The City of Live Oak is seeking a dynamic, visionary, and experienced leader to serve as the Community and Economic Development Director. This key position will oversee the planning, implementation, and coordination of community development initiatives, economic growth strategies, and planning projects to enhance the City's growth and quality of life. 

Under general administrative direction of the City Manager, plans, directs, manages, and oversees the activities and operations of the Community and Economic Development Department including planning, building inspection and compliance, code enforcement, affordable housing, economic development, and related services; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

The Community and Economic Development Director is an “at -will” employee of the City and serves at the pleasure of the City Manager. The position is considered a Department Director with responsibility for directing the activities of a Department with the City. Positions at this class level serve as a member of the City’s senior management team and provide advice and counsel to the City Manager regarding strategic planning and problem solving issues relating to the assigned Department and the City overall.

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Assumes full management responsibility for all Community and Economic Development Department services and activities including planning, building inspection and compliance, code enforcement, affordable housing, redevelopment agency and economic development operations and services.
• Develops, plans, coordinates, and manages the City’s economic development program and initiatives regarding business assistance, attraction, retention, and expansion; sets annual program goals and objectives consistent with budget; plans, develops, and implements programs, plans, and policies to foster economic growth.
• Manages the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommends and administers policies and procedures.
• Establishes, within City policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
• Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.
• Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
• Oversees and participates in the development and administration of the department budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
• Supervises and coordinates the environmental review and development review process for all private and public development activities in the City; assists in the development of the General Plan; coordinates and reviews plan changes and resolves sensitive, controversial and complex issues; solves problems with developers, property owners, the public, architects, engineers, and planners as well as City Council and Planning Commission.
• Collaborates with City staff, public officials, business community, consultants, media, and citizens in the accomplishment of program objectives; maintains professional relationships with regional, county, and local economic development organizations; makes presentations to private sector executives, local agencies, community groups, and City Council regarding the business advantages and opportunities within the City.
• Works as the single point of contact with existing and prospective businesses, developers, brokers, and partners to facilitate business expansion in or relocation to the City; provides guidance to business throughout the development and permitting process; assists new and expanding businesses in site selection, acquisitions, and facility construction.
• Oversees building plan check, building inspection, and code enforcement, planning activities, and ensures compliance with appropriate laws, ordinances, and regulations.
• Monitors legislation and developments related to economic development matters; evaluates their impact on City operations and programs, and recommends and implements policy and procedural improvements.
• Prepares and reviews complex documents including development agreements, specific and master plans including financing implementation plans and related contracts; testifies in court as an expert witness for the City on development related matters.
• Explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive and controversial issues.
• Gathers, tracks, and analyzes local, regional, and state economic and market indicators and other data, draws appropriate conclusions, and makes appropriate recommendations; conducts research regarding economic conditions and trends in the local area and makes recommendations for programs and activities for the City; identifies target industries based on operating, workforce, distribution, and infrastructure criteria, and City objectives.
• Serves as a representative for the Department and City in coordination with governmental agencies, community organizations, and other stakeholder groups as a participant in meetings, committees, and other professional settings.
• Attends and participates in meetings, conferences, workshops, and training sessions; stays abreast of new trends and innovations in field expertise.
• Researches funding opportunities; coordinates and/or completes and submits grant applications; tracts grant-funded projects and requirements; processes and maintains paperwork and reimbursement requests in compliance with funding and reporting requirements.
• Responds to and resolves difficult and sensitive citizen inquiries and complaints.
• Performs related duties as required.

The City of Thousand Oaks has an excellent opportunity in the Facilities Division! We are seeking an organized and detail-oriented Assistant Analyst to assist with the overall planning, administration, and organizational needs of the Facilities Division services. The Facilities Division is responsible for the Civic Arts Plaza (City Hall & theaters), two libraries, and various other city locations.

The Assistant Analyst (Facilities) must possess excellent customer service and communication skills, be self-motivated, exercise discretion and independent judgment, and handle responsibilities with competence and professionalism.

Primary responsibilities:

• Serve as the main administrative point of contact for the division

The City of Thousand Oaks is currently accepting applications to fill 3 part-time openings in the Public Works department: 2 in our Water division and 1 in our Wastewater division. Under supervision, the Public Works Utilities Aide (Hourly City Worker) will perform a variety of duties in support of Public Works staff.

Part-time work schedules are approximately 20-25 hour per week and may not exceed 1,000 hours in a fiscal year (July 1 – June 30).

Primary Responsibilities:

Responsibilities vary based on the division.

