THE DEPARTMENT AND POSITION

The Department of Public Works is recruiting for a Street Maintenance Worker I/II to perform a variety of manual and semiskilled tasks involving the construction, repair, maintenance, and cleaning of streets, sidewalks, other concrete structures, storm drainage and related Public Works facilities.  The Street Maintenance Worker operates light power driven, hand-held, and "walk behind" equipment.  

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to):

• Performs manual and semiskilled work in street excavation and repair, asphalt laying, cold tar patching, concrete work, weed control spraying, street painting, street signing, and flushing, clearing and maintaining sewer and storm drainage pipelines, culverts, and pump stations.
• Uses shovels, rakes, other hand tools, jackhammers, asphalt saws, tampers, packers, dump trucks, rollers and spray equipment in the excavation, building up, patching and surfacing of streets.
• Performs or assists in finished concrete work by excavating and clearing areas, constructing forms, trucking and pouring concrete.  Performs or assists with concrete leveling, floating, and finishing.  
• Removes debris and assists in cleaning and clearing of sewer lines, catch basins, canals, pipelines, and pumping stations.
• Assists in maintenance, repair, or replacement of pumps, motors, valves, gates, and pipelines,.
• Prepares and installs traffic signs and related posts per specifications.
• Places traffic barriers and warning signs and directs traffic.
• Performs street painting and striping per specifications, using a variety of materials and related equipment. 
• Assists in emergency repairs of Public Works facilities.

EDUCATION AND EXPERIENCE:

Street Maintenance Worker I:

• Equivalent to graduation from high school to provide necessary reading and communication skills;
• Prior experience in the operation of power driven equipment or previous maintenance experience is desirable but not required.

Street Maintenance Worker II:

• Equivalent to graduation from high school.
• Two years of increasingly responsible experience in the maintenance and construction of Public Works facilities equivalent to the Street Maintenance Worker I.  

OTHER REQUIREMENTS

Street Maintenance Worker I:

• Valid California Driver's License
• Must obtain a Class B license prior to passing probation

Street Maintenance Worker II:

• Valid California Driver's License
• Effective July 1, 2010, employees hired or promoted into the SMWII position are required to obtain a Class B license prior to pass probationary period, and participate in the DOT program.

In this role, you'll perform a variety of challenging and rewarding tasks, including installing, maintaining, and repairing mechanical and electrical equipment critical to the plant’s operations. Primary Responsibilities

• Identifies and performs a variety of maintenance, troubleshooting, repairs, installations, and modifications on wastewater treatment plant mechanical equipment and facilities, including but not limited to:
  • Mechanical grinders, pumps, valves, engines, blowers, motorized valves actuators, lab equipment, air compressors, etc.
  • Industrial grade machinery, boilers, digester equipment, bulk chemical storage and delivery systems, hydraulic and pneumatic systems and devices.
  • Fabricates and or modifies equipment mounts, brackets, supports, utilizing welding, drilling, milling, tapping, etc. 

• Coordinates activities with operations personnel and contractors to ensure efficient and streamlined operations
• Completes and maintains maintenance logs on the City's Computerized Maintenance Management System (CMMS)
• Responds to night and weekend emergency calls as needed

This position may be filled as Combination Building Inspector I ($36.0157 - $48.2645 per hour) or Combination Building Inspector II ($39.7935 - $53.3271 per hour), depending on candidate experience and qualifications.  

The Combination Building Inspector I/II plays a crucial role in protecting public health, safety, and welfare by reviewing construction projects to ensure compliance with minimum standards. Their inspections cover not only the structural stability of buildings but also key safety aspects such as fire protection, life-safety features, energy efficiency, and the proper functioning of plumbing, mechanical, and electrical systems. 

The Combination Building Inspector must possess excellent customer service and communication skills, be self-motivated, exercise discretion and independent judgment, and project a very professional image through in-person, phone, and e-mail interactions at all times. Additionally, this position will plan check in specialized areas such as plumbing, mechanical and electrical.  

PRIMARY RESPONSIBILITIES 

• Conducts inspection work to enforce building, fire and life safety, mechanical, plumbing, electrical, energy, accessibility, and other related codes and regulations that govern the construction, alteration, repair, and use of buildings and structures.  

• Reads and interprets plans and specifications for inspection on commercial, industrial and residential buildings. Performs pre-construction inspections on complex permits to get familiarized with the project milestones and establish communication channels with the contractor and the design team. 

• Participates in the development of policies and procedures; recommends programs and projects to the inspector supervisor and the inspection team.  

• Ensures a high-performance, customer service-oriented work environment that supports the department and City’s mission, objectives, and values. 

• Confers and coordinates with, and provides information and assistance to owners, architects, engineers, contractors, builders, and the general public in the field and office; explains and interprets applicable codes, ordinances, and zoning regulations.

FACILITY REPAIR WORKER II/III

• Operates power nail drivers, drills, saws, drill presses, joiners, and related hand and power carpentry tools to make and install custom pieces.
• Installs, repairs, and maintains domestic water supply, drainage plumbing and related fixtures using copper, galvanized and PVC pipe techniques.
• Hangs, tapes, and textures interior wallboard, patch plaster, and apply paneling to finished interiors.

