Transportation Safety and Operations Division - Signal Design 

The Engineer I/II positions in the Signals Design team provide traffic signal-related management and support services throughout the City of San José. The positions will work closely with other team members, and may include direct supervision of sub-professional technical staff. 

Key duties include but are not limited to:  

• Implementing capital and grant-funded projects to enhance pedestrian, bicycle, transit, and vehicle access at intersections using signal control devices; including grant administration, consultant and vendor contract management, project scoping, design review, project scheduling, budget management, and coordination with various internal and external stakeholders; 

• Coordinating construction activities, including traffic signal “turn-ons” and mitigating signal timing impacts during construction at intersections; 

• Evaluating proposed striping and improvement plans associated with annual pavement program work and providing design details to enhance all modes of travel; 

• Coordinating traffic signal ITS enhancements in preparation and conjunction with public improvements and pavement work; 

• Reviewing traffic signal plans and specifications for development and capital improvement projects for compliance with CA-MUTCD and City standards;  

• Coordinating with projects implemented by other City divisions and departments to ensure all changes affecting the traffic signal network conform to the future goals of the City; 

• Analyzing collision/volume data and other variables to identify ideal locations for innovative traffic signal designs (bicycle signals, HAWK signals, protected intersections, etc.) and evaluate before and after studies; and 

• Responding to citizen requests for improvements to the signal network. 

Transportation Safety and Operations Division - Signal Operations 

The Engineer I/II positions in the Signal Operations team are part of an innovative customer-oriented team responsible for managing day-to-day traffic conditions through the operations and management of the City's nearly 1000 traffic signals. The Engineer I/II will be responsible for assisting in project planning and engineering, construction coordination, and may include direct supervision of sub-professional technical staff. 

Key duties include but are not limited to:  

• Conduct analyses and field investigation related to day-to-day customer-identified traffic operations issues;  

• Respond to service requests from the public and other city departments. 

• Analyze traffic flow impacts of CIP/development-related traffic signals and associated improvements; 

• Analyze the effectiveness of specific signal timing standards currently utilized in San Jose and benchmark against current industry standards/trends; 

• Prepare and implement traffic signal timing and coordination plans. 

• Conduct performance measures of the roadway network, including evaluation of corridor timing flow and safety effectiveness; 

• Support implementation of grant-funded traffic signal retiming projects; 

• Prepare Requests for Proposals (RFPs) for signal timing consultant services, manage service contracts; prepare work orders, grant reports and invoices; and 

• Actively manage ingress and egress for planned event traffic utilizing remote signal timing control, traffic surveillance cameras, and dynamic motorist information message signs. 
    

Transportation Safety and Operations Division - Traffic Safety 

The Engineer I/II positions in the Traffic Safety Division provides Neighborhood Traffic Management services and develops and implements Traffic Calming and Pedestrian Improvement Projects throughout the City of San José. The Engineer I/II will work closely with the team to develop traffic safety projects to improve safety for all roadway users, ensure facilities are pedestrian and bicycle friendly and comply with laws, rules, regulations, and ordinances.  Services provided are heavily community oriented and can sometimes be politically sensitive. This position reports directly to an Associate Engineer and supervises Engineering Technicians and interns.   

Engineers I/II will have opportunities to support the Traffic Safety Division staff in the following areas: 

• Perform field investigations, collect data, and perform various traffic studies, including stop sign, crosswalk, and crossing guard studies. 

• Review collision reports and apply applicable guidelines and standards to enhance roadway safety.  

• Perform engineering analysis, and complete written reports of recommended solutions. 

• Conduct speed surveys to establish appropriate speed limits on City streets. 

• Prepare maps, reports, and related material for presentation.   

• Developing effective working relationships with community groups to resolve residential traffic issues using the newly adopted Council policy on traffic calming.  

• Working with and educating residents on traffic issues in neighborhoods, including speeding, cut-through traffic, pedestrian and bicycle safety, and quality of life concerns.  

• Determination of use and placement of appropriate traffic control devices.  

• Review and analysis of on-street parking conditions and establishment of appropriate parking controls.  

• Planning, assignment, direction, and evaluation of technical staff in the traffic investigation unit. 

• Participate on the development plan review process and coordination with other City departments and divisions. 

• Attend meetings/represent the Traffic Safety team on discussions with project engineers, City staff, and consultants as appropriate to build consensus and/or to coordinate project issues. 

• Assist with the development, design, and construction management of pedestrian and traffic safety projects including enhanced crosswalks, Radar Speed Signs, Speed Lumps, and Road Diets.  Typical duties include performing field surveys, leading the preparation of project plans, coordinating with stakeholders, preparing work orders, ordering project materials, and reviewing the completeness of construction work in the field. 