Water:
Assist with a variety of routine assignments and day-to-day tasks under the guidance of the Public Works utilities maintenance team, including:

• Fire hydrant maintenance
• Valve exercise program
• Air-Vac and blow-off maintenance
• Maintenance at the Municipal Service Center (MSC)'s pump station and reservoirs
• Inputting data into the MSC's work order system, MaintStar
• Meter reading, changing out meter registers and cellular endpoints, and moving to an AMI reading system

Wastewater:
Assist with a variety of routine assignments and day-to-day tasks under the guidance of the Public Works utilities maintenance team, including:

• Hydro cleaning maintenance
• CCTV inspections
• Canyon inspections
• Maintenance hole inspections
• Lift station maintenance
• Entering maintenance activity data into GIS, MaintStar, ArcGIS, and WinCan systems

DESCRIPTION 

The City of Thousand Oaks is excited to announce the creation of a new Cultural and Community Services Analyst position within the Cultural and Community Services Department! This newly established role has been created to track and analyze department metrics in libraries, theatres, and community services. Additionally, this role will provide service to the community through key support for grants, film and special event permits, youth services, senior services, and more. 

The Cultural and Community Services Department is seeking a proactive and adaptable Cultural and Community Services Analyst who will work across and support three divisions: libraries, community services, and theatres. This position will be responsible for innovating the department’s use of data by tracking metrics and finding ways to present the integrated data. The selected candidate will be assigned duties related to grants, youth and senior services, and/or film and special event permits. They will learn the role of the current Community Services Analyst and serve as a backup, when necessary.  

PRIMARY RESPONSIBILITIES

DESCRIPTION 

The City of Thousand Oaks Community Development Department is excited to announce a rewarding career opportunity for a passionate and motivated Community Development (CDBG and Affordable Housing) Analyst to join our dynamic team!  

PRIMARY RESPONSIBILITIES 

• Administer CDBG: Coordinate and implement the Community Development Block Grant (CDBG) program. 

• Housing Program Coordinator: Assist in implementing the City’s Affordable Housing programs, HOME Investment Partnerships Programs, City Rent Stabilization Program, Housing Successor Fund, and City Housing Trust Fund, and related housing assistance programs. 

• Ensure Regulatory Compliance: Interpret and implement regulations with the US Department of Housing and Urban Development (HUD), the State of California Housing and Community Development (HCD), and local ordinances and resolutions. 

• HUD Needs Assessment: Conduct application workshops and community meetings; prepare applications, funding availability notices, and participate in the evaluation of funding applications and community needs.   

• Coordinate Interagency Efforts: Coordinate CDBG and affordable housing funding activities with internal departments (City Manager, City Attorney, Finance, and City Clerk) and outside agencies at the County, State, and Federal levels. Review the work of contractors and consultants.  

• Community Engagement: Represent the City in meetings with community groups and agencies. Participate in special multi-disciplinary task forces.  

• Conduct Analysis: Analyze social, economic, demographic, housing, and land use data, as well as development plans, and technical studies for compliance with the General Plan, regional plans, codes, ordinances, and state/federal law.  

• Prepare Reports & Documentation: Develop staff reports with recommendations on funding, program implementation, and complete HUD/HCD documentation, including contracts, performance reports, applications, public notices, Consolidated Plan, and NEPA clearances.  

• Monitor Program Performance: Conduct compliance reviews, site visits, and performance evaluations. Maintain accurate records and develop tracking systems and monitoring procedures.  

• Evaluate Housing Affordability: Review controlled rents, household income, affordable housing costs, and affordable sale price calculations. Screen and interview applicants to determine the household’s eligibility for affordable units. 

• Deliver Customer Service: Respond to inquiries from the public, applicants, developers, consultants, and agency representatives. Explain program requirements and assist with applications.

License or Certificate:

San Mateo County Health- San Mateo Medical Center seeks well-qualified candidates for the position of Program Coordinator I in the Patient Access Division. The current vacancy is a full-time, limited term vacancy. The duration of the assignment will last about 6 months.

 

Under the direction of the Patient Access Manager, the Program Coordinator will provide support to over 150 Patient Services Assistants across various departments, including Emergency, Admitting, Long-Term Care, Same-Day Surgery, and will average 27 Federally Qualified Health Center (FQHC) sites with 8-16 hours of weekly program refresher training on several publicly sponsored coverage options.

 

Additionally, this position will assist the team with several EPIC post-go-live projects, and work queues as we work to revamp processes and enhance collaboration for improved workflows and revenue-generating process efficiencies.
