The City of Dixon is opening a great opportunity for those interested in contributing to local law enforcement efforts for the position of Police Volunteer in the Police Department. Under the direction and supervision of experienced police personnel, volunteers will provide critical support across various functions, complementing the efforts of sworn officers and civilian staff.

This is a volunteer position intended as an educational and community service experience. In addition to serving a support role within the Police Department, this classification is exposed to a wide variety of law enforcement duties and will have different opportunities, based on level of interest, to support community policing efforts and activities.

Work involves irregular, often non-scheduled, hours during the day and evenings, and on the weekdays, weekends, and holidays. Some appointments and events would require some short distance travel to other City department locations.

ABOUT THE DEPARTMENT

Lincoln Police Officers serve a diverse community by performing law enforcement and crime prevention duties, which include but are not limited to: controlling traffic flow, conducting investigative work, and performing a variety of technical law enforcement tasks.  Police Officers also patrol the City in computer-equipped vehicles, make arrests as necessary, interview victims, complainants and witnesses, collect evidence, and prepare written reports.  The Lincoln Police Department is a full-service department of 28 sworn officers, 9 dispatchers and 4 civilian positions. The department serves a population of nearly 50,000 residents in a 20+ square mile suburban area.

THE POSITION

The Police Officer is the journey-level class responsible for performance of the full scope of assigned law enforcement duties and responsibilities, under general supervision. This classification is distinguished from the next higher classification of Police Sergeant in that the latter is responsible for performance of the more complex and difficult tasks, and the supervision of assigned activities.  Receives general supervision from a Police Sergeant, or higher ranking position depending upon assignment. May provide technical supervision and training if serving in the Field Training Program.

ESSENTIAL FUNCTIONS

Include, but are not limited to the following:

• Patrols assigned areas by car, foot or bicycle; performs crime suppression and prevention activities; answers special calls; conducts initial and follow-up investigations; interviews victims, complainants and witnesses; answers complaints including domestic disturbances, health code and local ordinance violations; performs surveillance activities; conducts chemical, drug and alcohol testing; investigates suspicious circumstances.
• Enforces traffic laws; conducts complete accident investigations; controls and directs traffic when necessary; performs crowd control, special event or riot duties; assists in crime prevention activities and the control of juvenile delinquency; serves search warrants and subpoenas; administers first aid in cases of emergency; transports, books and is responsible for the care and custody of detained persons.
• Trains and assists less experienced personnel as assigned; may serve as a Field Training Officer or in a variety of special program areas including gang taskforce, community resources, schools liaison, traffic patrol, task forces, crime prevention and administration.
• May serve as a detective; coordinates and conducts complete and detailed investigation of crimes against persons and property, and crimes involving vice, gaming and narcotics violations; performs undercover and surveillance activities; conducts registration and tracking of sex offenders; collects, preserves and maintains evidence and property.
• Obtains and processes evidence; takes written statements; prepares required reports and maintains investigative records; serves warrants and subpoenas; testifies in court in connection with prosecution of offenders; contacts and cooperates with other law enforcement agencies as warranted.
• Responds to questions, concerns and requests for service from the general public; provides information as appropriate and resolves complaints.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, running, jumping, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires both near and far vision and acute hearing. Additionally, incumbents may work outdoors in all weather conditions including wet, hot and cold. The position entails working in hazardous situations, and may involve abusive persons, potential physical violence and the potential risk of exposure to bloodborne pathogens in the performance of law enforcement duties. The nature of the work also requires the incumbent to drive motorized vehicles, operate a variety of law enforcement equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

The City of Lincoln is creating an applicant pool for the position of Public Safety Dispatcher I/II within the Police Department.  Interested applicants may submit their application to be part of the applicant pool.  As new vacancies occur, the recruitment team will review applications for consideration.

The Lincoln Police Department is authorized for 23 sworn officers, six dispatchers, and various other civilian and volunteer positions.  The dispatch center provides public safety dispatch services for the Lincoln Police Department and three Lincoln Fire stations. The communications center is staffed 24/7 and dispatchers work in pairs or solo. Public safety dispatchers answer emergency and non-emergency calls for police, fire and other city services.  Dispatchers prioritize calls and dispatch public safety units as needed.  Heavy phone and radio use is a primary duty of the position.  Other duties include clerical and specialized record keeping functions.

Under immediate supervision, this position performs a wide variety of technical and clerical law enforcement support duties related to taking police, fire and medical emergency requests for service from the public and tracks and dispatches field units as appropriate; gathers, records, maintains, retrieves and distributes law enforcement data and information; enters reports and data into a variety of automated law enforcement records systems; ensures that records and information are accurate, clear and comprehensive for law enforcement personnel and the general public; learns applicable policies, procedures and work methods associated with assigned duties; performs other related duties as required.

DISTINGUISHING CHARACTERISTICS
The Public Safety Dispatcher I is the entry level class in which incumbents learn to perform and perform Police Dispatcher duties under immediate supervision. This classification is alternatively staffed with Public Safety Officer II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher class.

