Typical duties include, but are not limited to:

• Support the Assistant City Manager or his/her designee with the financial oversight and analysis of the $3.5 million annual budget for the City’s Homelessness Initiatives.
• Comply with state, county, and private grant requirements including cost allocations and documentation of Homelessness Initiatives Program expenditures by contracted service providers, strengthening of reporting systems.
• Manage grants from inception through close out, ensuring that best practices are followed, and spend down is maximized.
• Create annual budgets and budgets for proposals, complete budget modifications, and monitor actual expenditures versus budget.
• Prepare grant invoices and financial reports.
• Prepare financial reports for the City’s Homelessness Initiatives.
• Monitor and track budget, revenue, and expenditures for Homelessness Initiatives within the City’s financial system and with City’s Finance Staff.
• Develop cost/benefit analysis of City’s Homelessness Initiatives investments in relationship to ongoing costs of mitigation.
• Draft staff reports and other written materials.

DESCRIPTION 

We are seeking a collaborative, proactive Revenue Operations Manager who will be responsible for the direction and management of the Public Services Division of the Finance Department! 

The primary focus of this position is to manage and provide oversight of Citywide Revenue Operations, including billing, delinquency processing, and collection duties; oversees tax collection, the issuance of licenses and regulatory permits; cashiering and the receipt of payments. The position leads and guides the Public Services Division’s staff of nine, and is an essential senior management position reporting to the Deputy Finance Director. 

PRIMARY RESPONSIBILITIES 

• Plans, organizes, and manages the operations and staff of the Public Services Division of the Finance Department.   

• Develops, implements, and monitors long-term plans, goals, and objectives focused on achieving the department’s mission and priorities.   

• Directs the development, implementation, and evaluation of policies, procedures, systems, and work processes to achieve annual objectives and service standards.  

• Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends appropriate services and staffing levels.  

• Provides leadership, supervision, and mentorship to staff to ensure a high-performance, customer service-oriented work environment.  

• Forecasts, monitors, and directs Citywide revenue collection; oversees delinquency reviews, collection activities, cashiering functions , and appeals of enforcement actions.  

• Administers the Utility Billing program, including initiation and termination of customer accounts, delinquency processing, collections, and lien recommendations.  

• Coordinates water and wastewater utility rate administration, including working with consultants on financial and cost of service studies, verifying research and recommendations, and presenting findings to the Finance and Public Works Directors, City Council workshops, and Proposition 218 hearings.  

• Administers and oversees tax programs, including Transient Occupancy Tax, Business Tax and Licensing; reviews renewals, remittances, and applications; conducts audits; and ensures compliance.  

• Administers and oversees the parking citation adjudication program, including administrative reviews, procurement of hearing officers, and scheduling and conduct of hearings for various local programs on contested citations.  

• Oversees billing and collection of False Alarm fines.  

• Monitors and evaluates the impact of proposed legislation and regulations; researches and recommends new policies, procedures, and programs to ensure compliance with changing requirements.  

• Researches, prepares, and presents management studies, staff reports, and related documents to departmental leadership and City Council. 

• Manages procurement and contract administration for division programs and services, including development of RFPs, vendor selection, contract compliance, insurance requirements, and timely processing of vendor payments. 

• Provides staff assistance to the Deputy Finance Director; completes special projects as assigned; and represents the City at various meetings, workshops, and events. 

• Establishes and maintains appropriate internal controls; directs staff responsible for cash control, accounts receivable, revenue collection, and customer service.

THE POSITION:

This is a division head management position at the Hayward Executive Airport, reporting to the Airport Manager. The incumbent is responsible for the management of the business and accounting functions at the airport and provides second-line supervision and direction of staff within the Airport Division. This position is distinguished from the Airport Operations Supervisor classification which is responsible for the direct supervision of staff performance of Airside and Landside operations and maintenance tasks at the airport. Under general direction, the Airport Business Supervisor, oversees the airport business function including budget preparation, the real property program, tenant compliance with contract provisions, collections, preparation of grant applications, and other administrative duties.

The Airport Business Supervisor is a key administrative position in the Airport division of Hayward Public Works Department. The ideal candidate is detail oriented, discrete and a multitasker able to meet tight deadlines when required. They are a networker, able to build bridges with internal and external customers. Assist the Airport Manager with the negotiation of commercial lease agreements.

Prepare draft leases at the request of the Airport Manager.

Monitor account receivables and collect past due amounts.
 
Prepare annual business permits and monitor tenant compliance.

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying.  A typical way to obtain the knowledge and abilities would be:
 
Experience:  Five (5) years of experience in real property management, appraisals, negotiations, and budgeting.  Including two (2) years of supervisory or lead experience.  Experience in an airport business office preferred.
 
Education:  Equivalent to a Bachelor's Degree from an accredited college or university with major work in Public or Business Administration, or a closely related field.
 
