What's the Role and What You'll Do

We are looking for a driven and detailed professional to take on the role of Accounting Technician. You will join a fast-paced, dynamic team environment, processing the City’s utility billing and other revenue streams and assisting in accounting matters within the Revenue Division of the Finance and Administrative Services Department. This position receives direction from the Revenue Manager and Financial Analyst, may exercise technical and functional supervision over lower-level accounting clerical positions, and may act as a lead over a designated work unit. What You’ll Do

• Process utility bills for residents and businesses in the City.
• Work with other departments and the City’s waste management service to accurately set up complex utility accounts and process utility bill adjustments.
• Interact with and assist customers to set up, adjust, and/or close their utility accounts and provide general customer service support.
• Reconcile revenue and financial accounting systems, interfacing transactional data between them.
• Create invoices for various departments to collect fees and other sources of revenue.
• Review, reconcile, and record daily revenue transactions.
• Assist with various month-end and year-end accounting tasks specific to the Revenue section.

The Essentials

• Three (3) years of increasingly responsible accounting clerical experience.
• Education equivalent to an associate of arts degree in accounting or a related field. Additional experience may be substituted for some of the required education on a year-to-year basis.

Highly desirable  

• Utility billing and miscellaneous revenue collection and/or customer service experience.
• Experience with financial and/or utility billing software.
• Equivalent to a bachelor’s degree in accounting or a related field.

The Position:
The Accountant performs professional work involved in first line supervision of accounting functions, complex account development, maintenance, modification, and reporting. Under direction, the position is responsible for applying generally accepted accounting principles to analyze, maintain, reconcile and verify a variety of budgetary, accounting and other fiscal records. The position supervises daily operations in a variety of functional accounting areas and maintains adequate oversight and internal controls over such operations. Public contact is extensive and involves staff at various levels within the organization, local government agencies and other outside entities for the purpose of exchanging technical accounting procedural and policy information. A high degree of independent judgment and creativity are required to analyze data and develop resolutions to a variety of minor and major problems that occur. The consequences of errors in judgment can be costly in employee time, public relations and/or institutional funding; however, administrative controls limit the risk of serious consequences in loss of revenue. An Accountant can direct the work of accounting paraprofessional, clerical and other staff as assigned.

Duties and Responsibilities:

• Uses a variety of spreadsheet and other software to analyze complex financial, statistical data
• • Composes and prepares correspondence, recommendations and reports using a variety of computer software
• Posts revenue, abatement, expenses, accounts receivable and liabilities to the ledger
• Monitors and records various investments, certificates of deposit, and other fund instruments as assigned
• Monitors, reconciles and balances expenditure and revenue control accounts and general ledger accounts
• Provides regular financial reports
• Researches, compiles data for, and prepares complex fiscal reports to local, state, and federal agencies as required
• Provides input into the development and modification of database programs, screens, data formats and record keeping
• Prepares cash reconciliations
• Prepares monthly income analysis summaries, cash flow statements, and fund balance statements as needed

Minimum Qualifications:

• Bachelor’s degree in accounting, business administration, finance or a closely related field OR an equivalent combination of education and experience
• Successful work experience of increasing responsibility that has included government fund accounting, financial analysis and reporting; project budgeting, planning, and design
• Experience in the coordination of workloads with people at various levels within an organization
• Skill in complex data research, analysis and reporting
• Skill in the use of spreadsheets and a variety of computer software to compose and prepare data analysis, reports, summaries, correspondence and other materials

Physical Requirements:

About the Commission: The San Francisco Ethics Commission was created by the City’s voters with the passage of Proposition K in November 1993. ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.
• Manage the department’s hiring initiatives including tracking vacancies, producing hiring-related documents, coordinating recruitment functions with staff and DHR, and supporting onboarding activities.
• Manage the department’s HR and personnel functions and lead initiatives to promote staff engagement and professional development.
• Direct the department’s annual budget development process by working with Commission staff and City stakeholders to get necessary funding approved through the City’s budgeting process.
• Track ongoing spending using the City’s financial systems and monitor adherence to the approved budget.
• Manage the department’s contracting needs and establish internal procedures and documentation for related business processes.
• Design and implement standardized workflows, procedures, documents, and tools for the Commission’s departmental business processes. Identify ways to improve business processes using automation.
• Establish effective metrics that inform the department’s operations and programmatic work in a data-driven manner. Develop processes to generate and track performance measures broadly across functions for leadership and staff, using automated tools in collaboration with the technology division.
• Manage services from other departments to support the Commission’s operations and serve as a liaison for departments and other stakeholders.
• Prepare management reports, annual reports, agency publications, and financial reports to provide regular progress updates regarding departmental goals and operations. Provide presentations at Commission meetings as needed.
• Maintain information on the Commission’s website, including budget, operational reports, and Commission information, in compliance with the City’s language access and digital inclusion standards.