The Public Safety Dispatcher II is the working level class in which incumbents are expected to perform the full range of Police Dispatcher duties with minimum supervision and apply sound judgment regarding their scope of authority in dispatching personnel. This classification is distinguished from the Community Service Officer series in that the latter performs duties involving work in taking reports in the field and performing face-to-face public service activities.

SUPERVISION RECEIVED/EXERCISED
The Public Safety Dispatcher I receives immediate supervision from the Police Office Supervisor or a Watch Commander. Incumbents of this class do not routinely exercise supervision. The Public Safety Dispatcher II receives supervision from the Police Office Supervisor or a Watch Commander. Incumbents of this class do not routinely exercise supervision.

ESSENTIAL FUNCTIONS
Include but are not limited to the following:

• Receives and enters calls for police, fire and medical service in CAD; dispatches and tracks field units; interprets level of service needed through information obtained from field officers or citizens; coordinates multi-agency responses when necessary; transfers calls to appropriate agencies if warranted.
• Responds to questions and concerns from the general public, department staff and other agencies; takes and records telephone and counter reports; provides information as appropriate and resolves service issues and complaints.
• Enters and maintains accurate data and information into the California Law Enforcement Telecommunications System (CLETS) including stolen vehicles, and missing and unidentified persons; enters and retrieves information from a variety of state and local automated systems; validates selected records from the Department of Justice files including vehicles, boats and missing persons; releases impounded vehicles; processes reports and citations; collects and maintains statistical information.
• Learns and develops an understanding of applicable policies, procedures, and work methods associated with assigned duties.
• Photocopies and distributes crime, incident, arrest and accident reports to the general public and various agencies such as the Department of Justice (DOJ), California Highway Patrol, District Attorney, Department of Motor Vehicles (DMV) and insurance companies; prepares reports for court; applies federal, state and local laws when releasing information.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS
This position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily office activities. The position also requires grasping, repetitive hand movement, and fine coordination in preparing reports and retrieving and entering data using a computer keyboard. ESSENTIAL FUNCTIONS

• Responsible for operation of the City Clerk’s Office in the absence of the City Clerk.
• Drafts and finalizes City Council meeting agenda; coordinates electronic distribution of agenda packets to City Council members, the City Manager, City departments and interested members of the public; arranges for publication and posting of notices regarding City Council meetings; prepares meeting minutes; prepares and distributes agenda synopsis detailing Council action and directions to staff; distributes and files documents following Council action; finalizes resolutions, ordinances and minutes in preparation for officials’ signatures.
• Responds to inquiries from the public by letter, telephone and in-person regarding Council action and records; reviews official documents approved by City Council for accuracy, provides certified copies and attest to legal documents in the absence of the City Clerk; processes legal advertisements in accordance with State statutes.

• Assist with Municipal Election activities.
• Provide information and interpretations on the role of City Council and various committee members’ operation policies, appointment procedures, and other questions which may arise concerning committee function.  Provide notice of all meetings, keep appropriate minutes and otherwise ensure that all Board meetings are conducted in accordance with State law.
• Communicate clearly and politely to assist employees and the general public in person and by telephone; acts interdependently across departments and cultivates relationships with a broad range of functions and levels in the organization.
• Maintains the official files, indices and records of the City in accordance with established policy; assists in development of policies and procedures for the records management program at the direction of and in coordination with the with the City Clerk to determine operating, administrative, legal, fiscal, historical and/or archival value of City records; ensures technical compliance with government codes for records retention, dissemination, access, and destruction in accordance with established policy. 
• Coordinates maintenance and operation of the records center and serves as records management liaison to City departments.
• Scans various documents; prepares documents for scanning; operates scanner and indexes items scanned on the computer.
• Provides information and forms to the public; collects and processes appropriate information; processes requests for release of bonds, certificates of deposit and letters of credit.

The Yuba County Sheriff’s Department is currently accepting applications to establish an eligibility list for the classification of Correctional Officer.  Under continuing supervision incumbents perform a wide variety of support in two areas: corrections, in which incumbents ensure the security, safety and care of individuals in custody; and bailiff, in which incumbents ensure the safety and security of the courts and their personnel during court proceedings; and perform related work as assigned. About the Sheriff’s Department :

The Yuba County Sheriff's Department is responsible for the administration of the Yuba County Jail and Jail staff. The Mission of the Yuba County Jail is to provide safe, efficient, humane and secure custody of all persons incarcerated. The county prisoner population is made up of those who are sentenced to county jail, those serving state prison sentences in the county jail under AB109, and those who are pre-trial and who have not yet been sentenced. The jail provides a necessary link in the criminal justice system. There are numerous programs operating within the facility including medical, kitchen, exercise, commissary, visiting, law library, inmate education, work programs, work furlough program, and inmate classification.

The Public Works Solid Waste Facility is hiring an Office Technician I to support daily operations and provide service to the community. This position is responsible for collecting fees and directing traffic at the County’s solid waste site. Under the general supervision of supervisory and management staff, the Office Technician I also performs a variety of clerical and technical duties, and provides information and assistance to the public regarding departmental policies, procedures, and applicable laws. This position has an alternative schedule, rotating with every other weekend. This is a full-time position scheduled for forty (40) hours per week.