• Prepare conceptual and basic design plans for traffic safety improvements using AutoCAD, AutoTURN, or similar CAD software 

Transportation Planning and Project Delivery (PPD) Division – Local & Regional Project Delivery 

The Engineer I/II positions in the Local and Regional Project Delivery section helps develop and implement the City's Transportation Capital Improvement Program in alignment with policies of the General Plan Envision 2040. Under the general direction of the Associate and/or Senior Engineer, this position will work with internal and external partners and the community to ensure the efficient delivery of transportation projects through the planning, environmental, design, and construction phases.  Types of projects that the Engineer I/II may support include multi-modal enhancement to local roads, highway, expressway, and transit. 

Key duties include but are not limited to:  

• Perform project management duties, including preparing and updating project status reports and schedules, managing contracts/agreements, expenditure tracking, and progress billings/payments. 

• Coordinate the review of environmental documents and technical studies, designs, plans, estimates, and submittals associated with the implementation of project development activities consistent with City policies, regulatory requirements, current design standards and grant guidelines.  

• Attend project design/construction meetings.  Work with inspectors on project sites to assist in solving difficult problems and ensuring quality control, safety, and compliance with regulatory, design and construction requirements.  

• Assist in the preparation of multi-agency cooperative, funding, or maintenance agreements to deliver and sustain a safe, multimodal transportation system for the City. 

• Represent the Department of Transportation at community meetings and other meetings with internal and external stakeholders. 

• May lead and supervise, technical, interns and non-technical staff by establishing goals, tracking performance, creating a positive work environment, maximizing staff development opportunities, and providing appropriate recognition. 

Transportation Planning and Project Delivery (PPD) Division – Development and Geometric Design 

The Engineer I/II positions will, under general supervision or direction of the Associate Engineer, perform professional engineering work in street design; development of concept transportation infrastructure master plans, review plans for public and private projects in the City, and produce and review signage and pavement marking geometric plans. The successful candidate will need to understand basic engineering principles of transportation planning, traffic engineering, geometric/roadway design, and plan review. Surveying background or experience is desired, but not required. 

Key duties include, but are not limited to: 

• Prepare transportation infrastructure improvements conceptual designs of roadway, intersection and interchange, traffic signals using AutoCAD, relevant to new development and capital improvement projects. 

• Develop “complete streets” and multimodal design plans in conformance with Federal, State, and City’s transportation design standards, guidelines, and policies. 

• Review consultant engineering plans and specifications, master plans, and traffic studies related to capital infrastructure improvements. 

• Perform field review of striping layouts for conformance with design requirements.

DEFINITION

ESSENTIAL FUNCTION REQUIREMENTS
Ability to drive and possess a valid California Operator’s license for the type of equipment driven (Class B); ability to work in a variety of confined spaces and positions, and work outside in inclement weather; ability to do heavy lifting; ability to perform work that is labor intensive with considerable bending and stooping and repetitive shoulder, arm and hand motions; must have a great deal of finger dexterity; ability to distinguish color of wires; ability to read and understand written work orders and shop manuals, and communicate with various division employees, parts houses and vendors in order to obtain parts and effect repairs. Basic Examples of Duties

Duties may include, but are not limited to the following:

• Inspects, diagnoses and repairs mechanical defects in automobiles, trucks, graders, rollers, and a variety of diesel and gasoline-powered equipment tears down motors and performs general overhauling; repairs transmissions, differentials, carburetors, distributors, fuel pumps, lights, steering gears, starters, alternators, universal joints, sirens, and hydraulic systems; aligns wheels, adjusts brakes; repairs auxiliary equipment such as hydraulic pumps and motors; builds specialized equipment; installs batteries, tires, wiring, automatic electronic systems, and brakes; welds and cuts with electric and acetylene; occasionally makes emergency repairs out of the shop.

Position Duties

The Environmental Services Department is currently seeking to fill one (1) full-time Principal Accountant vacancy. Reporting to the Division Manager, the Principal Accountant in ASD serves as the technical lead in finance and accounting for the department and its three major Utility Funds: Wastewater, Municipal Water, and Solid Waste Management (with a total annual O&M budget of close to $500m and a CIP of over $1 billion over the next 10 years). This position serves a critical role in the department’s success and financial stewardship of ratepayer funds. The Principal Accountant serves as a technical liaison with the City Finance Department, leads specialized accounting functions, day-to-day operations of a team of 14 professional employees, including six direct reports, as well as full-service accounting programs.

The Principal Accountant’s responsibilities include but are not limited to: 