• Operates spray equipment and uses manual tools to paint interior and exterior surfaces, equipment and facilities.
• Repairs metal equipment, recreational fixtures and furniture; fabricates frames and racks using acetylene and arc welding and brazing equipment.
• Prepares forms, sets rebar, pours and finishes concrete to repair or construct equipment and small building slabs, foundations, retaining walls, patios, repairs brick and masonry.
• Installs and repairs shake, asphalt shingle, and tar seal roofing.
• Removes and replaces window glass.

EDUCATION AND EXPERIENCE:

Facility Repair Worker II:

• Equivalent to graduation from high school.
• Three years of responsible experience in building repair and maintenance with at least one year of experience in one of the trades.

Facility Repair Worker III:

• Equivalent to graduation from high school.
• Five years of responsible experience in building repair and maintenance equivalent to the Facility Repair Worker II classification at the City of San Rafael.
• Knowledge of building codes and necessary permits related to building maintenance tasks.
• Possess strong computer skills with programs such as Microsoft Word, Excel and Office.

OTHER REQUIREMENTS

• Possession of a valid California Class C Driver's License with a satisfactory driving record.

Minimum Qualifications for consideration - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: Equivalent to a Bachelor's degree from an accredited college or university with major coursework in civil engineering, environmental engineering, environmental sciences or a related field. 

Experience: Five years of increasingly responsible wastewater treatment plant and collection system operations and maintenance experience including two years of administrative and supervisory responsibility. One year of Biological Nutrient Removal Treatment Processing is desirable.

License or Certificate:

Possession of a State of California Wastewater Treatment Plant Operator Grade V certificate is highly desirable.

The ideal candidate for Deputy Building Official is a highly skilled, knowledgeable, and dedicated professional with a deep understanding of building codes, regulations, and construction practices. The Senior Building Inspector is a skilled, knowledgeable, and dedicated professional with a proficient understanding of building codes, regulations, and construction practices. You will be responsive and analytical; and be effective in a fast-paced and dynamic settings. You will have 7-10 years’ experience in the building inspection field, ideally within municipal or governmental roles, demonstrating the ability to lead and mentor, expertise in overseeing building inspections, interpreting building codes, and ensuring compliance with safety, accessibility, and environmental standards. You will have relevant certifications in building inspection, such as ICC (International Code Council) Certified Building Inspector, or similar.

EDUCATION/EXPERIENCE

Deputy Building Official

• Graduation from high school or equivalent based on courses taken from an accredited educational institution.  Associate of Science degree in Building Inspection or related field is preferred.  
• Five (5) years of progressively responsible experience in building inspection, including commercial, of which at least two (2) years must be in a supervisory capacity.  

Senior Building Inspector

• Graduation from an accredited high school or equivalent based on courses taken from an accredited educational institution.  
• Associate of Arts degree preferred AND five (5) years of progressively responsible experience in building inspection, including commercial inspection and/or plan check experience, of which at least two (2) years must be at the full journey level or above.

CERTIFICATES, LICENSES, REGISTRATIONS:

Both Positions: Maintain a Valid CA driver’s license.

Deputy Building Official

Must maintain ICC certification in at least three of the following areas: commercial building inspector, combination building inspector, electrical inspector, plumbing inspector or mechanical inspector.  These certifications are required at time of hire. In addition, Plans Examiner certification from ICC is required, but may be obtained within 6 months of hire. 

Senior Building Inspector

 Building Inspector certification from International Code Council (ICC) or equivalent is required. CASP certification is highly desirable. Possession of a Commercial Building Inspector or Building Plans Examiner certification from ICC is desirable.  Certification as a Commercial Building Inspector must be obtained within one year of appointment as a condition of continued employment.

The Deputy Building Official is a regular position of the City’s San Rafael Mid-Management Employee Association (SRMMEA) and is eligible to receive benefits including but not limited to:

Facility and Sports Field Attendants work in the formal Suisun City classification of Recreation Specialist I. Starting hourly rate will depend on qualifications. This position works on average 19 hours per week.

The Department: The Recreation, Parks and Marina Department is responsible for the operations and programs of the Suisun City Marina, the Senior Center and the Joseph A. Nelson Center, including preschool, after-school programs at various sites, recreation classes and sports leagues, community events and special event rentals.

The Position: Facility and Sports Field Attendants work behind the scenes making all Recreation and Community Services excel!  This job entails setting up for events and rentals, cleaning the facility and performing light maintenance duties.  We’re looking for highly motivated people with a customer service orientation who genuinely enjoy helping others and who are flexible problem-solvers.

We are seeking a hands-on, mechanics and electronics savvy Instrumentation Technician to join our Public Works Sanitation division. This position maintains, repairs, inspects, plans, modifies, designs, installs and calibrates instrumentation, electrical, and SCADA control systems for wastewater treatment facilities; maintains a spare parts inventory; and trains operations staff in the understanding of instrumentation and control systems related to the process operation.

Details:

• Full-time regular position, 9/80 schedule with every other Monday or Friday off.
• Salary range $35.80 to $45.70 hourly with Excellent Benefits.

Our Minimum Qualifications for consideration are:

Education: Equivalent to the completion of the twelfth grade supplemented by college level course work in electronics or a related field.

Experience: Two years of increasingly responsible experience in the maintenance, repair, fabrication and installation of instrumentation systems in a wastewater treatment system, water distribution, water processing, or other industrial process control environment.
