Essential Duties

What you will do: 
Duties may include but are not limited to the following:

Performs specialized and detailed work in the review and processing of various financial records and related materials; ensures the integrity of data and information related to area of assignment which may include cash management, payroll, accounts payable/receivable and consolidated billing.

Analyzes and reconciles a variety of journals, accounts, reports and records; to prepare, process, and maintains accounting system records, and transactions.

Prepares journal entries and general ledger reconciliations and performs month and year-end closing of accounting records; assists with City-wide budget development and monitoring.

Balances financial information system controls; balances and posts financial transactions to ledgers and sub-ledgers and reconciles to the accounting system; and balances various other financial transactions with source documents and controls.

Processes and prepares payrolls; responds to staff regarding payroll related questions; updates employee information in payroll systems.

Maintains subsidiary records of fixed assets and depreciation, and tags all fixed assets.

Assists in the preparation of schedules as required for audits and special requests.

Prepares, compiles, tabulates and maintains data and complex documents; assists with preparing technical financial, statistical and operational reports, statements and records.

Responds to inquiries from the public in person, by telephone, and/or in writing, regarding areas of responsibility and initiates appropriate action to resolve problems.

Researches and answers inquiries from employees and other City departments regarding the status of accounts and payments, including proper transaction coding and related matters.

Builds and maintains positive working relationships with co-workers, other City employees and the public using principles of good customer service.

Assists in daily operations providing general clerical support as needed.

Performs related work as necessary.

Education: Equivalent to an Associate's degree from an accredited college or university in accounting, finance or a related field.

About the Department

Typical Duties

Under direction of the Public Works Director or designee, the Management Analyst performs a variety of professional-level administrative, analytical, and technical duties, including:

• Prepares RFPs and coordinates consultant selection; administers consultant and construction contracts, including bidding, invoicing, and compliance tracking.

• Conducts research, analysis, and prepares reports on departmental projects, programs, and compliance activities such as the Clean Water/NPDES Program.

• Supports geographic data analysis and mapping using GIS to track infrastructure assets, stormwater facilities, and project locations.

• Assists with operating and capital improvement budgets, including analysis of revenues, expenditures, and performance measures.

• Coordinates and supports Capital Improvement Projects (CIPs) through planning, design, and construction phases.

• Manages grant applications, tracking, and reporting; assists in identifying and securing funding opportunities.

• Provides information to the public and represents the department in meetings; responds to inquiries and complaints regarding City projects and programs.

• Researches records, maps, and other sources to obtain engineering data and respond to Public Records Act requests.

• Prepares staff reports, correspondence, and presentations for the City Council, commissions, and committees.

• Assists in the development and implementation of departmental procedures and policies.

Education and Experience

Education:

Equivalent to a bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, civil engineering, environmental studies, or a related field.  A master's degree is desirable.

Experience:

• Management Analyst I:  Some professional-level administrative, analytical, or budgetary experience, preferably in a public works, engineering, or local government setting.
• Management Analyst II:  At least three (3) years of progressively responsible experience performing duties at the Management Analyst I level.

Licenses:

Possession of, or ability to obtain, a valid California Class C driver’s license.

Special Requirements:

Police Officers can serve in patrol, traffic, investigations, and K-9 assignments. A Dispatcher II is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher II acts as the Department’s primary dispatcher, receiving and relaying incoming calls for emergency and non-emergency assistance; dispatching police units; operating a variety of telecommunications equipment including radio, telephone, and computer-aided dispatch systems; status monitoring, records and file maintenance in a computer-aided environment; and entry level dispatch training. A Dispatcher II may be assigned to work various hours, shifts, holidays, weekends and overtime.

Additional duties may include, but are not limited to, the following: prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports. Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.

QUALIFICATIONS

Have a combination of education and work experience, including a minimum of 1 year of dispatch work; 2 years general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm (net). Have knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to dispatch police units quickly and effectively; work under pressure; exercise independent judgment; work with minimal supervision; make sound decisions in emergency situations; learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; operate computer-aided dispatch system, 911 emergency telephone, and other multi-line telephone systems, various law enforcement telecommunications systems, radio console with headsets and handsets, computer keyboards, cameras, intercoms, security. Willingness to work varying shifts and radio dispatching skills.

The City of Pleasant Hill offers a competitive compensation and benefits program.

• Salary: $6,987 to $9,050 per month. Placement within the range depends on experience and qualifications.

THE POSITION: This limited term position supports the Youth and Family Services Bureau (YFSB) in the Police Department to strengthen and enhance services provided to Hayward families to keep youth positively engaged in the community and out of the juvenile justice system. The Lead Program Assistant works with YSFB mental health counselors to provide case management, life skills training, diversion, restorative justice, and other services.
The limited term position is dependent on ongoing funding for the program. Funding has already been secured through FY2026 (June 30, 2026) with the possibility of an extension or permanent funding in FY 2027.

The Lead Program Assistant is a Citywide classification; current vacancies exist in the Police Department however future citywide vacancies may be filled from this recruitment. You are:

The rating of the supplemental questions may determine application status and/or rank on the eligible list.   Applications submitted without all required materials will not be considered.

Job Related Testing 
 Supplemental Questionnaire Review  The examination process will result in a ranked eligible register of candidates for hiring consideration by the department derived from any of the exam processes mentioned above.

Department Interviews - Actual hire depends on success in the departmental selection process.  

Candidates under final consideration for employment with the City should expect to undergo an employment background/reference check that may include, but is not limited to: employment history verification, medical evaluation, confirmation of educational credentials and degrees, licenses including driver's license, registrations, certificates, and other credentials as part of the appointment process. Some positions, depending on the nature of the work, also require a credit check and a review of Summary Criminal History obtained from the State Department of Justice through Live Scan Fingerprinting.