• Direct and manage a team of 14 accounting professionals.
• Mentor staff and build a team environment.
• Recruit staff and prepare annual performance appraisals.
• Oversee the timekeeping, procurement, accounts payable, accounts receivable, fixed asset accounting and other disbursements for the department.
• Calculate and prepare the department’s internal Cost Allocation Plan in compliance with OMB-87.
• Manage the annual year end close and financial audit for the production of the City’s Annual Comprehensive Financial Report (ACFR) for three major government enterprise funds.
• Manage the year-end close and financial audit for two single audits (SBWR, CWFA).
• Manage the year end close and financial audit for the Wastewater Treatment Funds and production of the Annual Basic Financial Statements.
• Manage the accounting and administration for the Master Agreement(s) for the Wastewater Funds that includes allocating costs to six other participating agencies.
• Manage the Annual Revenue Program for the Regional Wastewater Facility to allocate costs to participating agencies and rate payers.
• Set Sewer and Storm rates that are complaint with Prop 218 requirements.
• Oversee and manage the cash flow to forecast requirements for a Line of Credit and refunding with debt issuance.
• Manage and oversee annual bond compliance reporting and surveillance calls by rating agencies.
• Oversee and manage debt issuance for the department’s for two enterprise funds (Wastewater and Muni Water) which includes a 10-year, $2 billion capital improvement program for the Regional Wastewater Facility. 
• Use budget experience to oversee the development of the CIP Source and Use documents and use other budget documents for financial forecasting.
• Provide professional and technical advice and recommendations on accounting pronouncements, standards, policies, and procedures.
• Support special rate studies as the subject matter expert on rate setting and allocation of costs.
• Act as the liaison between the department and the City’s centralized Finance Department.
• Act as the expert for various financial software used by the department such as FMS and Gravity.
• Implement the new GASB 103 and DOJ ADA WCAG.
• Level AA Compliance requirements for year-end.
• Be familiar with the requirements of Public, Private, Partnerships (P3) and the associated P3 accounting requirements.
• Attend various committee meetings such as TAC, TPAC, and the CWFA.
• Take on other assignments as needed.

Salary Range

Salary range for this classification is: 

$125,671.52 - $191,880.78 annually

This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary will be determined based on the selected candidate’s qualifications and experience.

Minimum Qualifications

Education: Completion of a Bachelor's Degree from an accredited college or university with an emphasis in Accounting, Finance, or a closely related field, including eighteen semester units of accounting.

Experience: Five years of increasingly responsible professional experience in accounting or financial management including two years of supervising professional accountants.

Required Licensing: Possession of a valid State of California Class C driver's license.

Failure to pass the DMV Pull Notice assessment will deem you ineligible for employment.

The Position: 

The position will report to the Systems Support Division within SVP.  As the As-Needed Electric Program Manager (PI) you will help lead and coordinate a comprehensive improvement initiative for the organization’s AVEVA PI System. This role is responsible for assessing current-state challenges across infrastructure, data quality, tag management, workflows, and governance, and driving a structured program to modernize and stabilize the PI environment. The position operates in a cross-functional capacity, partnering with IT, OT/engineering, operations, and business stakeholders to ensure the PI system is reliable, scalable, and aligned with enterprise data and analytics objectives. This is an as-needed role, with flexible hours based on project phase and organizational priorities.

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

Typical Duties:

• Lead end-to-end program management of AVEVA PI system improvement initiatives.
• Working with AVEVA, conduct current-state assessments of PI architecture, interfaces, tag structure, and data flows.
• Establish and implement PI governance frameworks, including standards for tag naming, metadata, and data ownership.
• Coordinate remediation of data quality issues and rationalization of tags and assets.
• Oversee upgrades, patching, and infrastructure modernization (on-prem and/or cloud).
• Facilitate integration of PI with enterprise systems (e.g., analytics platforms, data lakes, SCADA/OT systems).
• Define and improve workflows for data ingestion, validation, and consumption.
• Manage vendors, system integrators, and internal technical teams.
• Track program milestones, risks, dependencies, and budget.
• Provide regular status reporting to executive and technical stakeholders.
• Develop documentation, standards, and knowledge transfer materials.
• Support change management and user adoption efforts.

Minimum Qualifications:

Minimum Education Requirements: 

Bachelor’s degree in Engineering, Computer Science, Information Systems.  

Minimum Experience Requirements: 

A minimum of five (5) years of experience in technical program or project management.

Acceptable Substitution: 

Four (4) years of additional experience in technical program or project management can be substituted for a Bachelor’s degree in Engineering, Computer Science, Information Systems.  

License/Certifications: 

Project Management Professional (PMP), PgMP, or equivalent preferred.

Desirable Qualifications: 

Demonstrated experience with AVEVA PI System (formerly OSIsoft PI), including architecture, data infrastructure, and integrations. Strong understanding of OT systems, telemetry, and real-time data environments.

Knowledge, Skills, and Abilities:

In-depth understanding of AVEVA Pl System architecture (Data Archive, AF, interfaces) and real-time industrial/OT data environments, including SCADA and telemetry systems. Strong knowledge of IT/OT integration, data governance practices, and infrastructure considerations across on-premises and cloud environments.

Demonstrated skill in leading complex, cross-functional technical programs, including assessing system gaps and executing improvement roadmaps for data, infrastructure, and governance. Strong communication and facilitation skills to align technical and business stakeholders, manage vendors, and drive decisions.

Ability to translate operational and business needs into actionable technical strategies while establishing standards for data quality, tag management, and system governance. Proven ability to drive change, manage competing priorities, and deliver results in a dynamic environment through collaboration and influence without direct authority.
