Works Department. This newly established role, has been created to further strengthen our commitment to infrastructure excellence and service. Unlike similar roles in the City, this position has not been previously filled and offers a unique opportunity to shape and lead a critical division focused on engineering and construction of the City’s critical infrastructure. Depending on the qualifications and experience of the selected candidate, this position will be responsible for overseeing complex engineering projects related to the City's water and wastewater infrastructure, ensuring the continued reliability and advancement of these vital systems. 

The Public Works Department is seeking an innovative and proactive Engineering Division Manager who will be responsible for leading and managing the design, engineering and construction management to advance and protect the capital investments in the City’s critical public infrastructure.

• Provide leadership to direct engineering and project management activities to advance challenging and comprehensive engineering capital projects.

The City of Thousand Oaks is seeking a forward-thinking and results-driven Budget Officer to play a pivotal leadership role in the Finance Department. This is a unique opportunity to shape the City’s financial planning and guide high-impact initiatives that support citywide service delivery and long-term fiscal sustainability.  

As the strategic leader of the City’s biennial budget process, the Budget Officer collaborates with all departments, provides key insights to executive leadership, and ensures transparent, data-informed decision-making. With the City currently implementing a new budget software, the successful candidate will take ownership of the system and be responsible for producing the final budget documents in both print and digital formats. As part of this effort, the Budget Officer will lead a refresh of the City’s performance measures, working with departments to integrate meaningful, outcome-focused metrics into the budget. 

The City is preparing to undertake a comprehensive ERP system replacement, and the Budget Officer will serve as a key member of the implementation team, helping to shape financial functionality and ensure a smooth transition to the new platform.

PRIMARY RESPONSIBILITIES

Budget Strategy, Development, and Reporting 

• Lead the development and administration of the City’s biennial Operating and Capital Improvement budgets  

• Lead the development and administration of the City’s biennial User Fees, Fines, and Penalties Schedule 

• Lead the development and administration of the City’s annual Cost Allocation Plan  

• Collaborate with departments to align financial resources with City goals and priorities 

• Develop multi-year financial forecasts and monitor trends to support long-term planning  

• Write clear, concise, and effective staff reports to communicate complex financial information to City leadership and the public 

• Prepare and present budget reports and other financial information for internal and external stakeholders 

System Implementation and Innovation 

• Take ownership of the City’s new budget software system and the development of the online and PDF versions of the Adopted Operating and CIP budgets  

• Streamline and improve the City’s Monthly Financial Report  

• Play a key role in the planning and implementation of the City’s future ERP system replacement 

• Identify opportunities for process improvement and implement innovative processes 

 Financial Reporting & Capital Management 

• Oversee capital asset budgeting and coordinate with departments on project funding and tracking  

• Analyze financial and operational data to provide insights and recommendations to executive leadership 

• Develop tools and reports to improve transparency and decision-making across the organization 

Leadership & Collaboration 

• Supervise and mentor direct report(s), fostering ownership, accountability, and professional growth  

• Serve as a trusted advisor to the Finance Director and senior management

Communication & Training

THE POSITION

THE POSITION

Tri-City is now actively recruiting for a Clinical Supervisor I or II to lead the MHSSA Grant Team within Tri-City's Child & Family Clinic. This position is a part of a newly federally funded MHSSA Grant Team set to end in December 2026  The Clinical Supervisor I/II position will report to the Clinical Program Manager and will supervise a four staff including Clinical Therapists and Mental Health Specialists.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Collaborate with grant partners, assisting with partner meetings and meeting all grant requirements, i.e. data gathering, service implementation, maintaining ongoing collaboration and participating in trainings);

• Provide individual and group supervision to MHSSA Grant staff including clinicians and mental health support workers; train on Department of Mental Health documentation & review documentation to ensure compliance;

• Will provide guidance to subordinates on Agency philosophy, goals, objectives, policies and procedures through casework conferences, staff meetings, and work review;

• Will participate in creating programs that will increase access to mental health services in locations throughout the community that are easily accessible for students and their families;

• Create and foster partnerships with the local school districts, County Office of Education and local charter schools;

• Work directly with or work with staff who work directly with at high-risk youth, foster youth, youth who identify as LGBTQ+, and youth who have been suspended or expelled from school and their families to provide culturally inclusive and relevant mental health services such as early intervention, suicide prevention, drop-out prevention, evidence based mental health practices and the development and coordination of service plans to address ongoing needs;

• Will assist and participate in the development and coordination of in-service training and staff development programs;

• Will analyze existing caseloads and forecast resource needs; May also carry a caseload;

• Will implement and ensure compliance with mandated documentation and quality assurance requirements to ensure efficient and effective operation of the unit in compliance with federal and state regulations;

• Participate in the monthly on-call rotation and provide crisis interview & assessments; and other duties as assigned.

Qualifications:

Starting Pay: $53,545/year ($25.74/hour) 

Promotion to Police Dispatcher: $60,507/year ($29.09/hour)

Minimum Qualifications:

Education:  Equivalent to the completion of the twelfth grade. Additional specialized training in communications or a related field is desirable. 

Experience: Some emergency or non-emergency dispatch experience is desirable. 

License/Certificates: Possession of, or ability to obtain, a Terminal Operator Certificate within one year of employment. 

Special Requirements: 

• Must be 18 years of age as of the date of hire
• United States citizen or meet citizenship requirements
• High School Diploma or GED
• Good moral character with no felony convictions

The Plant Operations Supervisor leads and supervises Wastewater Treatment Plant Operations and is responsible for assigning and performing routine and complex work assignments. Positions in this classification rely on experience and judgment to perform assigned duties. Assignments are given with general guidelines from the Chief Plant Operator and incumbents are responsible for establishing realistic priorities, objectives, timelines, and methods for assigning and completing assignments.

Qualifications for consideration: 

• Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: 
  • Equivalent to the completion of the twelfth grade supplemented by college level course work in water science, chemistry, environmental science or a related field.
  • Four years of wastewater treatment plant operations experience including one year of administrative or lead supervisory responsibility.
  • Possession of an appropriate, valid State of California Grade IV Wastewater Treatment Operator certificate, and the ability to obtain a Grade V Wastewater Treatment Operator certificate within one year of hire.
  • Possession of, or ability to obtain, an appropriate, valid CPR Certificate.