Licenses and Certificates:  Possession of either an FAA Private Pilot Certificate or standing as a Certified Member (CM) of the American Association of Airport Executives is desirable.

THE POSITION:

The City of Hayward is seeking a strategic and collaborative Director of Finance to oversee its centralized financial operations. The Department: 

The Purchasing Division of the Department of Finance is hiring a Materials Handler for its Utility Warehouse. The department is looking for experience related to warehouse materials management and receiving deliveries with an emphasis in computerized inventory management system.

 

The Position: 

The Materials Handler is an entry-level position at the purchasing warehouse or the electric utility warehouse.  Under general supervision, this position is responsible for receiving, storing, shipping, and distributing materials, equipment and products to City staff.

About the Opportunity

The City of Millbrae is looking for a full-time Deputy Finance Director based in Millbrae, California.

Reporting to the Finance Director, you will play a pivotal role in managing the day-to-day operations of the Finance Department and supporting citywide financial initiatives.

More About You

Education: Graduation from a four-year college or university with major coursework in accounting, finance, business administration, public administration, or a closely related field.

Experience: At least 5 years of progressively responsible professional experience in accounting, finance, or a related field, including 3+ years in a supervisory or management capacity.

Licenses: Possession of a valid California Driver's License and a satisfactory driving record. A Certified Public Accountant (CPA) license and a Certified Public Finance Officer (CPFO) certificate are highly desirable.

THE POSITION

Under the general direction of the Administrative Services Director, the Assistant Administrative Services Director is responsible for overseeing the Finance Division with 10 full-time staff and supporting citywide fiscal and budget operations. This role involves high-level coordination, analysis, and liaison work across City departments, divisions, and external agencies. This position requires deep expertise in financial management, public policy, and municipal operations, including knowledge of the roles of the City Council and the Finance and Audit Commission, exercising independent judgment in policy development and fiscal oversight. The Assistant Director’s daily duties include general accounting, financial reporting, budgeting, payroll, and business licensing, as well as long-term fiscal planning. This role is instrumental in achieving departmental and citywide goals, improving resource efficiency, and delivering high-quality customer service. Primary duties include but are not limited to the following:

• Planning, managing, and overseeing the daily functions, operations, and activities of the Finance Division; areas of responsibility include general accounting, budget, payroll, treasury, business license, tax and revenue collection, and financial reporting.
• Directing and participating in the development of the City-wide operating and capital budget; working with departments to provide data and support for their budget development; monitoring departmental budget performance and making recommendations for adjustments as needed; and conducting ongoing analysis of the City's financial condition, reporting to, and advising, executive management on fiscal matters.
• Directing the preparation of, and participating in developing fiscal reports including monthly, quarterly and annual reports as well as the City's Annual Comprehensive Financial Report (ACFR), ensuring adherence to mandated rules, regulations and professional standards.
• Preparing and updating the five-year financial forecast and other long-term projections and plans.
• Participating in the development and implementation of goals, objectives, policies, and priorities for the division; recommending appropriate service and staffing levels; recommending and administering policies and procedures.
• Developing and standardizing procedures and methods to improve and continuously monitoring the efficiency and effectiveness of assigned programs, servicing delivery methods, and procedures; assessing and monitoring workload, administrative and support systems, and internal reporting relationships; identifying opportunities for improvement and recommending to management.
• Participating in the selection of, training, motivating, and evaluating assigned personnel; providing or coordinating staff training; working with employees on performance issues; implementing discipline and termination procedures.
• Developing and implementing adopted finance and budget services strategic plans, policies, and standards.
• Establishing and maintaining internal control procedures and ensuring that state and national standard accounting procedures are maintained.
• Communicating complex financial data in a clear, concise manner to a variety of internal and external audiences.
• Overseeing the treasury function, including managing the City’s investment portfolio, ensuring availability of City funds, and preparing investment reports with consultant assistance.
• Overseeing the City’s debt issuance and management policy.
• Overseeing the development of consultant requests for proposals and qualifications for professional services; evaluating proposals and recommending project award; developing, negotiating, and reviewing contract terms and amendments; ensuring contractor compliance with City and department standards and specifications and time and budget estimates; analyzing and resolving complex problems that may arise.
• Providing highly complex staff assistance to the Administrative Services Director; conducting a variety of organizational and operational studies, special projects, and investigations; preparing and presenting staff reports and other necessary correspondence related to assigned activities and services; presenting reports to various commissions, committees, and boards.
• Attending and participating in professional group meetings; staying abreast of new trends and innovations in the financial field; monitoring changes in regulations that may affect business systems operations; implementing policy and procedural changes after approval.
• Receiving, investigating, and responding to difficult and sensitive problems and inquiring in a professional manner; identifying and reporting findings and taking necessary corrective action.
• Performing other duties as assigned.