Receives general supervision from the Library Coordinator or Director of Library Services/Library Manager. Incumbents of this class do not routinely exercise supervision.

ESSENTIAL FUNCTIONS

Include but are not limited to the following

• Staffs the circulation, reference, and children’s reference desks and provides superior customer service at these desks. 
• Educates patrons about the Library Code of Conduct, to ensure a positive experience for all patrons. 
• Assists patrons with the online catalog, computers, self-checkout machines, and other library equipment and electronic resources. Demonstrates and educates patrons in the proper use of the equipment and assists when standard issues arise.
• Performs circulation activities, including checking library materials in and out, registering library patrons and issuing library cards, placing holds, and explaining and implementing library policies and procedures. 
• Assists patrons with information inquiries, whether in person, by phone, e-mail, or official social media channels. These inquiries may include directional, informational, reader’s advisory, and basic reference questions. 
• Assists patrons with locating materials within the library and informs patrons of library services and resources. Suggests alternative or additional resources where appropriate. 
• Maintains the library in a neat and orderly condition, including by shelving library materials. 
• Supports the maintenance of the library collection, including by weeding outdated or damaged material; removing damaged items from circulation at service points; and repairing library materials. 
• Processes, catalogs, and prepares new materials for circulation following established procedures. 
• Suggests new materials to benefit the library collection. 
• Receives payments in cash, checks, and credit/debit cards, records payments in the Library computer system, provides receipts reflecting transactions, and addresses routine overdue and library customer circulation record issues and escalates more complex concerns.
• Balances the cash drawer on a daily basis. 
• Communicates with patrons about missing and damaged items and related fees. 
• Plans and implements library programs and events as directed
• Prepares marketing materials, public information, and event calendars for supervisor review and distribution.
• Creates assigned book displays.
• Performs opening and closing procedures.
• Maintains records and files and compile statistics on related library services, materials, and projects.
• Perform general clerical duties as necessary and operate library related office equipment.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.
• Perform related work as required. 

WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily office activities.  The position also requires grasping, repetitive hand movement and fine coordination in preparing documents and data using a computer keyboard.  Additionally, the position requires near and far vision in reading correspondence, statistical data and using the computer, and acute hearing is required when providing phone and personal service.  The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.

Skill to: Operate an office computer and a variety of word processing and software applications.

Ability to:  Participate in a variety of technical and paraprofessional tasks relating to providing library services, including researching and utilizing reference systems; developing and implementing library programs; assisting patrons; and using code and other technical cataloging standards; analyze situations appropriately and adopt effective courses of action, including referring complex situations to supervisors.
Interpret, explain and apply applicable administrative and departmental policies and procedures; work independently and as part of a team, including the ability to prepare clear and concise reports and keep accurate records; read, interpret and record data accurately; organize, prioritize and follow-up on work assignments; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships; work with staff and patrons from diverse backgrounds and cultures; observe safety principles and work in a safe manner

The position performs highly responsible, complex general and specialized administrative and clerical duties.

REPORTING RESPONSIBILITIES
Receives general supervision from and reports directly to the General Manager and his/her
designated representative.

ESSENTIAL AND IMPORTANT DUTIES

• Composes correspondence independently or as directed; prepares letters, reports and other finished copy from rough draft and marginal notes; reviews, formats, and edits general correspondence for the General Manager, Finance Officer, Claims Administrator, and other personnel, ensuring proper formatting, grammar, and punctuation.
• Attends Board of Directors meetings, takes and transcribes minutes. Prepares meeting agendas and Board packets. Posts meeting notices, agendas and minutes to various locations and website.
• Coordinates and schedules a variety of meetings and other events/activities, tracks number of attendees, coordinates site locations, and arranges for necessary supplies and refreshments.
• Maintains and updates a variety of agency files, records, lists, and databases. Enters data/information into Risk Management Information System, to maintain and update data/information. Generates a variety of reports from database system(s). Scans and files documents into an electronic data warehouse.
• Receives, opens, time stamps, and distributes incoming mail.
• Receives and reviews invoices, identifies appropriate general ledger code, enters information into system, generates checks for payment of invoices, obtains necessary signatures, and mails payment to vendors.
• Answers multi-line telephone, screens callers/customers, responds to questions and provides general information regarding. Refers callers/customers to the proper individual for handling when appropriate.
• Monitors, maintains, and updates information on the Authority’s external website and intranet. Ensures that information is accurate and current and provides feedback and updated information to the webmaster.
• Gathers and compiles data and information for general purposes and/or special reports or projects such as the annual report; contacts other divisions, employees, agencies, and individuals for additional material, as necessary.
• Operates a variety of office equipment, including copiers, scanners, fax machines, computers, and printers.
• Provides administrative support to the General Manager, Finance Officer, Claims Administrator, and other staff, as necessary. Maintains calendars, schedules appointments/conference rooms, screens appointments and/or refers to appropriate sources to organize and coordinate staff appointments.
• Designs and creates a variety of brochures, flyers, newsletters, forms, and/or training materials utilizing graphics/publishing software.
