Role Description

As a Clinical Psychologist for the County Adult Assistance Program(CAAP), you will conduct professional-level work in screening and assessing CalWORKS and CAAP clients to identify and document disabling mental health conditions and associated functional limitations that enable them to qualify for Social Security Benefits.

Essential Duties Include:

• Conducts screening and assessment of clients with mental health related complaints, collateral interviews with primary care and behavioral health staff, and medical records review to support clients’ application for Social Security Benefits.
• Selects, administers, scores, and interprets appropriate psychological tests of intelligence, personality, aptitude, achievement, interest and other specialized areas and conducts diagnostic clinical interviews with emotionally disturbed, mentally ill, chemically dependent, and intellectually disabled adults to assess their impairments to provide medical evidence in support of clients’ application for Social Security Benefits as needed.
• Prepares psychological reports presenting diagnostic findings, interview findings, functional assessments, clinical evaluations, and recommendations for the Clients’ SSI eligibility.
• Reviews and evaluates psychological, psychiatric and/or neuropsychological data and case material.
• Provides education, consultation, and information to community providers, and CAAP’s multi-disciplinary team on adult adjustment problems, mental illness, chemical dependence, culturally relevant services, and other topics related to SSI eligibility.
• Supervises psychology interns and subordinate clinical staff not including class 2574 Clinical Psychologist; conducts staff training programs both within the clinic or unit and for line agency personnel.

The Wastewater Treatment Plant (WWTP) is a 15.7 MDG sub-regional facility that serves an estimated 164,545 customers  administering the annual operation and maintenance budget over $12.8 million with a staff of 34 professional and technical personnel.  The City of San Mateo is building a team tasked with the safe and continuous operation of the current expansion of this conventional activated sludge plant by introducing new facilities including; preliminary treatment, primary treatment, enhanced biological nutrient removal/membrane bioreactors (BNR/MBR), biological and chemically enhanced treatment (BioACTIFLO), and additional upgrades to existing process equipment. A vital and instrumental member of this team is the WWTP Operator III.

The Position

This position will receive general direction from the Chief Plant Operator and instruction from their Shift Supervisor to provide daily guidance to lower level operators and trainees. The WWTP Operator III will be responsible for supporting these efforts to guide, develop and mentor staff on their assigned shift, act in a supervisory capacity in the absence of the Shift Supervisor, and is the assigned lead in getting both scheduled and unscheduled work completed. Those who have prepared themselves and are ready for the challenge to use their skills as a journey-level wastewater professional should seriously consider this opportunity.

This position is assigned rotating shifts working nights, weekends, and holidays with on-call emergency response 24 hours per day.  However, along with this challenge is the benefit of working  a 12-hour shift that results in a very favorable work/life balance and requires the minimum commuting days as compared to other standard 8-hour shifts.

The Duties

Depending upon assignment, duties may include, but are not limited to the following.

Operate wastewater treatment facilities to control flow and processing of wastewater, sludge and effluent; monitor gauges, meters and control panels; observe variation in operating conditions, interpreting meter and gauge readings and test results to determine process requirements.

• Operate valves and gates; start and stop pumps, engines and electric motors to control and adjust flow and treatment processes; operate and maintain boilers; perform routine maintenance work on valves, tanks, related equipment and facilities to optimize performance.
• Maintain appropriate plant records to support water quality goals.
• Perform the duties of the Designated Operator-in-Charge when required in accordance with State regulations.
• Operate rolling vehicles and stationary machinery as required to perform essential job functions.
• Foster and maintain good working relationships and provide excellent customer service in the course of their work.
• Assist in the inventory, requisition, and purchase of supplies and materials.
• Supervise and train less experienced operators on assigned shift.

*Effective the first full pay periods following 1/1/2025, a 3% cost of Living increase and up to 4% equity adjustment to the hourly wage for the Police Officer Trainee - Academy Attendee position (totaling 14% in two years).

THE POSITION:

Under direct supervision, the Police Officer Trainee attends a Commission on Peace Officer Standards and Training (P.O.S.T) approved Police Basic Recruit Academy and successfully completes the academic and physical training required for appointment to the classification of Police Officer Recruit II.

ESSENTIAL DUTIES:

Duties may include but are not limited to the following:

• Participate in a P.O.S.T certified police academy designed to provide an overview of the criminal justice system including knowledge of laws, police procedures, law enforcement techniques, first aid and physical fitness.
• Receives training to develop an awareness of Police Department functions, as well as the responsibilities of Police Officers and how those responsibilities relate to field operations.
• Receives academy and field training to become a Police Officer.
• Learns proper handling and firing of firearms, report writing and emergency vehicle operation. 
• Develops an understanding and working knowledge of the California Penal, Vehicle, Health and Safety Codes. 
• Develops an understanding of proper evidence collection and preservation methods.

Role description

Under general supervision, assists in analyzing, planning, implementing, maintaining, troubleshooting and enhancing large complex systems or networks consisting of a combination that may include mainframes, mini-computers, personal computers, mobile devices, LANS, WANs, servers, data storage and the physical and logical components that integrate these systems together as an enterprise networking backbone. 

The 1042 Security Engineer is the journey level position in the Engineer series. The class is distinguished from the Senior level by the complexity of the tasks, projects or duties assigned, and is more independent than the Assistant level. This classification performs a wide range of complex analytical, design, planning, implementation, enhancement and problem resolution tasks on large complex systems and networks. Works within a framework of established procedures and interprets policies, procedures and guidelines. This level may formulate recommendations consistent with directives, policies, standards and regulations. Incumbents require only occasional instruction or assistance. Work is reviewed upon completion and for overall results. Serves as a technical architect and systems integrator for large complex systems or networks, with a focus on securing vulnerabilities and reducing risk of system and/or asset compromises.