• Support Commission-related operations including assisting with public meetings and onboarding new Commissioners.
• Act on behalf of the Executive Director when requested to provide business continuity for other programmatic and business functions.

Minimum Qualifications

Substitution: Additional experience as described above may substitute for the required degree on a year for year basis up to a maximum of two (2) years.

Desired Qualifications

• A Master's degree in public administration, business administration, public policy, or a closely related field of study, or a juris doctor degree.

• Two or more years of demonstrated experience with public sector management, budgeting, financial accounting, procurement, contracting, and/or recruitment functions.
• Experience in the fields of campaign finance and governmental ethics.
• Experience working objectively, efficiently, and effectively under strict deadlines and highly visible, sensitive, or politicized settings.
• Extensive knowledge and expertise in organizational policies, systems, and issues in a government setting.

Minimum Qualifications

Budget Analyst I - A Bachelor's degree from an accredited college or university in economics, accounting, finance, business administration, public administration, or a closely related field AND three years of increasingly responsible management and/or administrative analytical work experience, including two years of experience related to budget management or financial analysis.
 

Budget Analyst II - A Bachelor's degree from an accredited college or university in economics, accounting, finance, business administration, public administration or a closely related field AND five years of increasingly responsible management and/or administrative analytical work experience, including two years performing budget management or financial analysis in a public sector agency similar to the City of Sunnyvale.

A Master's degree in economics, accounting, finance, business administration, public administration or a closely related field from an accredited college or university may substitute for one year of management and/or administrative analytical work experience.

The Novato Sanitary District is seeking an innovative, collaborative, and hands-on public finance leader who is well-versed in managing complex budgets, accounting, and financial systems. This position is under the general direction of the Administrative Services Manager, with strategic direction from the General Manager. The Finance Manager is an at-will, single independent classification within the District.

The Finance Manager position is responsible for directing, managing, and administering District’s financial activities and operations, including accounting, financial planning and reporting, debt issuance, budgeting, treasury and investment portfolio, payroll and benefit administration, financial system management and administration, and implementation and monitoring of internal controls.

The Finance Manager is a practicing accountant in addition to being an organizational architect and member of the Administrative Services team. A successful candidate will have direct experience in both day-to-day accounting and strategic leadership of finance functions. This is a detail-oriented position requiring strong verbal and written communication skills, the ability to work independently, and strong analytical skills.

Are you a bright, motivated, and skilled Budget professional with a passion for the outdoors and preserving open space?  Midpeninsula Regional Open Space District is recruiting a highly qualified Management Analyst I/II to bring budget expertise to support Midpen’s mission of open space preservation, natural resource protection, and ecologically sensitive public access.  Along with providing day-to-day budget support, this position will assist Midpen with the careful expenditure and performance tracking and reporting of capital projects funded through the voter-approved $300 million general obligation bond known as Measure AA.

About the Position:  Midpen aims to recruit and retain employees who embody professionalism, accountability, and respect, who value working in an environment focused on inclusivity, diversity, and equity. The Management Analyst I/II is responsible for the coordination and preparation of Midpen’s annual budget, Measure AA Bond Annual Accountability Report, and year-end budget review; monitoring, reporting, researching, and estimating both current and future expenditures, variances, and budget performance; recommending financial corrective and improvement measures; tracking the annual budget; providing budget support to other departments; developing and preparing financial reports; performing professional financial/trends analysis and forecasting to understand short-term and long-term impacts of potential actions; and assisting with special projects. The successful candidate is detail-oriented and can also pivot to a broader perspective; has a proven ability to build positive and productive relationships; possesses excellent communication and interpersonal skills; and provides excellent customer service.  Flexibility and the capacity to comfortably adapt to and manage change in an evolving workplace are a must.  General Microsoft Office Suite proficiency is required.

The Management Analyst I under supervision, performs most of the duties required of the position but is not expected to function at the same skill level required of a level II.

Budget & Analysis Management Analyst I Annual Pay Range:  $98,417-$122,882

The Management Analyst II is expected to perform the full range of duties as assigned, working independently and exercising a higher level of judgment and initiative. Receives occasional instruction or assistance as new or unusual situations arise.

Work Environment:  This position is part of Administrative Services at Midpen’s office in Los Altos, California.  Midpen offers a hybrid office/telecommute work schedule for this position. This position reports to the Budget & Analysis Supervisor.

Education and Experience:  Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Management Analyst I: equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field and one (1) year of responsible analytical experience.  Public sector experience is preferred.

Management Analyst II: equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration or a related field, and three (3) years of professional analytical experience. Public sector experience is preferred.

Licenses & Certifications Required:   Possession of a valid California Driver’s License.