Essential Duties:
 

1. Determine requirements for the development environment and / or enhancement for large complex systems that serve HSA’s programs. May research and conduct feasibility studies on new technologies.
2. Design, plan, integrate, test, implement, document and enhance large complex systems. This may involve the analysis, coding (.NET C#, Cold Fusion), web application design, database design, and evaluation of systems software, hardware and communications strategies.
3. Perform systems integration for interoperability over dissimilar platforms and technologies. This may involve the integration of various protocols and systems software.
4. Determine the proper installation parameters for software for smooth integration and efficiency in relation to the enterprise system and network.
5. Write code to customize large systems software which may involve specialized programming languages.
6. Read and understand requirements documentation and other documentation in order to write code to implement the required features for application systems.
7. Analyze, detect, identify and correct complex systems software or hardware deficiencies. Analyze, research and debug program logic and systems; modify program logic; analyze service requests for system changes or new requirements to determine the most effective approach and the appropriate staff time required to achieve the needed modification.
8. Provide emergency technical support for application issues to ensure system availability and data integrity. May provide on-call support to ensure rapid recovery from software or hardware problems for mission-critical systems and networks.
9. Act as the liaison between vendors, technical support hot-lines and departments to resolve complex systems. Coordinate and implement corrective measures; this may involve site visits, telephone assistance, remote systems and participation in technical committees.
10. Facilitate the demonstration and training of staff in the use of new hardware or software products.
11. Document procedures and troubleshooting techniques related to systems software and hardware; develop technical documentation and review documentation prior to general distribution.
12. Plan, develop and implement backup and recovery procedures for large systems.
13. Communicate with managers regarding system performance and operational issues. Suggest improvements to management.
14. Research and test new software technologies; report results; recommend software purchases. Learn and implement the new technologies that are brought in. Coordinate and work with vendors when needed. 
15. Attend meetings, workshops, and demonstrations; perform duties and responsibilities as assigned.

Definition: Under supervision, to provide leadership to recreation programs, activities or service; organizes and implements program elements and oversees participants; and performs related work as required.  This temporary part-time non-benefited position works an average of 8 -15 hours per week during each sports season.  This position requires afternoon and evening shifts.

Essential Duties:  Depending upon assignment, the duties of an After School Coach - Recreation Leader I , II or III may include, but are not limited to, the following:

 Assists in planning, organizing, scheduling and provides direct leadership to classes in a specialized phase of the recreation program, class or activities.

• Organizes, inventories and maintains necessary facilities and materials.
• Maintains group and individual discipline, and code of conduct.
• Implements a logical detailed sequence of activities to fit the abilities and interest of the participants.
• Keeps records of attendance, participation.
• Typical duties include: implementation of sports programming, record keeping, maintaining supplies, class development, and gym supervision.
• Performs other duties of a similar nature or level.

Special Requirements:   Vision adequate to supervise participants in recreational programs; speak clearly; ability to bend stoop or crouch; physical stamina to supervise groups of youth participating in recreational programs; ability to work off-hours, shifts or events as required; strength to lift and carry materials weighing up to 20 pounds; and the ability to work outdoors in a variety of weather and temperature conditions.

Minimum Qualifications:

• Principles and methods used in organizing, conducting and supervising a program of recreational activities;

Education & Experience: 

Recreation Leader I:  Current enrollment in high school, with minimum age of 15 at time of appointment.  Must possess a work-permit. No previous experience required.

Recreation Leader II:  Current enrollment in high school, with minimum age of 16 at time of appointment.  Equivalent to three (3) months of full-time experience (approximately 500 hours) of volunteer or paid work experience in recreation programs or equivalent. Depending on area of assignment, previous knowledge of and experience participating in the activity and/or sport is desirable. 

Recreation Leader III:  Equivalent to completion of the twelfth (12) grade.  Equivalent to six (6) months full-time experience (approximately 1,000 hours) of volunteer or paid work experience equivalent to a Recreation Leader II with the City of Millbrae. Depending on area of assignment, previous knowledge of and experience participating in the activity and/or sport is desirable.

License:  Must possess and maintain a valid CALIFORNIA Class C Operator's license issued by the Department of Motor Vehicles and a satisfactory driving record.

Certificates:  Must possess a first aid/CPR certification or be willing to obtain one

Service Standards:  

Must successfully complete background process.  All candidates will be fingerprinted pursuant to California State Law.  All successful candidates under age 18 must possess a work permit prior to hire.

The Shallow Water Lifeguard is responsible for the supervision of on-site recreation activities at the Aqua Adventure Waterpark and safe operations of all rides (in water 4 ft or less). This responsibility may include public assistance, public education, enforcement of rules and regulations, administration of first aid and life support, and light maintenance. The Lifeguard is expected to work weekends and holidays on a regular basis.

• Supervise public use to enhance recreation activities and insure safe and legal uses

The position is supervised by the Lead Lifeguard and/or Coordinator.

MINIMUM QUALIFICATIONS

• At least 15 years of age

• Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals

  • Swim 50 yards without stopping
  • Sit or stand for long periods of time (90% of assigned shift, possibly in excess of 10 hours)

  • Successfully retrieve a 10 pound brick from 4 feet of water
  • Ability to use a whistle and hand signals
  • Ability to lift and maneuver at least 50 pounds
  • Ability to bend, kneel, stoop, push, and pull
  • Work in an outdoor environment with wet conditions and extreme heat
  • Work in direct sunlight
  • Vision requirements: close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus

REQUIREMENTS FOR EMPLOYMENT
